The deal was signed in Caracas between PDVSA and Sadra Iran Marine Industrial Company. Ties between the two oil-producing countries have become closer as Venezuelan president Hugo Chávez has sought to build international alliances to counter US economic and political dominance. The two governments have signed many other agreements, including plans for a cement company, an auto parts plant and a project to build 10,000 homes in Venezuela. The two have also agreed to jointly survey and certify heavy crude deposits in Venezuela s Orinoco river belt. The group will also be joined by the Royal Danish Administration of Navigation and Hydrography (RDANH). Intertanko will also be seeking support from its industry partners to support this initiative and participate in the group. The background of this industrygovernment initiative relates to the concerns expressed by the Danish Maritime regarding the difficulties surrounding navigation in Danish waters, particularly in the narrow Baltic straits such as the Great Belt and the Sound. It has requested that a wide range of international shipping associations urge their members to take a pilot when they enter or leave the Baltic Sea, as recommended by IMO resolution MSC.138 (76). However, because resolution MSC.138(76) is a recommendation, it is not possible to enforce pilotage in the region. Nevertheless Intertanko and Intercargo have reviewed this request and have agreed to support the DMA s request. In parallel with this development, Intertanko has developed Danish Strait pilotage clauses - voyage & time charter - and is encouraging their application in the tanker industry in the belief that charterers should share in the responsibility for safe navigation. Intercargo has the same belief and is therefore currently reviewing a similar clause for dry bulk shipping on time charter. Formal terms of reference for the group will be drawn up. The intention is that this group will formulate a two-way process of feedback, review, comment, and action that will primarily be related to responsible safety, communication, and bridge team coordination. It may ultimately include issues such as those associated with any future deregulation of pilotage in the region. The company s nonshipbuilding sales from six other business divisions are expected to reach $6.3 billion. Her bölge belirli bir konuya odaklanacak. ccording to reports, the A International Maritime Organization (IMO) and the nongovernmental industry organization Interferry have signed a Memorandum of Understanding formalizing the two Organizations intent to work together towards enhancing the safety of non-convention ferries by collaborating, through IMO s Integrated Technical Co-operation Programme, on related capacity-building activities within developing countries. The move is part of a continued drive to improve safety in a sector which has seen repeated accidents and loss of life in recent years. Under the agreement, the two Organizations will work closely with interested parties such as Bangladesh, which has been selected as a pilot country for the Organizations work, and which has seen some of the worst ferry disasters, with the aim of identifying potential solutions to increasing ferry safety. The two Organizations have agreed to share certain costs and IMO will seek financial support from governments and multilateral funding organizations. Interferry will reach out to private sector ferry operators and its own members, as well as other international private sector organizations, to inform them of the initiative and seek their support, as well as seeking the assistance of private sector ferry operators in the pilot country itself. The two Organizations will also collaborate on the preparation of materials and documentation to support the operation of a national working group in the pilot country which will seek to involve all stakeholders in improving ferry safety. A working group will select sites, identify the issues to be addressed, highlight the obstacles that need to be overcome and suggest solutions that could be implemented. At this stage, three pilot projects are being anticipated in different parts of Bangladesh, each site selected to focus on a particular issue. A special charitable trust will now be set up to oversee fundraising and the full restoration of the Nomadic. Campaigners had urged the authorities to intervene and rescue the ship which is regarded as a crucial part of the Titanic legacy and Belfast s history. The Nomadic, which was sold for scrap 56 years after the sinking of the Titanic, was later used as a restaurant. The 221- ft. long ferry has been in drydock in Le Havre, northwest France, since April 2002. In 2005, the four bases obtained RMB $4.6 billion worth of contracts and received new orders of 68 ships, or 6.9 million dwt. The four bases are under the China State Shipbuilding Corporation, whose shipbuilding capacity in 2005 surpassed 5 million dwt to be ranked among the top five shipbuilding companies in the world.

