IRAQ / IRAK Turkey shells border regions in Iraq Dahuk Turkey shelled on Monday the border regions in Dahuk less than a week following the visit of Turkish Prime Minister Recep Tayyip Erdogan to Iraq. Border regions in Arbil came under Iranian fire, eye witnesses said. Ismail Qader, a resident of Qandil region, stated to Alsumaria News that Iranian shelling did not cause any casualties. The extent of damages is still unknown, he added. ( News/ Turkey-shells-border-regions-in-Iraq-Dahuk.html ) Bombing kills Iraqi soldier, wounds 2 others An Iraqi soldier was killed and two others were wounded in a bombing on Monday night that targeted an army patrol on Kirkuk road in Al Rashad District, southwestern Kirkuk. In Nineveh, gunmen attacked a checkpoint on Monday night using muted weapons in Al Soha District, western Mosul, killing two policemen. A policeman was wounded on Monday night in a bombing on the highway near Um Al Qora Mosque, western Baghdad, a police source told Alsumaria News. ( ) Sayfa 2

4 Opposition forces to meet after boycotting parliament meeting The opposition forces in Kurdistan Region are set to hold a high-profile meeting Tuesday to discuss the latest developments in Kurdistan after boycotting a parliamentary session Monday. The opposition force left a parliamentary meeting Monday after a raw with the parliament speaker over the failure of two regional ministers to attend parliament for accountability over recent violence in Sulaimaniyah province. The plan of the two ministers attending parliament had been announced earlier. The opposition refused to discuss new items on the agenda before finishing one that has already been set. According to the spokesman of the Gorran movement, the meeting Tuesday set to held in Sulaimaniyah city is expected to discuss the current situation of Kurdistan Region, the issues of reforms and the demands of protesters who have been demonstrating for more than 45 days so far in Sulaimaniyah city. The protesters in Sulaimaniyah have been calling for political reforms, combating corruption, and also trial of those involved in the violence that broke out between protesters and security forces in the early days of the demonstrations in Sulaimaniyah which have left so far 9 killed and over 250 wounded. ( ) Kurds will not compromise on Intelligence position: MP Kurds will not make compromises on the position of the chief of Iraqi Intelligence agency as part of a power-sharing deal to form the Iraqi government, says MP. 5 The statement comes as the Kurds insist the position is their share in the new Iraqi government which was agreed on after 9 months of deadlock over disputes on powersharing, while Prime Minister Nuri al-maliki s blocs suggests that the position has not been settled for Kurds. Iraq has been deadlocked over the appointment of new ministers for the portfolios of Defense and Interior Ministries and the chief of Intelligence Agency since the new cabinet was incompletely sworn in December Some 10 ministries, at least four of which were disputed among the political blocs, were left out by Maliki when his new cabinet was announced in parliament to give the political parties more time to agree on them. Maliki also said he wanted independent candidates to hold those positions. Kurds will not make compromises on the position of the Iraqi Intelligence Agency chief said Shwan Mohammed Taha, an MP in the Kurdish Bloc Coalition (KBC), the position is a national right (for Kurds), because the (important) positions in Iraq are not restricted to only one group of people Kurds have nominated Faisal Doski for the position of Intelligence chief, he said. But a member of the largest parliamentary bloc, National Coalition (NC) led by PM Maliki, Hachem al-hasani told AKnews that the position of the intelligence chief has been "proposed" to be held by a Kurd and "it is not a final decision The position has also been claimed by the Islamic Party of Iraq as well, says al-hasani, therefore there might be more talks on this ( ) Sayfa 4

