3 Introduction Dares Datça Wind Farm Project of 29.6 MW installed capacity is planned to be established in a field an area to Muğla Province, Datça District, Kızlan Village. By means of 36 wind tribunes that shall be installed on the area, the wind farm shall produce annually 83,660 MWh which shall be delivered to the national grid via Datça and Marmaris transformer centers interconnected. The project ıs expected to result in emission reductions of 61,301 tco 2 eq/year. Demirer Holding plans to proceed to construction phase during January More detailed information about the project is included in non-technical project summary and the PDD of the project. 1. Purpose of the Initial Stakeholder Consultation The initial stakeholder consultation (ISC) is done in order to ensure that adequate measures are taken for environmental and socio-economical sustainability of the area affected by a given project. According to the Gold Standard rules the ISC is done at the early stages to the development of the Project Design Document (PDD). The main purpose of the initial stakeholder consultation was to inform the stakeholders about the project and to identify and evaluate the opinions, comments for and against the project in an open and transparent manner. By this way it is ensured that all relevant comments of the stakeholders are included in the PDD at an early stage. This process also assures a more competent PDD to be handed in for the Main Stakeholder Consultation which will be realised 60 days prior to the start of the project as obligated by the Gold Standard rules. Renewable energy projects are exempt from realizing an Environmental Impact Assessment according to the current regulation on EIA in Turkey. Nevertheless a stakeholder consultation meeting had been realized on 17/08/2007 in the project area. 2. Consultation Meeting The consultation meeting was held in Kızlan village of the city of Muğla, Datça district, on 17/08/2007 in the village café of the Kızlan village. The village café was the most suitable place considering the accessibility for the locals and other stakeholders. The meeting took approximately 2 hours. The stakeholders were invited to the consultation meeting by sending e- mails on 27/07/2007, 22 days prior to the meeting. The full list of the parties invited together with the manner how they were invited can be found in the following section 2.a. Furthermore an announcement for the meeting was published on 10/08/2007 on the local newspaper Yarımadanın Sesi (see Annex I). Yarımadanın Sesi newspaper was chosen as the appropriate media for such an invitation as it was the most popular local newspaper in the region. The Meeting was held in Turkish, the local language. 1

Scope of the Initial Stakeholder Consultation In order to ensure that the local people can easily understand the project and contemplate on possible environmental and socio-economic impacts in the area a project summary documentation including the non-technical project summary, which also included the environmental aspects of the project, was handed out to the attendants of the ISC in the local language (see Annex II). Moreover this report gave information on carbon credits and the Gold Standard explaining the position of Demirer Holding to support sustainable development. This document was written in a manner that everyone can understand. The public consultation check-list (Appendix E of Gold Standard Manual), covering the environmental, socioeconomic and health impacts of the project was translated to the local language and was handed out to all of the stakeholders present at the meeting. The stakeholders 4

7 were kindly asked to fill this questionnaire. 3.1 Procedure Followed to Invite Comments In order to initiate a healthy discussion environment in the ISC, representatives of the project made oral presentations in the local language. The presentation was about the general aspects of the project and it possible environmental impacts. The presenters also talked about the possible impacts of the project on sustainable development in an open and transparent way. After this presentation the stakeholders were asked for their comments. The presenters were pro-active to initiate debates and asked questions on issues that might have an impact on local community and the region (such as visual and noise effects of the project) in a challenge to come up with new ideas on such impacts. Outcomes of the Initial Stakeholder Consultation The debates were done in an open and transparent manner and resulted as a perfect opportunity to brainstorm on the issues on environmental and socio-economic sustainability before and after the proposed project activity. Also the discussion led to a better understanding of VER projects and the Gold Standard in general. The general outcome of the meeting was positive. The issues that were discussed in the meeting are as follows. 5

