1. IRAQ / IRAK A cleaning worker thwarted a major assassination attempt against Prime Minister Nuri Al Maliki and a number of security chiefs during a visit to Diyala administration building in summer 2007, Al Qaeda former leader in Diyala Abu Omar Al Azzawi told Alsumaria News. Al Qaeda was weighed down in the wake of the major security operation launched on May 16, 2007. The joint US-Iraqi operation killed and arrested thousands of Al Qaeda members in Baaquba, Al Azzawi said. The assassination plot was kind of retaliation, he added. (Alsumaria Iraqi Satellite TV) Iraq s government decision to postpone census till end of the year is a constitutional and legal violation, Kurdistan Alliance said. The reasons for putting off the census are unconvincing, Kurdistan Alliance MP Mohsen Al Saadoun told a press conference. Iraqi Government is bound to conduct the census on time due on October 24, Al Saadoun argued. He accused Nineveh Provincial council of calling to adjourn stressing that the council is not entitled to oppose. The census is among the prerogatives of the federal authority. Head of the Islamic Supreme Council Ammar Al Hakim s visits to Iraq s neighboring countries aim to hold talks with Arab leaders and brief them over the situation in Iraq, the Islamic Supreme Council s media advisor Bassem Al Awadi told Alsumaria. The meeting between Al Hakim and Syrian President Bashar Al Asad stressed the necessity to accelerate the formation of a new national partnership government, Al Awadi said. Al Hakim and Assad underlined the importance of engaging all of the four main winning parties, he added. Both parties discussed bilateral ties between Damascus and Baghdad in addition to Al Hakim s role in restoring normal relations, Al Awadi noted. (Alsumaria Iraqi Satellite TV) Al Fadhila Party Secretary General Hashem Al Hashemi announced that Al Fadhila Party is committed to the National Alliance stand sharing close views with Prime Minister Nuri Al Maliki. The National Alliance is the party entitled to form the government by virtue of the Constitution and the Law, Hashemi said. He stressed that the next Prime Minister should be exclusively from the National Alliance. (Alsumaria Iraqi Satellite TV) Following his visit to Al Fadhila Party headquarters, Iraqi Prime Minister Nuri Al Maliki announced that the ministerial seats allocated for Al Sadrist Bloc will be defined according to elections results. No party will affect the government course or influence security forces, Al Maliki said. The government will be inclusive, he affirmed. Sayfa 3

Al Maliki s statement came in response to Americans concern of the difficulty to deal with Iraqis if Al Sadrists take up an influential role in the government, in state institutions and within security forces. Iraqi PM stressed on the other that the National Alliance is the largest party by virtue of the Constitution. Al Iraqiya List should therefore negotiate with the National Alliance, he added. (Alsumaria Iraqi Satellite TV) Sayyed Ammar Al Hakim, Head of Islamic Supreme Council of Iraq (ISCI), held talks in Damascus with the Syrian President Bashar Al Assad. The two men talked over the situation on the Iraqi level especially government formation file and the ongoing dialogue between parliamentary blocks to solve the crisis. (Alsumaria Iraqi Satellite TV) Kurdistan leader Massoud Barazani and US Vice President Joseph Biden discussed in a phone conversation the latest political developments in Iraq in addition to new alliances and parties standing from the government formation. Barazani and Biden stressed the necessity to form a national unity government that includes all components of the Iraqi people. Kurdistan s constants include real partnership and the participation of all components in addition to meeting the demands of the Kurdish people, Barazani said. (Alsumaria Iraqi Satellite TV) A senior member of the Kurdish blocs coalition (KBC) Fuad Massum, said Tuesday that the president of the State of Law's coalition (SLC) Nuri al-maliki, who is the candidate of the National coalition (NC), agreed on most of the items proposed by Massoud Barzani, the president of Kurdistan Region. Massoud Barzani, and a Nuri al-maliki Lawmaker Massum told (AKnews)"We received an official response from al-maliki in which he confirmed his approval on most of the items proposed Barzani regarding the crisis of government formation and the demands of the Kurds to participate in it," noting that "SLC was the first respondent among all the other blocs." He explained that "the KBC will hold meetings with other political blocs, including the Iraqiya to discuss the Kurdish issue in the country and accelerate the formation of the government," noting that "Maliki's position on the Kurds demands is positive, and considered as the closest to the Kurdish