1 TURKEY HAS TO INVEST ON SAFETY TÜRK YE EMN YETE YATIRIM YAPMALI MEL KE ASLI fiah NSOY David Barrow, Lasse Mikkelsen, Mustafa Erdo an, Engin Yaz c o lu, Kemal Akflar Mr. David Barrow has been in Istanbul as the Country Manager, in charge of Lloyd s Register (LR) Turkey for a year and a half. LR Istanbul Office has grown from 12 to 36 people in the meantime. The Office went through a restructuring process and recruited many new names. Mr. Lasse Mikkelsen is one of the new names joined LR Turkey team. Due to his excellent previous experiences in the countries like Denmark, Korea and China, he was recruited as the Technical Manager for LR Turkey and he already left 4 months behind. We talked about many issues ranging from the importance of safety and quality matters, new port state control regulations, the future of shipping and yacht industry, LR s restructuring process and strategy, financial crisis impact on substandard vessels to climate change and its results. Mr. Barrow, could you tell us how do you continue to support the clients and how is your strategy here in Turkey? Safety issues are a major concern here as we all know. We made a corporate decision to invest in Turkey and to grow up as to help with safety aspects within the Turkish environment. We ve built up a team to enable us to support the clients both in terms of educating the clients and imparting and sharing knowledge. Every time you open to public more information comes out. Classification societies have so much information that they need to share. Part of our strategy here is to share knowledge and to educate not the shipowners or shipbuilders only but anybody in the whole environment, including ship brokers, bankers, financiers, anyone. We held seminars on a regular basis bringing the experts from London. It is one aspect of it. We have 4-5 news updates every month which are really highlighting any interesting topics for the industry in Turkey. We also provide specific training ranging from technical to management. We have specific courses to shipowners who are looking to move away from the more formally orientated business structure to a more corporate structure. That is gonna have a lot of equivalents more like a private company on the stock market where they have to demonstrate strict lines of corporate governance and management structure. We can help on that aspect as well. So it is not just about the technical side of training, it is all types of training we provide. In our previous interview 1 year ago it was your target as well. What changed in the client profile now? How is the feedback like? It s been more successful. Feedback we got from the attendants at the seminars are really positive. We have between people attending the seminars every time. This success gives this office the motive to take it forward to develop more seminars and share experiences. We are about to form a Turkish committee as well. We hope to have the first meeting in October. It will be a platform to share experiences. My vision for the committee is to capture the needs, the wants, the concerns of the Turkish market and take that back in LR and then act as a lobby over groups like IMO and the governments as well. It s been very successful, very well received and very appreciated by the local community. Again it is not just for shipowners, but anyone involved in the industry. On the technical side, we clearly need to support the Turkish flag. As we all know, it recently moved from the grey list to the white list. It s gonna take efforts from everybody to make sure that the flag stays in the white list. The part of our own strategy here is been working with the authority on holding joint seminars trying to promote quality of ships, because we know there has been quality issues with the Turkish fleet in the past. It s getting better now. We have to work together not just the classification societies but governments and all stake holders. We have to make sure we can actually maintain the Turkish flag on the white list. Komitenin Türkiye piyasas ndaki ihtiyaçlar, istekleri ve endifleleri belirlemesini, bunlar LR ile paylaflmas n ve IMO ve hükümetler gibi gruplar üzerinde bir lobi olarak hareket etmesini planl yoruz. 