Üç yılda bir düzenlenen Dünya Su Forumu, suyla ilgili, küresel ölçekte en büyük ve en geniş katılımlı tartışma platformunu oluşturuyor. TÜRSAB, 5. Dünya Su Forumu nun İstanbul da gerçekleşmesi yönünde, ev sahibi kentin seçimine ilişkin karar sürecinin en başından itibaren destek verdi. Su bugün de, dünyamızın geleceği açısından uluslararası gündemin en önemli konularının başında geliyor. Temiz, hijyenik suya erişim, sağlıklı yaşamın temel koşuludur. Oysa bugün dünya nüfusunun yaklaşık üçte biri, yeterli ve sağlık koşullarına uygun su bulamamanın zor sorunları ile karşı karşıya, yaşam mücadelesi veriyor. Küresel ölçekte su kaynaklarının ve su temini imkânlarının dünya coğrafyasında dengesiz dağılımı, su kıtlığı yüzünden yaşanan ağır sorunlar, çocuk ölümleri gerçekten dramatik bir tablo çiziyor. Hızlı nüfus artışı, su kaynaklarının rasyonel kullanılmaması, çevre sorunları ve doğadaki dengelerin bozulması, dünyanın geleceğini tehdit ediyor. Küresel iklim değişikliği ise olası tehlikeleri daha da büyük boyutlara taşıyor. Su konusu, ülkemiz ve turizm sektörümüz açısından da yaşamsal önem taşıyor. Etkin, sürdürülebilir su yönetimi, hızla artan nüfusun, sanayinin, turizmin ihtiyaçlarının karşılanması ve bugün boşa akan enerji potansiyelinden en verimli şekilde yararlanılabilmesi açıs ndan da ülkemizin en önemli ve öncelikli konularının arasında yer alıyor. Dünya Su Forumu yerel, bölgesel ve küresel su sorunlarının tartışıldığı; devlet başkanlarının, başbakanların, bakanların, parlamenterlerin, yerel yöneticilerin, bilim insanlarının, politikacıların, sivil toplum örgütlerinin, medya mensuplarının, su ile ilgili herkesin buluşmasına ortam hazırlayan bir platformdur. Forumun amacı su konusunda bilinç düzeyini geliştirmek, sürdürülebilir su yönetimi konusunda çözüm önerileri üretmek ve su sorunlarını dünyanın politik gündemine taşımak olarak ifade ediliyor. Dünyanın en geniş katılımlı ve önemli etkinliklerinden biri olan Dünya Su Forumu nun, İstanbul un ev sahipliğinde ve yeni hizmete giren Sütlüce Kongre ve Kültür Merkezi nde gerçekleşmesinin ise, uluslararası çevrelerin dikkatlerinin, dünya çapındaki bu metropoliten kentin kongre imkânları üzerinde toplanması açısından da büyük önem taşıdığını, bu vesile ile burada ifade etmek isterim. BAŞARAN ULUSOY TÜRSAB Başkan The President of TÜRSAB The 5 th World Water Forum was held at Sütlüce Congress and Culture Center on March 16-22, The World Water Forum organized every three years provides a discussion platform with a wide participation. From the very beginning, TÜRSAB threw its weight behind the decision process about the selection of İstanbul as the host city for the organization of the 5 th World Water Forum in. The water is still one of the main topics on the international agenda concerning our future. Access to clean, hygienic water is the fundamental condition of a healthy life. However, about one third of the world population is deprived of clean and enough water today and struggles to live under these circumstances. The unbalanced distribution of water resources on the global scale and heavy problems faced because of water scarcity and infant death describe really a dramatic outlook. The high population growth, the irrational utilization of water resources, environmental pollution, destruction of balances in the nature threaten the world s future. On the other, the climate change worsens already existing problems. The water issue has critical importance for our country and tourism sector as well. An efficient, sustainable water management is ahead of our country s main issues having priority in order to meet the needs of the high population growth, industry and tourism and using in the most efficient way the energy potential flowing in vain. The World Water Forum provides a platform gathering statesmen, prime ministers, ministers, parliamentarians, local directors, scientists, political men, non governmental organizations and media members, briefly everyone dealing with the issue of water to discuss local, regional and global water problems. The objective of the forum is defined as to raise consciousness about water, to put forward solution proposals for a sustainable water management and to bring problems related to the water on the political agenda of the world. By this occasion, I would like to mention that the organization of the World Water Forum, one of the most important activities on the world with a wide participation, hosted by İstanbul at the Sütlüce Congress and Culture Center recently opened, has a crucial importance to draw the attention of the international community on the congress facilities of this worldwide metropolitan city. 3 DOSYA file Yabancı ziyaretçi profilindeki gelişmeler Türkiye ye gelen yabancı ziyaretçilerin profili yılları arasında pek çok bakımdan yatay bir seyir izledi; son iki yılda ise farklı bir sürece girdi. TÜİK in yabancı ziyaretçi çıkış anketi, bu konuda önemli bilgilere ve istatistiki verilere erişmemizi mümkün kılıyor 2 Cengiz Yücel/TÜRSAB AR-GE Departmanı - TÜRSAB Research & Development Developments in the foreign visitor profile The profile of foreign visitors travelling to Turkey followed a horizontal course in many aspects between ; but a different outlook is observed in the last two years. TÜİK s survey of outgoing foreign visitors helps us to have access to important informations and statistical data Antalya Sahilleri Antalya Beaches TÜİK in yabancı ziyaretçi çıkış anketi soruları, ziyaretçilerin Türkiye ye geliş nedenleri, meslekleri ve yaptıkları harcamaların türleri gibi konulara yoğunlaşmış. Verilen yanıtlar ise son yıllarda özellikle yeme-içme alanındaki harcamaların, diğerleri arasındaki payının arttığını gösteriyor; buna karşılık, konaklama ve paket tur harcamalarında gerileme gözlenmiş. Anketin dikkat çeken sonuçlarından biri, yabancıların tercih ettiği konaklama tipine ilişkin: Son üç yıldır otel, motel, pansiyon türü konaklamalarda yüzde 15 civarında gerileme gerçekleşirken, kişisel konutlar ile arkadaş ve akraba evlerinde yapılan konaklamaların payı yükselmiş. Bu veri, iki konuda ipucu sunuyor. Bunlardan biri, yabancıların Türkiye de mülk edinme girişiminin son üç yılda keskin bir artış göstermiş olması. The questions in the survey focus on their purposes of visit to Turkey, their professions and types of spendings. The replies indicate that the share of spendings mainly for food and beverages increased among others in recent years; however, the spendings for accomodation and package tour decreased. One of the main results of the survey is about the accommodation type chosen by foreigners: While the accommodation at hotels, motels, guesthouses etc... decreased around 15 per cent in the last three years, the share of accomodation at personal homes or houses of friends or relatives increased. These figures give clues in two issues. One of them is that the property ownership by foreigners in Turkey