people's rights, despite disagreeing on some of the items ". The Vice President Joseph Biden had called earlier the President of the KRG, Massoud Barzani and discussed with him the proposed resolution for the Kurdish crisis, and the government crises, after nominating al Maliki's for the presidency on the behalf of the NC. On the other hand, the NC candidate Nouri al-maliki called the Iraqiya List to connect its discussions and submits its notes for the previous phase; pointing out that the NC and the SLC we were able to form a coalition and that the Iraqiya should negotiate on return. Said Al Maliki in a press conference, after his visit to the headquarters of the Fadila Party in Baghdad, which was attended by the AKnews reporter "if the Iraqiya List were able to form the largest bloc, we would have joined them," noting that "the Iraqi List should submit its observations to be discussed and posed." He made it clear that "not all the Iraqiya demands should be implemented, as well as the other blocs, because most of the demands conflict with each other. Thus, all the parties and political blocs should seek for the common denominators that could combine to form the government." Sayfa 5

Al-Maliki also noted that "the Iraqiya talks regarding the right of the National Alliance to form the government are inconsistent with the Constitution and the Federal Court's discourse." "Our meeting with the Fadila Party today indicates the depth of our relationship and the confirmation that they constitute important partners in the next government." Added he For his part, the General Secretary of the Fadila Party, Hashem al-hashemi, stated at the conference that "his party adheres to form a government of national partnership and not a government Sunnis, Shiites and Kurds," adding that "his party was committed to the position of the coalition to establish a national partnership that includes all blocks of winning the elections." The National Coalition (NC) officially nominated al-maliki, as its prime ministerial candidate on Friday Oct. 1, in the absence of two key Iraqi National Alliance (INA) factions, the Supreme Islamic Council and the Fadila Party. The Supreme Council and the Fadila Party had reservations on the nomination of al- Maliki; which made them enter into new negotiations with Iraqiya that could result, according to Iraqiya lawmakers, in forming a new alliance. (AK News) The Iraqiya List led by the former Prime Minister Ayad Allawi stated on Wednesday that it rejects the invitation issued by al-maliki yesterday adding that it doesn't recognize the National Coalition (NC). Nuri al-maliki and Iyad AllawiAl-Maliki called yesterday in a news conference al-iraqiya list to negotiate and present its observations about the previous phase in order to discuss and find solutions to them, calling it at the same time to be committed to the Iraqi constitution. The spokesman Haidar al-mulla told AKnews: "Al-Iraqiya insists that it will not participating in any government headed by Maliki. "Al-Iraqiya negotiated over the past few months with State of Law Coalition (SLC) but didn't find them serious in forming a national partnership government." "We submitted seven papers during the past seven months and they include reforming principles for the authorities in the country, but regrettably SLC did not response to any of the papers submitted to it." "If SLC has the real intention to form a national partnership government, then they must respond to the papers submitted to them related to the national partnership concept." Al-Iraqiya List announced after its emergency meeting in Baghdad shortly after Maliki's nomination for prime minister's post about its insistence on its national project that the Iraqis voted for despite all the difficulties they face, and considered that all attempts to take over the government and forming the government in an illegal way will not be recognized. Al-Iraqiya renewed Iraqi rejection of foreign intervention in all its forms to influence the formation of the government. The NC named Nouri al-maliki as its candidate for the PM post in the absence of the ISCI and the Fadila party. Al-Iraqiya led by the former Prime Minister Ayad Allawi came first in the March elections by securing 91 seats. The SLC led by the outgoing PM Nouri al-maliki ended up second with 89 seats, the INA came third with 70 seats and the Kurdistan Blocs Coalition (KBC) won 57 seats. Al-Iraqiya threatened earlier that it will not participate in any government formed by al- Maliki earlier and announced that it will withdraw from the political process. (AK News) Sayfa 7

