2 Başkandan / From The Mayor 1 BAŞKANDAN FROM THE MAYOR UGETAM, önümüzdeki yıllarda uluslararası arenada güçlü bir marka olmayı sürdürecektir. Enerji, son dönemde yalnızca ülkemiz için değil; tüm dünya ülkeleri açısından en kritik konulardan biri haline gelmiştir. Bu bağlamda enerji sektöründe ileri teknoloji kullanımının yanı sıra nitelikli iş gücü ve sistematik bilgi birikimi önem kazanmıştır. 17 yıl önce İstanbul Gaz Dağıtım A.Ş. (İGDAŞ) bünyesinde, dönemin İstanbul Büyükşehir Belediye Başkanı olan Cumhurbaşkanımız Sayın Recep Tayyip Erdoğan tarafından, doğal gaz sektörüne yönelik hizmet vermek üzere kurulan UGETAM, enerji sektörüne deney, kalibrasyon, ürün ve personel belgelendirme, uygulamalı eğitimler, muayene, denetim, teknolojik hizmetler, danışmanlık ve yenilenebilir enerji alanlarında hizmet veren yegâne kuruluş olmuştur. Alanında ilk olarak Türk Akreditasyon Kurumundan (TÜRKAK) dört sertifika birden alma başarısı gösteren UGETAM faaliyetleri kapsamında; Mesleki Yeterlilik Kurumu (MYK) yetkisi ile ilk belgelendirme, Trans Anadolu Doğal Gaz Boru Hattı Projesi nde (TANAP) bir kamu şirketi olarak gözetim işi alma, Enerji Piyasası Düzenleme Kurumu (EPDK) adına doğal gaz dağıtım şirketlerinin 5 yıllık yatırım yükümlülüklerinin yerine getirilip getirilmediğinin tespitini yapma işi gibi ilkler bulunmaktadır. Bugün itibarıyla UGETAM; giderek büyüyen ve uluslararası niteliği güçlenen bir şirket haline gelmiştir. UGETAM ın İstanbul Büyükşehir Belediyesi adına yaptığı bu çalışmalar, ülkemiz ve kentimiz adına gurur vericidir. İnanıyorum ki UGETAM, önümüzdeki yıllarda uluslararası arenada güçlü bir marka olmayı sürdürecektir. UGETAM will continue to be a strong brand in the international arena, in the coming years. Energy has become one of the most critical topics in the latest period, not only for our country, but for all of the countries throughout the world. Within this context, a qualified workforce and a systematic accumulation of knowledge have become important alongside the use of advanced energy in the energy sector. UGETAM, which was established 17 years ago within the structure of Istanbul Gaz Dağıtım A.Ş. (İGDAŞ), by our President Mr. Recep Tayyip Erdoğan, who was the Mayor of the Istanbul Metropolitan Municipality at the time, in order to provide services directed at the natural gas sector, became the only organisation providing services to the energy sector in the fields of testing, calibration, product and staff certification, practical training, examination, inspecting, technological services, consultancy and renewable energy. UGETAM succeeded in becoming the first in its field to obtain four certificates simultaneously from the Turkish Accreditation Authority (TÜRKAK), and within the scope of its activities it has broken new ground in areas such as the first certification with the authority of the Professional Competency Board (MYK), procuring the work of supervision as a public sector company, in the Trans-Anatolia Natural Gas Pipeline Project (TANAP), and the determination of whether natural gas distribution companies have fulfilled their 5 year obligations, on behalf of EMRA. As of today, UGETAM has become a company which continues to grow and the international qualifications of which are becoming stronger. These activities undertaken by UGETAM, on behalf of the Metropolitan Municipality of Istanbul, make our country and our city proud. I have no doubt that UGETAM will continue to be a strong brand in the international arena in the coming years. 3 2 3 Genel Müdürden / From The General Manager GENEL MÜDÜRDEN FROM THE GENERAL MANAGER Kurulduğu günden beri doğal gaz sektöründe eğitim, test, sertifikasyon, belgelendirme ve enerji alanlarında hizmet vermek üzere çıktığımız yolda bugün sayılı kuruluşlar arasında yer almaktayız. İstanbul Büyükşehir Belediyesi iştiraki olarak ülkemizin teknolojik ilerleme ve iktisadi yönden büyümesi doğrultusunda üzerimize düşen sorumluluğu yerine getirmek için çalışmalarımızı UGETAM A.