8 The issues put into agenda by stakeholders into Dares Datça Wind Plant Project and answers given by authorities of firm may be summarized in form of headings as follows: Question regarding whether any implication is present which shall prevent local people from using the project area In the comment made by authorities of Demirer it was expressed that the surrounding of the project field shall not be surrounded by any wire or wall and project area shall be open for use of all people. Of course areas such as switch-gear or transformer area will be limited in terms of use for human security. However it was expressed that the security of remaining project field should be ensured by security officials that are to be employed from the village. Question regarding whether it is possible that people could harm the underground connections made for the project or if these lines may do harm the people Because of topographical properties of project area, the electrical connection between a group of wind tribune and remaining tribunes is required. An opinion is still looked for from relevant bodies (Ministry of Environment and Forestry and Special Environment Protection) about the issue whether if such connection is to be realized through Arial line or underground cables. However in both implications, no risk is likely to occur since the relevant security standards shall be obeyed. Question regarding whether any improvement is likely to occur in quality of electricity supplied locally by relevant electricity distribution firm to Kızlan Village? In line with laws and defined responsibility areas, the expressed issue is not included under the authority field of Demirer Holding, since Demirer Holding has no intervention right with the distribution network. Question regarding whether noise emissions and visual contamination will be caused by tribunes (asked by environmental organizations attending the meeting) One of the elements playing role in the fact that Demirer Holding has preferred ENERCON brand Tribunes is the fact that they both have technological advantages and that they have low level noise emission values. The issue was investigated in detail under the heading of project about environmental impacts (see section 5). However since noise and visual are relative issues, opinions of residents of Kızlan Village that would be primarily affected by such issue were asked about their opinions during the meeting. The residents did not make any negative comments on this issue. Contrarily, it was expressed that wind tribunes should have considerably positive contribution to the environment friendly image of Datça and by attracting the attention of tourists it would have contribution for local economy. Additionally, it should be pointed out that operation building that shall be constructed for the projected will be in a manner compliant with architectural tissue of Datça region. Question regarding the Employment opportunities that will emerge during the construction and operation of the project We may state the employment which shall emerge during the construction and operation phase of the project is one of the most important contributions of the project at the local and regional level. Demirer Holding in all its projects is well aware of Social Corporate Responsibilities. In Dares Datça Project as well Demirer prefers to procure employment especially from the location centers 6

9 which are near to the area, where possible. In summary, the realized stakeholders meeting was completed with considerably positive results. It was stipulated by the participants that the project had no negative impact. The outcome was just the opposite; it made contribution to the sustainable image of the area as the clean energy source. 4.1 Results of the ISC meeting During the meeting no negative comments or any concerns have been received or addressed by the stakeholders. Furthermore none of the stakeholders have filled and returned the questionnaire which was attached to the delivered documents. By the end of the meeting it was confirmed by the attendees that filling the questionnaire was unnecessary as there were no expected negative impacts of the project. Since no negative comments were received no action was needed in order to adapt or change the project or apply additional measures. However it was concluded that there were two critical indicators that are substantially important for the sustainable development of the region. These indicators can be summarized as follows: - The project will create local and regional employment both during the construction phase and operational phase. Considering the high unemployment rate of Turkey, and the low employment opportunities that the region offers, the positive impact of the project to the local community is considered significant. Therefore it has been decided by the Project participants to monitor this effect as an important sustainable development indicator. - During the operational phase, technical and security staff will be trained by Demirer Holding regarding security issues and technical issues including turbine technology and maintenance. The training covers technical, environment and security knowledge and operational and maintenance instructions. As generally labourers technical capacity is low in the region, where the economy is mostly dependent on agriculture, the project will elevate the qualitative value of employment. Therefore it has been decided by the Project participants to monitor this effect as an important sustainable development indicator as well. 4.2 Announcement of the outcomes of the ISC meeting Four days after the initial stakeholder consultation, on 21/08/2007, an article about the meeting and its outcomes were published in the local Yarımadanın Sesi (see annex V). 5. Environmental Impacts As described in the Gold Standard Manual, the project proponent must conform to the requirements of the host country in undertaking Environmental Impact Assessment (EIA). In addition, or in the absence of any host country legal requirements, the project proponent should check the project against GS requirements in EIA. Initial Stakeholder Consultation includes an environmental and social impacts checklist, which is designed to answer whether the project activity results in environmental and social impacts that might require an EIA or a mitigation plan. For this project, the environmental impacts checklist was distributed to the stakeholders as an attached questionnaire to the project documentations (please refer to section 3 for more 7