rose sharply in the last three years. Secondly, there is a wide tendency to rent these houses to other foreigners or let the friends and relatives use them for holiday. The share of women rises and the share of men decreases According to the results of outgoing foreign visitor survey, the share of women among visitors coming to Turkey was 46,7 per cent by the year end This figure seems still quite low compared to the number of men. However, given that the share of women in the total was between 41 per cent and 43,6 per cent between , these shares will certainly become equal. Ankete göre, söz konusu yıllarda yabancı ziyaretçi sayısı mevcudun 2,3 katına yükselerek den e ulaşmış. Buradan yola çıkarak, kimi harcamaların payında oransal gerilemeler olsa da, aslında rakamsal düzeyde önemli artışlar gerçekleştiğini söylemek mümkün. Kadın ziyaretçilerin oran art yor Yabancı ziyaretçi çıkış anketleri sonuçlarına göre, Türkiye ye gelen yabancılar arasında kadınların oranı 2008 yılı itibarıyla yüzde 46,7 olarak gerçekleşmiş. Bu veri görünürde hâlâ erkeklerinkinden daha düşük bir rakama denk düşüyor. Ancak yılları arasında kadınların toplamdaki payının yüzde 41 ile yüzde 43,6 bandında yer aldığı düşünüldüğünde, payların eşitleneceğinden söz etmek yanlış olmaz. Eğitim seviyesi yükseliyor 2008 yılında Türkiye ye gelen yabancı ziyaretçiler eğitim durumu bakımından değerlendirildiğinde, en büyük payın yüzde 38,5 ile fakülte veya yüksekokul mezunlarına ait olduğu ortaya çıkmış; lise ve dengi okul mezunları ise onlar yüzde 30,4 ile izliyor. Anket sonuçlarına göre yılları arasında payını en çok artıran kesim, yüksek lisans ve doktora mezunları. Bu grubun toplamdaki pay, yılları arasında yüzde 8,8 ile yüzde 9,7 aralığında dalgalanırken, son iki yılda sırasıyla yüzde 12 ve yüzde 12,7 olarak gerçekleşmiş. Fakülte veya yüksekokul mezunlarının payında, 2005 yılındaki küçük bir gerileme dışında, son sekiz yılda istikrarlı bir yükseliş gözleniyor. Buna göre, öğrenimi lisans düzeyinde ya da daha ileri düzeyde olanların oranı 2001 yılında 45,8 iken 2008 yılına gelindiğinde sözü edilen 2005 yılı hariç istikrarlı bir yükselişle yüzde 50,7 ye çıkmış. Ortaokul düzeyinde ve daha alt düzeyde öğrenim görmüş olanlar, 2001 yılında yüzde 21 ile en büyük paya sahip olmuş; ardından kaydedilen yüzde 3 civarındaki düşüşü takiben ise yüzde 17,8 ile 19,6 bandında yatay bir dalgalanma gerçekleşmiş. Söz konusu kesimin 2008 yılındaki payı ise yüzde 18,9 düzeyinde. Hangi meslek sahipleri ağırlıkta? TÜİK anketinde mesleki durumla ilgili sorulara gelindiğinde ise, anlaşılması ve analizi kolay olmayan seçeneklerle karşılaşılıyor. Örneğin profesyonel meslek mensupları aslında oldukça geniş bir kategoriyi kapsıyor; zira kendi adlarına ya da ücretli çalışan avukat ve doktorlar gibi, bankacılar, finans uzmanları ve benzeri pek çok meslek sahibi bu başlık altında düşünülebilir. Yine işyeri sahipleri de kendini bu kategoriye dahil etmiş olabilir. Aynı sorudaki seçeneklerden bir diğeri de işyeri sahipleri, kanun yapıcılar, üst düzey yöneticiler şeklinde yılına kadar bu seçenekte yer almayan işyeri sahipleri ibaresinin eklenmesinin, yıllarındaki anket sonuçlarında gözle görülür bir değişiklik yarattığı anlaşılıyor. 5 arasındaki payı ortalama yüzde 8,6 olan kanun yapıcılar, üst düzey yöneticiler grubunun payı, yıllarında işyeri sahipleri nin eklenmesiyle 6,7 puan artarak yüzde 15,4 e çıkmış. Buna karşın, bu ilk seçeneğin hemen altında yer alan profesyonel meslek mensupları ise aynı dönemdeki ortalamada tam da aynı oranda, yani yüzde 6,7 oranında pay kaybetmiş. Anket sonuçlarını ele alırken, sadece güvenebileceğimiz şıkların paylarındaki gelişmelere bakmak daha sağlıklı görünüyor. Bu bakışla, seçeneklerden, yüksek gelir kesimine hitap eden yukarıdaki ilk ikisine öncelik tanımayı uygun bulduk. Söz konusu iki grubun, yani profesyonel meslek mensupları ile işyeri sahipleri, kanun yapıcılar ve üst düzey yöneticiler in toplam payı bir arada değerlendirildiğinde son sekiz yılda yatay bir seyir görüyoruz. Bu kesimin mevcut sürede yüzde 36,9 ile yüzde 38,8 aralığında seyreden payı, 2002 yılında yüzde 36,9 ile dip seviyeye inerken, 2008 yılına gelindiğinde yüzde 38,8 ile en yüksek seviyesine ulaşmış. Seçenekler arasında güvenle analiz edilebilecek bir diğer başlık büro ve müşteri hizmetleri. Kendilerini bu gruba dahil eden yabancı ziyaretçilerin sayısında özellikle son iki yıl içinde net bir düşüş yaşandığı gözleniyor. Bu kesimin yılları arasında toplamda yüzde 12,8-14,3 arasında seyreden payı, 2007 de yüzde 10,8 e ve 2008 de de yüzde 9,8 e gerilemiş. Sanatkârlar ve ilgili işlerde çalışanlar ise ilk altı yıllık dönemde ortalama yüzde 5,5 pay alırken, son iki yılda bu oran yüzde 4,7 ye düşmüş. Bunların ardından, en alt gelir seviyesini temsil ettiğine inandığımız nitelik gerektirmeyen işler de çalışan grup, aynı dönemlerde dikkati çeken bir ilerleme göstererek, yılları arasında ortalama yüzde 3,2 olan payını 2007 ve 2008 yıllarında ortalama yüzde 5,4 e Cruise gemileriyle gelen turistler, Boğaz sularından İstanbul u seyretme fırsatı buluyor The tourists coming with cruise ships take the opportunity to contemplate İstanbul over the waters of Bosphorus people, they took the highest share of 21 per cent in 2001; then, a horizontal fluctuation between 17,8 per cent and 19,6 per cent was followed by 3 per cent fall registered afterwards. The share of the said group is 18,9 per cent in Which professions are hosted by Turkey The questions related to the professions in the survey provide ambiguous informations not easy to analyse. For example, professional jobs cover a wide range; since besides the lawyers and physicians working on behalf of themselves or as salaried employees, bankers, finance specialists and those having similar professional jobs too may fall in this category. The new business owners too might have included themselves in this category. Another choice in the same question is business owners, law makers, top managers. The addition of business owners not existing in the choice until 2007 made a remarkable change in survey results between In this regard, the average share of 8,6 per cent for the group consisting of law makers, top managers rose by 6,7 points to 15,4 per cent with the addition of business owners between On the other hand, the professional business members classified just below this first choice decreased at the same percentage of 6,7 per cent. While evaluating the survey results, it s much healthier to look only at the changes in the shares of groups which we can trust on. Therefore, we found more appropriate to give priority to the first two options targeting the high income group among the choices. The total shares of the two said groups, professional business members and business owners, law makers and top managers assessed together, we notice a horizontal course in the last eight years. The share of this group in the same period was between 36,9 