2 KIB-TEK UZAKTAN ERİŞİMLİ AKILLI SAYAÇ İHALESİ İDARİ ŞARTNAMESİ 1. İşin Kapsamı İhale konusu adet ( adet tek fazlı, adet üç fazlı) sayaçların temini kapsar. Ancak bu miktarlar her ürün için ±%10 değişebilir. 2. İhalenin Süresi : a. Teknik ve Yeterlilik Dosyalarının Sunulması; İhaleye katılacak Firmalar 08/08/2014 tarihinde en geç saat 10:00 da Teknik ve Yeterlilik Dosyalarını KIB-TEK İhale kutusuna atmalıdır. b. Finansal Değerlendirmeye Katılacak Firmaların İlanı; Teknik ve Yeterlilik değerlendirmesinde başarılı olan firmalar 15/08/2014 tarihinde en geç 15:30 da KIB-TEK tarafından KIB-TEK Web sayfasında ilan edilir. c. Finansal Tekliflerin Sunulması;Finansal değerlendirmeye hak kazanan firmalar tekliflerini 20/08/2014 tarihinde en geç 10:00 da KIB-TEK İhale kutusuna atmalıdır. 3. İhaleye Katılma Şartları : İhaleye teklif verme şekli 4. madde de yeralan Tekliflerin hazırlanması kısmında belirtilen şartları sağlamak zorunda olup, bu şartların yerine getirilmemesi durumunda veya bu belgelerden herhangi birinin eksik veya olumsuz olarak verilmesi halinde, dosya sahibinin ihale değerlendirmesine katılımı reddedilir ve ihaleyi açan kurumun haklarına halel gelmeksizin ihaleye aşağıdaki koşul ve kurallar doğrultusunda devam edilir. İlgili dosya ise herhangi bir değerlendirme yapılmadan teklif veren firmaya iade edilir. İhaleye Giremeyecek Olanlar 2

3 Devlet İhale Tüzüğü nün 30 ncu maddesinde yazılı kimseler doğrudan veya dolaylı olarak ihaleye katılamazlar. Bu yasağa rağmen ihaleye girenin üzerine ihale yapılmış ise ihale bozularak geçici teminatı, sözleşme yapılmış ise sözleşme (mukavele) feshedi lerek kesin teminatı gelir kaydedilir. Ayrıca aşağıdaki maddede uygulanır: Bir firma ihaleye yanlızca bir teklif verebilir ve ayni isim altında herhangibir kaleme birden fazla alternatifli teklif verebilir. Ancak gerçek ve tüzel kişi veya kişilerin iştiraki ile teşkil olmuş ortaklıklardan, bunların ortaklıklarından veya ortak şirketlerin yönetiminde yetkili kişileri yalnız bir teklif verebilir. Her ne isim altında olursa olsun birinci derece yakınlarınca dahi k urulmuş veya kurulacak şirketler veya birinci derece yakınların hissesi ne olursa olsun ihaleye ikinci bir teklif atamaz. Buna uymayanların birinci teklifleri de geçersiz sayılır ve ihaleden elenir. 4. Tekliflerin Sunulması: Teknik ve Yeterlilik dosyasının üzerinde; Teklif sahibine ait ünvan, adres ve telefon bilgileri ile "Kıb-tek Sayaç işine ait Teknik ve Yeterlilik dosyasıdır" ibaresi yer alacaktır. Finansal dosyasının üzerinde; Teklif sahibine ait ünvan, adres ve telefon bilgileri ile "Kıb-tek Sayaç işine ait Finansal Teklif dosyasıdır" ibaresi yer alacaktır. 4.1 Teknik Ve Yeterlilik Dosyasının İçinde Olması Gerekenler: a. Dosya içindekileri maddeler halinde eksiksiz olarak açıklayan içindekiler belgesi b. İhaleye teklif verecek firmalar KKTC de yerleşik bir şirket olacaktır. Konsorsiyum halinde teklif veren şirketler içerisinde en az bir KKTC şirketi olacak, diğer şirketler farklı ülkelerden olabilecektir. DOĞRUDAN YÜKLENİCİ YA DA KONSORSİYUM ÜYESİ OLAN TEKLİF SAHİPLERİ (En çok 3 (Üç) üyeden oluşabilir): (EN AZ BİR ÜYENİN KKTC FİRMASI OLMASI ZORUNLUDUR)Teklif Sahibinin ve/veya oluşturulacak konsorsiyumlardaki Teklif Sahiplerinin tanımı ve istenen özellikler aşağıda verilmiştir : KKTC den katılacak firma : KKTC de saygın ve güvenilir bir kuruluş olması gerekir. Teklif sahiplerinin ticari varlığını kanıtlayan ve müracaat tarihinden en çok 30 (otuz) gün önce bir tarihi taşıyan Ticaret ve / veya Sanayi odalarınca onaylanmış belgelerin asılları, Teklif sahiplerinin Tastik Memuru onaylı imza sirküleri (Düzenleme tarihi teklif tarihinden fazla 30 (otuz) gün önceki tarihi taşıyacaktır.) Konsorsiyum ise Konsorsiyum Protokolu veya Ortak Girişim Beyannamesi (Tastik Memuru onaylı), 3

