IRAQ / IRAK Allawi non-attendance 'not due to illness, but despondency' Erbil, June 22 (AKnews) - Allawi s reason for failing to attend discussions to resolve the political crisis was not medical as reported, but rather due to his belief that the meetings are pointless, said a Kurdish Member of Parliament. Speaking to AKnews, Ashwaq Jaf, said that since Allawi believes there is no point is such meetings he avoids them. The recent round of meetings, organized by Iraqi President Jalal Talabani, started this week, but Allawi failed to attend, saying he was in London for medical treatment. leaders of almost all the major parties met in president s house Monday to negotiate a common ground out of the current political crisis in the country. Allawi apologized from attending the meeting, saying he is on a visit to London for treatment. He will only be ready for a meeting when the subject is to discuss Erbil agreement in concrete terms and a schedule for its enforcement has already been set, Jaf added. The agreement, signed last year, allowed for Talabani and Prime Minister Nouri al-maliki to retain their posts for the second successive term and the creation of a power sharing government, despite Allawi s al-iraqiya winning most seats in parliament. Allawi was to be appointed head of a new executive body, dubbed the National Council of Strategic Polices, but wrangling over the powers of the post have meant in is yet to be created. Allawi has accused Maliki of evading and violating the Erbil deal and Maliki for his part has said al-iragiya is adding new terms to the deal. Bahaa al-araji of the Ahrar bloc, a current within the Sadrist section of the ruling coalition, said that Allawi's non-attendance is not acceptable. Sayfa 2

The tensions reached climax when on July 10 at a public protest rally Allawi s images were burned by supposed Maliki supporters and Allawi responded saying the Prime Minister is a hypocrite who depends on foreigners [implying Iran] for staying in power / US forces barred from Basra province Basra, June 22 (AKnews) Basra provincial council has ordered a ban on US forces entry into the province in a show of no support for a US forces stay extension in the country beyond the 2011 deadline. According to the provincial decree which was passed by the council with a vote of 26 members out of 36, no US troops ill be allowed to enter Basra province. The provincial council called on the US forces to evacuate the Basra Airport Basra provincial council media official Hashim Luaibi told AKnews, To fill the gaps in the face of armed groups who continue to attack the airport because of the presence of the US forces The US forces use Basra airport for their military base in the province. Last week, a US helicopter killed one person and injured two whom they described as insurgents trying to fire missiles at the US base. An Iraqi lawmaker told AKnews that it was civilians who were targeted by the US helicopter not insurgents. The local government in Basra has also called on the US forces to compensate victims of their military operations, according to Luaibi. Luaibi did not make clear whether the decision had anything to do with the recent US helicopter attack in Basra or a call by Shia cleric Moqtada al-sadr Sayfa 3

5 who called on all Iraqi provincial councils in late May to prevent the US forces from entering their provinces. Al-Sadr is famous for his continuous resistance to the US presence in Iraq. His movement s military wing Mahdi Army waged a deadly war against the US forces and Iraqi army in 2004 following closure of his newspaper and attempts to arrest him. Al-Sadr s followers accuse the US of committing crimes against the Iraqi people while stealing the wealth of the country. Head of the Ahrar Bloc in the Basra provincial council, part of al-sadr s bloc, Mazen al-mazeni told AKnews that the decision came after the bloc persistently pressed on the council for such a move. This decision is considered to be a strong blow in the face of the occupying forces following the crimes they committed against the people of Basra he said, this will benefit the country According to a 2008 security agreement, the US forces have to leave the country by the end of The US forces currently keep some 45,000 troops in Iraq. US officials expect from the Iraqi government to request Washington at some point to keep part of the US forces in Iraq after the US troops leave in The Iraqi government is expected to disclose its final position regarding those forces in late August / Iraq to give $9.48m in aid to Japan Erbil, June 22 (AKnews) The Iraqi government has announced it will donate $9.48 million to Japan to help deal with the aftermath of the country s March 11 tsunami, reports AFP. 6 The government has agreed to donate $9.48 million in aid following the events in Japan, and is also ready for expressions of interest by Japanese companies to import Iraqi oil, the government statement reads. The crossing will be constructed near the existing Ibrahim al-khalil border point in Duhok province, Kurdistan, after agreement was met between the Turkish and Iraqi governments. The Iraqi Government announced recently that trade between Iraq and Turkey in 2010 was between $8-10 billion making it the second biggest trade partner after Iran. Trade with Turkey has grown at a ferocious rate in recent years. Before the 2003 invasion Iraq was Turkey s tenth largest trade partner, whereas it is now its fifth. Iraq is linked with neighboring countries through many bordering ports most notably Port Ibrahim al- Khalil crossing with Turkey, Rabia crossing with Syria, Traibil crossing with Jordan, Arar crossing with Saudi Arabia, and Shalamja and Mundhiriya with Iran. 7 Trade is likely to be boosted by Iraq s decision to postpone the implementation of a new customs law, which would have imposed fees on imported goods of up to 20 per cent / Talks to end Kurdish political crisis unfruitful Erbil, June 22 (AKnews) A meeting between the ruling parties and the opposition in Kurdistan aimed at ending the political crisis, have ended with no agreement. The four-hour meeting today was an extension of two previous meetings held this month. The parties resolved to meet again on Monday. The opposition has been boycotting parliamentary sessions since March, with some exceptions such as the budget debate. They are demanding that the government implements emergency sessions to discuss the demands of the protesters who took to the streets from February demanding reform / Turkey casts off reaching water crisis with Iraq On Tuesday, Turkey discarded the fact that water crisis with Iraq would accentuate to the point that it would require to barter oil with water, adding that there is an agreement between the two countries as to opening passage borders that would answer the needs of growing commercial exchange between them two. 8 On May 26, Iraq government announced that it stopped the strategic agreement with Turkey in order to preserve Iraq strategic interests especially water in a step that goes along with the calls of Iraq parliament to link the agreement and different bilateral relations, with Turkey s engagement to release Iraq s share of water. Iraq Minister of State and Government spokesman Ali Al Dabbagh had told Alsumarianews that the fact that Iraq stopped the strategic agreement with Turkey does not mean that it is exerting pressure on it but it aims at preserving Iraq strategic interests especially water. It is to be noted that Turkish Prime Minister Recep Tayyip Erdogan announced during his visit to Baghdad in July 2008 and after a meeting with Iraqi Prime Minister Nouri Al Maliki that he signed an agreement that was called the Joint Political Announcement which included an item that stipulates to form a High Level Strategic Cooperation Council which works on organizing the relation between the two countries. This Council shall be headed by the Prime Ministers of the two countries and it shall convene once a year. Members of the council shall be energy, commerce, investment, security and water resources ministers. In addition the Prime Ministers of the two countries have the right to decide to expand the council so it includes Ministers and officials in specific fields and to develop the bilateral cooperation so it encloses these fields. The Ministers shall meet 3 times per year so that the Foreign Ministers of the two countries will be able to prepare to coordinate the Council s work and to finalize the agendas of each meeting. Iraq-Turkey High Level Strategic Cooperation Council is also entitled to work on many important issues such as the cooperation on the following levels: political, economic, energy, water, culture, security and military levels. This agreement came to crown the memorandum of understanding Sayfa 7