3 agenda. To do that the quality shipping must be promoted. For example for us, the marine operations have to make sure the consistency is at high level, because the worst thing that could happen to us is a ship detained within a very short period after our surveyors been onboard. That is clearly not acceptable and will affect the performance of LR and whatever flag -in this case the Turkish flag- the ship is. This will drive the performance down. Last year, 8 ships have been drawn from the LR class due to quality issues. We will help owners if quality issues are identified. We will sit down with the owners and the technical team and we will agree on a plan to improve the standard of ships. We will work arm in arm with the owner and if the owner is not committed then the ships won t stay in LR class. It is not a decision made by myself, but the whole committee in London which is made up of non-lr people. So it is a neutral decision and helps to improve the quality of the Turkish fleet which is everybody s goal. Maintaining the fleet quality is important so it stays in the white list. If you look at the causes for any detention, you can see that is caused by lack of investment from the shipowner but they can blame the surveyor or the ship s crew. So our job is here to help to educate and persuade the owner that to maintain the ship is a short term cost but it is a long term investment. Our aim is to bring the standard or to maintain the standard-that is the minimum goal. Now less ships are detained and a lot more owners now try to improve the quality. SAFETY RECORDS IN TUZLA ARE NOT VERY GOOD! We are really very keen on safety. Safety records in Tuzla area particularly is not very good recently. We are working to raise the awareness of safety not only at shipyards but onboard ships as well. And we are taking a number of initiatives recently with been leading a classification project to raise the awareness of safety in the shipyards where we will work together with shipyard and shipowners. Unfortunately not all classification societies in Turkey are signed up. It was astounding to hear that some of the major classification societies here did not sign up. For us any safety issue has to be backed not just by the class societies but by anyone in the industry. We have to have the same attitude for safety. All the surveyors here are instructed not to support if they see a dangerous situation on onboard a ship or a shipyard. If the dangerous situation continues we will say that situation has to be improved and if it does not, then the surveyors are fully authorized to walk away from the shipyard. Safety cannot be compromised. Safety records really do worry us. We have lots of internal safety sessions here - we have pocket sized safety stop cards in Turkish for our surveyors. We had another major initiative with the Chamber of Shipping on Human Element since 90 percent of accidents are bound to human element. Mr. Mikkelsen, you are here for 4 months in Turkey but I want to ask what are the major differences you noticed in deficiencies at ship surveys in different countries? Could you classify them on a country basis? The problem seems here in Turkey is Turkish owners started to turn back into maintenance as they do in other countries. Bu herkesin gündeminin bafl nda yer almas gereken bir husus. Bunu gerçeklefltirebilmek için de denizcili in kalitesinin gelifltirilmesi gerekiyor. Örne in bize göre denizcilik faaliyetlerinde tutarl l n en yüksek düzeyde olmas n n temin edilmesi gerek, zira bafl m za gelebilecek en kötü fley, sörveyörlerimizin bir gemiye ç kmalar ndan sonra k sa bir süre içerisinde o geminin tutulmas d r. Bu kesinlikle kabul edilemeyecek bir fley ve hem LR hem de geminin tafl d bayra n performans n olumsuz etkiler. Bu da performans n düflmesine neden olur. Geçti imiz y l kalite sorunlar nedeniyle toplam 8 gemi LR klas ndan ç kar ld. Kalite sorunlar n n tespit edilmesi halinde armatörlere yard mc oluruz. Armatörler ve teknik ekipleriyle oturup, gemilerin standard n n yükseltilmesine yönelik bir plan üzerinde anlaflmaya var r z. Bu amaçla armatörlerle yak n bir flekilde çal fl r z ve sonuçta armatörlerin çabas n görmezsek, bu gemiler LR klas nda kalamaz. Bu flahsen benim verdi im bir karar de il, Londra da LR d fl ndan kiflilerden oluflan tüm komitenin karar d r. Bu nedenle bu tarafs z bir karard r ve Türk deniz ticaret filosunun kalitesinin yükseltilmesine yard mc olur ki herkesin amac da budur. Filo kalitesinin korunmas önemli, çünkü böylece Türk bayra beyaz listedeki konumunu muhafaza edebilir. Herhangi bir gemi tutulma olay n n sebeplerini incelerseniz, bunun nedeninin armatörlerin yat r m eksikliklerinden kaynakland n görürsünüz, ancak onlar sörveyör veya gemi personelini suçlayabilir. Bu yüzden bizim iflimiz armatörlerin e itilmesine yard mc olmak ve onlar geminin k sa vadeli bir maliyet olman n yan s ra uzun vadeli bir yat r m oldu u konusunda ikna etmek. Hedefimiz asgari hedef olan standard yakalamak veya böyle bir standard muhafaza etmek. Bugün daha az gemi tutulmas olay yafl yoruz ve her geçen gün daha fazla armatör kaliteyi artt rmaya çal fl yor. TUZLA DAK EMN YET KAYITLARI ÇOK Y DE L! Emniyet konusunda gerçekten çok