4 Teklif sahibi Ortaklık, Ortak Teşebbüs ve Konsorsiyum olması halinde iş bölümünü belirtir liste. c. İhaleye teklif verecek konsorsium firmalardan KKTC den teklif verenler için kuruluş onay belgesi, konsorsium firmalar içinse ilgili Ticaret odasından alınmış ticaret sicil veya faaliyet belgesi d. İhaleye teklif verecek firmalardan KKTC den teklif verenler için; Vergi Güvenlik Belgesi : Vergi güvenlik belgesi Gelir ve Vergi Dairesinin Lefkoşada ki Kıb-Teknden alınmış olacak ve vergi borcunun olup olmadığını gösteren bir belge olacaktır. Şirket Tescil Belgesi: Resmi Kabz Memurluğu ve Mukayyitlik Dairesi nden dört sayfa halinde alınmış belgeleri içermektedir. İhtiyat Sandığı Belgesi: İhtiyat Sandığı Dairesi nden alınmış olacak ihtiyat sandığı yatırım borcunun olup olmadığını gösteren belge olacaktır. Sosyal Sigorta Belgesi: Sosyal Sigorta dairesi nden alınmış olacak sosyal sigorta primi borcunun olup olmadığını gösteren belge olacaktır. Çalışma Dairesi Belgesi: Çalışma dairesi nden alınmış olacak olan bu belge Değiştirilmiş şekliyle 22/1992 sayılı iş yasasının 59(4) maddesine göre ihalelere katılmasında bir sakınca olmadığını gösteren belge olmalıdır. e. Teklif edilen sayacın üreticisine ait orijinal ticaret sicil belgesi f. Teklif veren şirket(ler)in sayaç üreticisi ile yapmış olduğu orijinal sözleşme veya orijinal yetkilendirme yazısı (bahsi geçen belgeler üretim garantisidir.) g. Teklif bir Konsorsiyum tarafından veriliyorsa konsorsiyum sözleşmesi ve sorumlulukların taahhütü belgesi. h. Şartnamenin satın aldındığını belgeleyen ödeme makbuzu. i. Teklif edilen sayaçlara ve haberleşme cihazlarına ait orijinal baskılı İngilizce ve/veya Türkçe katalog (teklif edilen ürünlerin altı kırmızı kalemle çizili olacaktır) j. Teklif edilen her bir sayaç ve haberleşme ekipmanına ait detaylı kullanım kılavuzu k. Teklif edilen ürünlerin menşeini gösteren ilgili ülke ticaret veya sanayi odası veya ilgili birimden onaylı menşe belgesi. Önerilen sayacların imalatçıları ve imalatları, Türkiye, Avrupa Birliği üyesi, EFTA üyesi, Kanada, ABD ve Japonya ülkelerinden olması gerekmektedir. l. Teklif edilen sayaçlara ait PTB, NMI, CESİ, KEMA veya TÜV akredite laboratuarlardan alınmış tip test raporları ve MID sertifikası 4

