4 4 1 Amaç Purpose Oeko-Tex Standardı 100, Ek 1 deki listede yer alan enstitülerin belirtildiği, Tekstil Ekolojisi Alanında Uluslararası Araştırma ve Test Birliği (OEKO-TEX ) tarafından yayınlanmış olan normatif bir dokümandır. Bu belgede iki dilin yorumlanmasında bir tutarsızlık varsa, o zaman Almanca (veya İngilizce) dilindeki yorum önceliğe sahiptir. Bu dokümanın konusu olan standart, tekstil ürünlerinde, Ek 2 de gösterilen Oeko-Tex Standardı 100 işaretini kullanma yetkisinin verilmesi ile ilgili genel ve özel koşulları ortaya koymaktadır. 2 Uygulanabilirlik Applicability Bu standart, tekstil ve deri ürünler ile tekstil ve tekstil olmayan aksesuarlar da dâhil olmak üzere bütün imalat aşamalarındaki eşyalar için geçerlidir. Bu standart, kimyasallar, yardımcı maddeler ve boyar maddeler için geçerli değildir. 3 Terimler ve tanımları Terms and definitions 3.1 Zararlı maddeler Harmful substances Bu standart kapsamındaki zararlı maddeler bir tesktil ürününde ya da aksesuarında belirtilen miktardan fazla bulunan ya da normal, amaçlanan kullanım sırasında belirtilen miktardan fazla bulunan ve normal, amaçlanan kullanım sırasında insanlara herhangi bir şekilde etkisi olabilen ve mevcut bilimsel koşullar altında insan sağlığına zararlı olabilecek maddelerdir. Oeko-Tex Standard 100 is a normative document, published by the International Association for Research and Testing in the field of Textile Ecology (OE- KO-TEX ) to which the institutes listed in Appendix No. 1 belong to. If there is a discrepancy in interpretation of the two languages in this document, then the German (or English) language has priority. This Standard specifies the general and special conditions for granting authorisation to mark textiles with the Oeko-Tex Standard 100 mark as shown in Appendix No. 2. This standard is applicable for textile and leather products and articles of all levels of production, including textile and non-textile accessories. This standard is also applicable to mattresses, feathers and downs, foams, upholstery and other materials with similar characteristics This standard is not applicable for chemicals, auxiliaries and dyes. Harmful substances within the context of this standard refer to substances which may be present in a textile product or accessory and exceed a maximum amount or which evolve during normal and prescribed use and exceed a maximum amount, and which may have some kind of effect on people during normal and prescribed use and may, according to current scientific knowledge, be injurious to human health. 3.2 OEKO-TEX Standardı 100 İşareti mark Oeko-Tex Standardı 100 İşareti, Tekstilde Güven- Oeko-Tex Standardı 100 uyarınca zararlı maddelere karşı test edilmiştir ibaresini taşımakta olup, bir tekstil ürününde ya da aksesuarda bu işaretin kullanım izni ile ilgili genel ve özel şartların karşılanması halinde bu etiket kullanılabilir. Ürünü bu işaretle etiketleme izni, Tekstil Ekolojisi Alanında Uluslararası Araştırma ve Test Birliği ne (Oeko-Tex ) üye bir enstitü veya yetkili başka bir sertifikasyon kuruluşu (Ek 1) tarafından verilir. Tekstilde Güven- Oeko-Tex Standardı 100 uyarınca zararlı maddelere karşı test edilmiştir işareti kalite The Oeko-Tex Standard 100 mark "Confidence in Textiles - Tested for harmful substances according to Oeko-Tex Standard 100" refers to marking which may be applied to a textile product or to an accessory if the general and special conditions for granting authorisation are fulfilled and if authorisation to use this mark on a product has been granted by an institute or an authorised certification agency (Appendix 1) belonging to the International Association for Research and Testing in the field of Textile Ecology (Oeko- Tex ). The mark "Confidence in Textiles - Tested for harmful substances according to Oeko-Tex Standard 100" states that the marked product fulfils the conditions specified in this standard, and that the product and its conformity test, as specified in this standard, are under the supervision of an institute belonging to the International Association for Research and Testing in the field of Textile Ecology (Oeko-Tex ). The mark "Confidence in Textiles - Tested for harmful substances according to Oeko-Tex Standard 100" is