10 information). In order to finally decide whether an EIA is necessary or not, GS requires the assessment of sustainable development through the SD Matrix. As stated under the Gold Standard, Voluntary Emission Reduction Manual, development if the matrix results from the outputs of the Initial Stakeholders Consultation Process. The scoring of the SD Indicators are based on the results of the ISC meeting and experiences with similar project in similar situations 1. Based on the results from the meeting and the fact that no negative issues were addressed via the questionnaire, it was concluded that the project impacts does not require an Environmental Impact Assessment or a mitigation plan. Moreover, as mentioned earlier in this document renewable energy projects, hence wind farms, are exempt from Environmental Impact Assessment (see Annex VII) according to the EIA regulation in Turkey. Nevertheless, considering that Dares Datça Wind Farm Project is located in a special environment zone, Demirer Holding had realized a comprehensive survey in the year of 2001 about the biological and landscape properties and impacts of the project and submitted it to Ministry of Environment, Special Environment Protection Institution Presidency. Special Environment Protection Institution Presidency resolved that project is appropriate and gave the necessary permissions (see Annex VIII) by making positive opinion on The Impact Assessment survey assesses the impacts that may have effect on biological and landscape elements as a result of realization of the project by considering the construction and operation phases of the activity. 5.1 Results of the Environmental Survey The major findings of the assessment are as follows; Impacts on Air Quality and Noise: The highest PM (Particle Substance) ground level concentrations formed in the project field are quite below either short term or long term limit values. Under the light of such results, the project is not expected to cause any negative impact on local air quality or biologic resources and human health during the construction activities of the project. Essentially, the negative environmental impact of wind plants is very low and the main negative impact handled during operation phase is the noise coming from the tribunes. However, the tribunes to be used in this project create very low mechanical noise due the fact that it has gearless system which has no gearbox. It excessively meets all noise insulation standards in Europe and in the world in terms of the noise level guaranteed. The noise level at 185 m distance from the tribunes is below 45dB. This figure declines to the value of 37dB at a distance of 400 m, which is the bedroom standard in European Countries. Thus, the noise shall have no negative impact on biologic environment during operation phase. This issue was put into agenda during stakeholders meeting held as well and Kızlan Village residents who are at the closest distance to the project were asked about their opinions about the issue. Kızlan Village residents have 1 OneCarbon and Ecofys International have provided input with their expertise and experience regarding scoring and justification of the indicators. 8

11 expressed that they wouldn t be disturbed because of such issue, even if there would be any low level noise. Flora As a result of conducted survey it was seen that the species under endemic and various hazard classes would not be negatively affected by the project to be realized. In addition to this, due to the properties of the project, there was no considerable negative impact on the vegetation which is dominant on the field as well. Fauna In line with conducted works, it was found that the project would have no negative impact on the fauna. About the bird populations it is stated that the field where the operation shall be realized is currently very poor in terms of ornifaunistic and especially population concentration of the birds. Landscape Properties The project is not expected to have any negative impact on visual landscape values of the field. This issue was also put into agenda during stakeholders meeting held. In general, it is possible to express that there is no negative impact on environment which is resulted from the project. Under the light of such findings, the project was issued with the permission to be realized on as a result of assessments made by Special Environment Protection Institution Presidency Sustainable Development Matrix The results of the initial stakeholder consultation were as an input to develop the Sustainable Development Assessment Matrix. The matrix can be found below and the respective section(s) in the Project Design Document. Based on both the outcomes of ISC meeting and SD Assessment Matrix, it was concluded that the project impacts does not require an Environmental Impact Assessment or a mitigation plan. As a requirement of the Gold Standard a sustainability matrix should be prepared for the project and should be a part of the discussion for the Main Stakeholder Consultation. Accordingly the sustainability matrix had been developed for the Dares Datça Project and was included in the PDD. Table 1 below shows the sustainability matrix. The details on the scoring of the individual parameters can be found in the Project Design Document (PDD). 9