Teklif edilen ürünler için tüm fonksiyonları çalışır durumda olan ve teknik şartnameye uygun (numunenin tüm şartları karşılaması koşulu ile terminal girişlerinin istenilen statndarta uymaması durumunda, numune değerlendirmeye alınacaktır); i) 1 adet GPRS haberleşmeli ve uzaktan enerji kesme donanımlı Tek fazlı sayaç ii) iii) 1 adet GPRS haberleşmeli ve uzaktan enerji kesme donanımlı Üç fazlı sayaç Teslim edilen ürünlerin testlerinin gerçekleştirilebilmesi için gerekli bağlantı, kurulum ve yazılım komutlarını anlatan ayrıntılı test kılavuzu n. Teklif edilen ürünlerin BS, IEC veya TSE uygunluk belgesi o. Sayaç üreticisi firmanın dünya üzerinde kalitesini ispatlamış, haftalık elektronik sayaç üretim kapasitesinin (tüm PCB montajı, kalibrasyonu, GSM testi ve paketleme dahil) en az sayaç olduğunu gösteren kapasite raporu. Firmanın proje için üretilecek ürün ile ilgili imalat koşulları, kapasitesi, nakliye hakkında bilgilerin ve faaliyet planının belirtilmesi. p. Sayaçların AMR ye bağlantı ve adaptasyonu için KIB-TEK tarafından talep edilecek sayaçla ilgili her türlü bilginin KIB-TEK e verileceği hususunda yazılı taahhüt mektubu. 4.2 Finansal Teklif Dosyasının İçinde Olması Gerekenler: a. Teklif veren firma tarafından doldurulmuş teklif tutarını gösteren teklif mektubu b. Ek1 de yer alan teklif formu doldurulacaktır. c. 39/2001 sayılı KKTC Bankalar yasası altında kurulup faaliyet gösteren ve 41/2001 sayılı Merkez Bankası yasası altında denetlenen ve Kıb-Tek çe kabul edilen bankalardan alınmış, ihale bedelinin %5 i tutarında ve ihalenin kapandığı tarihten 45 (kırk beş) gün süreli geçici banka teminat mektubu ve /veya KIB-TEK veznesine yatırılan nakit teminatın makbuzu. d. Bu madde içeriği istenen teklif mektubu, geçici teminat mektubu ve doldurulmuş Ek1 teklif formu sunulmayan teklifler geçersiz sayılacaktır. Verilecek teklifler tüm ürünler ve sistemlerin belirlenecek ödeme şartlarına uygun olarak temin edilmesini içerecektir. Teklifler Euro cinsinden, KDV hariç olarak düzenlenecek olup ayrıca bir masraf veya faiz ödemesi talep edilmeyecektir. Ödemeler EURO cinsinden yapılacaktır. 5

6 5-İhalenin Değerlendirme Süreci : İhale, bu İdari Şartnamenin 2. maddesinin a. bendi gereği Teknik ve Yeterlilik Dosyalarını sunan firmaların teklifleri değerlendirilir ve değerlendirme neticesi 15/08/2014 tarihinde en geç 15:30 da KIB-TEK tarafından KIB- TEK Web sayfasında ilan edilir. Teknik ve Yeterlilik Dosyalarının değerlendirmesi sonucu Finansal Teklifleri sunmaya hak kazanan firmaların teklifleri 20/08/2014 tarihinde en geç 10 da KIB-TEK İhale kutusuna atmalıdır. Atılan finansal teklifler her kalem için ayrı ayrı değerlendirilip ihale kararı kamuoyuna duyurulacaktır. İhaleyi kazanan teklif sahibine ihale kararının bildirilmesinden itibaren 7 (yedi) iş günü içerisinde sözleşme imzalanır. Teklif sahibi ihale bedelinin %5 i tutarında ve 12 ay süreli 39/2001 sayılı KKTC Bankalar yasası altında kurulup faaliyet gösteren ve 41/2001 sayılı Merkez Bankası yasası altında denetlenen bankalardan alınmış, teminat mektubunu ve/veya KIB-TEK veznesine yatırılmış nakit teminatın makbuzu şözleşmenin imzalanması sırasında idareye teslim edecektir. 6-İşin Süresi : Malzemelerin teslimatı, ihaleyi kazanan kişi veya firma ile yapılacak sözleşme tarihinden başlamak üzere ihaleye çıkılan miktarın 1/2 sine denk gelen 16,500 adet sayacın 3 (üç) ay içerisinde geri kalan miktarın ise eşit miktarlarda (her ay için toplamın 1/6 sı) takip eden 3 ay içerisinde yapılmalıdır. 7-Ödeme Şekli : Ödeme, teslimden sonra 7 (yedi) gün içerisinde yapılacak kabulden itibaren 30 (Otuz) gün içerisinde gerçekleştirilecektir. 8-Malzeme Kabulü ve Sevk İzni: a. Asagıda belirtilen malzemeler için, üretildikleri tesiste/fabrikada sevk izinleri için en az 2(iki) KIB-TEK teknik elemanları tarafından yapılacak FAT (Factory Acceptance Test) sonrasında sevke uygundur belgesi verilecektir: 6