The mark relates only to the asproduced state of the textile and says nothing about other properties of the product such as e.g. fitness for use, reaction to cleaning processes, physiological behaviour in respect of clothing, properties relating to use in buildings, burning behaviour etc. Furthermore the mark does not declare anything regarding other quality or legal aspects, such as product safety, and other characteristics (construction, cords, electrical wiring ). The mark does not declare anything about harmful substances affecting single specimens of the marked textile as a result of damage during transportation or storing (and improper cleaning procedures thereafter), contamination caused by packaging, manipulation for sales promotion (e.g. perfuming) and inadequate sales display (e.g. outdoor presentation). In line with its importance the sign Confidence in Textiles Tested for harmful substances according to Oeko-Tex Standard 100 is protected comprehensively as a trademark. On a worldwide basis there are applications or registrations of the label as a trademark. To strengthen its legal protection not only the label as such, but also various device elements (e.g. the globe device element) and the words Oekotex, Oeko-tex, or OEKO-TEX are registered as separate trademarks. 3.3 İmalatçı Manufacturer Bir tekstil ürününün ve/veya aksesuarlarının imalatçısı, ürünü imal eden ya da imalatın kendi talimatıyla gerçekleştiği şirkettir. The manufacturer of a textile product and/or of accessories for the textile product is the company producing the product or the company on behalf of which the product is being manufactured. 3.4 Distribütör Distributor Bir tekstil ürününün ve/veya aksesuarlarının distribütörü, toptancı ya da perakendeci (satış mağazaları, postayla sipariş alan mağazalar vs. yoluyla) olarak ürünü satan şirket anlamına gelir. The distributor of a textile product and/or of accessories for the textile product refers to the company selling the product as wholesale dealer or retailer (department stores, mail-order houses, etc.). 3.5 Ürün tanımı Designation of product Ürün tanımı, imalatçının ya da distribütörün işaretlenecek ürün için kullandığı her türlü tanımdır. The designation of the product is the name given by the manufacturer or distributor on his labelling of the product. 3.6 Ürün gru Article group Bir ürün grubu, esas itibariyle, bir ürün grubunda tek bir sertifikaya dâhil edilebilecek münferit ürünlerin toplamıdır. Örn. Belirli ham maddelerden yapılmış olan ve sadece fiziksel farklılıklara sahip tekstiller Yalnızca sertifikalı ürünlerden meydana getirilmiş olan ürünler Aynı tür elyaftan yapılmış olan bitmiş tekstiller (örn. selüloz elyaflardan, PES ve CO karışımından, sentetik liflerden vs. yapılmış tekstil ürünleri) An article group is basically a combination of several articles in a group which may be covered in the same certificate, e.g. Textiles with physical differences only, made from well defined basic materials Articles which are physically composed of certified products only Finished textiles from the same kind of fibre material (for example those made from cellulosic fibres, mixtures of PES and CO, of synthetic fibres, etc.)

6 6 3.7 Ürün sınıfları Product classes Bu standart kapsamındaki ürün sınıfları, farklı ürünlerin (gelecekteki) kullanım amaçlarına gruplandırılması anlamına gelir. Farklı ürün sınıflarında hem satışa hazır ürünler hem de bunların imalat aşamalarındaki ön ürünleri (lifler, iplikler, kumaşlar) ile aksesuarları yer alabilir. Farklı ürün grupları genel olarak ürünlerin karşılaması gereken gereklilikler ile uygulanan test yöntemleri bakımından farklılık gösterir. A product class in the context of this standard is a group of different articles categorised according to their (future) utilisation. In the different product classes not only may finished articles be certified but also their components at all stages of manufacture (fibres, yarns, fabrics) and accessories. The product classes differ generally in the requirements that the products have to fulfil and by the test methods applied Bebeklere yönelik ürünler (Ürün Sınıfı I) Products for babies (Product Class I) Bu standart kapsamındaki bebek ürünleri, bebeklere ve 36 aydan küçük çocuklara yönelik eşyaların üretimi için ön görülmüş olan, deri kıyafetler hariç olmak üzere bütün eşyalar, ön ürünler ve aksesuarlardır. Products for babies in the context of this standard are all articles, basic materials and accessories, which are provided for the production of articles for babies and children up to the age of 36 months with the exception of leather clothing Ciltle doğrudan temas eden ürünler (Ürün Sınıfı II) Büyük bir parçası doğrudan ciltle temas edebilen ürünler bu sınıfa dâhildir (bluzlar, gömlekler, iç çamaşırları, şilteler, vs.) Ciltle doğrudan temas etmeyen ürünler (Ürün Sınıfı III) Yalnızca küçük bir parçası ile ciltle doğrudan temas eden ürünler, ciltle temas etmeyen ürünler sınıfına dâhildir (vatkalar, vs.) Products with direct contact to skin (Product Class II) Articles with direct contact to skin are those, which are worn with a large part of their surface in direct contact with the skin (e.g. blouses, shirts, underwear, matressses etc.). Products without direct contact to skin (Product Class III) Articles without direct contact to skin are those, which are worn with only a little part of their surface in direct contact with the skin (e.g. stuffings, etc.) Döşemelik malzemeler (Ürün Sınıfı IV) Decoration material (Product Class IV) Bu standart kapsamındaki döşemelik malzemeler, masa örtüleri, tekstilden mamul duvar kaplamaları, tekstilden mamul dekorasyon malzemeleri ve perdeler, mobilyalar ve tekstilden mamul zemin döşemeleri gibi dekorasyon amaçlarıyla kullanılan tüm ürünler, başlangıç ürünleri ve aksesuarlardır. Decoration material in the context of this standard are all articles including initial products and accessories which are used for decoration such as table cloths, wall coverings, furnishing fabrics and curtains, upholstery fabrics, and floor coverings. 3.8 Kimyasal aktif ürünler Active chemical products Bu standart kapsamındaki kimyasal aktif ürünler, lifle birleştirilmiş ya da daha sonraki bir zaman diliminde tekstil ürününe uygulanmış olan tüm preparatlardır. Bu tür ürünlerin kullanımına ilişkin özel kurallar aşağıda açıklanan ifadelerde yer almaktadır. Active chemical products in the context of this standard are all preparations that are incorporated into the fibre material or are applied in a later processing step to the textile product. Special requirements for the use of this kind of products exist for following definitions Biological active products Bu standart kapsamındaki biyolojik aktif ürünler, organizmaları kimyasal ya da biyolojik olarak ortadan kaldırma, zararsız hale getirme, zararlarını engelleme ya da başka bir şekilde onlarla mücadele etme amacı taşıyan kimyasal aktif ürünlerdir. Biological active products in context of this standard are those active chemical products that are used with the intention to destroy, deter, render harmless, prevent the action of, or otherwise exert a controlling effect of any organism by chemical or biological means Alev geciktirici ürünler Flame retardant products Bu standart kapsamındaki alev geciktirici ürünler, alev alma ve/veya yanma özelliğini azaltma amacını taşıyan kimyasal aktif ürünlerdir. Flame retardant products in context of this standard are those active chemical products that are used with the intention to reduce the flammability and/or combustibility.

7 7 4 Koşullar Conditions 4.1 Ürün gruplarına özel gereklilikler Product specific requirements Oeko-Tex Standardı 100 sertifikasyonuna ilişkin genel ve geçerli koşulların yanı sıra Ek 4 te listelendiği üzere her bir bileşenin ürüne özel gereklilikleri karşılaması gerekir. Bu prensip, mobilyalar, beşikler, bebek arabaları, yataklar vs. gibi tipik olmayan tekstil ürünleri için de geçerlidir. Yeni veya daha sıkı gereklilikler için 1 Nisan 2014 tarihinde sona erecek olan bir geçiş süresi verilmiştir. In addition to the general requirements for certification according to Oeko-Tex Standard 100, the product specific requirements, given in Appendix 4, have to be fulfilled by each component. This approach is also valid for untypical textile products such as furniture, cradles, pushchairs, beds, and so on. Requirements regarding the use of biological active products When using biological active products it is distinguished between fibre materials where the biological active agents are incorporated into the fibres and a treatment of textiles with biological active products in a later processing step. Fibre materials with biological active properties Fibre materials with biological active properties are accepted for a certification according to Oeko-Tex Standard 100 when an assessment by Oeko-Tex reveals, that these fibres may be used from a humanecological point of view without any restrictions Biyolojik aktif ürünler içeren apreler Finish with biological active products Biyolojik aktif ürünler içeren apreler, Oeko-Tex in insan ekolojisi bakımından değerlendirmesi sonucu, ürün imalatçısının önerilerine göre aprelenmiş tekstil ürünlerinin insan sağlığına zararsız olduğunun tespit edilmesi halinde Oeko-Tex Standardı 100 sertifikası alır. Finishes with biological active products are accepted within a certification according to Oeko-Tex Standard 100 when a thorough assessment by Oeko-Tex from a human-ecological point of view has shown that the finish carried out according to the recommendations of the manufacturer of the product are harmless to the human health. 