hassas z. Tuzla bölgesindeki Emniyet kay tlar özellikle son zamanlarda hiç de iç aç c de il. Sadece tersanelerde de il, gemilerde de emniyet bilincini artt rmaya çal fl yoruz. Son zamanlarda tersanelerde emniyet bilincini artt rmaya yönelik olarak klas kurulufllar, armatörler ve tersanelerle birlikte çal flaca m z birtak m giriflimlerde bulunuyoruz. Ne yaz k ki Türkiye deki baz büyük klas kurulufllar n n bu giriflime kat lmad n duymak hayret verici. Emniyet meselesinin çözümüne sadece klas kurulufllar n n de il, sektördeki herkesin omuz vermesi gerekti ine inan yoruz. Emniyet konusunda hepimiz ayn tavr tak nmal y z. Buradaki tüm sörveyörlere gemi veya tersanelerde tehlikeli bir durum tespit edilmesi halinde destek vermeme talimat veriliyor. Tehlikeli durumun devam etmesi halinde, bu durumun giderilmesi gerekti i belirtiliyor ve giderilmedi- i takdirde de sörveyörler böyle tersanelerden derhal ç kma yetkisine sa- 020

4 also remember that we are not acting as a policeman we can only tell the owners what they should do and also try to persuade them to do maintenance because in the long term it is the maintenance what stays at the end. You can have a good ship two years old and it could be much better if it is maintained and at the end it is the owner s responsibility to maintain the ship. Especially now we have got fleet quality programme I think it s been a surprise for many Turkish shipowners- we are through in survey procedures. What we try to do is to highlight and to look at the way we do surveys. At the same time there is a lot of good owners here. In Korea, I was working with some Turkish owners and they had quite a good site team there and they were very keen on the quality. Also, because of the global financial crisis now, especially the small owners with few ships are a little bit troubled but again we have decided that if the owners do not want to maintain the ships then we don t want them in the class. It is a simple message and it goes to surveyors as well. We have lost quite a lot of ships out of class but that is a policy. Mr. Barrow: Most serious shipowners absolutely agree with our strategy about helping them to improve the fleet quality. It is not the big companies who are gonna track the Turkish flag back to the grey list, it is gonna be the small shipowner who is not investing to maintain the ship. We need to improve it all the time. Mr. Mikkelsen: We go to the small owners and try to support them explaining that we cannot just go on like this, they have to put themselves in the game as well, otherwise they will be out of class. It s been quite successful with some small owners. It seems that they understand the maintenance now and it goes in the right direction. I ve been in many countries and saw many things and I was thinking we should maybe support the small owners sometimes instead of the big owners since they do not have so big technical organisation and they are not aware of some things. So we tell them what they can do. Sometimes there are ones who even do not know what a classification society is. So they need to be supported. Could you please evaluate us the effect of financial crisis on substandard vessels? Do you think they will be totally demolished? Mr. Barrow: If the ship is not maintained then the ship will be detained and if she is detained so much that she won t even be sent to port but she will be sent to scrapping of course. Scrap prices are up and down at the moment. There is still a lot new tonnage coming to the market that is why you would foresee that the scrapping will be maintained. There are many owners who send the ships to scrap or sell them to substandard shipping countries, like those in Asia. Mr. Erdogan: The main problem here is the personnel education and training. Çünkü uzun vadede bak m zorunlu bir durum. ki yafl nda iyi bir gemiye sahip olabilirsiniz ve bak ma tabi tutulmas halinde gemi çok daha iyi bir durumda olabilir. Sonuç olarak geminin bak m n n yap lmas armatörün sorumlulu unda. fiimdi filo kalitesi konusunda bir program sunuyoruz. San r m bu birçok Türk armatör için bu bir sürpriz oldu. Yapmaya çal flt m z fley, sörvey gerçeklefltirme fleklimizi ön plana ç kart p incelemek. Ancak Türkiye de birçok çok iyi armatör de bulunuyor. Kore de birkaç Türk armatörle çal fl yordum. Orada oldukça iyi bir saha ekipleri vard zira kaliteye çok fazla önem veriyorlard. Ayr ca, küresel mali kriz nedeniyle özellikle birkaç gemiye sahip küçük armatörler sorunlar yafl yor. Ancak yine de armatörlerin gemilerini bak ma tabi tutmamalar halinde kendilerini klas m zdan ç karma karar ald k. Bu son derece basit, ayn zamanda sörveyörlere de giden bir mesaj. Bu nedenle klas m zdan birçok gemi kaybettik, ancak bu bir