7 b. Firma sevk izni islemleri için KIB-TEK e, malzemenin sevke hazır olacagı tarihten 15(onbes) gün önceden haber vermek zorundadır. c. Sevk izinleri için gereken uçak/konaklama/vize ve bu amaç için personelin harcayacagı günlere iliskin yolluk giderleri (harcırahlar) Kıb-Tek tarafından karşılanacaktır. d. Malzeme ilgili yere teslim edilip, sayımı ve sartnameye ve önceden sunulan numuneye uygunlugunun kontrolü yapıldıktan sonra bedelinin satıcıya/müteahhit firmaya ödenmesine izin verilecektir. e. Teslim edilirken bozuk oldugu gözle görülemeyen ambalajlı malzemelerde sonradan herhangi bir bozukluk tesbit edilecek olursa bozuk malzeme, teslim eden firma tarafından yenisi ile degistirilecektir. 9-Kurumun Hakları : f. İhale komisyonunun talebi üzerine idare, tekliflerin incelenmesi, karşılaştırılması ve değerlendirilmesinde yararlanmak üzere net olmayan hususlarla ilgili isteklilerden tekliflerini açıklamalarını yazılı olarak açıklamalarını isteyebilir. g. İhale komisyonu verilen teklifleri bu Şartnamenin 6 ncı maddesine göre değerlendirdikten sonra, diğer tekliflere veya idarenin tespit ettiği yaklaşık maliyete göre teklif fiyatı aşırı düşük olanları tespit eder. Bu teklifleri reddetmeden önce, belirlediği süre içinde teklif sahiplerinden, teklifte önemli olduğunu tespit ettiği bileşenler ile ilgili ayrıntıları yazılı olarak ister. h. İhale komisyonu; - Hizmet sürecinin, verilen hizmetin ve gerçekleştirme yönteminin ekonomik olması, - Seçilen teknik çözümler ve teklif sahibinin hizmetin yerine getirilmesinde kullanacağı avantajlı koşullar, - Hizmetin özgünlüğü, hususlarında belgelendirilmek suretiyle yapılan yazılı açıklamaları dikkate alarak, aşırı düşük teklifleri değerlendirir. Bu değerlendirme sonucunda, açıklamaları yeterli görülmeyen veya yazılı açıklamada bulunmayan isteklilerin teklifleri reddedilir. i. Kurum teknik olarak tüm taleplerini sağlamayan teklifleri kabul etmek zorunda değildir. j. Kıb-Tek İhale Komisyonu en düşük veya herhangi bir teklifi kabul etmek zorunda değildir. 7

8 k. Kıb-Tek İhale Komisyonu karar vermeden önce teklif yapan müessesenin veya firmanın geçmişteki taahhütlerine sadakat durumunu da dikkate alacaktır. l. Kurum; ihaleyi kazanan firma tarafından teslim edilen ürünlerin uygun olmadığının belirlenmesi durumunda ihaleyi iptal etme hakkına sahiptir. 8- Mücbir sebepler a. Hiçbir tarafın işlemleriyle bağımlı olmayan mücbir sebep durumlarında yükümlülükler yerine getirilirken kesintiye uğrarsa iki taraf da sorumluluklarından feragat eder ve sözleşme ( mahremiyet yükümlülükleri veya fikri mülkiyet hakları hariç) altındaki sorumluluklar kalmaz. Bu sebeple mücbir sebep durumları aşağıdakileri kapsar: savaş, ayaklanma,ambargo,doğal afetler veya yangın, sel,deprem ya da diğer ciddi doğal yıkımlar, hükümet tedbirler, grev,lokavt,iş yavaşlatma b. Yukarıdaki 11 a maddesinde bildirilen sebeplerler sözleşme yükümlülüğü gecikirse, tüm ilgili şartları dikkate alarak makul sürede yükümlülüklerin yerine getirilmesi amacıyla tarafların karşılıklı anlaşmasıyla süre uzatılacaktır.ancak, iki taraf da mücbir sebep etkisini hafifletmek üzere gerekli çabayı gösterecektir.mücbir sebep durumu 2(iki) aydan uzun sürerse iki taraf da kendi takdiriyle sözleşmeyi feshedebilir. c. Etkilenen taraf 11 b de belirtildiği gibi geciken yükümlülükleri karşılamak için gerekli süre uzatmasını yazıyla diğer tarafa derhal haber verecektir.ayrıca etkilenen taraf mücbir sebep durumunun sona ermesini de derhal karşı tarafa bildirecektir. Not: M2/2014 no lu çok miktarda muhtelif sayaç alımı ihalesinde şartname satın alan firmalar bedelsiz olarak şartname alabilir. 8