per cent and 38,8 per cent which fell to the lowest level with 36,9 per cent in 2002 and reached the highest level with 38,8 per cent in Another reliable title which we can analyse among the choices consists of office and customer services. The number of foreign visitors seeing themselves in this category fell significantly especially in the last two years. The share of this group was between 12,8 per cent and 14,3 per cent between ; it declined to 10,8 per cent in 2007 and 9,8 per cent in The artists and those working in related areas took an average share of 5,5 per cent in the first six years and the share fell to 4,7 per cent in the last two years. Then the group consisting of unskilled laborers which is supposed to represent the lowest income level advanced remarkably in the same periods and rose its average share of 3,2 per cent between to an average of 5,4 per cent between 2007 and In 2008, the share of facility, machine operators and assemblers is 2,5 per cent, the share of those working in qualified agriculture, cattle breeding is 1,3 per cent and the share of service and sales employees is 7,5 per cent. The figures in these professions followed in general a horizontal line with some minor changes. We can conclude from these data that the percentage of foreigners in the highest income category visiting Turkey didn t change. However, we should also add that, as the share of middle class keeps declining, the share of low income category rises. Bu meslek gruplarında sekiz yıllık dönemde genellikle küçük değişikliklerle yatay bir seyir izlenmiş. Tüm bu verilerden, Türkiye ye gelen yabancıların en yüksek gelir seviyesine sahip kesiminin oranında bir değişiklik olmadığı sonucunun çıkarılabileceğine inanıyoruz. Buna karşılık, orta kesimin payı azalırken, en alt seviyenin payının arttığını da eklemek gerekiyor. Yeni seçenekler belirsizlik doğuruyor Düşük gelir sahiplerinin payı 2001 deki yüzde 11,7 seviyesinden 2008 yılına kadar küçük artışlarla yüzde 14,5 e kadar yükselmiş, 2008 yılında ise yüzde 12,8 e gerilemiş. Buna karşın orta ve yüksek gelirli kesimlerin payları 2007 yılına kadar yüzde 72,6-73,4 aralığında yatay bir çizgi izlerken, daha sonra yüzde 65.6 ve yüzde 67.3 e inmiş. Ancak, bu iki yılda ankette yapılan değişikliğin belirttiğimiz sonuca yol açmış olması ihtimali yüksek. Nitekim eskiden düşük, orta ve yüksek olmak üzere üç seçeneği kapsayan bu soruda, 2007 den itibaren çok düşük, düşük, orta, yüksek ve çok yüksek olmak üzere beş seçenek sunulmaya başlanmış. Bu durumda üç seçenekli sistemde kendini orta gelirli görerek orta seviyeyi işaretleyen bazı yabancı ziyaretçiler, beş seçenekli yeni sistemde kendini yüksek gelir grubuna dahil etmiş olabilir. Bu nedenle, son sekiz yıllık dönem açısından bu sonuçlarda bir belirsizlik olduğunu kabul etmek durumundayız yılı itibarıyla ise bu alanda en büyük paya yüzde 67,3 ile orta gelirli kesim sahipken, ardından yüzde 19,9 ile yüksek gelirlilerin ve yüzde 12,8 ile de düşük gelirlilerin geldiğini söyleyebiliriz. Kültürel motivasyonun payı azalıyor Yabancı ziyaretçilerin Türkiye ye geliş nedenlerine yönelik soruda on üç seçenek arasında gezi, eğlence açık arayla birinci sıraya yükselmiş. Turizm endüstrisi için çok önemli sonuçlar üretebilecek güneş-deniz-kum tatili, şehir gezisi, doğa sporları, kar turizmi gibi seçeneklere ise hiç yer verilmemiş. Bunu bir eksiklik olarak görmekte ve aslında bu sorudan, görünenden çok daha fazla sayıda veri elde edilmesi gerektiğini düşünmekteyiz. Zira; Türkiye pek çok kişinin birden fazla nedenle ziyaret ettiği bir ülkedir. Örneğin aynı ziyaretçi üç gün İstanbul u gezdikten sonra, beş gün süren mavi yolculukla Marmaris e gidip bir otelde beş gece konaklayabilir; dolayısıyla bu turistin, geliş nedenine dair soruya birden fazla seçeneği işaretleyerek cevap vermesi mümkündür. Anketin bu bölümünde sunulan sağlık seçeneğin de ise spa turizmi ve termal turizm ile medikal turizm birbirinden ayrılmadığından, Türk turizmi için son yıllarda büyük önem kazanan bu alanlara ilgi duyan kesime dair pek fikir edinemiyoruz. Nihai değerlendirmeyle, ziyaretçilerin ülkeye geliş nedenleri arasında gezi, eğlence nin oranında 2001 ve 2006 yılları haricinde son sekiz yıl içinde sadece 57,2-58,5 aralığında yatay bir seyrin söz konusu olduğunu görüyoruz. Indeed, the question covering three choices being respectively low, middle and high began to offer five choices as very low, low, middle, high and very high as of In this case, some foreign visitors considering themselves in middle class and marking middle choice might have included themselves in the high income level in the new system with five choices. Therefore, we should admit that there is an ambiguity in the results in the last eight years. As of the year 2008, the middle income group had the highest share with 67,3 per cent; it was followed by the high income group with 19,9 per cent and low income group with 12,8 per cent. Buna karşın, kendi evi ve arkadaş, akraba evi seçeneklerini işaretleyenlerin oranında ise son üç yılda büyük bir artış yaşandığı görülüyor döneminde yüzde 25,7 ile yüzde 20,1 aralığında olan bu oran, 2005 yılında yüzde 11 e gerilese de, son üç yıldır sırasıyla yüzde 26,8, yüzde 36,7 ve yüzde 39,2 olarak gerçekleşmiş. Ödeme karşılığı konaklamalara yönelik tercihin düşmesinde, son yıllarda yabancıların emlak sahibi olmaya eğilim göstermesinin ve bu evlerin bir kısmının kiraya verilerek ya da arkadaşlara açılarak değerlendirilmesinin payı olduğu açıkça gözleniyor. Konaklamaya yapılan harcamalar da azaldı Yabancı ziyaretçilerin yaptığı harcamaların dağılımında da yukarıdaki tespitimizi destekleyen veriler görmek mümkün. As a consequence, the share of leisure, entertainment among the purposes of visits to Turkey followed a horizontal line ranging between 57,2 per cent and 58,5 per cent in the last eight years except for 2001 and The share of those marking this choice was 51,3 per cent in 2001 when the event of 11 th September occurred and 51,9 per cent in 2006 when the bird flu occurred. The share of those marking culture declined in the same period. The share of this choice decreased gradually from 9,2 per cent in 2001 to 6 per cent in 2008; then, it rose to 6,4 per cent with a minor change. Big rise in the share of those accommodating at their own homes Another striking result obtained from the analysis of the outgoing foreign visitor survey is the remarkable decline in the number of visitors staying at hotel. The share of those marking the choice of hotel, motel, guesthouse as the accommodation type was 63,4 per cent in 2001 and surged to 79,7 per cent in 2005; however, it fell significantly soon after and declined up to 51,4 per cent by the end of However, the share of those marking home, friend s, relative s house surged significantly in the last three years. This share between 25,7 per cent and 20,1 per cent between declined to 11 per cent in 2005 and surged