Ş. olarak yürütüyoruz. Sanayi ve teknolojisiyle gün geçtikçe gelişen ülkemizin talepleri de bu doğrultuda artmaktadır. UGETAM ise tam bu noktada hizmet vermek üzere yeni bir yapılanmaya gitmeyi hedefliyor. Değişen şartlarda duyulan ihtiyaçların giderilmesinin eğitim ile mümkün olacağına inanıyor, bu doğrultuda eğitimlerimizi geniş bir yelpazede vermeyi hedefliyoruz. UGETAM tüm faaliyet alanlarını kapsayacak büyük bir AKADEMİYE dönüşmek üzere yeni bir yola giriyor. UGETAM faaliyet alanları kapsamında hizmet veren sektörlerin ihtiyaç duyduğu kalifiye insan kaynağını yetiştirmek yeterliliklerini tespit etmek ve teknolojik çalışmalara destek olmak amacıyla personel belgelendirme muayene deney ve ürün belgelendirme sistemlerinde akredite olarak bağımsız ve tarafsız bir şekilde hizmet verirken diğer taraftan bu alandaki kalite seviyesinin artırılmasına yönelik bilinç ve farkındalığı artırma çalışmaları her geçen gün daha da artmaktadır. İlgili tüm konularda hizmet veren çalışmaları ile kampüs çatısı altında yetkinliklerini artırma gayretinde olan UGETAM, bu kapsamda yalnız eğitim veren bir kurum değil uluslararası alanda insan kaynakları politikaları üreten, performans yönetimi bir yapı olmayı hedefliyor. UGETAM vermiş olduğu hizmetlerde en yeni teknolojileri kullanmayı ilke edinmiş, kaynakları etkili ve çevreye zarar vermeden ve iş kaybına sebep olmadan uzman personeller tarafından gerçekleştirmektedir. As a matter of course, our nation s demands are growing in line with the industry and technology developing on our soil. It is exactly these particular developments, for which UGETAM aims a reorganization to provide services. We believe that the trainings are the only possible ways to meet the needs, and with this respect, we aim to provide trainings in a wide range of fields. UGETAM is now to evolve into an ACADEMY that shall cover all the fields of activity. UGETAM provides the markets, serving in the fields covered by UGETAM, with accredited, independent, unbiased services for training qualified human resources needed, and determining their qualifications, and for personnel certification, inspection, testing and product certification systems, to support the technological improvements, as well as increasing the number of activities to raise consciousness and awareness on the improvement of quality in this field. Acting in an endeavor to improve its competency, with practices in all relevant fields in its campus, UG- ETAM aims not only to be a body for training but also an international body of performance management, which develops new human resources policies. With the accreditation of its testing, product and examination activities as well as its Staff Certification activities, which it brought to life with the aim of developing the qualified human resources needed by the sector, an organisation succeeded in obtaining 4 certificates in its field from TÜRKAK, for the first time in Turkey. UGETAM, which is the first organisation to be authorised by the Professional Competency Board (MYK) with the authorisation number 01 was the first organisation to issue certifications at a national and international level, in this field. It took on a leading role on the subject of meeting the needs of the sector for competent personnel, by issuing MYK approved certifications for the professions where a Professional Competency certificate became mandatory. UGETAM has also broken ground in areas such as the procurement of the work of supervision as a public sector company, in the Trans-Anatolia Natural Gas Pipeline Project (TANAP), and the determination of whether natural gas distribution companies have fulfilled their 5 year obligations, on behalf of EMRA. Deney Laboratuvarları 2006 yılında, Ürün Belgelendirme Hizmetleri 2011 yılında Türk Akreditasyon Kurumu (TÜRKAK) tarafından akredite