9 between Maliki and Erdogan signed in August 2007 and the visit of the President Jalal Talabani to Ankara in the same year. The agreement to form Iraq-Turkey High Level Strategic Cooperation Council was aimed at boosting bilateral relations and supporting the political, economic and security relations between the two countries as well as coordinating their regional stands and efforts in order to reach peace and stability in the region. Based on all the afore mentioned, the republics of Iraq and Turkey engage to develop a long term strategic partnership that aims at boosting solidarity between the two people. Iraq suffers from a regression in its water resources which led to the decrease of planted areas and an increase in the salinity of its water especially in the southern region and that because the bordering countries: Turkey, Syria and Iran are not releasing enough quantities of water and they are blocking rivers or changing their stream before they reach the Iraqi territory or establishing more dams especially on Tigris and Euphrates which endangers Iraq water security. Iraq Cabinet Secretary General Ali Al Allak had warned on April 13 during a festival organized by the Cabinet Secretariat General regarding the wetland agreement and means to preserve it, that problems, obstacles and challenges might be awaiting if a political national stand was not taken as to Iraq s getting a fair share of water. He also added that the country is facing great challenges as to keeping the wetlands and the marshes. Turkish Commercial Attaché in Baghdad Matin Kerken said that the two countries might open new border passages and added that the current passage does not answer the increasing needs for commerce exchange movement between the two countries. The two countries will open two new passage borders one in the north of Iraq and the other one in Mosul, he added. It is to be noted that currently, Iraq and turkey has only one passage Sayfa 8

