3 EXECUTIVE SUMMARY Under the Technical Assistance for Protection and Sustainable Development of Natural Resources and Biodiversity in the Yıldız Mountains, the Consortium formed by Agrer S.A. N.V, Agrin Ltd.Şti. and Agriconsulting SpA (Consultant) is given the responsibility of supervising the renovation works of Dereköy Nature Conservation and Training Centre, which the works are contracted to BOR-TOR firm (Contractor). Consultant has assigned a works supervisor, Mr. Murat Soylu, on 15 January 2009, who was replaced by present supervisor Mr. Mahmut Değerli on 27 April The commencement order to the Contractor for works is instructed on and the Site Handover Protocol was signed between the Supervisor and the Contractor on The formal permission for construction is obtained from the local authority on The Contractor submitted All Risk Insurance Policy Evidence Document on Major documents subject to the approval of the Supervisor before commencement of works were provided by the Contractor in March-April Method of Statements was submitted by the Contractor on , on survey, site clearance, mobilization, excavation and concrete works, as well as the Organization Chart and relevant CVs submitted have been examined and approved on Revised Structural, Formwork and Reinforcement Projects submitted on by the Contractor are examined and approved on with the condition that the basements be located on higher elevations. Site Billboard Design submitted by the Contractor is examined and approved on During implementation period of works, Supervisor has closely cooperated with CFCU, the Beneficiary and the Consultant and has received valuable support from all the parties. Supervisor has closely followed the implementation process of the Contractor to make sure that all the administrative, technical and financial matters are in line with the contract and has issued letters to the Contractor for any discrepancy against the TOR. The tests carried out for examining the strength of concrete and steel constructions indicated that quality of these works is approved. The weekend working permission is obtained by the Contractor from the local authority of Derekoy at early stages of the project and this formal document is submitted to the Works Supervisor by the Contractor. During the implementation phase, some changes were essential compared to what was required/defined in the Contractor contract. Major changes were related to the location of buildings in the project, which did not match with the application on the site, as well as the retaining wall, elevation of buildings and location of the artificial pond. Upon Contractor s request the status of the suggested solar panel heating system was examined by the Consultant s mechanical engineer and it was decided to change the system from solar heating to heating with air-to-water heat pump heating. 4 Because the bill of quantities is based on unit price system and quantities of the items are determined at the site by situ-measurement, some of the items in the project are deleted due to budget shortage. According to the Contractor s contract with CFCU, the implementation period of works is 240 calendar days after the date of commencement order. Commencement order was given on 28 January 2009 and works were supposed to be completed on 28 September. However, heavy flood occurred at the construction site on caused considerable damage on some works. CFCU allowed 10 days extension following Supervisor s approval of the Contractor s extension request. As a result of heavy rains in the whole working season, Contractor requested an additional 45 days of extension. Basing on the rainfall records officially received from the Provincial Directorate of Meteorology, Supervisor suggested to CFCU an additional extension for 35 calendar days (10 days less than what the Contractor claimed), which was approved by CFCU, thus prolonging the works termination to 11 November 2009, with a total of 45 days extension. 5 YÖNETICI ÖZETI Yıldız Dağları Doğal Kaynakları ve Biyoçeşitliliğin Korunması ve Sürdürülebilmesi için Teknik Yardım Projesi kapsamında Agrer S.A. N.V, Agrin Ltd.