6 KBC and Iraqiya announce meeting between Nineveh and Hadbah Kurdistan Bloc's coalition (KBC) and AL-Iraqiya announced on Monday that there will be a meeting that combines Nineveh and this Hadbah week to develop joint action mechanisms. KBC MP, Muhsin al-sadoun said in a press conference held with a number of members of both coalitions in Baghdad today that "on the sidelines of the authorities of the regions and unorganized governorates to a territory, MPs of Nineveh province met the governor, Ethel Nujaifi." "There is a convergence of views between Nineveh list and Hadbah list in respect of work to provide security for Nineveh citizens and the provision of services ". The governor Ethel Nujaifi announced last February an initiative to resolve the existing differences between Hadbah and Nineveh as they are the main lists in Nineveh Council, through the formation of committees in areas of conflict and solve problems. Nineveh "brotherhood" list had called last February to give it the chance to participate in the government as an electoral right as expressed by the provincial elections law. MP for Nineveh province, AL-Iraqiya Mp, Hassan Jubouri pointed to Nineveh withdrawal at the level of the districts, as a number of districts were isolated from the authority of province management. Jubouri demanded the return of parts, which split from the provincial government through the return of Nineveh list and the actual participation in accordance with Sayfa 5

7 electoral right so that all parties would be able to provide the best services for Nineveh. Nineveh province recorded the highest levels of violence as six members from the security forces and 15 protesters were victims during the demos that came out on 25 of last February. Mosul, 405 km northwest of Baghdad is one of Iraq's provinces with ethnic groups and nationalities, it is a multiple scene of armed actions since the fall of the former regime in 2003, despite the application of more than a security plan, it is still in a state of instability. ( ) Sadrist takes over Iraq planning ministry In its 51th session Monday, the Iraqi parliament voted by majority to Ali Yusif Abdul-Nabi as the new planning minister. The ministry was run by Nsar Rubei, the Minister for Labour and Social Affairs since Dec.21, when part of the new cabinet of the reinstated Prime Minister Nouri al-maliki was entrusted. Jawad Shahili, a lawmaker told AKnews the majority of lawmakers voted to Abdul-Nabi, from Ahrar party, a rank of Sadr Current, as the new planning minister. Allocation of some other ministries as interior, national security and defense is still suspended due to disputes over candidates and power-share. Sayfa 6

8 Maliki s office announced earlier today that the PM has submitted the names of the candidates for some of the suspended ministries to parliament; Ibrahim Lami for Interior Ministry, Khalid Mutab Obeidi for Defense, and Ali Yusif for Planning. The most disputed ministries are the interior and defense. Though almost all the parties have agreed for Maliki s bloc, the National Coalition to take over interior and for the rival bloc, al-iraqiya to assume the other ministry, neither blocs so far have agreed on the candidates of each other. ( ) Bayati urges INA to replace Abdul Mahdi s nomination for VP post MP Abbas al-bayati of the National Coalition pointed out that The post of the VP belongs to the Shaheed al-mihrab bloc within the Iraqi National Alliance and this bloc can nominate another candidate to replace Adil Abdul al-mahdi who withdrew his nomination. Speaking to the National Iraqi News Agency, he said Withdrawal of Abdul Mahdi is a personal issue, but if the Shaheed al-mihrab decided to give up this post, blocs should reach an agreement over granting it to another bloc. The coming few days will witness submitting the three candidates for the VP posts who are Adil Abdul Mahdi, Tariq al-hashimi and Khudhair al-khuzaee for a vote to settle this mater, MP Bayati mentioned. The difference is still over mechanism of voting on these candidates, he stressed. The parliament submitted the candidates for the VP post but it did not succeed because the State of Law s Coalition insisted to vote on the candidates as one group to guarantee passing his nominee Khudhair al-khuzaee. 9 Opposition blocs boycott parliament s regular sessions in Kurdistan The opposition blocs decided on Monday to boycott all regular sessions of the Kurdistan parliament, urging the parliament s chairmanship to hold extraordinary sessions to discuss developments in the region and the protestors demands in Sulaimaniya. The parliament held today a regular session to discuss a number of draft laws, but the speaker could not continue as members of opposition blocs opposed the session s agenda, which includes the first reading of several bills, forcing him to adjourn the session for two hours. After a meeting between Speaker Kamal Karkouki and Head of al-taghyeer bloc, Kadro Mohammad, the session began but without members of the opposition. We reject