As reported the biennial event, which attracted over 1,600 Greek and international exhibitors in 2004, will be held this year at the Hellenikon Exhibition Centre (HEC), at the site of the former Athens Airport, from June 5-9 and is expected to be the biggest in the show's 37-year-long history. The new venue gives an increase of 30% in available exhibitor space, from 23,000 square metres to HEC's total of 30,000 square metres, allowing for additional growth potential and more flexible options for our exhibitors. AB Direktifine Karfl Koalisyon Coalition Against EU Directive enizcilik sektörü örgütlerinden oluflan büyük bir D koalisyon, üye ülkelerin 1 Mart 2007 tarihinden itibaren uygulamak zorunda oldu u Gemi Kaynakl Kirlenme ile ilgili Cezai Müeyyideler hakk nda AB Direktifi nin geçerlili ini test etmeye yönelik dava açt. INTERCARGO ile birlikte IN- TERTANKO, Yunan Denizcilik flbirli i Komitesi, Lloyd s Register ve Uluslararas Gemi Kurtarma Birli i, Direktif in yarg denetiminden geçmesi için Londra Yüksek Mahkemesi ne baflvurdu. Koalisyon bir karar verilmesi için konunun Lüksemburg daki Avrupa Adalet Divan na havale edilmesini istiyor. Sektör koalisyonu Direktif in uluslararas hukukla çeliflmesi nedeniyle AB kanunlar alt nda geçersiz oldu unu iddia ediyor. Denizcilik sektörünün menfaatlerinin genifl bir kesimini temsil eden koalisyon, uygulanmas durumunda Direktif in AB üyesi devletleri 1973 tarihli Denizlerin Gemiler Taraf ndan Kirletilmesinin Önlenmesine Ait Uluslararas Sözleflme (MARPOL) ile 1982 tarihli Birleflmifl Milletler Deniz Hukuku Sözleflmesi (UNCLOS) alt ndaki yükümlülüklerini ihlal eder hale getirece- ini iddia ediyor. Direktif, uluslararas hukuk alt nda herhangi bir yükümlülü ün olmad ar zi kirletme olaylar na yönelik cezai müeyyideler öngörebilir. Koalisyon ayr ca Direktif in ceza mevzuat ile iliflkili olarak yükümlülük testinin yeterince aç k olmamas ve di er birtak m yönlerden hukuki kesinlik prensibini yerine getirmemesi nedeniyle eksik oldu unu da iddia ediyor. Bu dava, uluslararas hukukla çat flan ve koalisyonun görüflüne göre denizcili i global olarak etkin bir flekilde düzenlenmesi görüflüne zarar veren tek tarafl bir bölgesel mevzuat n geçerlili ini test etme amac na yönelik olarak aç ld. broad coalition of shipping A industry organisations has brought legal proceedings to test the validity of the EU Directive on Criminal Sanctions for Ship-Source Pollution, which member states are required to implement by 1 March 2007. INTERTANKO, together with INTERCARGO, the Greek Shipping Cooperation Committee, Lloyd s Register and the International Salvage Union have applied to the High Court in London for judicial review of the Directive, and they are asking it to refer the matter to the European Court of Justice in Luxembourg for a ruling. The industry coalition contends that under EU law the Directive is invalid on the grounds that it conflicts with international law. Representing a broad crosssection of shipping industry interests, the coalition contends that the Directive, if implemented, would put EU member states in breach of their treaty law obligations under the International Convention on the Prevention of Pollution from ships 1973 (MARPOL) and the United Nations Convention on the Law of the Sea 1982 (UNCLOS). The Directive would result in criminal sanctions for accidental pollution in cases where liability is excluded by international law. The coalition also maintains that the Directive is flawed because its test of liability is not sufficiently clear for penal legislation, and because it fails in various other respects to satisfy the Community principle of legal certainty. The proceedings bring before the courts concerns which industry bodies and other observers have voiced since the first draft of the Directive was Stephen Van Dyck, Chairman, INTERTANKO published in 2003, and which have been shared (among others) by the eminent international jurist Dr. Thomas Mensah, a former presiding judge of the International Tribunal on the Law of the Sea. In statements filed with the application the coalition stresses that it is fully committed to safe transport, cleaner seas, and effective measures to achieve further improvements in the prevention of pollution from ships. However the coalition is clear that the Directive will not contribute to these objectives but will have a counter-productive effect, notably on the retention and recruitment of quality crews, and on the roles of classification societies, salvors and others concerned with ship safety and protection of the environment. The coalition is convinced that the supremacy of international law is vital to the effective regulation of shipping. It supports global regulation under the auspices of the International Maritime Organisation, which has 166 member states including all EU member states. This action has been brought to test the validity of unilateral regional legislation which is in conflict with international law and, in the coalition s view, threatens toundermine effective global regulation of shipping.
