Well, why are tourism entrepreneurs and the local people are still unhappy? The reason is highly simple. The tourism entrepreneurs are unhappy for they operate with low profit margins in spite of all efforts and fatigue; and as for the local people, due to the invasion of tourists that would like to have a cheap holiday. 088

Yani nitelik de il, nicelik önemseniyor. Butik otellerden tatil köylerine, marinalara kadar hemen her yer dolu. Peki neden hem turizmci, hem de yerli halk hala mutsuz? Nedeni çok basit. Turizmci o kadar tempoya, o kadar yorgunlu a ra men düflük kar marjlar yla çal flt için; yerli halk ise, ülkesini istila eden, ucuzcu turistin varl ndan rahats z oldu u için mutsuz. T urkey has so many beauties from historical to natural heritages, to seasons and tourism facilities. But of course, there are many postponed dreams due to disorganization and lack of plans. Now, we have to correctly create Turkey s brand image. We do not have much time left to develop and implement serious strategies for tourism that has taken its share from this ambiguity exceedingly. Instead of being considered to be a holiday resort of tourists that live on unemployment pay in their own countries, we need to concentrate on sea tourism in such a way to highlight our wonderful bays, sea, history, and unequalled cuisine right away. Tourists that turn to sea tourism are considered to be a category that has higher spending power, more productive holiday mentality, and is more respectful to the nature all around the world. In other words, what should Turkey must do is to put more spotlight on yacht tourism, cruise tourism, aquatic sports, and diving tourism and marinas; and instead of supporting construction of all-concrete tourism facilities, turn to the surface or under the water. Captain Ercan Gunestutar, who made an evaluation of the summer of 2007 with his downright comments for the Marine & Commerce, has many titles. He answered our questions as the Chairman of the Board of Directors of the Association of Sea Tourism, as the Vice Chairman of Marmaris Branch of the Chamber of Shipping, and as the Manager of the Marti Marina. Mr. Gunestutar is also the only marina manager who is a captain. Here are Mr. Gunestutar s sometimes positive, sometimes negative, and sometimes highly open answers Did the summer of 2007 satisfy the expectations in sea tourism? The year 2007 turned out to be better than But unfortunately, this rise did not allow us to reach the high figures achieved in previous years. There was no serious increase in the number of cruise ships calling at Marmaris. However, both the sizes and capacities of the ships increased. This, of course, brought to us more tourists with the same number of ships. As it is well known, the cruise companies plan their itineraries for 3-4 years. It would be naive to expect the ships, which shifted their rotations due to the crisis in 2006, to return to us in However, we expect increases in the coming years. Furthermore, the small size of Marmaris port also causes the number of incoming ships to be low. The port authority is obliged to turn back two of the ships in case four ships arrive at the same time. We know that enlargement works have commenced. However, it is not possible to speed up the red tape. The season was profitable in diving tourism and daily tours. The hotel occupancy rate is better compared to 2006, and selection of sea activities in alternative entertainment by tourists resulted in the season to be a good one. In order to have diving tourism developed even further, it is necessary to sink one or two ships and increase the undersea wealth. The tourists have started to look for a change. Underwater Safaris organized aboard boats with special glass bottoms could be an alternative tourism activity. By having sea-bus shuttle services between Dalaman and MARINE & COMMERCE OCTOBER

Özellikle yabanc turist önce Türkiye, sonra da Marmaris e tatile gelmeyi neden tercih etmeli? Yabanc turistin bizi y llarca tercih sebebi 3 S di. Yani Sea- Sand-Sun - Deniz-Kum-Günefl. Tabii bir de harika tesislerde ucuz tatil imkân sunuyoruz. Ama sizden daha ucuz birileri ç k nca sizi vuruyorlar. fiimdilerde Tunus-Cezayir gibi. Belki ilerde Libya da bu kervana kat l r. Bu nedenle alternatif turizm çeflitlemeleri yaratmal y z. Bunlar içinde en çabuk hayata geçirilebilecek ve hemen akla geleni de, kapl ca ve kültür turizmi. Daha sonralar av ve do a turizmini de bunlara ilave edebiliriz. Art k 3S turizmiyle ve ucuz tatil sunmakla, turizmden büyük gelirler elde etmemiz mümkün olmayacak. Marmaris e turist neden gelecektir? flte bu çok zor bir soru. Marmarisli bile buna tam cevap bulam yor... Sohbetlerde hep soruyorum; Siz turist olsan z, Marmaris e gelir misiniz? diye. Cevap ço- unlukla hay r oluyor. Bunun sebeplerinden en önemlisi Marmaris in turizm kenti olarak planlanmamas. Ayn cadde üzerinde 5 Marmaris, both the beauties of the sea may be shown to the tourists, as well as a faster transportation can be achieved compared to the land route. Why should especially foreign tourists firstly prefer to come to Turkey, and secondly select Marmaris for their vacation? The reason why foreign tourists prefer us for years is the 3S. That is, Sea-Sand-Sun. Of course, on top of that, we provide low-priced vacations in marvelous facilities. But if there are others that come into play, who are lower-priced than you, they