holding regular sessions because we have exceptional conditions in Kurdistan and need extraordinary sessions, Kadro Mohammad told Aswat al-iraq news agency. We decided to boycott regular sessions unless parliament starts discussing exceptional conditions and to summon Peshmerga and interior ministers, he added. ( ) Maliki urges EU to participate in reconstruction operations Iraqi Prime Minister Nouri al-maliki received on Monday in Baghdad ambassadors of the EU countries, urging them to activate their role in reconstruction operations in the country, according to a statement of his office. "Iraq has achieved significant progress in maintaining security and political stability and solving all pending problems, mainly with neighboring countries," the statement, received by Aswat al-iraq news agency, quoted al-maliki as saying. 10 "Talks with Kuwait regarding pending issues have achieved progress," he added. He called on the EU countries to activate their participation in the reconstruction operations in Iraq and strengthening cooperation between the two sides. IRAN / İRAN US pressured GCC over Iran, Ahmadinejad says Ahmedinejad said Monday the United States and its allies pressured Gulf Arab states to accuse Tehran of interfering in the region and demanded Saudi forces leave Bahrain. "This statement was issued under pressure from America and its allies. It does not bear any legal value," Ahmadinejad told reporters at a Tehran news conference, after the GCC said Sunday it was worried about "Iranian meddling." Sayfa 9

11 The Iranian president also said that Saudi-led forces brought into Bahrain amid protests by the Shiite majority in the kingdom should leave. This statement was issued under pressure from America and its allies. It does not bear any legal value Iranian President Mahmoud Ahmadinejad "It is hideous that troops have been brought in," Ahmadinejad said. "Take them out. The people have demands so listen to them," the hardliner said. The Gulf Arab states on Sunday accused the Islamic republic of interfering in Bahrain and Kuwait. Foreign ministers of the Gulf Cooperation Council (GCC), in a statement issued after a meeting in Riyadh, said they were "deeply worried about continuing Iranian meddling." Ahmadinejad said the Gulf Arab monarchies must "not fall into the trap of the Americans," and should boost their ties with Tehran instead. "We have extended the hand of friendship... do not fall into the American trap, all should be alert," Ahmadinejad said in the press conference broadcast live on state television. Pointing the finger at Tehran's regional archfoe, Israel, he said: "Their (the West's) intention in interfering in the region is to save the Zionist The GCC -- grouping Bahrain, Kuwait and Saudi Arabia with Oman, Qatar and the United Arab Emirates -- accused Shiite Iran of plotting against the security of its Sunni monarchies and of fanning confessional discord. Tehran was "violating the sovereignty" of members of the regional grouping, it said Sunday. Sayfa 10

12 The GCC meeting came after the Iranian parliament's foreign affairs and national security committee said Thursday that "Saudi Arabia should know it's better not to play with fire in the sensitive region of the Persian Gulf". Riyadh slammed what it described as an "irresponsible" Iranian statement full of "void allegations and blatant offense against the Kingdom of Saudi Arabia". Earlier on Monday, Kazem Jalali, the spokesman for Iranian parliament's national security and foreign policy commission, said the Gulf states would be better advised to address the grievances of their own peoples as antiregime protests sweep the Arab world. "Iran will never interfere in the internal affairs of its neighbors," he was quoted as saying by Iran's official news agency IRNA. The GCC countries had "better reconsider their own actions" rather than issuing "emotional statements". Iran's foreign ministry also said on Sunday that the tension between Tehran and its Arab neighbors was the result of a "Western and Zionist conspiracy" aimed at "sowing discord between Islamic countries". Acrimony between Iran and the Gulf Arab states has been exacerbated by a Kuwait announcement on Thursday it was expelling an unspecified number of Iranian diplomats for alleged links to a spy ring working for Tehran. ( Ahmadinejad Deplores NATO Militaristic Approach in Libya Iranian President Mahmoud Ahmadinejad voiced his strong opposition to the West's militaristic policies in Libya, and described NATO (North Atlantic Treaty