Entrepreneurship is not just a concept, content management, social life, many of the multidimensional roles stands out as a concept needs to be addressed. Keeping this dynamic of consciousness, in the name of community development is very important. Entrepreneur cities, institutional structures, strategies, and centuries of economic innovation and social and cultural aspects of developing their own values, which has important kentlerdir. From the perspective of our country, "entrepreneurial city" concept is fairly new. However, in the process of industrialization, particularly to the cities in Turkey are becoming increasingly important. Daily needs of the people living in the border provinces of border trade cheaper and easier ways designed to meet a special form of foreign trade and regional development in Turkey is an issue that must be considered within the scope. Because the 12 border provinces in Turkey authorized to make the border trade across the country is below the average per capita income. Many agricultural and livestock provide a livelihood. For this reason, the pain of the creation of alternative sources of income and employment opportunities for people living in border trade, especially in Eastern and Southeastern Anatolia Regions are an important source of livelihood.
