Bugün küresel likiditenin azald bir ortamda, komflumuz Yunanistan baflta olmak üzere Avrupa ülkelerinde yay lan ekonomik kriz, ABD ekonomisinde gözlemlenen durgunlukla birlikte dünya finansal piyasalar n zorlamaktad r. çeride 2011 y l sonu itibariyle 72,5 milyar $ ile gayrisafi milli has lan n yaklafl k %10 una ulaflmas beklenen cari aç k göz önünde tutuldu unda, bu aç n uzun vadeli katma de er yaratan sa l kl finansman kritiktir. Bu noktadan bak ld nda uluslararas do rudan yat r m (UDY) girifllerinin sürdürülebilirli ini sa lamak daha da önem tafl maktad r. Böyle bir dönemde uluslararas yat r m istatistiklerinin her zamankinden daha dikkatle okunmas gerekti ine inanmaktay z. Türkiye, cari aç k üreten bir büyüme trendi içerisindedir. Ancak bu büyümenin önünde d fl talebin seyrindeki belirsizlik bir risk faktörü oluflturmaktad r. Geliflmifl ülkelerdeki büyümenin beklendi i gibi istikrar kazanamamas da bu riskler aras nda yer almaktad r. Buna karfl n Türkiye karfl laflt rmal bir avantaja sahiptir. Türkiye, küresel ekonomik ve mali kriz sürecini, özellikle 2010 y l boyunca pek çok ülkeye göre daha h zl toparlanan bir makroekonomik ortamda geçirmifltir. Türkiye, geçmifl y llarda yap lan yap sal reformlar ve finansal sektörün büyük ölçüde sa l kl yap s sayesinde bölgesinde en h zl büyüyen, kamu borcunu da en h zl oranda azaltan ülkeler aras nda yer alm flt r. Risk primimiz pek çok Avrupa ülkesinin alt na düflmüfltür. Bununla birlikte, Türkiye de yetersiz olan mevcut tasarruflar n uzun vadede tutulmas ve art r lmas na ihtiyaç duyulmaktad r. Bu yönde önceliklerimiz zzet Karaca aras nda yer alan, katma de erli, sürdürülebilir büyümeye stratejik katk sa lanmas yönünde ihracat art r c politikalar n gelifltirilmesine destek sa lamay öngörüyoruz. Üyelerimizin uluslararas bilgi ve deneyimlerinden azami ölçüde faydalanarak, ara mal ithal na dayal sektörlere yönelik katma de eri yüksek üretimi Türkiye de nas l gelifltirebilece imiz gibi cari aç a yönelik somut önerileri belirlemeyi arzu ediyoruz. Bu süreçte, çal flma gruplar m z know-how oluflturmak ad na en önemli platform olarak de erlendiriyor ve Ankara ile diyalo u güçlü tutmaya önem veriyoruz. Son olarak, Türkiye nin, Asya, Afrika ve Rusya gibi di er dünya pazarlar ile iliflkisinin gelifltirilmesi bu sürece olumlu etki sa layacakt r. Türkiye için potansiyel pazara sahip bu ülkelerde tan t m çal flmalar na destek olmay arzu ediyoruz. fiirketlerimizin sürdürülebilir büyümesinin büyük ölçüde Türkiye nin sürdürülebilir büyümesine ba l oldu unu öngörüyoruz. Türkiye ekonomisinde önemli paya sahip SO 500 flirketler listesine göre, 2010 y l üretimden sat fllarda %31, katma de erde %35, ihracatta %45 ve istihdamda %29 oranlar yla 148 adet ile uluslararas sermayeli firmalar pay alm fllard r. fl ve yat r m ortam ndaki iyilefltirmelerle bu oranlar daha da artacak ve Türkiye ekonomisine daha fazla katk sa lanacakt r. Bu kazan-kazan bak fl aç s yla, Türkiye nin sürdürülebilir büyümesi önündeki cari aç k engeline karfl da ortak hareket ederek aflabilece imize inan yoruz. Bu aç dan, YASED olarak yeni belirledi imiz vizyon, misyon ve stratejik önceliklerimiz do rultusunda Türkiye nin hedeflerine ulaflmas na destek sa lamay öngörüyoruz. Hukuk güvenli i, vergi ve teflvikler, istihdam ve e itim, fikri ve s nai mülkiyet haklar, ArGe ve teknoloji kullan m öncelikli 5 konumuzu oluflturuyor. Türkiye nin karfl laflt rmal rekabet gücünü kaybetmemesi ve bu gücünün daha da art r lmas yönünde bu alanlarda gerekli mevzuat ve düzenlemelerin hayata geçirilmesini gerekli görüyoruz. I greet you all from my corner as YASED Chairman, and take this opportunity to touch the current deficit issue which stands as a major problem in front of Turkey s sustainable economic growth. Today, in an environment where liquidity is globally scarce, the economic crisis which has spread out in European countries - particularly in our neighbor Greece - challenges the world s financial markets, hand in hand with the recession the US economy is going through. As regards Turkey, in consideration of the current account deficit, which is expected to amount approximately to 10% of GNP with $ 72.5 billion at the end of 2011; the financing of this deficit healthily by generating long-term added value, is critical. From this perspective, securing the sustainability of Foreign Direct Investment (FDI) inflows carries more significance. In such a period, we believe that international direct investment figures must be evaluated more carefully than ever. The uncertainty in the global economy, a potential widespread public debt crisis, and instabilities in developed economies fiscal and financial sectors, climbing inflation and indications of overheating in some merging economies, appear as significant risk factors, and appear as obstacles to IDI flows in the coming term. Then again regulations and restrictions aimed at controlling investments, which tend to intensify all over the world, increase protectionism risks as well. The FDI forecasts of UNCTAD World Investment Report 2011 for the mediumterm indicate that global FDI flows will reach their pre-crisis level, i.e. between $ trillion in 2011, on condition that the existing risks do not turn into an unexpected economic shock. As for Turkey, IDI inflows are expected to reach $ billion at the end of 2011, depending on international economic conjunctural developments and the existing global economic risks. Turkey is following a growth trend which unavoidably generates a current deficit. Uncertainties in external demand however pose a risk factor for growth. The unanticipated failure of developed countries to stabilize their growths is among these risks as well. Turkey however holds a comparative