respectively to the levels of 26,8 per cent, 36,7 per cent and 39,2 per cent. The main cause for the decline in the choices of accomodation against payment is the rising trend of property ownership among foreigners in the recent years and then to benefit from them by renting or offering to their friends. Spendings for accommodation decreased as well The range of spendings made by the foreign visitors issue data supporting the above mentioned outcome. Indeed, the average share of spendings for the accommodation was 20,7 per cent between and the average in the last three years declined to 16,2 per cent. Another tendency drawing attention in the range of the types of spendings is the rise in spendings related to food and beverages. Paket tur harcamalarında da gerileme Paket tur lara yapılan ödemeler Türkiye ye gelen yabancı ziyaretçilerin toplam harcamasından en büyük payı alıyor. Bunu 2008 verilerine bakarak somutlamak da mümkün yıl nda harcamalar içinde paket turların payı yüzde 23,2 iken, Sümela Manastırı, Trabzon Sümela Monastery, Trabzon yeme-içmenin yüzde 22,6, konaklamanın yüzde 15,4 ve ulaştırmanın yüzde 8 ile onu izlediği görülüyor. Bu arada paket tur harcamalarının payında özellikle son üç yıldır önemli bir gerileme söz konusu olmuş. Bu kalemde sekiz yılın ilk beş yıllık bölümünün ortalaması yüzde 29,6 iken, son üç yılda toplamdaki payın 2006 da yüzde 24, 2007 de yüzde 22,5 ve 2008 de de yüzde 23,2 olarak gerçekleştiğini görüyoruz. Paket tur harcamalarının payındaki bu gerilemenin önemli nedenlerinden birinin, tıpkı konaklama harcamalarında olduğu gibi, Türkiye de kişisel mülk edinen yabancıların evlerini kiralamaları ya da arkadaş ve akrabalarına açmaları nedeniyle münferit seyahatlerin payının artması olduğunu söyleyebiliriz. Ancak burada önemli bir diğer nedenden, özellikle son iki yıldır Türk lirasının değerinin euro ve dolar karşısında değer kazanmış olmasından söz etmeyi atlamamalıyız. It s possible to concretize it from the data in The share of package tours in spendings was 23,2 per cent in the same year and the share of food and beverages was 22,6 per cent; the accomodation follows it with 15,4 per cent and the transportation followed it with 8 per cent. Meanwhile, the share of package tour Pamukkale, Denizli spendings decreased significantly in the last three years. The average of the first five years in eight years was 29,6 per cent and the total share in the last three years was respectively 24 per cent in 2006, 22,5 per cent in 2007 and 23,2 per cent in One of the main reasons in the decline of package tour spendings is, as seen in the accomodation spendings, the rise of share of sporadic travels since the foreigners owning property in Turkey rent their houses or offer to the use of their friends or relatives. However, another important notion should not be omitted here; this notion is the appreciation of Turkish lira against euro and dollar. This situation boosted the spendings of foreigners in foreign currency in Turkey. 8 İstanbul Arkeoloji Müzesi, bünyesinde barındırdığı yaklaşık 700 bin eserle, dünyanın sayılı müzeleri arasında yer alıyor The Archaeology Museum of İstanbul takes place among the leading museums in the world with its 700 thousand works TÜRSAB, Kültür ve Turizm Bakanlığı ve TBMM ile imzaladığı yeni protokoller çerçevesinde İstanbul Arkeoloji Müzesi ve Yıldız Parkı nda yer alan restoran binasının restorasyon ve işletme haklarını aldı. TÜRSAB Yönetim Kurulu Başkanı Başaran Ulusoy, içinde bulunduğumuz ekonomik krizde en umut veren sektörün turizm olduğunu belirterek, Bu yıl da geçtiğimiz senenin rakamlarını yakalayacağız. Türkiye ye moral veren sektörüz; Türkiye nin bütçe açığını kapatıyoruz dedi. Arkeoloji Müzesi nde çağdaş adımlar Kurumun yeni başlattığı iki proje içinde en önemli ve en büyük adımı İstanbul Arkeoloji Müzeleri oluşturuyor. TÜRSAB signed a protocol with the Turkish Great National Assembly for the building owned by the National Palaces and situated in the Yıldız Park next to the Yıldız Porcelain factory and took over the operation of the building for a 4-year period. Başaran Ulusoy acknowledged the help of the Chairman of Turkish Great National Assembly Köksal Toptan in the attempts to offer the facility to the benefit of the tourism and gave the following informations about the building: After the completion of the restoration project of the existing building, we will be able to host 800 persons. The restaurant located between Beşiktaş and Ortaköy will fill up the void in the area. We plan to open by spring the restaurant with a garden offering the view of the beauties of the Bosphorus. Reminding that the facility to serve under the name of Yıldız Restaurant is located next to the Yıldız Porcelain factory with a past dating back to more than 100 years, Ulusoy explained the following: The factory was built in 1894 to produce ceramic to the palace. The production is still going on. Our aim is to take the tourists coming to the restaurant to the factory and show them the most important handicraft of our country and how the porcelain is produced. İstanbul Arkeoloji Müzesi, Eski Şark Eserleri Müzesi, Maçka Palas, Karaköy deki Osmanlı Bankası binası, Sultanahmet teki Alman Çeşmesi, Şişli Etfal Hastanesi, Darülaceze, Cihangir Camii ve Beyazıt Devlet Kütüphanesi II. Abdülhamit döneminde inşa edilen ve hâlâ hizmet vermekte olan yapılardan sadece bazıları. Yaptırdığı bu büyük eserler cadde, meydan ve sahillerde When looked at the Anatolian and European coasts of İstanbul from the sea, villas by the sea, piers, castles, old stone buildings, and palaces one after the other present the clues of a gorgeous past. Some of these buildings which we stare lovingly and some of them for which we feel sorry raise a feeling of amazement and respect with their massive bodies, just like Haydarpaşa Train Station... Along with this great building which is on the Asian coast of İstanbul in a district with the same name, another building stuck in the crowd of Sirkeci named Sirkeci Train Station building points Abdülhamid II period at the beginning of the 20 th century. Unforgettable works of Abdülhamid II Abdülhamid II was the 34 th Sultan of the Ottoman Empire and he reigned very long for 33 years. In spite of all the political fluctuations in his period, he drew attentions with his contemporary works. The innovations he actualized during his sultanate in the fields of education and communication, contributions he made to the railway and highway transportation, buildings he constructed for health and social assistance are still on the agenda today. Some of the buildings which were constructed in Abdülhamid II period and are still in service are İstanbul Archeological Museum, Old Orient Works Museum, Maçka Building, Karaköy Ottoman Bank Building, Sultanahmet German Fountain, Şişli Etfal (Children) Hospital, Darülacize (Poorhouse), Cihangir Mosque and Beyazıt State Library. 