4.3 Alev geciktirici ürünlerin kullanımına ilişkin gereklilikler Alev geciktirici ürünlerin kullanımı, eğirme işleminde alev geciktirici özelliklerin uygulandığı (kopolimerler, katkı maddeleri) ve sonradan aprelerde alev geciktirici ürün uygulamasının yapıldığı lifler olmak üzere ikiye ayrılır Alev geciktirici özelliklere sahip lifli malzemeler Alev geciktirici özelliklere sahip lifler, Oeko-Tex testi sonucu, söz konusu liflerin insan ekolojisi bakımından kısıtlama olmaksızın kullanılabileceğinin tespit edilmesi durumunda Ürün Sınıfları I ila III için OekTex Standardı 100 sertifikası alır. Requirements regarding the use of flame retardant products When using flame retardant products it is distinguished between fibre materials which receive the flame retardant properties in the spinning mass already (copolymers, additives) and a finish with flame retardant products in a later processing step. 8 8 si halinde, Ürün Sınıfları I ila III için Oeko-Tex Standardı 100 sertifikası alır. point of view has shown that the finish carried out according to the recommendations of the manufacturer of the product are harmless to the human health. 4.4 Başvuru Application Bir ürünün OekTex Standardı 100 ile etiketlenmesine yönelik yetkinin alınması için bu dokümanda sunulan başvuru formu yazılı olarak doldurulmalı ve Tekstil Ekolojisi Alanında Uluslararası Araştırma ve Test Birliği ne (Oeko-Tex ) üye bir enstitüye veya sertifikasyon kuruluşuna gönderilmelidir (bkz. Ek 1). 4.5 Numuneler Sample material Test için ve referans ürün olarak başvuru sahibi etiketlenecek olan ürüne ilişkin yeterli ve temsili bir numune sunmalıdır. Aynı şekilde, sertifikanın uzatılması amacıyla yapılan başvurular için de bu koşul geçerlidir. Ambalajlama talimatlarına ilişkin talimatlar (bkz. Ek 3) de ibraz edilmelidir. The application for the granting of authorisation to use the Oeko-Tex Standard 100 mark has to be made in writing on the respective application form to an institute or a certification agency of the International Association for Research and Testing in the field of Textile Ecology (Oeko-Tex ). (See Appendix 1). For test purposes and as a reference the applicant should provide a sufficient and representative sample of the product submitted for certification. This is also the case for an application for renewal of the certificate. The packing instruction should be observed (see Appendix 3). 4.6 Taahhüt Beyanı Declaration of commitment Başvuru sahibinin yasal olarak bağlayıcılığa sahip olacak şekilde imzaladığı taahhüt beyanı bu başvurunun ayrılmaz bir parçası olup aşağıdakileri içerecektir: Başvuruda sunulan detaylı bilgilere ilişkin yükümlülük. Ham madde kullanımı, işleme teknikleri ve formüllere ilişkin her bir değişikliği derhal yetkiyi tanıyan kuruluşa bildirme taahhüdü İşareti kullanma yetkisinin sona ermesinden ya da geri alınmasından sonra ürünün etiketlenmeyeceğine ilişkin taahhüt 4.7 Test Testing Başvuru sahibi tarafından sunulan numune tıpkı imalat yerinden alınan numunelerde olduğu gibi yetkili enstitü tarafından test edilir. Bu testin türü ve kapsamı test edilen ürüne ve başvuru sahibinin ürünle ilgili beyanlarına bağlı olup, enstitü tarafından belirlenir. Uygunsuz bir imalata delalet edecek şekilde, ürünün mahiyeti ile ilgisi olmayan bir kokuya sahip test numuneleri test çalışması dışında bırakılacak olup, bu ürünlerin Oeko-Tex Standardı 100 ile etiketlenmesine ilişkin yetki verilmeyecektir. Esas itibariyle bir ürünün bütün münferit bileşenleri teste tabi tutulmalıdır. Sunulan numunelerin lif bileşimleri kalitatif olarak başvuruda, evraklarda ve beyanda belirtilen verilere göre denetlenir. Bu testlerin masrafları başvuru sahibi tarafından karşılanır. Üründe yer alan miktarın sınırlı olması nedeniyle ağırlık payı %1 in altında olan parçalarda bileşen ağırlık testinin yürütülmesinin mümkün olmadığı durumlarda, söz konusu ürünün türüne ve kullanım alanına bağlı olarak, enstitü, tüm sorumluluğu kendisine ait olmak The applicant's declaration of commitment together with the application form are to be duly signed and must contain the following points: Liability for the details specified in the application. Commitment to notify the body, who granted the authorisation to use the mark, of any alteration regarding raw materials, technical procedures and recipes. Commitment to ensure that no further marking of the product takes place after the expiration or withdrawal of the authorisation to use the mark. The sample material provided by the applicant, and likewise specimens taken at the place of manufacture, are tested by the institute concerned. Type and scope of testing are determined by the institute and depend on the type of product and on the information about the product, provided by the applicant. If the test of a component weighing less than 1 % of the total article is not possible due to the limited amount contained in the article, then the institute decides on its own competence, taking into consideration the kind of article and its use, whether additional testing material has to be sent in or whether the test