advantage. Turkey has experienced the global economic and financial crisis period - particularly during 2010 in a macroeconomic climate which has recovered much quicker than in many countries. Turkey has taken its place among countries in the region, which grow rapidly and reduce public debts at the highest pace, thanks to the structural reforms accomplished in the previous years and the considerably healthy structure of its financial sector. Our risk premium has dropped below many European countries. Nevertheless, it is essential to keep and increase Turkey s existing savings - which are inadequate in any case - for the long-term. In this connection we plan to give support to the policies aiming at increasing exports for contributing strategic support to value-added and sustainable growth. We are expecting to establish concrete suggestions for the current deficit such as, how we can accomplish high value-added production oriented for sectors dependent on intermediary goods in Turkey, by utilizing the knowledge and experiences of our members to the highest extent possible. In this context, we consider our working groups as the principal platform for know-how generation, and attach importance to maintain a strong dialogue with Ankara. We accentuated the significance of the issue in the preliminary visits we made as YASED Board to Deputy Prime Minister Ali Babacan, Minister of Economy Zafer Ça layan, Minister of Science, Industry and Technology Nihat Ergün and Minister of Energy Taner Y ld z in August, and put forth that we would provide support to the efforts initiated for finding a solution. We were notified by the related Ministers in reply that they were attaching importance to YASED s views and suggestions, and that they were looking forward to receiving our proactive solution proposals to the subject problem. Finally, developing Turkey s relations with other markets of the world such as Asia, Africa and Russia will make positive impacts on the process. We wish to support the promotion efforts to be carried out in these countries which poses potential markets for Turkey. We acknowledge that sustainable growth prospects of our companies are dependent to a great extent on Turkey s sustainable growth. 148 internationally-invested companies have appeared in the Top 500 list of ISO, ranking the industrial companies of Turkey which hold a significant share of the country s economy. These 148 companies account for 31% of production-based sales, 35% of value added, 45% of exports and 29% of employment. These figures will increase in line with the improvements to be achieved in the business and investment environment; and internationallyinvested companies will contribute further to Turkey s economy. We believe that we can overcome this current deficit barrier to Turkey s sustainable growth too, by acting together with this win-win approach. In this respect, we are planning to give support to the efforts to be given for accomplishing Turkey s goals, in line with the new vision, mission and strategic priorities we have recently designated. Legal assurance, taxes and incentives, employment and education, intellectual and industrial property rights, R&D and technology utilization constitute our 5 priority issues. We consider that it is necessary to enact the legislative and regulatory changes for securing Turkey s comparative competitiveness in these areas and enhancing this power yet further. In line with the restructuring works we are carrying out in our magazine I will try to reach you through this corner for establishing a smoother communication. Özdemir said that another problem of the immigrants in Germany is the lack of communication and the misunderstandings among people. Saying that when one looks at Germany, Germany doesn t know what it wants from immigrants, either, and has difficulty in defining their requirements, Özdemir says, Does the state want integration or assimilation from them? It is not definite. An answer to the question, What should be done to become a German citizen? cannot be found. Who is German? Is someone with Christian roots a German, or someone with Jewish roots, or Muslim roots, or is someone with a different religion or a different language a German? In short, people belonging to minorities always have to struggle very hard to become a member of a majority. Özkan, evaluating the numbers and the problems of the immigrants in the area where she lives, declared, First, Turks, then Russians - whose roots were in the old Germany, Poles, people from the former Eastern Block, Greeks and Italians come into picture. When we look at the western regions of this state, towards the Holland border, we see Russians. Some of them have come to that area, and are making a living through animal husbandry and agriculture. For example, for some of the immigrants, the problem is education. Aygül Özkan, stating that the education of the immigrants has been disregarded for long years, defended the necessity for change, and pointed out that language and education are vital for proper integration. Drawing attention to the fact that the earlier young people and children learn German, the better their chances for education will be, she also declared not sending pre-school children to kindergarten, and classifying immigrant children as bright or dull according to their country of origin, language, religion or culture is extremely wrong. She pointed out that the low education level of a family does not indicate that the children will be unsuccessful, and said, In Germany, the ratio of the shrinking native population and the increasing immigrant population must be taken into consideration. While international activities in economics are applauded, solutions must be found for the problems of accommodation of foreigners in the country. The injustices, inequality, double standards practised against foreigners in the business arena are making integration very difficult. She pointed out that out of the 350 plus professions in Germany, immigrants could count only five or six professions, such as hairdresser mechanic, and emphasized the necessity of providing better professional training for immigrants. 14 ekim / october