edilerek verilen hizmetler akreditasyon kapsamına alındı. Türk Akreditasyon Kurumunun, Avrupa Akreditasyon Birliği (EA), Uluslararası Laboratuvar Akreditasyon Birliği (ILAC) ve Uluslararası Akreditasyon Forumu (IAF) ile yapmış olduğu karşılıklı tanıma anlaşmaları neticesinde, kuruluşlar tarafından akredite olarak verilen rapor ve belgelerin aynı zamanda uluslararası geçerliliğe sahip olması sağlandı. The testing laboratories were accredited in 2006 and the Product Certification Services in 2011, by the Turkish Accreditation Authority (TÜRKAK), thus placing the services being provided under the scope of accreditation. As a result of the mutual recognition agreements entered into between the Turkish Accreditation Authority and the European Accreditation Association (EA), the International Laboratory Accreditation Association (ILAC) and the International Accreditation Forum (IAF), it was also ensured that the reports and certificates issued by accredited organisations also possessed international validity. The Test for the Determination of the Internal Pressure under a Specific Temperature Following Compressing TS EN In certain countries, the compression technique is used in order to interrupt the flow of gas during the procedures of the repair and maintenance of the polyethylene piping systems. Should the user wish that this technique is used, it will be necessary to make sure that the pipe possesses the required hydro-static resistance properties, after the procedure is implemented. The impact of the notches on the external surface of the pipe, to the resistance of the pipe is examined. This testing method is applied to pipes with a wall thickness of higher than 5 mm. Cone Test for Resistance to the Growth of Slow Cracks TS ISO This is a testing method for the determination of the resistance of the polyethylene pipe to slow crack growth. Slow crack growth is expressed as the speed with which the crack, which occurs on the ring of a pipe, which has been subjected to a fixed expansion of its perimeter, which has been submerged in a surface active solution at a high temperature and on which notches have been established, grows. The test is applied to pipes with a wall thickness of up to and including 5 mm. The samples which have been prepared are examined underneath the microscope and the homogeneity of the sizes and distributions of the granules and agglomerates are measured and categorised according to the classification system given in the relevant standard.

Welded Metal Material Test API 1104, Article 5.6.2, API 1104, Article 5.6.3, API 1104, Article 5.6.4, API 1104, Article 5.6.5, TS EN ISO 5173 TS EN ISO 4136 There are certain destructive tests, which are used to determine the quality of the welding performed by the welders. These are tests such as the Tension Test, Notched Breakage Test, Root and Surface Bending Test and the Side Twisting Test. Gas Regulator Test TS 10624, TS EN 334 Tests, such as the capacity, regulation, sealing, body endurance and discharge tests of the service regulators used in the natural gas service lines (input pressure: bars), are carried out. The standard stipulates as follows in these tests: 1. The service regulators should supply gas at a fixed pressure with varied rates of flow of gas within a certain level of tolerance; 2. The flow of gas should be sealed off in instances of damage which may occur on the exit line; 3. This process constitutes an important stage in the invoicing of natural gas. Similarly, Type-2 devices of the Electronic Volume Correction devices are widely known as Flow Computers, and convert the volume measured from the meter into corrected volume, at the RMS-A stations. The UGETAM Corrector Laboratory performs the accuracy tests of the electronic volume corrector devices, which perform the correction process in order to ensure that the corrected real volume of gas is accurately calculated, under