Their system is well established and their management approach is well thought of. They have been organizing very entertaining Aegean Yacht Rally that revives the agenda for the area in the month of August. According to Vedat Midilli, the General Manager of Setur Marinas, this rally has two missions. The first one of these is to develop and strengthen the friendly relations between the Turks and the Greeks and the other one is to help the Turkish people learn and love yachting. Midilli who states that very close friendships are established between the Island communities that are visited and the yachtsmen, adds that the media helps support these two missions and continues by saying, We feel happy if and when we can help anyone in deciding to buy a boat. One of the most important functions of yachting is to make it possible, in a disciplined manner, for people to go to places that they would not normally have courage to venture out by themselves. We feel glad when we see that all we thought and visualized, can be put into action and as a result of this, each and every time, we feel enthusiastic about the event. The only challenge we face with regard to this event is the limited capacities of the ports that we visit. Contrary to what everybody thinks, the means of the marinas at Greek Islands are 044

Gördü üm s n rlar çerçevesinde de erlendirecek olursam, Türkiye deki tüm marinalar Avrupa dakilere k yasla, sa lad - hizmet ve misafirperverlik konusunda çok daha üstün durumda. Ancak fiyatlar konusunda da kat kat geride. Örne in geçen sene sonunda, Atina n n en büyük marinas olan Alimos Marina y görme f rsat m oldu. Hava kararm flt içerisi zifiri karanl kt, bizde olan sosyal üniteler yoktu. Kapasitesi çok yüksek olan bir marina olmas na ra men kötü durumdayd. Elbette Avrupa da istisnai durumda olan ve yedi y ld zl otel görünümü sergileyen marinalar da var. Ama dedi im gibi bunlar istisna ve ücretleri de çok yüksek. Yurt d fl nda marina yat r m ile ilgileniyor musunuz? H rvatistan dan baz teklifler geldi. Körfez ülkelerinden, Amerika dan ortakl k teklifleri de al yoruz. Uzun vadede de erlendirebilece imiz teklifler bunlar. Peki bu ortakl k tekliflerinde arazi verilmesi ya da baz muhafiyetler sa lanmas gibi cazip öneriler var m? Körfez ülkelerinde ve Avrupa Birli i ne yeni giren ülkelerde böyle kolayl klar var. Ülke ekonomisine katk da bulunulmas aç s ndan It is a difficult process to start from scratch and turn a place into a marina and as an investment, such a project progresses slowly. Its payback takes years and happens gradually. For this reason the marina investments are not high in number. Initially the State was involved and if it were not for the public investments, only 2 or 3 marinas would be available in Turkey today. On some islands there are commercial ports but these were made with ferryboats in mind and as such they cannot accommodate more than 15-20 boats. The participation would be much higher if only the means could be better. Actually we would like more Turkish yachtsmen to participate in this event, the foreigners are already familiar with the kind of organization we make. However, it should be noted that we could not ignore the requests made by the foreign yachtsmen. To give an example there is the Black Sea Yacht Rally and East Mediterranean Yacht Rally, but still ours attracts more attention as we change the itinerary every year besides running the rally at reasonable times". We continue our Interview with Vedat Midilli, discussing a variety of subjects ranging from private sector marina management operations to the investments of Setur in other marinas in the country and abroad. When compared to Turkey, how do you evaluate the private sector marina operations in Europe? In European marinas in general, there are no places that provide the amenities that we offer the yachtsmen here. If I evaluate these marinas within the framework of what I have seen, I can say that, comparatively, the services provided and the hospitality shown in all the marinas in Turkey are superior to what is offered by the European marinas. However, price-wise, we are well behind them. To give an example, last year I had the chance to visit Alimos Marina, the largest in Athens. It was night time and the marina was all dark and they did not have the social units we have here. In spite of its huge capacity, the marina was run down. Of course there are marinas in Europe that are in exceptionally good condition, looking like a seven star luxury hotel. But as I said, these are exceptional and their prices are very high. Are you interested in investing in marinas abroad? We have received some offers from Croatia. And there are also some offers of partnerships from the Gulf countries and the United States. These are the kind of offers that we can take advantage of in the long run. In these offers of partnership, are there any attractive proposals included, such as land ownership or provision of some exemptions? Such advantages are available in the Gulf countries and in the states that have recently become the members of the European MARINE & COMMERCE SEPTEMBER 2007 045