Şti. ve Agriconsulting SpA (Danışman), BOR-TOR firması (Mütahit) tarafından yürütülen Dereköy Doğa Koruma ve Eğitim Merkezi yenileme işlerinin kontrolörlük hizmetlerinden de sorumludur. Bu amaçla Danışman 15 Ocak 2009 da Kontrolör olarak once Murat Soylu yu görevlendirmiş, daha sonra da 27 Nisan 2009 tarihinde şu anda Kontrolörlük görevini yürüten Mahmut Değerli yi görevlendirmiştir. Müteahit e işe başlama emir tarihinde verilmiş ve işyeri teslimi de da gerçekleşmiştir. İnşaat ruhsatı yerel yetkililerden da alınmıştır. Mütahit tüm riskleri kapsayan sigorta poliçe belgesini da almıştır. İnşaat işlerine başlayabilmek için Kontrolör ün onayını gerektiren ana belgeler Mart-Nisan 2009 tarihlerinde Müteahit tarafından Kontrolör e verilmiştir. Topografik incelemeler, arazi düzenleme, mobilizasyon, kazı, beton işleri, organizasyon şeması ve görevli özgeçmişleri Müteahit tarafından da sağlanmış olup Kontrolör ün incelemesini takiben de onaylanmıştır. Revize edilmiş Taşıyıcı İskelet Sistemi, Kalıp ve Demir Projeleri de da verilmiş ve Kontrolör tarafından incelendikten sonra su basmanlarının yükseltilmesi koşulu ile da onaylanmıştır. İşlerin uygulama aşamasında Kontrolör, MFIB, Yararlanıcı ve Danışman la çok yakın işbirliği içerisinde çalışmış ve hepsinden de gereken desteği almıştır. Kontrolör uygulama sürecini çok yakından izlemiş ve Müteahit in tüm idari, teknik ve mali konuları sözleşme doğrultusunda gerçekleştirmesini sağlamaya çalışmıştır. Belirlediği aksaklıkları gerekli düzeltmeler için Müteahit e yazılı olarak bildirmiştir. Sahadaki beton ve çelik işlerinin mukavemet testleri yaptırılmış ve uygunlukları ilgili makamlardan alınan raporlarla teyit edilmiştir. Müteahit Dereköy yerel yönetiminden hafta sonları çalışma iznini almış ve Kontrolör e sunmuştur. Inşaat uygulaması sırasında kontratta tanımlanmış olan bazı işlerde değişiklik yapılması gerekliliği ortaya çıkmıştır. Ana değişikler; binaların yerlerinin kaydırılması, binaların, istinat duvarının, bina yüksekliklerinin ve suni havuzun yerlerinin kaydırılması olmuştur. Ayrıca Müteahit in güneş enerjisi ile ısıtma sisteminin uygulanabilir olmadığı yönündeki uyarısı Danışman ın makina mühendisi tarafından incelenmiş ve güneş enerjisi ile ısıtma yerine havadan suya ısı pompası vasıtası ile ısıtmanın uygun olacağı sonucuna varılmıştır. Proje uygulaması keşiflere dayalı birim-fiyat ve malzeme miktarı doğrultusunda ve yerinde yapılan ölçümlerle gerçekleştiğinden, projedeki bazı maddeler bütçe kısıtı nedeniyle yapılmamıştır. Müteahitin MFIB ile yaptığı sözleşmeye göre işin bitirilme süresi işe başlama emrinin alınmasını takiben 240 gündür. Işe başlama talimatı da verilmiş olup işin bitirilme tarihi olması gerekirken da gerçekleşen sel, inşaat alanında Yildiz Mountains Biosphere Project Report Series iv

6 önemli zararlara neden olmuştur. Müteahit in hasarı gidermek için istediği süre uzatımı Kontrolör tarafından uygun bulunmuş ve MFIB 10 gün süre uzatımını onaylamıştır. İnşaat sezonu boyunca yörede gerçekleşen ağır yağışlar nedeniyle Müteahit ayrıca 45 gün uzatma istemiştir. Kırklareli Meteoroloji Müdürlüğü nden istenen yağış kayıtlarının incelenmesini takiben Kontrolör MFIB ye 35 gün daha uzatma verilmesinin uygun olacağını belirtmiş ve bu talepte MFIB tarafından kabul edilerek işin bitiş tarihi olarak belirlenmiştir. İşin geçici kabulünün Aralık 2009 da yapılması beklenmektedir. Yildiz Mountains Biosphere Project Report Series v

CIVIL WORKS 1.1 WORKS COMPLETED - Mobilization on site. - Site clearance and grading (cut and fill). - Excavations of retaining stone wall, artificial pond, mechanical rooms, grey water treatment system, new constructed buildings. - Filling with aggregate and filling with granular material for soil improvement in the whole excavations. - Drainage works and installation of drainage pipes (dia. 200 mm) for the site, along the stone retaining wall. - Stone fillings and reinforced concrete foundations of the new buildings. - Reinforced concrete construction of the grey water treatment and water storage system. - Reinforced concrete foundation of the stone retaining wall on the soil improvement. - Reinforced concrete construction of the mechanical room. - Dismantling and demolition of existing buildings. - Construction of the brick walls of existing buildings. - Construction of the stone retaining wall. - Construction of interior gypsum partition walls of the newly constructed buildings. - Wooden roof works and roof tiling with brick (Marseilles type). - Plaster works and gypsum plaster works. - Exterior painting works with textured paint. - Rain water gutter and down pipes have been mounted on all the buildings. - Thermal insulation of the basements and exterior walls of the buildings. - Thermal insulation of the roof structures of the all buildings. - Thermally insulated wooden windows have been installed. - Pressed laminated wooden doors and frames have been installed. - Wooden shadow banner constructions have been installed. - Polishing works. - Interior plastering. - Gypsum plastering. - Leveling concrete works. - Ceramic floor tiling. - Marble works. 