end up hurting you. Just like Tunis and Algeria nowadays. Maybe Libya will also jump on this bandwagon in the future. This is why we should create alternative tourism diversifications. Those that can be quickly implemented and which come first to mind are thermal spring and culture tourism. We may also add tourism of hunting and nature to these later on. It is no more possible to achieve great income by providing 3S tourism and low-priced holidays. Why will the tourists come to Marmaris? This is a tough question to answer. Even inhabitants of Marmaris cannot find a complete answer to this! I always ask during conversations; If you were a tourist, would you come to Marmaris? Most of the answers turn out to be No. One of the most important reasons of this is due to the fact that Marmaris is not planned as a tourism town. You are not supposed to have a five star hotel, apart hotel, restaurant, pharmacy, market, residence, coiffeur and bar on the same street. Go and have a look at the advanced tourism towns, all is planned to make the tourists comfortable. You do not display all your tricks on the same street. Examine the coastal line of Spain known as Costa del Sol and see how tourism is done! I always say that the mayors of tourism towns on the coastal strip should first go to Costa del Sol, and start duty after attaining an Achievement Certificate from there. We can only then apply governing of tourism. I could almost say the tourists who come to Marmaris under these circumstances deserve to receive a medal. Because we are inflicting all kinds of suffering on them, pulling them from the hand or arm at the marketplace included. 090

Ancak o zaman turizm belediyecili ini uygulayabiliriz. Bu flartlarda Marmaris e gelen turiste madalya taksak yeridir. Çünkü her türlü eziyeti yapmaktay z. Bunun içerisine çarfl da elini kolunu çekip, taciz etmek de dahil. Yat turizmi konusunda geçmifl y llara göre bu y l, y l sonuna kadar ki rezervasyonlar da göz önünde tutarak de erlendirir misiniz? Tüm bu olumsuzluklara ra men deniz turizmi ve yatç l k konusunda ça yakalad k say l r. Yatlar m z her geçen gün standard n yükseltmekte. Klimas z ve kamaras içinde dufl, tuvaleti olmayan tekne neredeyse kalmad gibi. Türkiye de mega guletler imal ediliyor ve bunlar turizmin hizmetine sunuluyor. Yani yat turizmi iyi y llar ndan birini daha geride b rakt. Önümüzdeki y llar n rezervasyonlar konusundaysa flimdiden bir fley söylemek için çok erken. Önümüzdeki denizcilik fuarlar nda bunu daha rahat de erlendirebiliriz. Ama herfleye ra men önümüzdeki y l n iyi geçece i tahmininde bulunmak, falc l k yapmak olmayacakt r. Marinalar cephesinde ise flu anda dolulukla ilgili bir sorun yaflanm yor. Ancak önümüzdeki y llarda birkaç tane hariç yeni marina yat r mlar görülmedi inden, yer sorunu yaflanmas da kaç n lmaz olacak. Tüm marinalar %100 ün üzerinde doluluklarla çal fl yorlar. Yap lan ve yap lmakta olan marina yat r mlar ile ilgili yorumunuz ne? Mart Marina n n yat r ma yönelik planlar neler? Yap lmakta olan sadece 1 tane marina var. O da 2009 y l nda hizmete girecek. haleleri yap lm fl olan di er marinalar n henüz yat r ma bafllamam fl olmalar ciddi bir handikap. Türkiye de marina yat r mlar konusunda muazzam ve b kt r c bir bürokrasi var. En iyi flartlarda 3 4 y l içerisinde izinler al nabiliyor ve inflaata bafllanabiliyor. Bu da yat r mc lar marina yat r m yapmaktan kaç nmaya sevk ediyor. Ayn sorun talya da da vard. Ama onlar Yuvarlak masa formülünü gelifltirdiler. Ve bunun sonunda da izin süreleri 4-6 aylara indi. Bir anda marina kapasitelerini ikiye katlad lar. Mart Marina ya gelince, önümüzdeki y l marinay yenilefltirme ve güzellefltirme yat r mlar yapaca z yani bir anlamda marinan n çehresini de ifltirece iz. Marina içindeki 25 odal butik otel devreye girecek, ayr ca r ht m geniflleme ifllemiyle kapasite de biraz daha artacak. Bu arada tesis içerisindeki yenileme çal flmalar da devam edecek. 5 Can you please comment on the volume of this year s yacht tourism compared to the previous years by taking into consideration the reservations made until the year end? In spite of all the negativity involved, I can say that we have been able to catch up with the developments in sea and yacht tourism. The standard of our yachts gradually increases everyday. We can say that there is almost no vessel left without air conditioning and in almost all of them the cabins come with their own bathroom. Turkey builds mega-schooners and these are used in the tourism industry. In other words it was a good year for yacht tourism. With regard to the reservations for the future years it would be early to comment. We will be able to better evaluate that after the upcoming marine exhibitions. But taking everything into consideration it would not be amiss of me not to predict a prosperous year. With regard to the marinas we are not experiencing any problems in relation to availability of space. However in the years ahead, there are no projects for new marinas in the pipeline and this will undoubtedly lead to some problems with regard to availability. All the marinas work on full capacity or more. What would be your comments with regard to the present and future marina investments? What are the plans of Marti Marina in terms of investments? At present there is only one marina under construction and that will become operational in It is a serious handicap that the tendered marinas