News/ Turkey-casts-offreaching-water-crisis-with-Iraq.html Religious authorities stand over status of US Forces in Iraq The spokesman for cleric Sayyed Moqtada Al Sadr announced on Monday that Al Sadr received feedback from religious authorities over the extension of US troops term in Iraq beyond Religious authorities rejected the extension of US Forces term in Iraq, the spokesman said. Al Sadr affirmed to the religious authorities that Washington is pressuring the Iraqi government to legalize the non-withdrawal of US Forces, a source from Al Sadr Front revealed. Sadr Front leader Sayyed Moqtada Al Sadr sent referendums to a number of Sunni and Shiite authorities over their stand if US Forces remain in Iraq beyond Religious authorities rejected the extension of US troops term which they believe is a violation to the country s sovereignty and an aggression against the people s integrity, Salah Al Ubaidi told Alsumarianews. After receiving the answers of religious authorities, Al Sadr stressed the necessity for the people including Iraqi tribes to mark a stand against the extension of US troops term in Iraq, Al Ubaidi added. In this regard, Al Sadr addressed the following religious authorities: Kazem Al Ha iri, Isaac Al Fayad, Mahmoud Al Hashemi Al Husseini, Ali Al Akbar Al Ha iri, Mortada Al Moussawi Al Kazwini and head of the Supreme Shiite Islamic Council Abdul Amir Qabalan Al Tofaili in addition to Muslims Scholars Association and Al Azhar Al Sharif as well as Cardinal Emmanuel, a source from Al Sadr Front told Alsumarianews. 11 The referendum was based on three questions namely: What if the occupier stays in Iraq without the approval of the Iraqi government. How can we legally back the government? What would be our stand if the occupier stays in Iraq by the consent of the government? Kindly advise about this issue, the source speaking on condition of anonymity said. Religious authorities rejected the extension of US troops in Iraq beyond 2011, the source said. Al Sadr s letter read out: The occupier has implicit intentions that are close to settling in beloved Iraq. The occupier wants to pressure the Iraqi government in order to ratify a law that legalizes their presence in the country with the authority to make arrests and interfere in the interior affairs of a country that enjoys an Islamic history and future. Speaker Ousama Al Nujaifi affirmed on Sunday night that any decision regarding the new security agreement with the United States would be difficult to take in light of the complicated political situation in the country. News/ Religiousauthorities%E2%80%99-stand-overstatus-of-US-Forces-in-Iraq.html Blast targets Diwaniya governor house, 22 killed A double explosion targeting the house of Diwaniya governor left behind at least 57 people among killed and wounded mostly policemen, Iraqi medical and security sources reported on Tuesday. The bombings were carried out by two suicide bombers in two car bombs, the Defense Ministry said. A car bomb exploded at 8:15 am on Tuesday in front of the house of Al Diwaniya governor Salem Hussein Alwan in Al Sawb Al Saghir region, central Diwaniya, security sources told Alsumarianews. 12 When policemen and Civil Defense gathered in the incident, site a second explosion detonated killing 22 and wounding 35 others mostly policemen, the sources reported. It is not yet known whether the governor and his family escaped death or not, the sources continued. The death toll is expected to rise, they added. The arrest took place during a special operation in Mosul. Defense Ministry Spokesman Brigadier General Mohammad Al Askari said during an interview with Alsumarianews that a troop of Iraqi army carried out a security operation on the left cost of Mosul city and arrested an Al Qaeda cell constituted of 16 people led by a Tunisian man. The troop ceased big quantities of explosives, arms and TNT. The force took the arrested to a detention center for investigation, he added without giving any further details. Oysa bunun tam tersi olduğu, Suriye ye sızanların, İhvan ın Türkiye deki Sünnici koluyla Suudcu Vahhabiler olduğu ve bunu da Türkiye sınırlarından ve tabii ki Türkiye de etkin güçlerden yardım alarak ve büyük ihtimalle derin devletin de bilgi ve desteğiyle yaptığı herkesçe biliniyor.. Çünkü İran ın Şiicilik yapmadığı,bilakis, İslam davası için her yerde kendisini tehlikeye attığı, Sünni olan Filistin le Afganistan a tam 33 yıldır hiçbir Sünni devletin yapmadığı kadar yardım ettiği, halkının sofrasını bu ülkelerdeki Sünni Sayfa 15

"It will depend very much on what the resolution says as to how the international community in general and the EU in particular, votes," Ashton told Haaretz in an interview this week in her office in the EU headquarters in Brussels. 26 US Secretary of State Hillary Clinton said there was no doubt that Gaddafi's men had "their backs against the wall." Clinton said Libya's opposition was making very clear progress on the ground in Libya. Civilian deaths have raised serious misgivings about the UN-authorised NATO intervention in Libya among the most ardent supporters of the ongoing air campaign. Italy's foreign minister and the outgoing head of the Arab League have each called for a halt to hostilities in the war-torn North African country. Franco Frattini told members of parliament on Wednesday that the suspension of military operations in Libya was "essential" for immediate humanitarian aid, while Amr Moussa, the Arab League chief, called for a political solution to the crisis. France expressed a different view, saying the military operations should be "intensified". "Any pause in operations would risk allowing him to play for time and to reorganise. In the end, it would be the civilian population that would suffer from the smallest sign of weakness on our behalf," Bernard Valero, a French foreign ministry spokesman, said. "NATO will continue this mission because if we stop, countless more civilians could lose their lives," Rasmussen said in a video statement on the NATO website. "You can't have a decisive ending. Now is the time to do whatever we can to reach a political solution," he said. "That has to start with a genuine ceasefire under international supervision. He said the people in those areas faced a "dramatic" humanitarian situation and added that a suspension of hostilities would also avoid "consolidating a division of Libya" between east and west. He said he hoped the European Council in Brussels on Thursday would highlight an end to the fighting in Libya as "a practical solution". Frattini warned earlier this week that NATO's accidental killing of civilians in an air strike was endangering the alliance's credibility in the eyes of the world. "With regard to NATO, it is fair to ask for increasingly detailed information on results as well as precise guidelines on the dramatic errors involving civilians," he said. "This is clearly not part of NATO's mission." Libya is a former Italian colony and Silvio Berlusconi's government had enjoyed close ties with the government of Gaddafi. According to political circles, Free Patriotic Movement leader MP Michel Aoun s attack on former PM Saad Hariri was a serious premature earthquake that shook the majority and its effects should be monitored, especially after Mikati and Progressive Socialist Party leader MP Walid Jumblatt quickly voiced their rejection of Aoun s attack.