Organization) military operation in the North African country as "big stupidity". "The NATO and the United States made a big stupidity by invading Libya because by doing so they have carried insecurity to their own borders. But how can they be sure that insecurity would not penetrate into the regions inside their territories?" The Iranian president pointed out that the NATO-US invasion would throw them to the depth of an abyss, about which we are not worried, but the western countries would soon begin a baseless hue and cry over Iran's intervention, but they are all doomed to distinction and I hereby assure you they are all doomed to distinction and this is the last wheel of the colonialist era. 14 Ahmadinejad also described the western forces' invasion against Libya as a silly act, arguing, "Be sure the people of this region will not spread the red carpet under their feet just because on pretext of toppling the Libyan government they have got engaged in a military invasion in that country and have even entered a region whose people have a long record of heavy combat against the colonialists." The president of the Islamic Republic of Iran said that such militarist policies are aimed at saving the capitalist system and the Zionist regime. Meantime, he urged unity among Muslim nations, and noted, "If the Islamic countries were united such problems would not have ever occurred, but the problem is that the enemies do not permit such a unity to take place and impose discord among the Muslims," he concluded. ( ) Ahmadinejad Warns Saudis to Stay out of US Games Iran's President Mahmoud Ahmadinejad on Monday cautioned the Saudi rulers not to rely on the US as an ally and friend, saying that Americans are disloyal to all and have hatched plots for all the regional states. "They (some regional rulers) should not be enchanted and deceived by the US, Americans are the most disloyal friends. In a majority of wars, Americans have fought their ex-friends. A glance at the region reveals that Saddam Hussein who was a very intimate friend of the US spent his country's economy and independence for Americans, but as soon as the US interests required a move to save its capital-holders, they annihilated Saddam Hussein in a twinkling of an eye," Ahmadinejad told a press conference, answering a question about Tehran's reaction to the recent statement issued by the Persian Gulf Cooperation Council (PGCC) against Iran. Ahmadinejad dismissed the PGCC statement which accuses Iran of interference in Bahrain's internal affairs, and said, "Of course we don't attach any legal value to this Sayfa 13

15 statement; it is very much clear that it has been issued under the political pressure of the US and its allies." "Our relations with the nations and governments are good," he said, and added, "Of course, I should also point out that certain states have already experienced US-provoked opposition and confrontation against Iran and they have learned the result of such actions." Ahmadinejad urged all the regional states to keep vigilant, saying that "Americans are seeking to create a rift among the regional nations in a bid to save the Zionist regime of Israel". "I hope certain big mistakes would not recur again since the United States and its plans will (soon) be gone and I vow that the Untied States' present executive will have to leave the scene of the world politics more notorious and scandalous than the former US administration." "Anyone who ties his fate with that of the US should (soon) be gone as well, governments should establish relations with their nations; countries should not invade Bahrain and those who have done so have committed an improper action," the Iranian president continued. İran Cumhurbaşkanı Ahmedinejad,''Yeni bir Ortadoğu peşindeler. Ama Allah'ın lütufuyla yakın bir gelecekte siyonist İsrail'in, ABD sultasının ve Amerika'nın hizmetçilerinin olmadığı yeni bir Ortadoğu şekillenecek'' diye konuştu. ABD'nin tüm bölge ülkeleri için planlar yaptığını ve bu planların bazılarını bölgedeki kimi ülke yönetimlerinin eliyle uygulatmak istediğini belirten Ahmedinejad, ''ABD'nin tuzağına düşülmemesi gerektiğini'' söyledi. ABD Başkanı Barack Obama'nın, ''değişim'' vaadinin gerçek olmadığının anlaşıldığını kaydeden Ahmedinejad, ''Bugünkü Beyaz Saray yönetimi, bir öncekinden daha rezil ve rüsva bir şekilde siyaset sahnesini terk edecek ve tarihe karışacak'' dedi. ABD Başkanı Barack Obama'nın, George W. Bush'tan da daha nefret edilen bir şekilde siyaset sahnesini terk edeceğini belirten Ahmedinejad, ABD de gerçek demokrasi olmadığını, zira halkın iki partiden birine oy vermek durumunda bırakıldığını ifade etti. ABD'nin istemesi halinde bu ülkeyle ilişkilere hazır olduklarını belirten Ahmedinejad, siyonist lobinin müdahaleleri sonucu Washington yönetiminin ilişkileri başlatma kararı alamadığını söyledi. Ahmedinejad, ''Siyonist İsrail hariç, tüm ülkelerle ve halklarla işbirliği ve ilişkiden yanayız'' diye konuştu. Bölge halklarının uyanış sürecinin başladığını belirten Ahmedinejad, halkların adaletin tecellisine yönelik taleplerinin dikkate alınması gerektiğini vurguladı. Sayfa 15