14 II. Distributed documents during the meeting Dares Datça Rüzgar Santrali Projesi Giriş Türkiye nin gelişimi ve büyümesi ile paralel olarak enerji ihtiyacı da sürekli olarak artış göstermektedir. Bir ülkenin gelişmişlik oranı, kişi başına tüketilen enerji miktarı ile doğru orantılı olarak değerlendirilmekle beraber özellikle son yıllarda Dünya gündeminde ve Türkiye gündeminde ön plana çıkmaya başlayan küresel ısınma ve olumsuz etkileri, bu gelişimin bir bedelinin olduğunu açıkça vurgulamaktadır. Özellikle elektrik üretimi amaçlı fosil kaynaklı çevrim santralleri, ortalama iklim sıcaklıklarının yükselmesine ve buna bağlı olarak doğal dengenin bozulmasına sebep olan sera gazlarının salınımına sebep olmaktadır. Enerji ihtiyacının büyük bir kısmını kömür ve doğalgaz gibi fosil kaynaklı yakıtlardan sağlayan Türkiye, sahip olduğu yenilenebilir enerji kaynaklarından yararlanarak sürdürülebilir ve temiz enerji stratejisi benimseme sorumluluğunu üstlenme konusunda önemli adımlar atmaktadır senesinden bu yana faaliyette bulunan Demirer Holding, bu sorumluluk çerçevesinde, rüzgar enerjisi santralleri kurarak ve işleterek Türkiye şebekesine temiz ve çevre dostu yenilenebilir elektrik enerjisi tedarik etmektedir. Proje Demirer Holding in hissedarı olduğu Dares Datça Rüzgar Enerji Santrali San. ve Tic. A.Ş., Muğla ili Datça Đlçesinde toplam kurulu gücü 28.8 MW olan rüzgar enerji santrali kurmaktadır. 10/05/2007 tarihinde üretim lisansı alınan Dares Rüzgar santralinin inşasına Kasım 2007 de başlanması ve Eylül 2008 de tamamlanması planlanmaktadır. Đletim hattına 2 km ek hat ile bağlanacak olan santralin tamamlanmasından sonra Türkiye elektrik şebekesine yılda 84,000 MWh elektrik enerjisi sağlayacak olan Datça Rüzgar Santrali aynı zamanda havaya yılda 61,500 ton eşdeğer CO 2 salınımından da tasarruf etmiş olacaktır. Projenin gerçekleştirilmesi ile temiz ve yenilenebilir enerji kaynaklarının Türkiye toplam elektrik üretimi kapasitesi içerisindeki payını arttırılacak, ülkenin enerji üretiminde dışa bağımlılığını azaltılacak ve yenilenebilir enerji sektörünün özellikle rüzgar enerjisi sektörünün gelişimine önemli katkıda bulunulacaktır. Projenin ayrıca gerçekleştirildiği bölgede çevresel ve toplumsal sürdürülebilirliğe de katkısı bulunmaktadır. Projenin bir parçası olarak bölgede bulunan iletim hattı genişletilmekte ve güçlendirilmekte, proje sahasına giden yollar ıslah edilmektedir. Projenin inşa safhasında ve işletme safhasında yakın çevre bölgelerden ve köylerden istihdam sağlanmaktadır. Ayrıca inşaat safhasında çoğunlukla yerli işgücü kaynaklarından yaralanılacak olması bölgesel ve yerel olarak ekonominin kalkınmasına vesile olmaktadır. Datça Rüzgar Enerjisi Santrali projesinde, jeneratör kulesi, kanat, kablo, transformatör ve diğer montaj ekipmanları gibi, rüzgar jeneratörünün haricinde kalan parçaların büyük bir çoğunluğu yerel olarak tedarik edildiğinden yerli sanayini de desteklediğini söyleyebiliriz. Ancak Türkiye de rüzgar enerjisi projelerinin hayata geçirilmesinde bir takım güçlükler ile karşılaşılmaktadır. Türkiye nin rüzgar potansiyelinin oldukça yüksek olmasına karşın yaygın bir uygulama olmaması ve yatırımcılar açısından, diğer çevrim teknolojileri ile kıyaslandığında daha az karlılık getirmesi ve Teknolojinin Türkiye de henüz yaygın olarak kullanılmaması rüzgar enerjisinin gelişimi önündeki engellerden sadece birkaçıdır senesinde yürürlüğe giren Yenilenebilir Enerji Kaynaklarının Elektrik Enerjisi Üretimi Amaçlı Kullanımı Hakkında Kanunu, sektöre belli bir ivme kazandırmış olmakla beraber yatırımcılar açısından rüzgar enerjisi halen ek finans destek mekanizmalarına ihtiyaç duymaktadır. Demirer Holding, bu finans güçlüklerini aşmak amacı ile emisyon azaltımlarını kredilendirme yoluna başvurmuştur MW kurulu gücü ile yıllık ortalama 84,000 MWh elektrik enerjisi üretecek olan rüzgar santrali, 61,500 ton eşdeğer CO 2 /yıl emisyon azaltımını Gönüllü Emisyon Piyasasında kredilendirmeyi amaçlamaktadır. Datça RES Projesinden elde edilecek olan emisyon 12