12 Haydarpaşa Garı nın yolcu salonu ve metrelerce uzanan raylar Passenger Room at Haydarpaşa Central Station and rails extending several meters yükseledursun, usta bir marangoz gibi saatlerce kendi atölyesinde çalışan bu padişahın elinden çıkma, birbirinden güzel ahşap mobilyalar ise İstanbul müzelerinde sergilenmeye devam ediyor. Demiryoluna inanan padişah 19. yüzyıl sonlarında Avrupa kentleri arasından süzülen Şark Ekspresi nin son durağı olarak yapılan Sirkeci Garı nda, Alman Mimar Jasmund un imzası var. Taş ve tuğlalarla örülmüş Bizans stili duvarı, Selçuklu üslubunu yansıtan oymalı kapısı ve at nalı şeklindeki kemerli pencereleriyle yapı, kentin kalabalığında nadide bir biblo gibi. Sirkeci nin kötü yapılaşmasının ve trafik keşmekeşinin içinde kaybolmuş gibi duruyorsa da, dikkatli gözlerden kaçmayan bu güzel yapının içinde bir de kahvehane yer alıyor. Sirkeci Garı nın kaybolmuşluğuna karşı, Haydarpaşa Tren Garı, hele denizden bakıldığında tüm ihtişamıyla adeta insanın yüzüne çarpıyor. II. Abdülhamit, demiryollarıyla ulaşıma olan inancını uygulamaya dökmek konusunda Sirkeci deki garla yetinmeyecek, Anadolu yakasının da bir gar sahibi olması için bir proje hazırlatacaktı. Ne var ki o tarihte devletin kasası iyice boşalmıştı ve para sıkıntısı ciddi boyutlardaydı. Projeyle ilgili olarak, dostça ilişkiler sürdürdüğü Almanlara başvuran padişah, Kayzer II. Wilhelm in de desteğiyle Deutsche Bank tan kaynak sağladı de Alman mühendisler tarafından inşa edilen birkaç tren istasyonunun ardından Haydarpaşa nın inşaatına başlandı. Yapı tamamlandığında yıl 1908 idi ve İstanbul artık, yeni ulaşım ağları ile Bağdat a, Hicaz demiryoluyla da Medine ye bağlanıyordu. Ne var ki yeni gar binası II. Abdülhamit e uğur getirmeyecek, padişah aynı yıl tahttan indirilecekti. Yapının bulunduğu alana III. Selim in paşalarından Haydar Paşa nın adı verilince, gar binası da aynı adla anılmaya başlandı. Otto Ritter ve Helmuth Conu adlı iki Alman mimarın imzasını taşıyan projenin inşaat aşamasında, Alman ustaların yanı sıra İtalyan taş ustaları da çalıştı. Birinci Dünya Savaşı sırasında depoda muhafaza edilen cephanelikler patlayınca yapının bir bölümü hasar gördüyse de, onarım ihmal edilmedi. İkinci büyük felaket ise 1979 yılında geldi. Haydarpaşa açıklarında patlayan Independente adlı tankerin alevlerinden yayılan ısı, kurşun vitraylara zarar verdi; ancak yapı dış cephe duvarları ve kuleleri de dahil olmak üzere bir kez daha onarıldı. Sahilde, mimar Vedat Tek in yılları arasında yaptığı çinili binayla yıllardır fotoğraflara sabitlenen Haydarpaşa İskelesi de tarihi garın ayrılmaz bir parçasını oluşturdu. these great works are standing still along the streets, in the squares and on the coasts, beautiful wooden furniture made by a sultan who worked in his workshop for hours are still being exhibited in the museums in İstanbul. A Sultan who believes in the future of railroads Sirkeci Train Station building which was built by the German architect Jasmund was made as the last train stop for the Orient Express which stormed between European cities in the late 19 th century. It is like an elegant showpiece in the crowd of the city with its stone and brick wall in Byzantine style, carved gate reflecting Seljuk style and arched windows in the shape of a horseshoe. Although it looks like as if lost in the traffic and bad housing in Sirkeci, this building which cannot be overlooked so easily also includes a coffeehouse. Despite the evanescence of Sirkeci Train Station building, Haydarpaşa Train Station building stands with all its grandeur especially when looked at from the sea. Abdülhamid II s belief in the future of railroads did not cease with the train station building in Sirkeci and he also had another project prepared to build a second one on the Anatolian coast. However, the treasure was quite empty at that time and the state was seriously short of money. Referring to Germans with whom he was carrying on friendly relations, the sultan provided some sources for the project from Deutsche Bank with the support of Kaiser Wilhelm II. After a number of train stations built by German engineers in 1898, this time the construction of Haydarpaşa started. When the building was completed it was 1908 and new transportation network was connecting İstanbul to Baghdad and to Medina via the Hejaz Railroad. However, the new train station building did not bring good luck to Abdülhamid II and he was dethroned in the same year. Because the area was named after Haydar Pasha, one of the pashas of Sultan Selim III, the train station was also started to be called with the 22 TÜRSAB DERGİ NİSAN 2009 NİSAN 2009 TÜRSAB DERGİ 23

13 The china building built by architect Vedat Tek between and the Haydarpaşa Pier which have always been included in the photographs constituted an integral part of the historical train station. Is modification or conversion very close? This historical building has been very frequently in the agenda for various projects such as five-star hotel, shopping mall, marina and ship port, business center or skyscraper and therefore it causes big discussions between scientific circumstances and NGOs. Although the future of this historical building is unknown to us, the chinas, doors, arches and especially the Gar Restaurant which has been hosting guests for many years with its unchanged decoration are still going on living... At which points is it possible to say that Acıbadem is the first or unique? M. Bahar: First thing that comes into mind here is being a corporation which is an outcome of the systematic management approach. Our organization developed so fast and we could manage to achieve the same quality under so many roofs thanks to a sound system. Of course, there are quality hospitals in our country; however, almost all of them are located at one place, in the same building. You may become greater in number if you have a sound system. The importance we pay to technological investments is another characteristic of ours. We installed the first call center in health sector in Every month we are replying approximately 150,000 calls related to appointments or consultancy demands. Each patient has a unique electronic record in the system. Get your treatment at whichever branch you like, the system sees you as one and therefore you happen to have only one medical history in the system. More important than this, patients can reach their records from anywhere in the world via web. We are an integrated health institution which is taken as a model in foreign countries. We are not marching on by establishing hospitals alone. We are growing by means of first step services, that is, by adding different medical centers into our body. We are installing central laboratories and we apply different quality certificates for different units. It used to be very natural to go to Europe or USA to get health services; however, this did not bring the concept of health