10 TECHNICAL SPECIFICATIONS Item 1 Electronic Electrometers with remote meter reading and control capacity for commercial and domestic application The specifications given in the following are requirements based on the respective item s projected function or purpose. Characteristics and features deviating from particular technical solutions, figures or values given in the specifications (unless exceeding the requirements), due to the particular design of the actually offered product, are acceptable, as long as the functional capacity is at least equivalent to the given specification and permissible under the requirements according to EU technical regulations, or standards quoted in these Technical. Full compatibility with other items specified, or equipment already available at the beneficiary institution when described in these Technical, is mandatory. Uncertainty, Accuracy and Class shall always be as required or better. Adequate documentation to assess the respective capacity, quality, compatibility and inter-connectivity of the product offered must be included with the offer. Any specification referring to or suggesting a particular product or manufacturer, in particular to types, models and brand names, are always to be understood as or equivalent. Where equivalency shall be subject to technical evaluation, the respective documentation of equivalency, and - if appropriate - an assessment by an independent party, shall be provided with the offer. 1.1 Quantities Three-phase Meters (direct connection) 3,000 units Single-phase Meters 30,000 units 1.2 General requirements 1.2,1 Conformity to technical regulations and standards Each meter to be delivered under this contract shall conform to the essential requirements, shall have been subjected to appropriate conformity assessment procedures, Modules B+F, or Module B+D or Module H1, and shall be accompanied by a declaration of conformity, as laid down in the Directive 2004/22/EC of the European Parliament and of the Council of 31 March 2004 on measuring instruments 10

11 (MID). 12 EN Electricity metering equipment (a.c.) - Particular requirements - Part 61: Power consumption and voltage requirements EN Acceptance inspection for direct connected alternating current static watt-hour meters for active energy (classes 1 and 2) EN Electricity metering - Data exchange for meter reading, tariff and load control - Direct local data exchange EN Specification for degrees of protection provided by enclosures (IP code) IEC Voltage characteristics of electricity supplied by public distribution systems BS Code of practice for Design of alternating current watthour meters for active energy (classes 1 and 2) Note: The tests required by the tender specifications are those necessary for the notified body to issue a type approval certificate. Such tests are usually carried out on the basis of (voluntary) Harmonised Standards to establish compliance with the technical regulation applicable to this type of product. This does not exclude though that national characteristics, such as dimensions, are fixed in national standards for compatibility reasons. The producer is responsible for testing the meters for compliance with the specified standards. 12

13 1.2.2 Delivery condition of meters The meters shall be delivered adjusted and/or programmed to satisfy the requirements and metering values laid down in these Technical. Legal Metrology Varification All electro-meters and instrument transformers shall be delivered after having been subjected to legal metrology verification. The certificates shall be produced by an official legal metrology laboratory whose measurements are traceable to international standards of physical quantities. The tenderer shall indicate the respective measurement trail of the institution he intends to use Technical Documentation The Technical Offer shall contain documentation showing the following characteristics of the offered electricity meters: - Basic technical characteristics, - Meter functioning description, - Metering characteristics, - Testing records and type approval certificate (with annexes) MID Approval 13