politika. D. Baz küçük armatörler bu konuda oldukça baflar l. Art k bak m n önemini anlad lar ve do ru yönde ilerliyorlar. Birçok ülkede bulundum ve birçok fley gördüm. Büyük armatörlerden ziyade küçük armatörlere destek vermemiz gerekti ini düflünüyordum, zira küçük armatörlerin öyle çok büyük organizasyonlar yok ve baz fleylerin bilincinde de iller. Bu nedenle kendilerine ne yapabileceklerini anlat yoruz. Öyle ki bazen klas kuruluflunun ne oldu unu bile bilmeyenlerle karfl lafl yoruz. Bu yüzden desteklenmeleri gerekiyor. Mali krizin standart d fl gemiler üzerindeki etkilerini bizim için de erlendirir misiniz? Sizce tamamen yok mu olacaklar? D. 5 the main engine or to talk to the port state officer or the regulations and SOLAS. Sometimes even the captain. It is like a cook in the kitchen and he does not know how to cook or how to clean the kitchen. I joined the shipping industry about 40 years ago. When I was a child there was the Kalafat Yeri (caulk space) idea and same idea continues. Nothing changes. During this economic crisis it goes bad again. Mr. Barrow: Training the right people is really important. Not only in Turkey, globally we say that come and become a chief engineer, or master, then he goes somewhere else in two months. Here in Turkey there is a very much strong young population. We look forward to support all universities. We want to see new people coming into the industry. What are your thoughts about the world shipping and shipbuilding s future projection? Now you are also in yacht building industry. Can you evaluate them? Mr. Barrow: Turkey s future is bright in Mustafa Erdo an commercial shipping when the market turns. They have a niche market and they are very good at small chemical tankers and small container ships. They will continue to be successful. But they have to invest both in terms of technology and safety. If they want to continue their niche particularly. As we move out of the recession we will see people who invested will continue to be successful. They will get out of the crisis. The good thing about Turkey is they are flexible. They can turn on the repair side as well. On the yacht building side, I am very confident that they will grow. They are as good as the Italian builders. The designs are excellent. People invest in the money. There is still rich people out there and those are the people who buy these yachts. Once the economic downturn comes up, I am very confident Turkey will come out strongly. Asia -Japan, Korea and China of course- will continue to be battled up for the big ships. The past 4-5 years will not come back again but you have to invest in order to benefit after the market turns. This crisis is not driven by the commodity market but financial markets which has never seen before. The banks will certainly completely change the way they analyze the risk. If people can adopt to the changing environment, the market will go on. Mr. Mikkelsen: Turkey has to invest on safety otherwise they won t be that successful. Safety is sometimes higher priority than the quality. Safety should not be compromised. China will be the biggest since in China labor force is so cheap and there are many people. So all tankers will be building in China. They have the advantage. The system they have is also supported by the government. In Korea, I think they are more concentrated on high quality ships. & de tutulurlar. Tutulmalar halinde ise limana bile geri dönmesine izin verilmeden hurdaya ç kar labilirler. Gemilerini hurdaya ç karan veya Asya dakiler gibi standart alt nda denizcilik faaliyetlerinde bulunan ülkelere satan birçok armatör var. M. Erdo an: Burada esas sorun, personel e itimi. Ana makineyi bile nas l temizleyece ini veya liman devleti memuru ile konuflmas n ya da ilgili yönetmelik ve SOLAS bilmeyenlerle karfl laflabiliyorsunuz. Bazen kaptan da bunlar bilmeyebiliyor. Bu yemek piflirmeyi veya mutfa temizlemeyi bilmeyen bir aflç ya benziyor. Denizcilik sektörüne yaklafl k 40 y l önce girdim. Çocukken bir kalafat yeri tabiri vard. Ayn anlay fl hala sürüyor. Hiçbir fley de iflmedi. Bu ekonomik krizde her fley yine kötüye gitti. D. Barrow: Do ru insan e itmek gerçekten çok önemli. Sadece Türkiye de de il, dünyan n her yerinde birine gel baflmakinist veya kaptan ol deniyor, sonra da bu kifliler iki ay içinde baflka yere gidiyor. Türkiye de çok yo un bir nüfus var. Tüm üniversitelere destek vermek istiyoruz. Sektöre yeni insanlar n kat lmas n istiyoruz. Dünya denizcilik ve gemi infla sektörlerinin gelece i hakk nda neler düflünüyorsunuz? Ayr ca flimdi yat infla sektörüne de girdiniz. Bunlar de erlendirebilir misiniz? D. Barrow: Piyasa flartlar düzeldi inde, Türkiye nin denizcilikteki gelece i oldukça parlak görünüyor.