tourism along with itself. In time such destinations had turned towards east and this health tourism concept emerged. In this context, Turkey and İstanbul each became a center also. People s preferring our region, not the west, on basis of various reasons makes us proud. Our being the first and only health institution that have been quoted on stock exchange since 2000 is an indication of our understanding of transparency. These are the characteristics of Acıbadem. TÜRSAB: Acıbadem Maslak Hospital is a new member of the family. The importance paid to technological investments immediately draws attentions here. Can you tell us about details invisible to us that make the M. Bahar: Maslak Hastanesi, Acıbadem Sağlık Grubu genelindeki geometrik artışı ivmelendiren bir yapıt olarak geldi. Bu bina her yanıyla gerçek bir dijitalitasyon içerisinde. Kâğıtsız ve filmsiz yürütülüyor burada işlemler. Görüştüğünüz doktor, sizinle ilgili bilgileri sisteme kaydediyor; odadan çıktığınızda herhangi bir tanı ünitesine elinizde evrakla gitmiyorsunuz. Ekrana adınız girildiğinde hangi doktorun hangi tetkikleri istediği görülüyor; filmleriniz de yine aynı sisteme bağlı. Yatan hasta odasında dosyalar duvardaki dokunmatik ekranda; dolayısıyla dosya bulamamak gibi bir ihtimalle karşılaşılmıyor. İlaçlar da yine elektronik bir sisteme bağlı burada; verilen dozun akılda yanlış kalması, anlatılanlardan yanlış mesaj alınması gibi, sözel talimata dayalı riskler ortadan kalkmış durumda. İki doktor birbirinden farklı ya da birbiriyle çelişen ilaç veya doz önerdiğinde de sistem bunu doğrudan reddediyor. İlaçların bulunduğu dolaplar ise hemşirelerin parmak iziyle açılıyor. Kısacası, ilaç tedavisinde de yüzde yüz hasta güvenliği kendini gösteriyor. TÜRSAB: Hasta güvenliğini bu denli önemseyen bir sistemde doktor kadrosunun belirlenmesi de önemli kriterlere bağlı olsa gerek... M. Bahar: Doktorlarımızı da öncelikle tabii ki emeğine, deneyimine güvenerek seçiyoruz. Kriterimiz şu: Ben bu doktora çocuğumu, anne babamı, kendimi emanet edebilir miyim? Bu soruya gönül rahatlığıyla evet diyebilmek gerekiyor. Ancak, doktorumuza en iyi imkânları sunmalıyız ki, mesleki yetkinliğini devam ettirebilsin. Many of our colleagues have already started to tour this place as a showcase. This building is entirely digitalized. Transactions are carried out without paper and pen here. The doctor you see records your data into the system and when you leave the room, you are not sent to any diagnostics unit with a document in your hand. When your name is entered into the related screen, one can see which doctor wanted which examinations; films are also connected to the same system. Files are on the touchscreen in the patient s room and therefore there is no alternate like missing files. When a doctor has his or her card read, relevant file automatically opens and information is listed. Records of patient can be protected for a very long time thanks to this reliable system and therefore no information is lost during the treatment period. Medicines are also connected to an electronic system here; risks arising from verbal instructions such as misunderstanding what is told or misremembering the dose to be administered are all eliminated. TÜRSAB: In a system that pays this much importance to patient safety, determination of doctor staff, I guess, should also be made in accordance with important criteria. M. Bahar: We choose our doctors according to, of course, their labor and experience. Our criterion is this: Can this doctor be entrusted with my child, mom, dad or me? This should be comfortably answered Yes. However, we must offer the best benefits to our doctors so that they can maintain their professional competency. TÜRSAB: Can you share your future perspective in the name of Acıbadem Health Group with us? M. Bahar: Our aim is to utilize until the end the facilities that will provide the patient with a hundred percent safe treatment. Kuzuyayla ya kadar yoğun bir orman örtüsüyle kaplı tepenin üzerinde, vericilerin bulunduğu ana zirvede tek bir ağaç bile yok. Meşe ve kayın ağaçlarının hâkim olduğu bölgede yer yer dikenli ağaçları da görmek mümkün. Kayak tesislerinin öyküsü 1980 lerde başlamış. Yapılan tesisler uzun süre atıl kalmış. Nihayet Green Park Oteller zinciri 347 hektarlık araziyi 49 yıllığına kiralayarak Kartepe yi kısa sürede bölge için oldukça önemli bir kayak merkezi haline getirmeyi başarmış. Kartepe deki kayak tesisleri sadece İzmitlileri değil, civardaki illerden gelenleri de hafta sonları günübirlik kayak kavramıyla tanıştırmış. Keltepe overlooks the trees in Kuzuyayla Kartepe is the highest point along Samanlı range of mountains with an altitude of 1606 meters. The real name of this hill in the north of Maşukiye town of Kocaeli province is Keltepe. İstanbul dan bir buçuk-iki saatlik bir yolculukla kayak tesislerinin bulunduğu noktaya varmak mümkün. Maşukiye ile kayak merkezi arasındaki mesafe 15 kilometre. Kartepe ye gelenler, kahvaltılarını Kartepe yolu üzerinde bulunan ve geleneksel sabah kahvaltısı veren Sapanca Gölü manzaralı tesislerden birinde de yapabiliyor. Kayağı olmayanlar ise ya Maşukiye den ya da kayak merkezinden uygun fiyata kayak kiralayabiliyor. İşin özü şöyle: Arabanıza atlayın gelin, burada her şey var. Konaklamak isteyenler kayak merkezindeki Green Park Otelde kalabileceği gibi, Maşukiye deki otellerde de kalıp Kartepe ye kayak yapmaya gidebilir. Güzel bir havada Kartepe zirvesinden İzmit Körfezi nin manzarası ise muhteşem. Sonbaharın pastel renkleri ve ilkbaharın tüm zemini halı gibi kaplayan çeşitli çiçekleri Kartepe yi her mevsim ziyaret edilebilir hale getiriyor. Kızak da mümkün, snowboard da Kartepe kayak merkezinde on iki pist var. En küçüğü 650, en büyüğü ise 3200 metre uzunluğundaki bu pistler, en kolayından en zoruna kadar çeşitli dereceler içeriyor. On the top of this hill where there are transmitters and a dense forest up to Kuzuyayla, there is not even a single tree. It is also possible to see coniferous trees occasionally in this region which is covered mostly with oaks and beech trees. The story of the skiing facilities on this hill started in 1980 s. The buildings remained inactive for a long time. Finally, Green Park chain of hotels rented this 347- hectare land for 49 years and made Kartepe an important ski center for the region in a very short time. The ski facilities at Kartepe introduced daily pleasure of skiing during weekends not only to the dwellers of İzmit, but also to the people living in the cities around this region. There are visitors from İstanbul, Sakarya, Tekirdağ, Kırklareli and even Edirne. People who set off early in the morning can go back in the evening after enjoying skiing all day long or they spend the night there and have a short vacation at the weekend. Nothing is in short supply here! It is possible to go to the ski facilities after an-hour-and-a-half or two-hour trip from İstanbul. The distance