Yunanistan n Turban olan ETA, marina ve otellerini özellefltiriyor. Marina tecrübesi olanlar ça r yorlar. halenin ilk faz n geçtik, ikinci faz n n ise 28 A ustos tarihinde yap - laca n ilan ettiler. Biz de Yunanl bir firma ile ortak olarak girdik. Konuyu çok ciddiye al yoruz ancak kat - l m fazla oldu u için ihale sonucu ne olur bilemiyorum. Ancak 2 tanesi hariç pek kat l m olmad, biz de son anda dosya vermekten vazgeçtik, sadece Yalova dakine kat ld k. Yalova yatç l n birden yeflerebilece i bir yer de il, zaten marinac l k uzun süreç gerektiriyor. Onun d - fl nda özel yer sahiplerinden gelen teklifler var, iflletmecilik teklif edenler var. Karadeniz deki yatç l k faaliyeti önümüzdeki zamanlarda art fl gösterir mi ne dersiniz? Aç kças ben oradan bir patlama beklemiyorum. Karadeniz de çok say da bal kç bar na var. Karadeniz yatç ya cazip gelmiyor. Asl nda, stanbul da adalar ve bo az yla çok güzel olmas na ra men son derece az yabanc yatç geliyor. Avrupa dan gelen yatç - lar b rak n Karadeniz e ç kmay, stanbul a bile ç kmak istemiyor. Union. They are offering privileges in the hopes that this will contribute to the economy of their own countries. We also have been in contact with the government in Cyprus on this subject. We think of this as our duty and have initiated the project to establish a marina in Girne (Kyrenia). When our preliminary work has been completed, we will submit the project to the Ministry and proceed from there. In the mean time, we accomplished an international first in a subject that we greatly value. We have been to Greece upon an invitation we received from their Ministry of Tourism. In Greece there is this establishment named ETA, (Hellenic Tourist Properties) similar to Turban that we have in our country. Turban has done very beneficial things in Turkey, for the development of tourism and since the year 1997, its hotels and marinas were privatized. ETA in Greece, like Turban, is in the process of privatizing its hotels and marinas. They are inviting people with experience in operating marinas. We have been through the first phase of the tender and they announced that the second phase will be held on the 28 th of August. We participated in the tender together with a Greek firm. We are taking things seriously but I don't have any idea of what the result might be as the participants are high in number. What do you think of the new marina investments in Turkey? We evaluate and work on all the new projects. We have always been interested in DLH tenders. However, other than two, they did not attract much of an attention and we decided not to submit an offer at the last minute. We participated only in the Yalova one. Yalova is not a place where yachting can suddenly take off and establishing a marina business there requires time. Other than these, we receive offers from private land owners, there are also people offering operating rights and we are examining all these opportunities. Do you think the interest in the tender was low due to the problems experienced by Dogus Group previously? DLH handles all the procedures related to the place that it tenders. The bureaucratic transactions take time and they may have harsh results in the marina business. And actually what Dogus Group has been made to endure is quite absurd. When someone from the private sector becomes interested in making an investment, which happens once in a blue moon by the way, then every effort must be shown to make things easier for that investor. The fact that these investments constitute a great source of employment for the people in the region must be taken into consideration. 046

Peki stanbul da yap lmas n gerekli gördü ünüz projeler neler? fiu anda stanbul un ihtiyac olan, önümüzdeki 10 y l n taleplerini karfl layacak en fazla 1,000 yat. Hangisi en yak n zamanda gerçekleflebilir? lk olarak Pendik gerçekleflecek. stanbul adalar, Marmara Adas ve Avfla Adas için de Do you think the yachting operations in the Black Sea would pick up in the near future? Actually, I do not expect any earth shattering developments in terms of yachting taking place in that region. In the Black Sea region there are lots of Fishermen's shelters and as such Black Sea is not very attractive for the yachtsmen. Similarly, Istanbul is beautiful with its islands and strait but still the number of foreign yachtsmen visiting the area is very small. The yachtsmen coming from Europe do not even want to visit Istanbul let alone Black Sea. When there are so many nice places to visit on the Mediterranean they do not want to make a detour to the North. If a marina has to be made it must be made in Istanbul. There is a project to build a marina in Pendik in the near future. As the number of boats increase at a fast pace, this project must be brought to life as soon as possible. I know people who have their boats built with enthusiasm but then give up on the whole idea just because of the problems they experience in finding a suitable docking place. I am of the opinion that it would be beneficial to have new projects brought to life. What are the projects that you think must be carried out in Istanbul? At present, what Istanbul needs is a place for at most 1,000 yachts to meet the requirements of the next 10 years. I know that there are projects in the pipeline for the Bosphorus and Zeytinburnu. Especially the municipalities think of marinas as decorative elements and they plan on opening big hotels and shopping malls along with the marinas. For this reason they plan on large scale which makes it harder to implement these projects. Which one of these Municipal Projects do you think is more 048

I think Pendik will be the first, there are also some ongoing projects involving Istanbul Islands (the Prince's Islands), Marmara Island and Avsa Island, however, the marinas established on islands are not usually very convenient and as such they do not bring in good revenues. But on the other hand the marinas to be developed at these places will contribute to the economic life of the islands and can be beneficial from that aspect. What do you think of the conversion of Atakoy Marina into a megayacht marina? I think this is an investment for the future. Istanbul is favored by cruises. There are plans for Zeytinburnu to become a port for the cruise vessels but this involves a very big project. The two marinas available right now are sufficient for mega-yachting purposes, but add a little bit more of a traffic and they will become inadequate. For this reason, the investments must be made with the future needs in mind. The entrepreneur, entertaining such an idea must be provided with all kinds of conveniences and means. If there were bureaucrats sharing this perspective, things would be easier. Years ago yachts were seen as the toys of the rich and wealthy, but now this has completely changed. &
