Takdim Do algaz bilinen enerji türleri içinde geleneksel enerjiler ile yeni enerji kaynaklar aras nda yer alan kullan m alanlar ve amaçlar oldukça genifl bir enerji türüdür. Bu enerjinin kayna ndan tafl nmas na, da t m na ve kullan m na yönelik çok çeflitli faaliyet sahalar vard r. Do algaz bir çok aflamadan ve koflulland rmalardan sonra kullan m noktalar na ulaflt r l r. Bu arada yürütülen faaliyetlerin tamam do algaz iflletmecili ini oluflturur. Daha özel bir ifade ile do algaz iflletmecili i, gaz n sevk ve idaresini sa lamak amac yla kurulmufl olan alt yap ve üstyap n n teknik özelliklerine göre, yetiflkin ve yeterli çal flanlarla, bilgi ve tecrübeye dayal teknikler ile birlikte en uygun malzeme ve ekipman kullanarak koordinasyon, haberleflme, haritac l k, istatistik vs gibi lojistik destekleri ile do algaz n en güvenli, etkin ve h zl bir flekilde çevreye duyarl olarak son kullan c ya ulaflt r lmas için yürütülen faaliyetlerin bütünüdür. Bu nedenle onlarca faaliyeti içine al r ve ciddi bir organizasyon oluflumu gerektirir. Ayn zamanda ekonomi, ticaret, teknik bilgi ve donan m, iflletme yönetimi ve hukuk süreçleri ile do rudan iliflkilidir. Bu kapsamda etkin ve verimli bir iflletmecilik için e itsel bak mdan güçlü bir gaz iflletmecili i kültürü oluflturulmas gerekir. Introduction Among all energy sources, whether traditional or new, natural gas is the one with a very large field of use and a great variety of objectives for use. Natural gas-related activities range from transmission of this energy source to its distribution and utilization. Before it is distributed to the end user, natural gas goes through many stages. Natural gas operations are comprised of all of the activities conducted through these stages. Specifically, natural gas operations and natural gas utility management involve an entire range of activities, including also logistic support like coordination, communication, mapping and statistics, which are conducted in accordance with the technical characteristics of the infrastructure and the superstructure of natural gas networks constructed to deliver natural gas to the end-user in the most reliable, efficient, prompt and environment-friendly way by using the most suitable materials and equipments and techniques that are based on the knowledge and experience of qualified and efficient workers. Natural gas operations involve tens of different activities, which require a serious organization and this is also directly related with economy, commerce, technical knowledge and accessories, utility management and legal procedures. And within this framework, for an efficient and effective management of natural gas operations, we need to create a culture of natural gas operations and utility management that is very strong in education and training aspects. This way, we can build a structure that is in harmony with the fabric of the city and with all its units interconnected, with all the relations and elements across the structure managed with a keen understanding of the operations to ensure that any fragility in the system is minimized. Within this respect, we believe that The International Symposium on Natural Gas Operations and Vocational Education and Training will be a platform where we can share and advance our knowledge and experience of natural gas operations and utility management as well as training. Additionally, assessment of the approaches and suggestions on technical training on natural gas operations will render this symposium a very beneficial occasion. We are happy to have organized this symposium, which is the first in its field, yet comprehensive, with the support of the European Union. We are hoping that this symposium will open a broader horizon for those of us in natural gas sector. Preface Natural gas utilization is rapidly expanding across the globe. Being a clean and convenient fuel, natural gas is introduced to new settlements and industrial customers everyday. This rapid expansion brought in many new suppliers that does not have prior experience of natural operations into the market. In order to offer reliable service in densely populated areas, it is extremely important for large, established and experienced natural gas distribution companies to share their experiences in natural gas operations and utility management with new distribution companies in the market. In this respect, 1 st International Symposium on Natural Gas Operations and Vocational Education and Training (INGAS 2005), the book of which you read at the moment, co-organized by GDAS and the EU s SVET project, fills a significant gap in this sector. This proceedings book includes the presentations given at the symposium. The presentations are divided into six categories under subject subtitles. They are more of a practical nature than theoretical in that they convey actual operational experiences. As the