As a result of considerable investments made in the post- World War 2 period, Mediterranean and the Caribbean that became important centers of world yacht tourism, use virtually all their natural potentials for this tourism. In France, with 4,700 km coastline that is half of the coastline of Turkey, marinas and yacht mooring capacity is approximately 150,000. Marina yat r mlar Türkiye de yo unlukla 1990 l y llar n ilk çeyre inde bafllad. 1982 y l nda yürürlü e giren 2634 say l Turizmi Teflvik Kanunu ile 815 say l Kabotaj Kanunu nda de ifliklik yap - larak, yatlar n spor ve gezi amac yla Türk limanlar ve karasular nda seyretmeleri yasal olarak serbest b rak ld. Bu tarihten itibaren Türk yatlar da h zl bir flekilde uluslararas standartlara yükseldi. Yat inflaat ve yat turizminde yaflanan geliflmelere paralel olarak marina ve marina iflletmecili i de geliflti. Türkiye de özellikle Kufladas ndan bafllayarak Antalya ya kadar devam eden k y fleridi, mevcut do al koylar n kullan lmas ve yeni marinalar n bu bölgede infla edilmesiyle yatç l n temel güzergah oldu. Bu da Türkiye de yatç l k ve marinac l n öneminin günden güne artmas n sa lad. Dolay s yla Türkiye de marina iflletmecili i pazar önemli f rsatlara sahip. Ancak yaflanan tüm geliflmeler dikkate al nsa da Türkiye nin bu turizm türünde bulundu u yere bak l nca çok da tatmin edici bir tablo ortaya ç km yor. Akdeniz ve Ege de her y l 600,000 ila 700,000 yat seyir halindeyken, bunlardan sadece 15,000 tanesi karasular m za giriyor ve bunlardan sadece 5,000 tanesi marinalara u ruyor. Zaten, 8,333 km uzunlu a sahip ülkemizdeki Turizm flletmesi Belgeli marina say s n n 19 olmas, gelinen noktan n çok da iç aç c olmad n gösteriyor. Turizm aç s ndan baz engellerin afl lmas yla birlikte marina say - s nda büyük art fl sa lanmas kaç n lmaz. Marinalar n gelifltirilmesi bölgelerin sosyo-ekonomik yap s ndaki canl l n artmas, turizm gelirlerinin yükselmesi gibi sonuçlar do uracak. Marinalar, bürokratik ifllemler azalt larak Avrupa dakilerin seviyesine getirilirse, tan t ma ve yat r mlara önem verilirse, Ege ve Akdeniz de dolaflan yatlardan alaca m z pay da çok daha fazla olacak. Bu marinalarda, yatç lar gereksinim duyduklar hemen her türlü hizmeti bulabiliyorlar. Konumlar, tekne ba lama kapasiteleri ve stands at 10,298. Besides Mediterranean, yachting is also popular in the USA, Africa, Asia and South Pacific. However world yachting is at the forefront in Mediterranean and the Caribbean. Marina investments in Turkey started in earnest in the early 1990s. With the amendments made in the Law Number 815 on Coastal Shipping with the Law on Encouragement of Tourism that came into effect in 1982, it was legally set free for yachts to navigate between the Turkish ports and coastal waters for the purposes of sports and travel. From this date forward, the Turkish Yachts quickly rose to the world standards. In parallel to the developments seen in yacht building and yacht tourism, marina and marina operations also improved. The coastline of Turkey, especially the part that starts at Kusadasi and extends up to Antalya, has become the main route of yachting with the use of existing natural bays and construction of new marinas in this region. In the last few years, due to the sea pollution encountered in the West Mediterranean and the increases in prices, East Mediterranean has become important for yachting. This in return provided the increase in yachting and number of marinas in Turkey from day to day. Consequently, the marina market in Turkey has important opportunities. However, even if all improvements experienced are taken into consideration, when Turkey s place in this tourism sector is considered, the resulting picture is not encouraging. While there are around 600,000 to 700,000 yachts navigating in the Mediterranean and the Aegean Sea, only 15,000 of these enter our coastal waters and only 5,000 of these visit the marinas. Anyway, the number of marinas which stands at 19 in our country with a coastal line of 8,333 km, speaks for the obvious fact that the current situation does not display a bright picture at all. Although some bottlenecks have been overcome from the perspective of tourism, it is inevitable to see a major increase in the number of marinas. The development of marinas will cause results such as the increase of socio-economic activity of the regions, and increase in tourism income. If bureaucratic procedures are decreased and brought down to the level of those in Europe, and importance is attached to promotion and investments in marinas, then the share we will receive from the yachts in the Aegean Sea and the Mediterranean will be much more. 046