A member of the al-iraqiya List led by the former Prime Minister Ayad Allawi stated on Wednesday that his bloc rejects the invitation to the negotiation table issued by al-maliki on Tuesday.Nuri al-maliki In a news conference on Tuesday, the SLC leader, Nouri al-maliki, called on the al-iraqiya list to submit its observations about the latest developments in the political process in order to engage in a dialogue to resolve the current political stalemate. Maliki went on to ask al-iraqiya to show commitment to the Iraqi constitution. A spokesman for al-iraqiya, Haidar al-mulla, told AKnews that his bloc reaffirms its previous stance of refusing to participate in a government led by Maliki. "Al-Iraqiya negotiated over the past few months with the State of Law Coalition (SLC) but didn't find them serious in forming a national partnership government." Shortly after the National Coalition (NC) nominated Maliki for the premiership last week, al-iraqiya held an emergency meeting in Baghdad and issued a statement saying that the Iraqi people had overcome many difficulties and dangers in order to vote and that any attempt to take over the government illegally would not be recognized. Al-Iraqiya narrowly came first in the March general elections but was prevented from forming the government by a federal court ruling that said the bloc with the greatest number of seats in Parliament had the right to lead, not the bloc which won the most votes. The SLC and the INA who came second and third in the elections, joined forces to form the NC in a bid to attain the necessary majority to shape the new cabinet. Al-Iraqiya has persistently refused to recognize the NC as a valid political entity as it did not exist before the elections were held. The NC named Nouri al-maliki as its candidate for the PM post in the absence of the ISCI and the Fadila party, two key factions in the INA who also vehemently oppose Maliki s candidature. (AK News) A member of the Kurdistan Democratic Party (KDP)'s politburo said on Wednesday that a team of experts will reconsider the internal policies of the party ahead of the party s forthcoming congress.barzani The KDP, led by the Kurdistan Region s President Massoud Barzani, will hold its 13th congress on Nov.22. Mahmoud Mohammed, the politburo member said a committee of political, economic and sociological experts will evaluate proposals for improving the internal regulations of the party which are now under discussion by the leadership. The recommendations of the committee will also be subject to the final approval of the congress, he added. Among the proposals are uniting the subordinate public and vocational organizations into one institute, reducing the three relations offices (national, Kurdish and foreign) into one office, replacing the media office with a media institute while granting it more freedom, and dealing with the electoral office as a independent body. Some members have also suggested maintaining the current structure, according to Mohammed. Sayfa 9

He stated that through this congress they seek to introduce the KDP to the international community "for President Barzani is a notable figure regionally and globally." The congress is intended to guide the party to an appropriate and modern democratic method of administration", Mohammed said. The KDP was founded in 1946 by Mustafa Barzani. Since his death in 1979, his son Massoud Barzani has headed the party. (AK News) A member of the Islamic Supreme Council of Iraq (ISCI), headed by Ammar al-hakim, said on Wednesday that it will not vote for outgoing PM Nouri al-maliki in parliament, saying that Maliki's nomination is a dangerous precedent.ammar-al-hakim Mohammed Yasser said that his party will not oppose Maliki, but will refuse to vote for him as his candidature has been rejected by much of the National Coalition (NC) and al- Iraqiya have threatened to boycott the Iraqi parliament if he takes the premiership for a second term. "The attitude of the ISCI towards Maliki's nomination is not personal, but Maliki is not accepted by the NC and this makes his government formation a dangerous precedent." The National Coalition (NC) which includes the Iraqi National Alliance (INA) and the State of Law Coalition (SLC) officially nominated Nouri al-maliki for the premiership on Sept. 3, bringing to an end weeks of internal wrangling and disagreements over the most coveted position in parliament. The Supreme Islamic Council of Iraq, led by Ammar al-hakim, a key bloc from within the INA was notably absent from the Sept. 3 meeting. Al-Iraqiya who came a close first in the March general elections but were blocked from heading the government by a federal court technicality, have repeatedly threatened Sayfa 10