14 should be given with the offer - Software tools or method of adjustment to set given values that are programmable, - Instructions for meter installation on the metering point and activation of individual functions. For supplies other than meters: The tenderer shall provide technical documentation of the equipment in English language including the technical specification of the manufacturer (Data Sheets). Manuals for equipment operation and regular maintenance in English shall be included with the supplies Accessories For supplies other than meters: The supplies shall include all accessories necessary for proper operation of the equipment such as, but not limited to power cables, interconnect cables, adapters, connectors, input devices and power adapters and transport cases for mobile equipment. Power supply For supplies other than meters: All mains-operated equipment shall operate by power supply of 230 V ± 10 %, 50 Hz British plug for class I and II equipment. Three-phase power supply 400 V shall be acceptable also, grounded CEE plug. 14

15 1.3 General Technical Characteristics Nominal (reference) Voltage Nominal voltage value is: 3 x 230/400 V for all three-phase meters V for single-phase meters Insulation Voltage & Line Faults: Insulation Strength shall be 4kV, 50Hz, 1 min. Pulse voltage for current and voltage circuits shall be 6kV, 1.2/50 µs. In the case of voltage between phase and neutral is reaches to 415V in consequence of power line problems (losing the neutral), meter shall not be defected under load. Nominal Frequency Nominal frequency is 50 Hz Nominal current For direct connection the nominal (maximum) current is 10 (100) A 3-phase and 1-phase Accuracy Class for active energy is 1, 15

16 1.3.6 for reactive energy is 2 Operation - Design The meters shall be electronic and microprocessor-based The three-phase meters have three measuring elements and a four-wire terminal; one-phase meters have one element and a two-wire terminal. Dimensions (housing, terminal block and covers) The meter size (principal dimensions) has to be in compliance with the BS Note: A single phase meter can be suited in a housing of a three-phase meter contingent to compliance with the requirement of the standard Terminal block, meter case and covers Meter case The meter shall have a case made of polycarbonate (PC) or of material with equivalent performance for this purpose. Meter cover The meter cover shall be made of ultravioletstabilized polycarbonate or material of equivalent performance for this purpose. It shall be so constructed and arranged that any non-permanent deformation shall not prevent the satisfactory operation of the meter. 16

17 Terminal block The terminal block shall be made of polycarbonate (PC) or material of equivalent performance and rated for the specified purpose. At the terminal block, the meter leads for direct connection are to be connected at the terminals using a brass current bus bar and screws in accordance with the standards EN and EN Auxiliary and control terminals have to be made according to the "PLUG IN" principle or using adequate terminals. All terminals shall be arranged in one terminal block and be suitable for front connection having adequate insulating properties and mechanical strength. The manner of fixing the conductors to the terminals shall ensure firm and durable contact and be secured against loosening to prevent undue heating of the conductors or the terminals. The material of the terminal block shall be capable of passing the tests given in standard ISO 75 for a temperature of 135 º C and the glow wire test at 960 º C. The terminals shall permit the connection of both solid and stranded copper conductor of a cross sectional of 25 mm 2. Terminal layout should comply with DIN / BS / IEC and the connection scheme should be clearly indicated underneath the terminal. Sealing facilities The meter design shall have provisions for the 17

18 1.3.9 sealing of meter electronics housing and terminal cover. The active part of the meter shall be factory-sealed. It shall not be possible to remove or open the meter without irreparable damage of the seals. Seal tampering shall trigger a signal to the control center. Note: The tampering signal is essential, as KIB-TEK does not necessarily check meters on short intervals. Display of values Display of measured values Data display (measured values) shall comprise at least 7 (seven) digits, including 1 (one) decimal digit. For the display of meter characteristics or the like, numbers of no more than 7 (seven) digits are anticipated. The default display shall be the total electric energy consumption reading in kwh and kvarh for the currently active tariff. Other Display facilities The display features of the meter shall allow to show at least the following information: - Total electricity meter reading in kwh and kvarh in the other tariff periods - Maximum demand in kw and kva in the other tariff periods - Instantaneous current (A) per phase - Instantaneous voltage (V) per phase - Instantaneous active power (kw) 18

19 - Supply phase condition. The meter shall be capable of displaying values by inquiry via special keys. The meter must retain and be able to display also the following information: - Serial number of the meter - Year of manufacturing - Current date and time - Fault indication - Meter status - Frequency - Power Factor - Supply Phase Condition The tenderer shall inform about the full display capabilities of the meters Pulse (test) outputs The three-phase meter has at least four pulse outputs. Two are optical outputs (via LED), and the other two are electric, galvanic insulated and passive, ending at corresponding terminals of the terminal block. Alternatively, the meter can have only one optical pulse output configurable for active 19