9 2. MECHANICAL WORKS Upon Contractor s request the status of the suggested solar panel heating system was examined by the Consultant s mechanical engineer and it was observed that heating the buildings with solar energy is not an applicable system. Following a series of consultations with the Beneficiary, Contracting Authority and the Contractor, it was decided to change the system from solar heating to heating with air-to-water heat pump heating, which was suggested by the Consultant s mechanical engineer as the most suitable system for this specific project. The Contractor designed a new heating system together with the parallel changes in the plumbing system. Final mechanical design was approved provided that the highlighted changes on the drawings shall be shown on the as-built drawings. Due to substantial change in the heating system many new mechanical items were introduced and many former items were deleted. The said changes also affected the domestic hot water system. Newly applied mechanical systems did not cause changes in the overall existing mechanical installations budget. 2.1 WORKS COMPLETED - Heat-Pump Unit - Fan-Coil system. - General piping works, including the hot domestic water recirculation pipes. - Circulation pumps and expansion tanks have been installed. - Water supply piping. - Insulations of the pipes for hot water (heating and plumbing). - Infrastructure for waste water and drainage piping. - Ventilation ducts and fans. - Valves, flanges, check valves, water meter, thermometers and other similar accessories. - Plumbing fixtures (lavatories, water closets, showers, sinks, floor drains etc.) have been installed. - Handicapped plumbing fixtures. - Mounting of accessories such as mirrors, paper holders, soap dispensers etc. - Waste water treatment system (10m 3 /day) is installed. - Hot domestic water tanks with heating coils are installed each solar collectors are installed. - A new mechanical room has been established other than the one existing in the original design. 11 3. ELECTRICAL WORKS Electrical engineering design was submitted by the Contractor at the very late stages of project implementation. The Consultant s electrical engineer provided comments on the drawing sheet. Because the Contractor did not return the corrected final design, electrical final design phase is not completed yet. Therefore, the Consultant could not approve the electrical design. 3.1 WORKS COMPLETED - Main power line cabling. - Exterior earth protection (Grounding) works (Location of electrodes and cooper cabling network). - PVC cabling infrastructure. - Cabling network (Power, lighting, TV, Telephone) - Panel mountings (including fuses, circuit breakers, switches) - Socket and switch mountings. - Interior lighting fixture mountings. - General TV antenna mounting. 3.2 DELETED WORKS: - Exterior lighting fixtures with solar panels - Exterior lighting (due to budget shortage). 3.3 ELECTRICAL WORKS NOT DONE: - Electrical engineering final design phase is not completed by the Contract and therefore not approved (corrected designs not submitted) Yildiz Mountains Biosphere Project Report Series 5

