Economical elastic design cannot be achieved with conventional procedures. We can reduce seismic forces by considering (permitting) inelastic behavior. However inelastic behavior comes with damage (cracking, yielding, etc)
Earthquake resistant design criteria under minor earthquakes, no damage to structural and non-structural members, under moderate earthquakes, limited and repaireable damage in structural and non-structural members, under severe earthquakes, permanent damage is acceptable provided that that life safety is ensured, i.e. no collapse risk occurs. According to 2007 Seismic Code, severe earthquake is defined with a return period of75 years, or there is a %0 probability of exceeding its intensity (Ao) in 50 years.