editorial committee we have had to deal with some inconveniences in compiling the presentations, which can be inevitable when you hold a symposium of this scale for the first time. The presentations in this book have not been reviewed nor their content has been changed except for redactions, regular edition work and a general revision that needed to be done due to the delay between the announcement of the symposium and the compilation of presentation materials. We have also included in the book the opening and closing speeches because they underlie the importance of the symposium and put this event into perspective for the natural gas sector. We thank and congratulate K. Levent Tüfekçi, the general manager of GDAfi along with all other company executives, the SVET (Strengthening Vocational Education and Training) officials and everyone else that took part in the organization for making this symposium possible and we sincerely hope that this work will be very beneficial for those that are in the area of natural gas operations. Enerji günümüzde insan hayat n n vazgeçilmez bir parças. Ülkelerin enerji ihtiyac, nüfus, sanayileflme, kentleflme ve teknoloji gibi birçok sosyo-ekonomik faktöre ba l olarak flekillenmektedir. Her yeni teknoloji ve yaflam kolaylaflt rmaya yönelik her at l m, enerji kullan m n, dolay s yla enerji ihtiyac n artt rmaktad r. Ülkelerin geliflmifllik oranlar ürettikleri ve tükettikleri enerji miktar yla ölçülür hale gelmifltir. Hatta bununla da kalmam fl, enerjide verimlilik, güvenilirlik ve temizlik de önemli birer kriter olmufltur. Tüm bunlar ülkelerin enerji politikalar n, ülke stratejilerini önemli flekilde etkilemektedir. GDAfi, enerjinin var oldu u her yerde kaliteyle var olmak vizyonunu benimseyen bir kurulufl olarak tüm bu geliflmeleri yak ndan takip etmektedir. Ve do algaz... Do algaz, kullan c s na sa lad ekonomik kolayl k, konfor ve güvenilirlik özelliklerinden dolay tamamen stanbul halk n n güvenini kazanm flt r. Do algaz n bu özellikleri birçok kamu ve özel kuruluflunun politikalar içine girmifl, çevrecilik ön plana ç kar lm flt r ve bunun da günümüze yans malar n bizler hissetmekteyiz. Özellikle stanbul, do algaz n çevreci özelli inden en çok faydalanan flehirlerimizden birisi olmufltur. Hava kirlili i sebebiyle gaz maskelerinin da t ld ve soka a ç kmay n uyar lar n n yap ld bir stanbul yerine, GDAfi n yapt yo un yat r mlarla bugün dünyan n en temiz metropol flehirlerinden biri haline gelmifl bir stanbul da yafl yoruz art k. Sadece canl varl klar üzerinde de il, tarihsel dokunun korunmas nda bile temiz havan n önemini, konunun uzmanlar n n, bilim adamlar m z n çok daha iyi ifade edeceklerine inan yorum. Günümüzde ça dafl yaflaman n vazgeçilmez bir unsuru olan do algaz n gelece imizin sa l kl bir biçimde infla edilmesinde de her anlamda çok önemli bir yere sahip oldu unu düflünüyorum. De erli konuklar m z, sizlerin de bildi i gibi, Türkiye de do algaz çal flmalar, 1986 y l nda stanbul da GDAfi n kurulmas yla bafllad. Do algaz n yayg n kullan m 1988 y l nda 3

Ankara da EGO da ve 1994 y l ndan sonra da GDAfi ta h zla geliflmeye bafllad. Daha sonra zmit de ZGAZ ve Bursa ve Eskiflehir de de BOTAfi ile do algaz n yayg nlaflmas devam etti. 4646 Do algaz Piyasas Kanunu, Türkiye de do algaz n yayg nlaflmas ve kontrolüyle ilgili bir milat olmufltur ve konuyla ilgili merci olan Enerji Piyasas Düzenleme Kurulu faaliyete bafllam flt r. Kurumun faaliyete geçmesi, do algaz, elektrik ve petrolle ilgili birçok yönetmeli i de hayata geçirmifltir. 19 y l önce kurulan ve 13 y ld r stanbul halk na, temiz, ekonomik, güvenilir bir yak t olan do algaz sunan GDAfi, 2005 y l Ocak ay itibariyle 2 milyon 650 bin abonesi, 3,5 milyar metreküp do algaz kullan m ve 9000 km. uzunlu undaki polietilen art çelik hatlar yla Türkiye nin en büyük do algaz da t m flirketidir. GDAfi kendi kaynaklar yla gerçeklefltirdi i altyap yat r mlar nda en ileri teknolojileri kullanmaktad r. Öte yandan GDAfi sosyal sorumlulu u ve sektördeki aktif rolü gere i bu alanda kazand 19 y ll k tecrübe ve bilgi birikimini Uluslararas Gaz, E itim, Teknoloji, Araflt rma Merkezi-UGETAM ile hem Türkiye de h zla yayg nlaflan da t m flirketleriyle hem de bölge ülkelerindeki da t m flirketleriyle paylaflmaktad r. GDAfi, sadece bununla kalmamakta, sektördeki tecrübesini, do algaz iflletmecili inin prosedürlerinin ve yönetmeliklerinin oluflturulmas na da yans tmaktad r. Türkiye deki tüm do algaz da t mc lar n n bir çat alt nda toplanmas yla oluflturulan GAZ-B R in kurulufl aflamas nda da çok büyük emekleri olan flirketimiz, sorumluluklar n n s n r n Türkiye nin s n rlar yla eflde er tuttu unu bir kez daha kan tlam flt r. Öncelikle, birinci aç l m olarak, sempozyumumuzun Avrupa Birli i-türkiye de Mesleki E itim ve Ö retimi Güçlendirme Projesi yani k saca MEGEP in de katk lar yla birlikte uluslararas bir kimlik kazanmas bizim için önemlidir. Türkiye