reference conditions. This corrected volume is what the invoices are based on, and the whole process is carried out in compliance with the TS EN A2 standard. The UGETAM Testing Laboratory also performs the controls of whether the total error rate of the observable sensitive calibrators and correctors, the pressure and heat sensors and calculation unit exceeds the maximum allowable error values in the TS EN A2 standard, under reference conditions. Gas Detector Calibration, Maintenance and Repair The calibration, maintenance and repair of various types and models of gas detectors are performed, in accordance with the recommendations and guidelines of the manufacturing companies, at the UGETAM Calibration Laboratory. Calibration is performed with certified reference gases. The calibration, maintenance and repair of the gas detectors are extremely important from the aspect of the safety of the life and property of the gas operators and users. The Calibration of the Electro-Fusion Welding Machines The electro-fusion welding machines, which are used in the welding procedures for the polyethylene pipes and fittings automatically carry out procedures such as atmospheric temperature and resistance measurements, via measurement sensors. The accuracy of the measurements of these sensors will have a direct impact on the quality of the welding. Therefore, the resistance, input and output voltage, welding time and atmospheric temperature parameters in these devices need to be calibrated. Pressure Calibration As in every area of industry, pressure measuring devices are measuring equipment which are widely used in the natural gas and water distribution sectors too. The calibration of this equipment has a direct impact on the quality of the points where it is used. The calibration of various types of digital, analogue, U type lead containing and water containing manometers is carried out at the UGETAM Calibration Laboratory, in accordance with the TS EN 837-1, -2, DKD-R 6-1, EURAMET/cg-17/v.01 standards. Temperature Calibration Like pressure measuring devices, temperature measuring devices are also widely used in the natural gas and water distribution sectors. The calibration of digital and analogue type temperature measuring devices, heat transmitters and resistance thermometers is carried out in the temperature range of -20 to 125 C, at the UGETAM calibration laboratory.

Sayaçların Ölçüm Hata Oranından Kaynaklanan Mali Kayıplar Doğal gaz dağıtım hatlarında yaygın olarak kullanılan Diyaframlı, Rotari ve Türbin tip gaz sayaçlarının hata oranları gaz hattından taşınan çeşitli kirlilikler (su, kaynak parçaları vb.) sebebiyle zamanla başlangıçta üretildikleri hata oranından sapma gösterir. Özellikle yüksek tüketimli alanlarda kullanılan rotari ve türbin tip sayaçlarda büyük mali zararlara sebep olan bu oran çoğu zaman önemsenmez. Fakat basit bir hesap yapıldığında ölçüm hatasından kaynaklanan bu zararların aslında kalibrasyon ve tamir-bakım maliyetleriyle kıyaslandığında yüksek maliyetler oluşturduğu görülmektedir. Financial Losses Resulting From the Measurement Error Rate of Meters The error rates of diaphragm, rotary and turbine-type natural gas meters that are widely used in natural gas distribution lines may deviate from the error rate prescribed when they were produced due to various types of pollution (such as water or welding pieces) carried in gas lines. Especially, the calibration statistics of rotary and turbine type meters in areas with high consumption show that there is generally a negative deviation in the measurement error rates of these meters. This is usually not taken very seriously although it may create not-too-small financial losses for gas distribution organizations.however, a simple calculation will show clearly that the losses caused by errors of measurement are in fact very high when compared to the costs of calibration, maintenance and repair.