have no yet started investing. The bureaucratic processing of new marinas in Turkey is a frustrating and lengthy process. Under the best conditions, the permits are granted and construction can start after 3 to 4 years following the initial applications. This situation acts as a deterrent on the investors. Italy had the same problem, however they came up with Round Table solution, which reduced the waiting time for the permits down to 4 to 6 months. Following this, they were able to double up their marina capacity in a very short time. With regard to Marti Marina, I can say that we will be investing in some rehabilitation and improvement works next year, in other words we will change the appearance of the marina. Within the marina a boutique hotel with 25 beds will become operational, furthermore, the capacity of the marina will increase thanks to the expansion of the pier. At the same time we will continue our improvement works in the facility. The objective is to be able offer the best to the sailors at all times. How do you evaluate the marina operating business in Turkey? You must believe me when I say that Marina Operating Business in Turkey cannot be any better. I can do this comparison very easily as I am a captain myself and I had the chance to examine the operations of other marinas at the overseas exhibitions that I visited. In most of the marinas in the Mediterranean they do not even provide mooring services. And security services at night time are almost non-existent. Avrupa Yat Limanlar Birli i (The Yacht Harbour Association) yönetim kurulu üyelerinin geçen y l Türkiye ye yapt klar ziyarette söyledikleri çok ilginçti. Bu Birlik Avrupa daki marinalar kendi tespit etti i kriterlere göre denetler ve 5,4,3 alt n ç pa ödülü verir. Türkiye de de 7 tane 5 alt n ç pal marina var. Bunlardan biri Mart Marina. Birli in Yönetim Kurulu üyeleri Nas l oluyor da bu kadar çok marina 5 alt n ç pa al yor? diye Türkiye ye denetleme yapmaya geldi ve incelemelerinin sonunda giderken flunlar söylediler; Biz buraya gelirken Türk lere bir fleyler ö retiriz diye geldik, ama gördük ki, Türk lerden ö renece imiz çok fley varm fl. flte hiç flüphesiz bu sözler Türk marinac l n n nerede oldu unu gösteren en kuvvetli delil. Devletimizin marinac l n önünü açmas yönünde çal flmalar yapaca na inanc - m z tam. Önceleri 4 tane belgeyle iflletti- imiz marinalar m z bugün 13 tane belgeyle iflletebiliyoruz. Her kurum ve kurulufl marinalardan bir belge almas n talep ediyor ve marinac l zorluyor. Yat - r mc lar da sonuç olarak kar gayesi güderek bu marinalar infla ediyorlar. Ancak gelinen noktada ve devletimizin kurumlar n n talep ettiklerini karfl lamakta zorluk çeken marinac lar yeni yat r mlardan kaç yorlar. Böyle devam edilecek olursa, deniz turizmimiz aç s ndan alt n yumurtlayan tavuk kesilecek gibi gözüküyor. Marina yat r mc s bulmakta güçlük çekilece i anlafl l yor. Yap lmas gerekense, ifllemlerin kolaylaflt r lmas ve marinac lar n önlerinin aç lmas. Deniz Ticaret Odam z n Denizci Millet, Denizci Ülke slogan n gerçeklefltirebilmenin en önemli koflulu, tekne sahibi olmay kolaylaflt rmak ve o teknelerin ba lanaca limanlar ço altmak olacak. & mooring services and have a highly commendable security system. The service provided in our marinas is actually superior to the European Marinas. I make these observations as a seaman. It would be just a matter of time for us to become the center of attraction in the Mediterranean, if we had a little more support from our government. The comments of the members of the Yacht Harbor Association, in their visit to Turkey last year, were very interesting from this aspect. This Association inspects the marinas in Europe according to the criteria that it determines, and to the ones that are determined as worthy, 5, 4, 3 Golden Anchor awards are given. In Turkey there are 7 marinas with 5 golden anchors. One of them is the Marti Marina. The Members of the Board of Directors of the Association came to Turkey to see how it is possible for so many marinas to receive 5 Golden Anchor award. And following their inspection, before they left the country they said the following; We came here thinking that we would teach you a few things, but now we see that there are many things that we can learn from Turks. Undoubtedly these words prove the development level of the Turkish Marina Operations. We have strong belief that our government will do what is necessary to remove the obstacles that are holding back the marina business. In the past, we needed 4 documents to operate a marina and today this number is 13. Each and every institution requires a specific document to be obtained and this puts the sector in a difficult situation. The investors build these marinas to make a profit, however at this point in time, when faced with the demands of the government institutions they refrain from further investing in this field. If we continue on this route, we will be foregoing opportunities in this very profitable business for our sea tourism. It looks as if the investors will be sparse. To overcome this, the process must be made easier for marinas. The most important condition of being able to accomplish the slogan of Chamber of Shipping which states; Maritime Nation, Maritime State is to make the process for boat ownership easier while at the same time increasing the capacity of the piers where these boats can moor. & 094