between Maşukiye and the ski center is 15 kilometers. Those who come to Kartepe can have their breakfast in one of the facilities with lake view on their way to Kartepe along Lake Sapanca where traditional breakfasts are served. It is possible to rent skis in Maşukiye or from the ski center for a reasonable price. The message is clear: Just get in your car and come up here; there is everything here. Those who want to stay overnight may stay at Green Park Hotel or they may stay in one of the hotels in Maşukiye and come to Kartepe to ski. Kartepe has also beautiful walkingtracks for trekking along with its ski facilities. The best of these are the ones around Kuzuyayla. Dere kenarında alabalık Alabalık vadisi, yolu Maşukiye ye uğrayanların ya da Maşukiye den geçmek zorunda kalanların zorunlu uğrak yeri olmaya başladı son yıllarda. Both sled and snowboard is possible There are twelve tracks in Kartepe ski center. These tracks, the shortest of which is 650-meter long and the longest is 3200-meter long, include various categories from the easiest to the most difficult ones. Lifts that work all day long are never empty during the weekends. There are all kinds of people on the tracks... It is possible to see a wide range together from the families sliding on big bobsleds to experienced skiers slaloming on the runways and to snowboarders. A very small area is saved for sled only. Although it is a small track, it is the one in great demand. Trout along the stream Recently, the trout valley road has been an indispensable stop for the people stopping by in Maşukiye or those who have to pass through Maşukiye. Trout stop is very often included in the itineraries of returnees coming from skiing in Kartepe. Ice-cold waters flowing in large and small gullies at the summits of the hill join in Aygır Stream at somewhere down to form large and small waterfalls and then pour into Lake Sapanca. As the coldness of the water is suitable for trout farming, trout farms had been established in this region where the waterfalls are. These facilities, in time, turned into places where trout is served. Especially after launching of Kartepe ski center, many large and small restaurants were opened in this valley and hotels followed them as the time went by. Especially in summer months it can be hard to find a place at the tables along the stream. Almost all of the main courses on the menus of these restaurants is trout. We can tell you without any discrimination that all restaurants serve trout on tile perfectly. You may also buy some of this fish for two or two and a half liras each to cook this delicious dish at home. KİREMİTTE BALIK FISH ON TILE Kiremitte alabalığın lezzetli olması için mantar, soğan, sarımsak, domates, yeşil biber, defne yaprağı, tereyağı, karabiber ve limon kullanmak şart. Öncelikle kiremiti yağlamak gerekiyor. Kiremit yağlandıktan sonra balık yerleştiriliyor. İnce doğranmış mantar ve biberler balığın üzerine serpiştirilip, karabiber ekleniyor. Daha sonra küp şeklindeki domatesler ile ince kesilmiş bir limon dilimi konuyor. Tereyağı da eklendikten sonra son olarak biberiye ve defne yaprağı ilave edilip fırına atılıyor. Vakıf kurucuları, maddi desteğe ihtiyaç duyan başarılı gençlere eğitim imkânı sağlayarak fırsat eşitliğine katkıda bulunmayı misyon edinmişti. Bu konuda devletin yükünü paylaşmanın işadamlarına, aydınlara ve halkımıza düşen kaçınılmaz bir yurt ödevi olduğunu vurguladıkları çağrı metni, her geçen gün artan bir ilgi ve destekle karşılandı. Başlangıçta sahip olunan mütevazı bütçeyle öğrenciye burs vermek hedeflenmişti; bugün ise bu sayı e yaklaşmış durumda. Sosyal sorumluluk alanında örnek uygulamalara öncülük eden TEV in başarısının arkasındaki sırrı öğrenmek üzere, sorularımızı kendisi de geçmişte bir TEV bursiyeri olan Turgut Bozkurt a yönelttik. TÜRSAB: Türkiye de bugün eğitim alanındaki sosyal sorumluluk çalışmaları düşünüldüğünde TEV akla gelen ilk isim. Vakfın koruduğu bu önderlik vasfının ve toplumda yarattığı güvenin kaynakları sizce neler? Turgut Bozkurt: Biliyorsunuz, TEV in kuruluşunu temellendiren, Sayın Vehbi Koç önderliğinde 201 değerli aydın, sanayici, akademisyenin bir araya gelip sorduğu Türk milli eğitimine nasıl katkıda bulunabiliriz? sorusuydu. Kuruluştan bu yana geçen zamanda, her biri önemli başarılara imza atmış bu insanların toplumda yarattığı güven hiç eksiltilmeden korundu ve TEV adeta bir noter hüviyeti kazandı. Tüm varlıklarını vakfımıza bağışlayarak geleceğini garanti altına alan insanların sayısı bugün kişiye yaklaşmış durumda. Bunlar arasında ülkemizin çok değerli sanatçıları, siyasetçiler, akademisyenler, hukukçular, hekimler, ev hanımları var. Bağışçıların bu kadar farklı kesimlere mensup olması, TEV in herkesin gönlünde sıcak duygular yaratan, güvenilir bir kurum olduğunun somut göstergelerinden biri. Bu güvenin çeşitli kaynakları var. Bunlardan biri, bağışçılarla TEV arasında işleyen mekanizma. Öncelikle, TEV çatısı altında her bağışçı adeta kendi vakfını kurar. Bünyemizde bu şekilde düzenlenmiş dört bine yakın fon var. Her yılın sonunda fon sahipleri, bağışlarıyla ilgili bütün ayrıntıları kapsayan bilgileri yazılı olarak alır ve arzularının, vasiyetinin harfiyen yerine getirilmiş olduğunu Turkish Education Foundation (TEV) was founded on May 4, 1967 under the leadership of Vehbi Koç by 201 esteemed names each of who were very successful in their individual area. Mission of the founders of this foundation was to participate in equal education opportunity principal by providing education opportunities for successful young persons who were in need of financial support. The text of their call where they emphasized that it was an indispensable duty for the businessmen, intellectuals and the people in general to take the burden of the state in this subject has always been accepted with gradually increasing interests and supports. It was initially aimed to provide scholarships to 1000 students with the modest budget they could make; however, today this number is nearly 166,000. We directed our questions to Mr. Turgut Bozer, who also received a TEV scholarship in the past, about the secret behind the success of TEV which has always pioneered model implementations in social responsibility. TÜRSAB: Considering the social responsibility works in education in Turkey, TEV is the first name that comes to one s mind. In your opinion, what are the sources of this leadership qualification which the foundation has been maintaining and the trust it created in the public? Turgut Bozkurt: As you know, TEV s foundation was based on the question How can we contribute to the Turkish national education? which was asked by 201 esteemed intellectuals, industrialists and academicians under the leadership of Mr. Vehbi Koç. During the time that elapsed since foundation, the trust of the public which had been created by these people each of who had significant successes was protected