20 and reactive energy. The single-phase meter shall have one optical output (via LED diode), and another electric one, complying otherwise with the specifications of the three-phase meters The characteristics of the pulse outputs of the meter have to be realized in accordance with the standard EN and EN Meter constants The meter constant shall be programmable and expressed in number of pulses per energy unit (pulses/kwh or kvarh); by default: - for the optical output of direct connecting meters the constant is 1,000; - for the optical output of indirect connecting meters the constant is 10,000; - for the electrical output of direct connecting meters the constant is 500; - for the electrical output of indirect connecting meters the constant is 5, Climatic conditions The meter must operate flawlessly within the typical temperature range of the climatic area of Cyprus (non-condensing humidity), in an outdoor meter box enclosure, at an ambient temperature 20

21 ranging from -10 o C to + 70 o C. Maximum permissible storage temperature in the range from 40 o C to +70 o C Marking and name plate All markings shall be indelible and irremovable. Each meter shall have a bar code on the nameplate. The bar code has to contain the serial number and type of the meter. The measurement board has also to be marked with bar code and its minimum content has to be the type of the meter. Communication protocol Degree of protection The meter shall be designed to provide an adequate degree of protection against dust and humidity entry. Meter electronics shall be sealed by a water-, dust- and vermin-resistant layer of special coating. Coating shall also give high humidity resistance. The degree of protection for the meters shall be IP54 according to EN Clearance and creepage distances shall conform to EN regarding meters of protective Class II Meter general features Metering, recording and display features a) General The meter shall provide the following measurements: - Imported/exported active energy for all meters - Imported/exported reactive energy 4Q or 22

23 Q+=Q1+Q2, Q-=Q3+Q4 for 3-ph meters - Maximum average active power for all meters - Instantaneous current (A) - Instantaneous voltage (V) - Instantaneous P (kw) - Instantaneous Q power (kvar) - Network Frequency (Hz) - Power Factor ( PF) - Voltage Sag and Swells -Voltage asymmetry The meters must be suitable for measuring at the voltage, with a variation from the nominal voltage of ±10% 3-phase meters must work when one or two phases are missing and measure the energy of the remaining phases. All meters must work under any of the following supply failure conditions: Missing neutral with normal supply of the three phases or one phase Inversion of one phase and neutral Connection sequence of phase conductors "input output" shall not influence the accuracy and correctness of the metering. If the connection sequence influences the accuracy, the meter has to be equipped with irregular connection warning. 23

24 Note: An inversion may happen during installation unintentionally. For a short period (a few minutes), inversion of phase and neutral wiring shall not lead to any damage and the meter shall work, so that an error can be displayed. Logically, a faulty installation shall not be required to work permanently. b) Operating reserve Meter function must not be disrupted for 3- or 1-phase power outages of less than 500 ms. For a power cut exceeding 500 ms all nonstored data shall be stored in a non-volatile (EEPROM) memory. c) Integration Periods Control of the integration periods shall be carried out internally using the quartz crystal of the real time clock (RTC) of the meter. The length of the integration period has to be configurable from 15 to 60 minutes according to the requirements of the tariff system Meter configuration Meter configuration shall be readable and changeable via the optical head or the electrical output with a software package to be supplied under the project. The tenderer shall inform in his 24

25 1.4.3 offer about the security features provided to prevent and track unauthorized resetting and reconfiguration of the meter. It is anticipated that meters will have two-level access control password for security of meter and data. Basic data of the meter (year of manufacture, type and serial number) shall not be changeable. Tariff management The meter shall be capable to manage four (4) tariffs. The meter calendar should have a minimum of 3 kinds of days, up to 6 transitions per day, at least 4 seasons, and have the possibility to define exclusion days. Meter registers (Energy and Power) Three phase meters must have at least 4 energy registers for: imported Active Energy (kwh) and Power (kw) and imported/exported Reactive Energy (kvarh). Those registers will be used for multi-tariff purposes if necessary, the remote command) (RC) being responsible for register/rate changeover according to appropriate software. Only one register shall be active at a time.