Buna göre Türkiye de 2007 y l nda 14 marina Mavi Bayrak almaya hak kazand. 5 Alt n Ç pa ya sahip Mart Marina, Göcek Marina, D-Marin Turgutreis, Port Bodrum Yal kavak, Ataköy Marina, Kemer Türkiz, Marmaris Yat Marina ve Ece Mar mavi bayra da al rken, Setur Finike Marina, Çelebi Antalya Marina, Setur Marmaris Netsel Marina, Setur Kufladas Marina, Milta Bodrum Marina, Setur Ayval k Marina, Setur Amiral Fahri Korutürk Fenerbahçe ve Kalam fl, mavi bayra dalgaland racak di er marinalar oldu. Uluslararas kalite ve hizmet kriterlerine göre marinalar n standartlar n belgeleyen ve Yat Limanlar Birli i taraf ndan verilen 5 Alt n Ç pa ya, dünya genelinde 47 marina sahip. Ülkemizde ise bu belgeyi 8 marina alarak, önemli bir baflar ya imza atm fl durumda. Bu kategoride en büyük marina ise denizde 700, karada 100 tekne kapasitesi ile Ataköy. 14 OF THE MARINAS HAVE THE BLUE FLAG THIS YEAR The best-equipped marinas of Turkey are in the Southern Aegean and Mediterranean Sea at Izmir, Kusadasi, Bodrum, Datca, Bozburun, Marmaris, Gocek, Fethiye, Kalkan, Kas, Finike, Kemer and Antalya. The yachters can find virtually any service that they may be looking for in these marinas. Some of the marinas stand out with the Blue Flag and 5 Golden Anchors with their locations, mooring capacities and the services they provide. International Jury that assembled under the coordination of the International Environmental Education Trust at Copenhagen on the April 27, 2007 announced the Blue Flag Awards of 2007. According to this, 14 marinas in Turkey were granted the right to receive the Blue Flag in Turkey in 2007. While Marti Marina, Gocek Marina, D-Marin Turgutreis, Port Bodrum Yalikavak, Atakoy Marina, Kemer Turkiz, Marmaris Yat Marina and Ece Mar, which have 5 Golden Anchors also received the Blue Flag, Setur Finike Marina, Celebi Antalya Marina, Setur Marmaris Netsel Marina, Setur Kusadasi Marina, Milta Bodrum Marina, Setur Ayvalik Marina, Setur Amiral Fahri Koruturk Fenerbahce and Kalamis, became the other marinas that will be flying the blue flag. HALE ED LECEK YAT L MANLARI UPCOMING MARINA TENDERS Ulaflt rma Bakanl Demiryollar, Limanlar ve Hava Meydanlar nflaat Genel Müdürlü ü (DLH), Kumkuyu, Trabzon yat limanlar n 10 Temmuz, Gazipafla ve Yalova yat limanlar n ise 11 Temmuz 2007 de ihaleye açt. Böylece yap-ifllet-devret modeli ile sat fla ç kar lan marinalar için teklif dosyas veren firmalar n, teknik de erlendirme süreci de bafllam fl oldu. Silivri ve Foça n n 18 Temmuz, Karaburun un 19 Temmuz 2007 de ihaleye aç lmas yla DLH nin sat fla sundu u marina say s 7 ye ç kacak. Consequently the technical evaluation period for the companies that have submitted offers for built-operatetransfer model for marinas that have been put out for sale has commenced. With Silivri and Foca marina tenders will be held on July 18 and Karaburun on July 19 2007, the number of marinas on sale will go up to seven. Ece Saray Marina MAR NALAR // MARINAS Netsel Marina Ataköy Marina stanbul Avrupa Yakas nda genifl bir alan üzerine kurulu olan Ataköy Marina n n iflletme hakk 2005 y l nda Denizciler Ataköy Turizm ve nflaat a (DAT ) devredildi. Atatürk Havaliman na yaklafl k 5 km uzakl kta olan marina, limanc l k hizmetlerinin yan s - ra bak m-onar m faaliyetleriyle de öne ç k yor. Mart Marina Mu la Orhaniye köyü koyunda yatçılara hizmet veriyor. However, the existence of different zones such as protected areas, their status, each of them being controlled by different public institutions with differing agendas, leads to a jurisdictional chaos. Due to the lack of coordination between the ministries that approve the projects and those that apply protective measures, the Turkish citizens acting as investors end up paying the heavy bill for the authority and responsibility chaos experienced due to the lack of coordination between such ministries and making investments becomes impossible in practice. As such, surpassing the bureaucratic bottlenecks stands out as the most important issue in marina operations. I think we, who are in the kitchen and service of this sector, should be consulted before adopting legislations and regulations related to the sector. Smart strategies should be generated by correctly identifying the demand by taking into consideration the growth. Within this planning, the modernization of fishermen shelters and bringing them in the sector should be given priority.