15 azaltımlarının kredilendirilmesi sürecinde, projenin sürdürülebilir kalkınma ilkeleri ile tam bir uyum gösterdiğinden emin olmak amacı ile uluslar arası Gold Standard organizasyonunun gönüllü emisyon piyasaları için uyguladığı standartlar takip edilmektedir. Bilindiği üzere rüzgar projeleri, Çevre Etki Değerlendirmesinden muaf olmasına karşın ve tüm yetkili makamlardan gerekli çevre izinleri ve görüşleri alınmış olmakla beraber bu süreç içerisinde, projenin çevre konuları ve sosyalekonomik sürdürülebilirlilik kıstasları ile uyum gösterdiğinden emin olmak amacı ile ulusal, bölgesel ve yerel proje paydaşlarının fikir ve görüşleri de alınmaktadır. Bu sayede tüm paydaşların projeye katılımı hedeflenmektedir. Yukarıda kısaca özetlemeye çalıştığımız proje ile ilgili olarak aşağıda yer alan soruları cevaplamanızı rica ederiz. 13

Minutes of the meeting Translation of the Original Minute 17 August 2007 Meeting announcement and invitation was made to the public opinion by means of advertisement of which was published in newspaper named as Yarımadanın Sesi -Voice of Peninsula on 17 August 2007 in our Datça district. The meeting of which prior invitation was made was held on 17 August 2007 Tuesday at 11:00 o clock in Datça Kızlan Village Head Man office coffee by means of participation of 35 people. During the meeting, opinions and considerations of district people, village people who are stakeholders of the project about the project were verbally taken by the authorities of Demirer Holding, which is the project owner. Additionally, everyone was distributed a non-technical summary of the project, which included the information that the project was evaluated under the Gold Standard scope. In short, me, as the Head Man of Kızlan Village, I may say that none had any negative opinion and consideration about the environmental impacts of the project, just the opposite; everyone states that project should be developed.