Türkiye de yaklaşık 10 milyon gaz sayacı vardır ve bunların çoğu evsel kullanımda olan G4 kapasiteli sayaçlardır. Bu durum, sayaçların şimdi ya da ileriki yıllarda kalibrasyon sürecinden geçeceği düşünüldüğünde yarım milyondan fazla sayacın kalibrasyon için sökülüp tekrar yerine takılmasını gerektiriyor. One of the main areas of activity of UGETAM is the periodic examination (calibration) of natural gas meters. 17 30 Teknolojik Hizmetler, Deney, Kalibrasyon, ve Ürün Belgelendirme 31 Ürün Belgelendirme Hizmetleri Product Certification Services UGETAM hedefleri doğrultusunda 2007 yılında başlamış olduğu doğal gaz malzemlerinin uygunluk değerlendirmesinde, alanlarında uzman personeli ve standartlara uygun olarak yaptığı test ve kontrol sonuçlarını UGETAM ın tarafsızlık ve bağımsızlık ilkeleriyle bir araya getirerek, Ürün Belgelendirme Sistemini kurarak fiilen bu alanda faaliyetlerine başlamış ve 2011 yılında ise TÜRKAK tan akreditasyonunu tamamlamıştır. Bir ürünün belgelendirilmesi, ürünün özel standartlar ve diğer norm dokümanlara uygunluğu için güvence sağlamanın bir aracıdır. The Drinking Water Pipelines from Düzce to Istanbul Under the Control of UGETAM The project, which will meet the drinking water needs of Istanbul for many years to come, has been planned by ISKI (the Istanbul Water and Sewage Administration General Directorate). Various different diameters of steel pipes have been used within the scope of the project. These start from 3000 mm in the transmission lines and 4000 mm in the connection lines, and go as far as 2500 mm. The productions for the project began in 2009, and covers 3 lines with 5 connection lines in the cities of Düzce, Sakarya, Kocaeli and Istanbul. 2 of the lines of the project have already been completed, and the production of the 3rd is continuing. EPDK nın 05 Temmuz 2011 tarih ve sayılı Kurul Kararı ile Dağıtım Şirketlerinin yatırım faaliyetlerinde Doğal Gaz Piyasası Kanunu Lisans Yönetmeliği nin 46. maddesinde belirtilen hususlara uygun mücbir sebep olarak değerlendirilebilecek durumlar belirlenmiştir. Bu Kurul Kararı ile birlikte dağıtım şirketlerinin kendilerinden kaynaklanmayan sebeplerden dolayı yapamayacağı durumlar; 1- Uygulama İmar Planına Uygun Olarak Yolların Açılmamış Olması, 2- Asfalt Üst Kotu Olarak Tanımlanan Yol Kırmızı Kotlarının Oluşmaması, 3- Alınması Zorunlu Olan İzin ve Ruhsatların Alınamamış Olması, durumları mücbir sebep olarak kabul edilmiştir. Yıl İnceleme ve Tespit Raporu nda yatırım yükümlülüğü olan firmaların eksik imalatının yapılıp yapılmadığının tespiti için yürütülen bir inceleme çalışmasıdır. Dağıtım firmalarının eksik imalat için EPDK ya verdikleri aksiyon planında belirtilen sürelerin sonrasında EPDK tarafından yapılan görevlendirme esas alınarak ilgili şehirlerde yapılan inceleme ve tespit faaliyetleridir. UGETAM bugüne kadar 8 dağıtım şirketinde Nihai Tespit Çalışması gerçekleştirmiş, 3 tane de revize rapor hazırlayarak EPDK ya sunmuştur. 3- Mücbir Tespit Çalışmaları Mücbir Tespit Çalışmaları, 5. Yıl İnceleme ve Tespit Raporu nda mücbir sebep kapsamında olan eksik imalata ait cadde ve sokaklarda mücbir sebep halinin devam edip etmediğinin belirlenen periyotlarda ilgili resmi kurumlara yeni yazılar yazılarak belirlenmesi, mücbir sebep halin kalktığı tespit edilen yerlerde imalat durumunun yerinde tespit edilmesi konularında yapılan inceleme ve tespit faaliyetleridir. EPDK bu kurul kararı ile 5 yıllık yatırım yükümlülüğü tespit faaliyetleri sonucunda mücbir sebep kapsamında değerlendirilen yerlerde Mücbir sebep hallerinin devam edip etmediğinin belirlenmesi konusunda yapılacak çalışmalardaki süreci belirlemek adına 08 Ocak 2015 tarihli sayılı Kurul Kararı nı çıkarmıştır. Kurul Kararı nda; 1-5. yıl raporunda mücbir sebep olan yerlerde mücbir sebep hallerinin devam edip etmediğinin belirlenmesi amacıyla dağıtım şirketlerinin ilgili resmi