All operations and procedures in our warehouse are managed and reported with the aid of RF manual and lift truck terminals and PC terminals. Employing RFID according to future developments are among are plans. Thanks to the GPS technology used in vehicle tracking, we can monitor the place, speed, fuel consumption and controlled temperature during transportation of our delivery vehicles. Home delivery, hospital logistics, food logistics, archive management and Leader Logistics Partner (LLP) are among the new business areas we have developed. In this respect, more decisive steps must be taken concerning the implementation of the Road Transport Law, which had entered into force in Such steps will have positive impacts both on the sector and on the economy. For instance; the specified maximum allowable load limits must be implemented effectively in order to avoid roads from damage. Again, actual withdrawal of the old trucks from traffic, which are above the age specified in this law, will prevent accidents. New investments however are still necessary. Expanding the railway network to at least five times of its present length, and making railroad travelling safe, improving roads, and raising the highway/normal road ratio to European standards will be significant steps to be taken for transportation. Establishing EU standards for customs and warehouses and reducing bureaucratic barriers and introducing tax subsidies, as Poland has done, will encourage companies to invest further as well as pave way for new investors. All dispatches arriving in Turkey by motorway are subject to customs duty. In Europe however, low-valued dispatches which are considered as samples are exempt from customs duty. This situation also affects commerce adversely. We - as Turkey - can maintain our rapid growth by making use of our regional power and central hub position as well. In consideration of their positive impacts on all sectors and Turkey s entire economy, the solution of the problems of the logistics sector should be prioritized. The increase in export and dispatch traffic, particularly to Germany, France and Benelux 2011 has caused us to grow 22% in the first 5 months. TNT planes arriving to Turkey from TNT Express Headquarters in Liege and leaving Turkey for Liege are landing at and taking off from Sabiha Gökçen Airport. As a result of this investment, the amount of daily dispatches arriving by TNT planes to be handled amounts to 60 tons, and the amount of daily dispatches coming by road amounts to 30 tons. The number of total dispatches to be handled daily is around 8,000. During 2010 we have started to see congestion in some of the container terminals in Turkey and with expected volume growth ratios of close to 20%, the terminal capacity will soon become a bottle neck for further trade growth for Turkey. Knudsen emphasized the necessity for implementing the following adjustments in existing terminals to allow Turkey to compete with hub ports in Egypt, Malta, Greece and Italy: Vessels and transshipment containers should be able to obtain clearance on a 24/7 basis. The delays today leave vessels waiting idle at the road and containers idle in the ports. This delay is not realistic for a hub port. The positioning and evacuation of empty containers between Turkish ports should be permitted. The cabotage rules applied on empty containers take out the flexibility of moving these boxes out of the congested terminals and into the ports where they are needed for immediate stuffing of export cargoes. The IMO cargo inspection delay prior to the Bosporus passage is another issue. The rules for the passage of IMO cargo cause huge delays for the liner business irrespective of the volume of IMO cargo. This has a particular negative impact on the Black Sea countries import and export. Port costs and marine charges need to be aligned with competing transshipment hub ports. The report, prepared under the title of The Analysis of the R&D Activities of Foreign Capital Companies in Turkey, was announced to the public on September 19, 2011, with a press meeting organized in stanbul. As of 2010, total foreign direct investment (FDI) stock was 19.1 trillion $. It was observed that USA and Hong Kong (China) ranked first and second in terms of highest IDI stock. Turkey ranked 44th in 2010 with its overseas investment of 1.8 billion $, whereas it ranked 23rd with 182 billion $ with respect to investment stock. Ms. Özyi it stated that globally, the total value of international mergers and acquisitions have increased in 2010 by 36 percent and reached 339 billion $ and reported that when international direct investment projects are observed, manufacturing industry ranks YASED Secretary General Ms. Özlem Özyi it, evaluating the outlook displayed by UNCTAD s report, commented that postcrisis world economy continues to be fragile, and unless the risks transform into an unpredicted economic shock, it is estimated that the global FDI flows will return to pre-crisis levels in Ms. Özyi it underlined that although the world trade is already back to its pre-crisis level, global IDI may reach the peak, recorded in 2007 at the level of 1.9 trillion $, in 2013 at the earliest.