nin Avrupa Birli i ne girifl sürecinde di er ülkelerde do algaz iflletmecili inin hangi koflullarda yap ld n, ne gibi teknolojilerin kullan ld n bu sempozyumda dinleme f rsat n bulaca z. Bununla birlikte ülkemizle di er ülkelerin do algaz iflletmecili i konusunda bir mukayesesini yapma imkan n da elde etmifl olaca z. Do algaz iflletmecili inin uluslararas bir bak fl aç s yla ele al nmas sektör çal flanlar n n, yani bizlerin ufkunu açacakt r. kinci aç l m olarak da, Türkiye de h zla yayg nlaflan do algaz n boru hatlar ndan evlerimizin içine kadar iletim sürecinde uygulanan yönetmelikler ve flartnameler, yeni kurulan do algaz flirketlerindeki personelin almas gerekli olan e itimler, do algaz iflletmecili inin olmazsa olmaz konumundaki teknik emniyet konusundaki geliflmeler ve yaflanan tecrübeler bu sempozyumda paylafl lacak. Öte yandan, iki gün boyunca sürecek olan bu sempozyum bilgileri, konuflmalar, tart flmalar, sorular ve cevaplar bir kitap haline getirilecek ve böylece bu alanda sektör için kaynak bir kitaba da sahip olmufl olaca z. Bu sempozyumun benim için de ayr ca bir önemi var. Levent TÜFEKÇ General Manager, GDAfi Dear Minister Metropolitan Mayor of Istanbul Head of Energy Market Regulatory Authority My Deputy Undersecretary Academicians Representatives of non governmental organizations, associations and trade unions, Our distinguished guests and reporters I would like to thank you for coming here to attend the opening ceremony of the 1 st International Symposium on Natural Gas Operations and Vocational Education and Training organized by GDAfi and MEGEP, please accept my welcome, greetings, regards and gratitude. Energy is an indispensable part of human life nowadays. Any given country s energy demand depends on a number of socioeconomic factors including population, level of industrialization and urbanization, and technology. Each new technology and any attempt to make life easier increases the use of energy and therefore the need for energy. The level of energy consumption is being used to indicate the level of development of a country. Furthermore energy efficiency, reliability and cleanliness have also become important criteria. And all these have significant influence on the energy policies and strategies of countries. GDAfi, an organization with the vision of demonstrate quality where ever energy goes has been closely following all such developments. And about natural gas... Natural gas has been fully embraced by Istanbul citizens, for its being affordable, comfortable and reliable. Due to its unique features and in line with the increasing environmentalist concerns natural gas has become integral to the policies of a number of public and private organizations, and now we are feeling the current reflections of this trend. Istanbul is one of major beneficiaries of the environmental friendly aspects of the natural gas. Long gone are the days of air pollution, gas masks and don t go out public announcements and thanks to the investments of GDAfi, now we are living in one of the cleanest metropolitan cities of the world. Clean air is not only important for the living world, but also for the protection of the historical heritage of the towns; but this is something experts and scientists would explain better than me. I think, natural gas which is an integral part of modern life, has also a very significant role to play in building a healthy future, in many respects. 6

Dear Guests, as you are probably already aware, the first natural gas related activities in Turkey started in Istanbul, following the establishment of GDAfi in 1986. Later, in 1988 EGO made natural gas available on a large scale in Ankara, and beginning from 1994 the growth of GDAfi has accelerated. The switch to natural gas continued with the activities of Z- GAZ in zmit, and BOTAfi in Bursa and Eskiflehir. 4646 numbered Natural Gas Markets Law is an important legislative turning point in terms of spread and control of natural gas in Turkey, which led the way to setting up of Energy Markets Regulatory Authority. With this agency a number of natural gas, electricity and oil related legislations have been built. GDAfi which was established 19 years ago and have been serving Istanbul with clean, affordable and reliable fuel, namely natural gas, is the largest natural gas distribution company in Turkey with 2,650,000 customers, 3.5 billion m 3 gas consumption and 9000 kmlong polyethylene plus steel pipelines, (as of January 2005). GDAfi utilizes state of the art technologies through the infrastructure investments financed by themselves. On the other hand, GDAfi, being aware of its responsibilities to the larger community and the active role it plays, has been sharing its 19 years of experience and knowledge via UGETAM (International Gas Training Technology Research Center) with the continuously increasing number of distribution