12 4. PAYMENTS TO THE CONTRACTOR: i. The Interim Payment Certificate No:1 was approved on the date by CFCU Director Mr. Muhsin ALTUN and by Contract Manager Mr. Serdar YILMAZ ii. iii. iv. The Interim Payment Certificate No:2 was approved on the date by CFCU Director Mr. Muhsin ALTUN and by Contract Manager Mr. Serdar YILMAZ The Interim Payment Certificate No:3 was approved on the date by CFCU Director Mr. Muhsin ALTUN and by Contract Manager Mr. Serdar YILMAZ. The Interim Payment Certificate No:4 was approved on the date by CFCU Director Mr. Muhsin ALTUN and by Contract Manager Mr. Serdar YILMAZ. The Interim Payment Certificate No: 5, No: 6 have been submitted to CFCU but have not been approved until the date of CONCLUSION As of which is the official termination of works, the Contractor has completed most of the works within the conditions specified in the contract with the exception of deleted works due to the budget allocated for works. There are a few mechanical works to be completed as well as, the mechanical designs to be finalized in line with latest corrections made by the Consultant s mechanical engineer. The electrical project of the Contractor is still not approved because the final design is not completed in line with the comments of Consultant s electrical engineer. Provisional acceptance of the works was done on December (see annex 1). As-built drawings should be completed by the Contactor and submitted to the Beneficiary after the completion of the construction works. Yildiz Mountains Biosphere Project Report Series 6

15 PROVISIONAL ACCEPTANCE REPORT For the Project Renovation Works For The Protection and Sustainable Development of Natural Resources and Biodiversity in The Yildiz Mountains, Provisional Acceptance Committee of MoEF (as listed below); Consultant s Works Supervisor Mahmut DEĞERLİ, mechanical installations consultant Fatma ÇÖLAŞAN and electrical installations consultant Muhammet PEKYILMAZ, Contractor s representatives Atalay ERDAL, Zekai MANDACIOĞLU and Şerif YILDIRIM; came together at the Dereköy construction site on December 7-8, 2009 to check the completed construction works. Provisional Acceptance activities had been arranged by MoEF officers. The Provisional Acceptance Committee is composed of the following members: 1) Kenan ŞANLI (Chairman) Civil Engineer(MoEF), Ankara 2) Özgür KELEŞ Civil Engineer(MoEF), Ankara 3) Orhan BARAN Electrical Engineer (MoEF), Ankara 4) Ertuğ GÜNEY Mechanical Engineer (Provincial Directorate of Public Works and Housing), Kırklareli After two days work on the site, Provisional Acceptance Memorandum accompanied by a deficiency report was signed by the Works Supervisor and the Committee members. The Contractor was given 15 calander days to complete the deficiencies. The Works Supervisor sent this Provisional Acceptance Memorandum as 5 copies to CFCU, on 08 December for approval. DEFICIENCY REPORT 1) General Construction Due to the dirts and stains resulting from the continuing landscape works at the site, it is decided upon that the external walls of the buildings will be re-painted. 2) Mechanical Installations a) General - Arrows showing the directions of water flow shall be provided on the main pipes of the mechanical room. - Electric Room Heaters shall be provided by the Client; the Contractor shall complete the installation of the electricity plugs for Room Heaters. 16 - The as-built drawings shall be provided by the Contractor at the end of the deficiency completion period. (To be approved by the Consultant) - The supporting function of the Heat Pump Unit for the production of domestic hot water could not be witnessed due to lack of necessary electric power. The transformer was not yet installed by the Beneficary. b) Building 1 - A wire mesh shall be mounted on the outer surface of the exhaust fan. - Number of kitchen sinks has been reduced to one, to be shown on the as-built drawings. c) Building 2 - The electric panel shall be provided with a label indicating the exhaust fan manual control button. d) Dormitories - Due to the cloudy and cold weather, operation of the solar system for domestic hot water operation could not be checked. The contractor s responsibility for operating the system shall continue. e) Mechanical Room - The flow chart given on drawing number M-12 shall be revised in conformance with the equipment suppliers directives and/or catalogs. - Floor plan of the drawing number M-12 shall be revised to match the flow chart on the same sheet. - Pipe insulations shall be completed as required. 3) Electrical installations a) Building 2 - An electric plug shall be provided next to the lavatory in the bathroom. b) Building 3 - An electric plug shall be provided under plaster above the kitchen counter. - The bathroom shall be provided with an additional electric plug for the connection of the Electric Room Heater.
