3 Introduzione Ignorato dai media, nonostante le proporzioni tragiche, è l esodo di massa di iracheni cominciato nel 2003 e ancora in corso. Secondo alcune stime, 2 milioni di persone hanno lasciato il Paese e 2 milioni sono emigrate internamente dalle zone più pericolose, come Baghdad, al relativamente più tranquillo Nord. Centinaia di migliaia di iracheni si trovano in Siria, Giordania e Turchia in attesa di ricevere asilo in Paesi occidentali con programmi per i rifugiati (principalmente Stati Uniti, Australia e Canada). Il numero di esuli iracheni in Turchia è piccolo rispetto a Siria e Giordania, e tuttavia si contano almeno ventimila persone, concentrate principalmente ad Istanbul. Gli esuli iracheni arrivano in Turchia perché è facile entrare e perché le domande di asilo vengono smistate più velocemente che in Siria o Giordania. La Turchia non accetta rifugiati non europei. Il bisogno di stabilità è ben riassunto dalle parole del quattordicenne Ninab: Ho visto tutti i miei amici arrivare e partire, ma la mia famiglia è ancora qui. Le nostre richieste di asilo sono state rifiutate. Nessuno ci ha dato una spiegazione. Parlo Turco e amo Istanbul, ma qui sono di passaggio e non vedo l ora di cominciare una nuova vita in qualsiasi Paese decida finalmente di accettarci. Introduction One of the most tragic consequences of the war in Iraq is the mass exodus of Iraqis, which began in 2003 and has continued to the present. According to some estimates, 2 million Iraqis have fled the country and 2 million have moved from the most dangerous areas, such as Baghdad, to the relatively safer North of the country. To date, despite the huge numbers, the media has neglected the problem. Hundreds of thousands of Iraqis are stranded in Syria, Jordan and Turkey waiting to receive asylum in Western countries running programs for refugees (mainly the United States, Australia and Canada). The number of Iraqi refugees in Turkey is small if compared to Syria and Jordan; however, there are at least 20 thousand people, concentrated mainly in Istanbul. Iraqis go to Turkey because it is easy to enter the country and because asylum applications are processed faster than in Syria or Jordan. Turkey doesn t accept non-european refugees. For this reason, asylum applications are examined and handled by UNHCR: the waiting time varies from a few months to a few years. The nerve-wrecking wait is made harder by the lack of work permits allowed and, for the young generations, by the impossibility, due to language barrier and other bureaucratic problems, to attend school. The United States, Australia and Canada are the Western countries accepting the highest number of Iraqi refugees, but it is just a few thousand every year, while hundreds of thousands keep waiting for their life to be taken out of the limbo of uncertainty. The need for stability is well expressed in the words of 14- year-old Ninab: I ve seen all my friends arrive and leave, but my family is still here. All our asylum applications have been rejected, we don t know why. Nobody has given us an explanation. I speak Turkish, I love Istanbul, but we are temporary here and I cannot wait to start a new life in any country which will finally accept us. Önsöz Irak taki savaşın en trajik sonuçlarından biri de, Iraklıların 2003 ten bu yana sürdürdükleri kitlesel göçlerdir. Ülke sınırları içinde ve dışında yer değiştiren Iraklıların sayısı 2 milyon kişiye ulaşmış bulunmaktadır. Olağanüstü boyutlara ulaşan rakamlara karşın, medya bugüne dek sorunu gözardı etmiştir. Yüzbinlerce Iraklı bugün Suriye, Ürdün ve Türkiye de yaşamakta, başta ABD, Avustralya ve Kanada olmak üzere, mülteci programları yürüten Batılı ülkelere sığınma hakkı elde etmek için beklemektedirler. Türkiye, Avrupa dışından mülteci kabul etmemektedir. Bu nedenle sığınma başvuruları BM Mülteciler Yüksek Komiserliği tarafından değerlendirilmekte, bekleme süresi ise birkaç aydan birkaç yıla kadar değişebilmektedir. Göçmenlerin çalışma izinlerinin olmaması ve genç kuşaklar için de hem lisan engeli hem de bürokratik sorunlardan dolayı okula devam etmenin olanaksızlığı, tahammül sınırlarını zorlayan bekleme sürecini daha da zorlaştırmaktadır. ABD, Avustralya ve Kanada, en yüksek sayıda Iraklı mülteciye kapılarını açan Batılı ülkelerken, bu sayı her yıl yalnızca birkaç bin ile sınırlıdır. Öte yanda, yüz binlerce insan hayatlarının belirsizlik çemberinden sıyrılmasını çaresizce beklemeye devam etmektedirler. 14 yaşındaki Ninab ın sözleri, istikrar özlemini çok iyi dile getirmektedir: Tüm arkadaşlarımın buraya gelmelerine, daha sonra da burayı terk etmelerine tanık oldum. The Salesian Fathers of Istanbul have set up the Don Bosco School for Iraqi refugee children. There is a kindergarten class and first to fourth classes, according to the English level of the students, who are aged 6 to 16. Around 250 students attend the school, which, together with Saint Anthony Church, has become the main reference point for the community. With limited funding available, the school aims to keep children and teenagers away from the streets and to teach them the language they will need once they are accepted as refugees: English. Sınırlı maddi olanaklara sahip olan okulun amacı çocukları ve gençleri sokaklardan uzak tutmak ve sığınma hakkına sahip olduklarında ihtiyaç duyacakları dili, yani İngilizceyi onlara şimdiden öğretmektir.

Asylum applications begin upon registering with the UNHCR Istanbul office. Countries accepting Iraqi refugees include the United States, Canada, Australia and Sweden. The wait in Istanbul ranges from months to years. It is not uncommon that, after waiting 3 or 4 years, asylum seekers see their application rejected. The Don Bosco School doesn t have a gym, it only has an open air court that is used, no matter how cold it is, for the physical education classes. After school, the court becomes a soccer field for teenagers and young adults. Nobody can afford soccer gear and some youngsters would rather play with bare feet than ruining the only pair of shoes they have.