to withdraw from the country s political process if Maliki retains the Prime Minister s office. Khazaei made the remarks in the annual meeting of the United Nations Legal Committee in New York on Tuesday on behalf of 119-member Non-Aligned Movement (NAM). NAM strongly condemns terrorism including state terrorism in every form and under any pretext, Khazaei stated. He also noted that a distinction must be made between terrorist acts and legitimate fight of nations who are under foreign occupation. In addition, the Iranian envoy criticized attempts to relate terrorism to a particular religion, nationality or group, saying such issues must not be abused to justify terrorist acts or fight against it. Khazaei also called on all countries not to fund terrorist groups according to international laws. The UN Legal Committee, which is currently discussing fight against terrorism, started on Monday and will last for seven more weeks. Netanyahu neglected to inform his Labor coalition partners that he had approved a rightwing minister's draft of a new oath that would require any non-jew taking Israeli citizenship to swear allegiance to Israel as a "Jewish and democratic state." The move paves the way for a vote in the Knesset and was hailed as victory by ultranationalist Foreign Minister Avigdor Lieberman's Yisrael Beiteinu party, Netanyahu's major coalition partner. But the prime minister must perform a balancing act. Allies at both ends of the political spectrum and the Labor party hope that his latest concession is a sop to right-wingers ahead of a decision to renew a ban on settlement building in the West Bank a key demand of the left. "I hope that Netanyahu's support is a payoff to Lieberman, so that the prime minister will be able to extend the freeze without breaking apart his coalition," said one Labor minister, who declined to be named. U.S.-brokered peace talks between Israel and the Palestinians, which began a month ago, have faltered since Netanyahu's government refused to extend a 10-month settlement freeze that expired in late September. "Netanyahu is under heavy pressure from the Americans," the minister said. "I presume that he intends to announce an extension of the freeze soon. Two of Labor's four ministers issued public responses to the new loyalty oath proposal, expected to be approved by the government on Sunday. "The decision is outrageous and irresponsible," said Minority Affairs Minister Avishai Braverman, calling on Labor leader Ehud Barak to convene an immediate debate in the party with the aim of blocking the move. Welfare Minister Yitzhak Herzog also issued a statement condemning the proposal. (Hareetz) Prime Minister Benjamin Netanyahu has three good reasons to continue construction in the West Bank. The first reason is credibility: Netanyahu undertook to renew construction this autumn and if he does not do so he will lose his credibility in Israel and beyond. The second reason is survivability. Freezing the construction would strengthen MK Avigdor Lieberman, alienate Shas and cut off Netanyahu from his power base in the Sayfa 31

right wing. The third reason is fairness. Yitzhak Rabin, Ehud Barak and Ehud Olmert all built in the West Bank in the course of the peace process. Demanding of Netanyahu to do otherwise - while the Palestinians are not required to do anything to advance the peace process - is blatantly unfair. But Netanyahu also has three excellent reasons to freeze the construction in the West Bank. The first reason is Barack Obama. If Netanyahu does not cooperate with Obama, the United States will advance a forced arrangement that would return Israel to the 1967 lines in a hasty, dangerous procedure with possibly disastrous consequences. The second reason is Barack Obama. If Netanyahu enters into a frontal collision with the president, the U.S. will not stand beside Israel when the Iranian moment of truth arrives. And the third reason is Barack Obama. If Netanyahu injures the president, the U.S. will not stand by when Israel tumbles down the slippery slope of delegitimization and becomes a pariah state. It's a sticky problem. The catch is real. At present Netanyahu is right, but he is not being smart. His insistence on a non-vital matter is endangering vital Israeli interests. His hesitancy in making the decision required of a leader presents him and his government in a despicable light. After weeks of debates, Washington and Jerusalem still have not identified the creative idea to pull the peace process out of the mud and prevent an American-Israeli collision this winter. Here's a creative idea. In exchange for freezing construction in the West Bank for 60 days, the U.S. will renew the commitment President Bush made in his April 2004 letter. Bush's letter was given to Ariel Sharon in exchange for the disengagement. It consists of a vague commitment that when peace is made, the settlement blocs will remain in Israel's hands and the Palestinian refugees will not return to Israel. As opposition leader, Netanyahu used to belittle the letter. As prime minister, he understood its importance and has demanded that Obama honor it. Obama refused. Sayfa 32