companies in Turkey and in other countries of the region. GDAfi, which always strives for more, also makes use of its experience in the industry during the creation of procedures and legislations regarding natural gas management. Our Company, who has worked hard during the establishment of GAZB R, an umbrella agency for all the natural gas distributors in Turkey, has once more proved that we take our responsibility as a national duty. Honorable guests and participants, I believe, this symposium which is organized at a time when number of cities and towns using or preparing to use natural gas increases, will be particularly important in three respects: First, thanks to the contribution of MEGEP (European Union-Turkey Support Program for Strengthening Vocational Education and Training) the Symposium has an international dimension. Parallel to the ongoing process of Turkey s integration to EU, we will have the opportunity to listen to how other countries manage their natural gas systems and learn what technologies they use and so on. In addition, we will be able to compare our management systems with other countries management systems. Looking at natural gas management systems from an international perspective will open up new horizons for us and those who work in our industry. Secondly, in this symposium we will discuss developments and our experiences regarding legislations and specifications for natural gas transmission systems, from pipelines to our homes, as well as training of personnel at new natural gas companies, and never the less, the sine qua non of natural gas management; the technical safety standards. Therefore, I believe the Symposium will have important implications in terms of legislations and specifications of the industry. 7

Thirdly, as in any symposium, we will enable both local and foreign speakers and audiences to meet each other and discuss the issues relevant for their natural gas companies. We will also document our experience at this two-day symposium to a valuable book for the industry to leverage from, which will contain the information provided, presentations given and all the questions and answers. This symposium also has another significance for me. I find myself very lucky to host this Symposium as the General Manager of GDAfi, which was planned during my Assistant General Manager Days. I am so grateful for that, and I also believe the Symposium will bring new and fruitful development opportunities to the natural gas industry. Now as I finish my words and leave you with my thoughts and feelings, I would especially like to thank to our Energy and Natural Resources Minister honorable Hilmi Güler who has helped us to increase our knowledge by his contributions to the energy sector and policies, it is an honor for us to have him here, and also I give my gratitude to our Mayor Mustafa Kadir Topbafl, PhD. who gave us strength by being here and his support. Do algaz tüketimi 2000 y l na göre spanya, Finlandiya, Danimarka ve Almanya da kuvvetli bir art fl göstermektedir. En büyük do algaz rezervleri ise Rusya ve Ortado u da bulunmaktad r. Bat Avrupa n n do algaz ihtiyac halen Kuzey Denizi nden ve Rusya dan sa lanmaktad r. Petrole göre daha yüksek rezervlere sahip olan do algaz n ayn zamanda çevreyi kirletici etkisi di- er enerji kaynaklar yla mukayese edildi inde daha azd r. Ve özellikle bunun yan nda petrol fiyatlar ndaki art fl do algaz n cazibesini art rmaktad r. Sonuç olarak, Avrupa n n do algaz ihtiyac n karfl lamak üzere Ortado u daki do algaz rezervleri kullan lmaya bafllayacakt r. Burada Türkiye nin önemi ortaya ç kmaktad r. stanbul Büyükflehir Belediyesi nin baflar l bir giriflimiyle kurulan GDAfi firmas n n Gaz de France ile gelifltirdi i iflbirli i sayesinde UGETAM do algaz mesleki e itim merkezi kurulmufltur. UGETAM, Türkiye deki do algaz sektörünün mesleki altyap s n n sa lanmas konusunda oldukça büyük bir önem tafl maktad r. UGETAM n çok önemli bir e itim merkezi oldu unu düflünüyoruz ve bu amaçla Milli E itim Bakanl taraf ndan koordine edilen Mesleki E itimin Güçlendirilmesi Projesi kapsam nda da UGETAM destekliyoruz. UGETAM gibi örnek bir mesleki e itim merkezini, Gaz De France ile iflbirli i yaparak bu ülkeye kazand ran stanbul Büyükflehir Belediyesi ve GDAfi yöneticilerini kutluyoruz. Bu kapsamda benzer birçok kurumu Avrupa Birli i ülkelerindeki özel ve kamu kurumlar yla iflbirli i yapmaya ve ortak projeler gelifltirmeye davet ediyoruz. Avrupa Komisyonu taraf ndan desteklenen mesleki e itimin güçlendirilmesi projesi, Türkiye de desteklenen e itim projelerinden sadece bir tanesi olup bütçesi 51 milyon Euro dur. Bu proje 2002 y l n n Eylül ay nda bafllam fl olup, 2007 nin Eylül ay sonuna kadar da devam edecektir. Avrupa Birli i taraf ndan uygulanan bu programlar, bugüne kadar, daha do rusu, 2007 y l na kadar MEDA ve PHARE projeleri kapsam nda desteklenmektedir.