without lessening it and TEV gained an identity of, as if, a notary public. Number of people who donated their entire property to our foundation to secure their future is now nearly 1,000. Among them are valuable artists, politicians, academicians, lawyers, doctors and housewives. Having so many different sections of the society among the donators is one of the indicators of TEV s being a reliable institution which creates warm feelings in the heart of everyone. There are various sources of this trust. One of them is the mechanism that works between the donators and TEV. Vakıflar Genel Müdürlüğü nün düzenli denetimi dışında, bünyemizde Mütevelli Heyeti Denetleme Kurulu bu çalışmaları sürdürüyor; diğer yandan bağımsız bir dış denetim mekanizması da işliyor. Yarattığımız bu güvenin bünyemizdeki en önemli dayanağı ise aramızdaki biz dili. TEV bünyesinde Ben yaptım ifadesi sevilmez; Biz yaptık şeklinde kurulmalıdır cümle. TÜRSAB: Vakıf bünyesinde burs sisteminin nasıl işlediğinden söz eder misiniz? Hangi öğrencilerin There are nearly four thousand funds in our body which have been arranged in this fashion. At the end of every year, fund owners receive written information covering all the details related to their donations and experience the peace of seeing realization of their will. Another source of the trust is our being audited in several different ways every year. Except for regular auditing of the General Directorate of Foundations, Board of Trustees Auditing Board handles these works in our body and on the other hand, an independent auditing mechanism also carries on its works. The most important support of this trust we had created is the us language between us. The statement I did it is not welcomed in TEV; it should be rephrased as We did it. TÜRSAB: Can you tell us about how the scholarship system works within the body of the foundation? How are the decisions taken about which students are going to be granted scholarships? T. Bozkurt: Our essential criterion in giving scholarships is the student s deservingness this support. It cannot be said that even only one single scholar had been granted a scholarship by favoritism throughout TEV in 1970 yılındaki genel kurul toplantısı (solda). Administrators have nothing to do with selection of scholars; we only focus on if such selection is being carried out in accordance with TEV principals or not. This mechanism entirely works within the existing rules. TÜRSAB: Do you have new targets for the coming years? T. Bozkurt: Our first and most important principal is to act in accordance with Atatürk s principals and revolutions; this mission of ours shall always be effective. However, in addition to this essential principal, we are naturally in a position to improve ourselves by evaluating the present day s and our country s conditions. Considering this, we had put new targets for ourselves. First of them is that while we were focused on our students since the very beginning, now we also included works towards teachers in our agenda. As you know, the fundamental powers of education are the student, the teacher, the environment and the family; it is obvious that the teacher is the most important of them all. An ideal teacher should be contemporary, represent its profession properly, renew himself/herself, be open to critical thinking, have team spirit burs alacağına nasıl karar veriliyor? T. TÜRSAB: İlerleyen yıllar için önünüzde yeni hedefler var mı? T. Bozkurt: İlk ve en önemli ilkemiz Atatürk ilke ve devrimlerine uygun hareket etmek; bu misyonumuz her zaman geçerli olacak. Ancak elbette bu temel ilke dışında, bir yandan da günümüzün ve ülkemizin koşullarını değerlendirerek kendimizi geliştirmek durumundayız. Bunu göz önüne alarak yeni hedefler koyduk önümüze. Birincisi, başlangıçtan itibaren odak noktamız öğrencilerken, şimdi öğretmenlere yönelik çalışmaları da gündemimize aldık. Biliyorsunuz, eğitimin temel erkleri öğrenci, öğretmen, çevre ve ailedir; bunlar arasında en önemlisinin öğretmen olduğu da açık. İdeal öğretmenin çağdaş, mesleğini doğru temsil eden, kendini yenileyen, eleştirel düşünceye açık, takım ruhuna sahip ve proje yapmayı bilen bir kimlikle öğrencinin önünde koşması gerek. İşte bu düşünceyle 2007 yılında başlayıp 2008 yılında tamamlanan bir örnek proje gerçekleştirdik. Çıkış noktamız, öğretmene proje yaptırmayı öğretmekti. Vodafone un destekleğiyle vücut bulan bu çalışma Yeni Zelanda da yapılan uluslararası bir yarışmada, 32 ülkeden katılan 163 proje arasında birincilik elde etti. Bu tür çalışmalara devam etmek arzusundayız. Gönlümüzde TÜRSAB la da bir ortak proje yapmak yatıyor. Birlikte öğretmen veya öğrenci odaklı sosyal sorumluluk projeleri gerçekleştirebileceğimizi düşünüyorum. Ülkemizde turizmin ne kadar önemli bir alan olduğunu göz önünde bulundurduğumuzda, bu yönde bir programın tedrisata girmesinin ne kadar olumlu sonuçlar doğuracağını tahmin etmemiz zor değil. Böyle bir çalışmada yönlendiriciliği üstlenebilecek, paydaşları için örnek teşkil edebilecek, gerekli araçları ve dokümanı yaratabilecek tek kurum TÜRSAB. İki kurumun Milli Eğitim Bakanlığı nı da yanına alarak yapacağı işbirliğiyle, turizmin işlendiği bir dersin tedrisatta yer almasının sağlanabileceği kanısındayım. TEV bağışçılarından tiyatro sanatçısı Macide Tanır ve TEV in Genel Müdür Yardımcısı Güsel Bilal, vakfın 2006 yılında verdiği iftar yemeğinde Macide Tanır, the theater artist who is of the donors of TEV, and Güsel Bilal, Deputy General Manager of TEV at the fast breaking dinner in 2006 organized by the foundation İstanbul Çengelköy TEV-Türkân Sedefoğlu İlköğretim Okulu 2001 (üstte), İstanbul Ümraniye TEV-Zehra Garring İlköğretim Okulu 1997 (ortada), 1989 yılında Şanlıurfa Ozanlar Köyü nde yaptırılmış olan Bernar Nahum İlkokulu (altta) Çengelköy, İstanbul TEV-Türkan Sedefoğlu Primary School 2001 (above), Ümraniye, İstanbul TEV-Zehra Garring Primary School 1997 (middle), Bernar Nahum Primary School built in the village of Ozanlar, Şanlıurfa in 1989 (below) and run in front of the student with the capacity of project making. Contemplating this, we developed a sample project that was started in 2007 and finished in Our starting point was to teach the teacher how to make projects. This work which was actualized by the support of Vodafone won the first title in an international competition in New Zealand among 163 projects from 32 countries. We desire to continue such kinds of works. We are also willing by heart to make a common project with TÜRSAB. I am thinking that together we can realize teacher or student oriented social responsibility projects. Considering the importance of the tourism sector for our country, it is not difficult to anticipate how affirmative results it would bring to put such a curriculum in schooling. TÜRSAB is the only institution that can overtake leadership, set samples for its shareholders and create required means and document in such a work.
