1 DOEL EN TOEPASSINGSGEBIED Deze instructie geldt voor het certificeren van rundersperma ten behoeve van de export naar Turkije en beschrijft de voorwaarden die worden gesteld aan de invoer in Turkije, de controles die ten behoeve van de certificering moeten worden uitgevoerd door de NVWA en de gegevens die het bedrijfsleven ter controle door de NVWA moet aandragen. Over de certificeringseisen ten behoeve van de export van de in deze instructie genoemde producten naar Turkije zijn officiële bilaterale afspraken gemaakt. Deze afspraken zijn BINDEND. Van deze instructie kan derhalve niet worden afgeweken. 2 WETTELIJKE BASIS 2.1 EU-regelgeving Richtlijn 88407EEG 2.2 Nationale wetgeving Gezondheids- en welzijnswet voor dieren, art. 79 Regeling handel levende dieren en levende producten 2.3 Overig Bilaterale afspraken tussen Turkije en Nederland. 3 DEFINITIES n.v.t. 4 WERKWIJZE Certificering van rundersperma naar Turkije is toegestaan. Certificaat: zie bijlage. Toelichting op het certificaat: Verklaring 10.1: De onderdelen a, b en c van deze verklaring kunnen worden afgegeven voor een erkend spermacentrum. Verklaring 10.2: De niet van toepassing zijnde optie moet worden doorgehaald. Mond-en-klauwzeer is een aangifteplichtige ziekte in Nederland en vaccinatie tegen deze ziekte is verboden sinds begin 1992. Voor sperma gewonnen in Nederland vanaf 12 maanden na de vaccinatiestop kan de eerste optie worden afgegeven. Verklaring 10.3: De niet van toepassing zijnde optie(s) moeten worden doorgehaald. Enzoötische hemorrhagische ziekte is voor herten aangifteplichtig in Nederland. De OIE heeft geen richtlijnen om een landgebied officieel vrij van deze ziekte te verklaren. Voor EHD geldt echter dat op grond van een beleidsmatige beslissing kan worden gesteld dat Nederland vrij is van EHD. De derde optie van deze verklaring kan dus worden afgegeven. Meldingen van aangifteplichtige dierziekten zijn te vinden op intranet, afdeling NVWA Incident en Crisiscentrum (VIC), of zijn direct opvraagbaar bij deze afdeling. Verklaring 10.4: Sinds 15 februari 2012 is Nederland vrij van bluetongue. Voor sperma gewonnen vóór 15 augustus 2012 is optie a of optie b van toepassing. Voor sperma gewonnen ná 15 augustus 2012 is de laatste optie van toepassing. Wel moet de dierziektesituatie worden gecontroleerd. Informatie over de dierziektesituatie is te vinden op de website van de afdeling NVWA Incident en Crisiscentrum (VIC), of is rechtstreeks opvraagbaar bij deze afdeling. Optie a of b van deze verklaring kan worden afgegeven na controle van de laboratoriumuitslagen, aangeleverd door belanghebbende. De niet van toepassing zijnde opties moeten worden doorgehaald. Verklaring 10.5: De niet van toepassing zijnde optie(s) moeten worden doorgehaald. Het laatste deel van de verklaring kan worden afgegeven omdat Akabane in Nederland nooit gediagnostiseerd is. Verklaring 10.6: Deze verklaring kan voor een erkend spermacentrum worden afgegeven. 5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat. 6 TOELICHTING In april 2012 is de instructie aangepast naar aanleiding van de gewijzigde bluetongue-status van Nederland.
