Marinalar n gelifltirilmesi bölgelerin sosyo-ekonomik yap s ndaki canl l n artmas, turizm gelirlerinin yükselmesi gibi sonuçlar do uracak. Marinalar, bürokratik ifllemler azalt larak Avrupa dakilerin seviyesine getirilirse, tan t ma ve yat r mlara önem verilirse, Ege ve Akdeniz de dolaflan yatlardan alaca m z pay da çok daha fazla olacak. With the amendments made in the Law Number 815 on Coastal Shipping with the Law on Encouragement of Tourism that came into effect in 1982, it was legally set free for yachts to navigate between the Turkish ports and coastal waters for the purposes of sports and travel. From this date forward, the Turkish Yachts quickly rose to the world standards. In parallel to the developments seen in yacht building and yacht tourism, marina and marina operations also improved. The coastline of Turkey, especially the part that starts at Kusadasi and extends up to Antalya, has become the main route of yachting with the use of existing natural bays and construction of new marinas in this region. In the last few years, due to the sea pollution encountered in the West Mediterranean and the increases in prices, East Mediterranean has become important for yachting. This in return provided the increase in yachting and number of marinas in Turkey from day to day. Consequently, the marina market in Turkey has important opportunities. While there are around 600,000 to 700,000 yachts navigating in the Mediterranean and the Aegean Sea, only 15,000 of these enter our coastal waters and only 5,000 of these visit the marinas. Anyway, the number of marinas which stands at 19 in our country with a coastal line of 8,333 km, speaks for the obvious fact that the current situation does not display a bright picture at all. Although some bottlenecks have been overcome from the perspective of tourism, it is inevitable to see a major increase in the number of marinas. The development of marinas will cause results such as the increase of socio-economic activity of the regions, and increase in tourism income. If bureaucratic procedures are decreased and brought down to the level of those in Europe, and importance is attached to promotion and investments in marinas, then the share we will receive from the yachts in the Aegean Sea and the Mediterranean will be much more. 046

Following Turgutreis Marina, Dogus Group commenced the construction of a new marina, the D-Marin Didim Marina, a new living center, which will provide all types of maintenance-repair facilities, a shopping center, food and beverage units, hotel and any other conveniences sought by yachters, on the 22 nd of February 2007. D-Marin Didim Marina, which is planned to be put into service by May in 2009, and for which the project is planned to be built on an area of 287,000 m 2, is designed to have a capacity of 625 boats on sea and 600 boats on land. When we have a look at tourism in our country, we can see that it is generally squeezed in the sun-sea-sand tourism, which attracts tourists with low-income level. The marinas that are planned to be constructed in our country are aimed to be built in regions that are important in terms of tourism or are expected to become important tourism centers in the near future. However, the existence of different zones such as protected areas, their status, each of them being controlled by different public institutions with differing agendas, leads to a jurisdictional chaos. Due to the lack of coordination between the ministries that approve the projects and those that apply protective measures, the Turkish citizens acting as investors end up paying the heavy bill for the authority and responsibility chaos experienced due to the lack of coordination between such ministries and making investments becomes impossible in practice. As such, surpassing the bureaucratic bottlenecks stands out as the most important issue in marina operations. When new marina investment planning is done at our coasts, they should be located by taking into consideration their being at most at a day s distance from the appropriate locations to which the yachters would travel to, or by taking into consideration the fact that 28 30 nautical miles are theoretically the highest distance 056

This is because, there are fishermen shelters that are at a 2-km distance from each other that are constructed by the state and some of these are idle. These shelters should again be operated by the fishermen s cooperatives, and a 5-10 boat mooring space should be allocated for the yachts in such shelters. By having bathrooms, showers, etc., and electricity and water supply in the background, these shelters would be brought into tourism as well as becoming a source of income for cooperatives to enable them to undertake the required maintenance and repairs of the shelters. At the same time, they would serve as a shelter for boats sailing in bad weather conditions. 058

I am of the opinion that their proper organization and representing their companies at stands that will provide orderly, careful, professional information will be appropriate. One of the most important factors that affect the marinas in Turkey during wintertime is the fact that visitors cannot find direct flights to their destinations. The continuation of competitively priced charter airlines with summer-winter flights is a major necessity for our tourism and our yachter friends. In order to increase the number of marinas in Turkey, the government needs to guide the investors after implementing feasibility and technical evaluation studies, wind, wave forecasts, turbulence modeling, environmental effect evaluations, and planning boat maintenance-repair activities for winter, and slipway areas. As for converting fishermen shelters to marinas, I do not think this would be right. Those beautiful people that add zest to hand line fishing should stay in those locations. There is a tremendous difference between the worldviews of these people and those that will be berth at the marinas. Those colorful displays and beauties, in my opinion, should be supported. The existence of fishermen shelters brings a different meaning to life and sea. As Marmaris Yat Marina, we have an active customer potential that especially spend the winter months here aboard their boats. We have turned this into a lively, living marina with special organizations and parties. We will be adding another 25,000 m 2 to our existing area and expanding our land area. Whereas, when we observe many of the foreign marinas, I could say that many of the service diversity and quality we offer are not implemented by these enterprises. If the required bureaucracy can be overcome in time, many more will be added to the currently existing ones. However, those investors who cannot find what they want in hotel business due to wrong policies followed, and move into this sector are left in dire straits from the very beginning. Turkey should adopt what is known as the round table Italian model in marina sector, which provides solutions to bureaucratic procedures within 90 days. I think we, who are in the kitchen and service of this sector, should be consulted before adopting legislations and regulations related to the sector. Smart strategies should be generated by correctly identifying the demand by taking into consideration the growth. Within this planning, the modernization of fishermen shelters and bringing them in the sector should be given priority. Port Gocek, which is not only a marina, but is also what I could refer to as a marina resort, is preparing itself to greet visitors with a new service concept with 130 villas that will be delivered in the coming months, restaurants and bars, and the congress center to be completed in the second phase, deluxe suits as additions to the 45- room boutique hotel, spa and fitness center, and sports areas. Total of 37 % of the yachts that stay over in our marina consist of British, German, Austrian and Dutch respectively. Marina operations usually operate on a price list that is calculated per m2. As the period extends, the coefficient of unit list decreases proportionally, as the period shortens it increases. Therefore marinas make the most money from daily calls. In wintertime, besides the existing long-term mooring contracts, a new process will commence with slipway locations and boat maintenance works. This in return will make the winter an active season. The boat owners who use their boats for traveling as well as housing, supply their needs such as food, entertainment and shopping from Bodrum. Moreover, Milta Bodrum Marina has an important place in the economy of Bodrum with its position as a preferred marina for private and charter boats with about 3,500-boat traffic during the season. The number of those who stay at our marina all the year round is about 5%. Nearly all of them are from foreign countries. When compared to Europe, our prices are less than countries such as France, Italy, and Spain. But this is due to the fact that it is rather difficult to find available space at European marinas. Most of our guests are satisfied with our general services, and they consist of yachters who have been staying at Turkish marinas for several years. I think that converting fishermen shelters into marinas by absolutely protecting the rights of fishermen and showing them places is very beneficial for the economy of our country. & 064