17 ''Yönetimler, gücünü halktan almalı. Halksız ve ondan ayrı bir yönetimin anlamı yoktur'' diyen Ahmedinejad, yönetimlerin asında halkın iradesinin yansıdıkları makamlar olduğunu ifade etti. Yönetimlerin, halklarıyla oturup konuşmasını, onların isteklerini yeri getirmesi gerektiğini belirten Ahmedinejad, ''Kendi halkına baskı uygulayıp onları sindirmek isteyen yönetimler, hayatta kalma şanlarını da yitirirler. Yönetimler, halka tabi olmalı ve onların haklarına saygı göstermeli'' ifadelerini kullandı. Ortadoğu ve Kuzey Afrika'daki halk hareketleri ve bunların bastırılmasına yönelik eylemlere değinen Ahmedinejad, ''Sermayedarlar ile sömürgeci güçlerin, bölgeye müdahalesine tanık oluyoruz. Onlar, önce sermaye düzenini sonra da yıkılışın eşiğindeki siyonist İsrail rejimi kurtarmak için geldiler'' diye konuştu. Dünyaya hakim olmak isteyenlerin son 600 yıldır işe Ortadoğu'dan başladıklarını kaydeden Ahmedinejad, ''Siyonist İsrail rejimi, sömürgeci güçlerin dünyanın en önemli bölgesindeki üssüdür. Sömürgeciler uzun bir tecrübeden sonra dünyaya hakim olabilmek için bu rejimi bölgemize dayattılar'' dedi. Ahmedinejad, ''Siyonist İsrail rejimi, İran'daki devrimden sonra, varlık felsefesini kaybetti, artık Batı'nın çıkarlarını koruyacak güçte değil'' diye konuştu. İran'ı, Ortadoğu ülkelerinin en iyi dostu olarak tanımlayan ve tüm milletlere dostluk eli uzattıklarını belirten Ahmedinejad, ''ABD, siyonist İsrail rejimini kurtarmak için bölge ülkeleri ve halkları arasında tefrika yaratıyor, bu yüzden uyanık olunmalı'' dedi. Ahmedinejad,'ABD ve onun Avrupa'daki müttefikleri gidici olduğunu ve bölge ülkeleri ve halklarının Amerika'nın komplolarına karşı uyanık olması gerektiğini söyledi. Bölge ülkelerinden kendi halklarının isteklerine kulak vermelerini ve onlarla barışık olmalarını isteyen Ahmedinejad, ''Bugün, kendi kaderini ABD ile birleştirenlerin de gidici olduğunu'' ifade etti. 18 Ahmedinejad, Bahreyn'e müdahaleye ilişkin olarak da şunları söyledi: ''Bölge ülkeleri, Bahreyn'e asker göndermemeliydi, bu çirkin bir eylemdir, askerlerini çekmeliler. Bahreyn yönetiminin kendi halkını öldürmesi de çirkindir.'' BM kararının Libya'ya müdahaleye aslında izin vermediğini de belirten Ahmedinejad, BM Genel Sekreteri ile telefon görüşmesinde ''Libya'daki sorunun tarafsız ve herkesin güvenebileceği arabulucular sayesinde halledilebileceğini'' aktardığını söyledi. ''Bölge ülkeleri, ABD'nin oyununa gelip aldanmamalı'' diyen Ahmedinejad, ''En vefasız dost Amerikalılardır. Vietnam'dan günümüze kadarki savaşların çoğunda Amerikalılar, kendi dostlarıyla savaştılar'' ifadesini kullandı. Yemen ve Libya'daki çatışmaların arkasında ABD ve müttefiklerinin olduğunu belirten Ahmedinejad, ''NATO'nun bombaları ve füzeleriyle toprağa düşen her can, Amerika ve müttefiklerinin hesabına yazılacak. Bu caniler, en kısa sürede halkların adalet mahkemesinde yargılanacak'' diye konuştu. İran ın 5+1 ülkeleriyle nükleer müzakerelere hazır olduğunu belirten Ahmedinejad, yeniden müzakerelere başlamanın karşı tarafın tutumuna bağlı olduğunu bildirdi. İran'a yönelik yaptırımların etkisinin olmadığını savunan Ahmedinejad, kaybeden tarafın yaptırım uygulayan ülkeler olduğunu belirtti. Ahmedinejad, petrol fiyatlarının da gerçek değerinden az olduğunu, her bir varil petrolün bu yıl içinde 150 dolara çıkacağını tahmin ettiklerini söyledi. Burucerdi Fars Körfezi Konseyi ülkelerinden gerçeklere göre karar almalarını istedi İslami Şura Meclisi nin Dış Politika ve Ulusal Güvenlik Komisyonu Başkanı Alauddin Burucerdi, Fars Körfezi İş Birliği Konseyi nin İran a karşı bildirisine tepki göstererek, üyelerine bölge gerçeklerini algılamaları ve sonra da buna göre karar almaları tavsiyesinde bulundu. 19 IRNA muhabirine konuşan Burucerdi, İslami Şura Ulusal Güvenlik ve Dış Politika Komisyonu tarafından yapılan açıklamayı destekleyerek bu açıklama, İran ın BM ve İKÖ üyesi olan Bahreyn i bağımsız bir ülke olarak gördüğü için yaptı dedi.