kurumlara mücbir sebep listelerini onaylatmaları, 30 gün içerisinde cevap verilmezse mücbir sebep halinin devam etmesi, 2. UGETAM has carried out Inspection and Determination Activities concerning the 5 Year Investment Obligations at 57 natural gas distribution companies, and has also prepared and submitted 58 revised reports to EMRA, within the framework of the board decision numbered Final Determination Activities Final Determination Activities are an inspection activity directed at determining whether the companies which have an investment obligation in the 5th Year Inspection and Determination Report, have undertaken deficient production. These are the inspection and determination activities carried out in the relevant cities, after the periods set out in the action plan given presented by the distribution companies to EMRA, concerning deficient production, in accordance with the appointment made by EMRA. To-date, UGETAM has conducted Final Determination Activities in 8 distribution companies, and prepared and submitted 3 revised reports to EMRA. 3- Mandatory Determination Activities Mandatory Determination Activities are inspection and determination activities on the matters of determining whether the circumstances of force majeure on the roads and streets, where there has been deficient production within the scope of the circumstances of Force Majeure in the 5th Year Inspection and Determination Report, are continuing, by way of writing new letters to the relevant official authorities at specific periods, and on location inspections concerning the production position in areas where it has been determined that the circumstances of force majeure are no longer present. Together with this Board Decision, EMRA has also passed the Board Decision dated 08 January 2015, and numbered , in order to determine the period in the activities concerning the determination of whether the circumstances of Force Majeure are continuing, in the areas which have been evaluated within the scope of circumstances of Force Majeure, as a result of the Determination Activities concerning the 5 Year Investment Obligations. The following have been accepted in the decision of the board: 1. That the distribution companies are required to have their lists of circumstances of force majeure certified by the relevant official authorities, in order to determine whether the circumstances of force majeure in the 5th Year report are continuing, and in the event that no response is provided within 30 days, it be deemed that the circumstances of force majeure are continuing;

UGETAM bugüne kadar toplam 51 dağıtım bölgesi için mücbir tespit çalışması yaparak hazırladığı raporları EPDK ya sunmuştur. 4- Sevkiyat Kontrol Merkezlerinin İnceleme ve Tespit Çalışmaları 4646 Doğal Gaz Piyasası Kanunu nun 4/4(g) bendinde doğal gaz dağıtım şirketlerinin, dağıtım şebekeleri için Sevkiyat Kontrol Merkezi (SKM) kurmaları gerektiği ancak tüketim kapasitesinin yetersiz olduğu durumlarda bu şartın aranmayacağı belirtilmiştir tarihli ve 4169 sayılı EPDK Kurul Kararı nın 17 nci maddesi Lisans alma tarihinden itibaren 5 yıllık yatırım süresi dolmuş olan tüm dağıtım şirketleri tarihine kadar Sevkiyat Kontrol Merkezlerini kurmak zorundadır. şeklinde olup 2014 yılbaşı itibari ile kullanılmaya başlanacak Sevkiyat Kontrol Merkezlerinin Elektronik Bülten Tablosu (EBT) ile entegrasyonu sağlanması EPDK tarafından istenmiştir. Enerji Piyasası Düzenleme Kurumu Doğal Gaz Piyasası Dairesi Başkanlığı tarafından tarih ve 2432/6 sayılı kurul kararı ile yetki verilen firmalarca tarih ve sayılı EPDK yazısına istinaden Doğal Gaz Dağıtım Şirketlerinin Sevkiyat Kontrol Merkezlerinin durum tespiti çalışmalarına başlanılmıştır. Bu kapsamda UGETAM tarafından 53 doğal gaz dağıtım şirketinin sevkiyat kontrol merkezlerini yerinde inceleyerek sonuç raporları EPDK ya sunulmuştur. 2.