The applicant shall operate and maintain an effective quality assurance system to ensure that products manufactured and/or sold conform with the test sample, thereby ensuring and proving to the Oeko-Tex institute that the products, e.g. from different lots or of different colours, are spot-checked for compliance with the Oeko-Tex Standard 100. During the certificate s period of validity, the institute is authorised to undertake two random tests on certified products. The testing costs are chargeable to the certificate holder. If random testing reveals a deviation from the limit values on which the tests are based, an additional test will be undertaken on a different sample as a check. The relevant costs are likewise charged to the certificate holder. If further deviations are found, the testing institute may withdraw the authorisation to label products with the Oeko-Tex Standard 100 mark with immediate effect. Before or shortly after issuing the first certificate the institute will check on-site the quality assurance measures in reference to the certification process according to Oeko-Tex Standard 100. The institute is entitled to refuse or withdraw the certificate based on the results from this audit. The charges of this package are charged to the certificate holder. Each company needs to be checked at least in a three year frequency. Companies being certified according to Oeko-Tex Standard 1000/STeP by OEKO-TEX are audited regularly and in a shorter frequency in the context of this certification scheme and are therefore exempted from these additional checks and contributions. The applicant acknowledges, that auditors from the Oeko-Tex Association are allowed to visit and audit the certified company in reference to the certification process according to Oeko-Tex Standard 100. In case of non-compliance with the Oeko-Tex Standard 100 requirements, the cost for the analytical testing

The applicant who is either manufacturing or selling goods with an Oeko-Tex Standard 100 mark must take sole responsibility in declaring that the product manufactured or sold complies with the limit values for harmful substances according to Oeko-Tex Standard 100. Acknowledgement of the reliability of the quality assurance system of the applicant is a requirement for granting permission to use the Oeko-Tex Standard 100 mark. The applicant is responsible for assuring the quality of the certified product. He may delegate parts of the quality assurance to manufacturers, suppliers and importers. If he does so, again the effectiveness of the quality assurance system should be notified to the testing institute. In the case of the limiting values and/or the examination criteria altering, the validity of the respective certified products will remain effective for a transition period until the expiration date of the certificate. Geri alınan sertifikalar yalnızca, sertifikanın geri alınma gerekçesinin düzeltilmesi ve alınan önlemlerin sertifika kuruluşuna belge halinde sunulması durumunda tekrar yürürlüğe girecektir. Authorisation will also be withdrawn when the mark does not comply with the conditions of this standard. The use of existing advertising materials, displays, labels, etc. is limited to two months from the time of withdrawal. If a product continues to bear an unauthorised mark after withdrawal of authorisation, the International Association for Research and Testing in the field of Textile Ecology is after a second warning to abstain from marking authorised to publish the withdrawal in a suitable form. Withdrawn certificates can be re-instated only after the cause of the withdrawal has been corrected and measures taken are documented to the certifying institute. These measures and their implementation are verified by a separate audit within short period after reinstatement. This audit will be charged to the certificate holder separately. After authorisation has been granted, the applicant is entitled to mark the product with one or more of the Oeko-Tex Standard 100 marks illustrated in Appendix 2. The declarations with respect to the certificate number and to the testing institute are obligatory and must correspond to the respective certificate. The use of any other form of inscription is not allowed. For the rest, marking is the applicant's own responsibility. The following examples show some possible marks: Single language marking Tek dilli işaretleme birden fazla dilde yapılabilir. Çok dilli işaretleme Single language marking is possible in several languages. Multiple language marking Çok dilli işaretlemede farklı dil kombinasyonları mümkündür.
