2012 den Satýr Baþlarý Highlights from 2012 03 2012 yýlýnda YASED gündeminde öne çýkan belli baþlý konular þöyle: Üyelerimizin hem þirket olarak hedeflerine ne ölçüde ulaþtýklarýna dair, hem de makro ekonomiye iliþkin tahminlerine yönelik sorular içeren Barometre Anketi, 2012 yýlýnda iki kez düzenlenmiþ ve sonuçlarý 9 Þubat ve 31 Temmuz tarihlerinde kamuoyuna açýklanmýþtýr. Dýþ Ýliþkiler ve Avrupa Birliði Çalýþma Grubu, 2012 yýlý Ýlerleme Raporu için YASED Pozisyonu'nu oluþturmuþ ve Avrupa Komisyonu'na iletmiþtir. Dýþ Ýliþkiler ve AB Çalýþma Grubu'nun koordinasyonunda 14 ülkenin misyonlarýna, büyükelçilik ve konsolosluk seviyesinde ziyaret gerçekleþtirilmiþtir. Hukuk Grubu, 2012'de yürürlüðe giren yeni Türk Ticaret Kanunu, Borçlar Kanunu ve yeni Anayasa hakkýnda ilgili üyelerimizin aktif katýlýmýyla çeþitli toplantýlar düzenlemiþ, oluþturulan detaylý görüþ ve öneriler ilgili Bakanlýklarla paylaþýlmýþtýr. Koza Sosyal Sorumluluk Projesi, 2012 yýlýnda da baþarýyla devam ettirilmiþ ve projeye dâhil olan üye þirketler tarafýndan oluþturulan alt gruplarýn çalýþmalarý sonucunda 150 öðrenciye Temmuz ayýnda 1 ay süreyle üye þirketlerde staj olanaðý saðlanmýþtýr. Ekonomi Bakaný Sayýn Zafer Çaðlayan ve beraberindeki heyetin onur konuðu olduðu YASED 2012 yýlý Genel Üye Toplantýsý, 3 Temmuz tarihinde geniþ bir katýlýmla yapýlmýþtýr. Birleþmiþ Milletler Ticaret ve Kalkýnma Örgütü (UNCTAD) tarafýndan yayýnlanan 2012 Dünya Yatýrým Raporu, 5 Temmuz'da, dünya ile eþzamanlý olarak YASED tarafýndan münhasýran kamuoyuna duyurulmuþtur. Haziran 2012-Haziran 2013 dönemi eylem planlarýnýn belirlenmesi için YOÝKK Teknik Komiteleri toplantýlarýna katýlým saðlanmýþtýr. Söz konusu eylem planý maddeleri 2 Aðustos'ta Ekonomi Bakaný Zafer Çaðlayan baþkanlýðýnda yapýlan YOÝKK toplantýsýyla resmiyet kazanarak kamuoyuna açýklanmýþtýr. Türkiye'deki Ar-Ge ortamýný uluslararasý firmalarýn tercih edecekleri seviyeye getirmek amacýyla, YOÝKK Eylem Planý'na, 'Uluslararasý yatýrýmcýlarýn Ar-Ge yatýrýmlarýný Türkiye'ye çekmek için gereksinimlerin belirlenmesi' maddesi, YASED'in önerisiyle eklenmiþtir. YASED Ar-Ge Çalýþma Grubu'nun bu inisiyatifiyle, söz konusu maddeyle ilgili bir çalýþma baþlatýlmýþtýr. Üye þirketlerimizin CEO'larý ile seçilecek farklý konular üzerine görüþ alýþveriþi yapmak ve sorunlara çözüm önerilerini oluþturmak amacýyla yapýlan CEO Toplantýlarý'na; Nisan ayýnda Bilgi Ýþlem Teknolojileri, Eylül'de "Yeni Türk Ticaret Kanunu'nun (TTK) üye þirketler ve ortaklarý ile yöneticileri açýsýndan etkileri"; Aralýk'ta ise "Türkiye'de Yatýrým Cazibesi Artýþý Ýçin Yapýlabilecekler ve Yeni Teþvik Sistemi, Neler Bekliyoruz?" baþlýklarýyla devam edilmiþtir. Bilgi ve Ýletiþim Teknolojileri Çalýþma Grubu, sektörün ekonomik ve sosyal kalkýnmaya etkisine iliþkin farkýndalýðý artýrmak ve 2023 hedeflerine ulaþmak için ele alýnmasý gerekli önemli konulara dikkat çekmek üzere '2023 Hedefleri Yolunda Bilgi ve Ýletiþim Teknolojileri Sektörü' baþlýklý bir rapor hazýrlamýþtýr. 16 Ekim tarihinde Ekonomik Araþtýrmalar ve Politikalar, Vergi ve Teþvikler, Dýþ Ticaret ve Gümrükler ile Kamu Ýliþkileri Çalýþma gruplarý üyeleri için, Ekonomi Bakaný Danýþmaný Emrah Akýn'ýn Yeni Teþvik Sistemi ve GÝTES (Girdi Tedarik Stratejisi) konulu bir toplantý düzenlenmiþtir. Saðlýða Eriþim Çalýþma Grubu, Türkiye'de Saðlýk Sistemi'nin tüm bileþenleriyle (Ýlaç, saðlýk sunucularý, saðlýk sigortasý ve týbbi cihaz) güncel durumunu ortaya koyan "Türkiye Saðlýk Sektörü Raporu: Sürdürülebilir ve Kaliteli bir Saðlýk Sektörü için Genel Bakýþ ve Potansiyel Ýyileþtirme Alanlarý" konulu raporu hazýrlayarak, bir konferansla kamuoyuna açýklamýþtýr. Featured topics on YASED's agenda in 2012 are: The Barometer Survey, which not only includes questions about our members' projected and actual realized company goals and macroeconomic projections but also up-to-date and specific questions related to the period, was held twice in 2012; with the results being shared with the public on Febuary 9 and July 31, respectively. The Foreign Relations and EU Working Group prepared YASED's Position on the 2012 Progress Report, and forwarded it to the European Commission. The Foreign Relations and the EU Working Group arranged embassy and consulate visits to 14 different missions. The Law Working Group held various meetings with members to discuss the new Turkish Commercial Code and Code of Obligations that came into effect in 2012; detailed feedback and suggestions were then forwarded to the related ministries. The Koza Social Responsibility Project succesfully continued in 2012, providing 150 students with internship positions for the duration of July thanks to the efforts of the sub-groups, which were made up from member companies participating at the project. YASED's 2012 Members' Meeting was held on July 3 and attracted a large turnout. Guest of honor was Zafer Çaðlayan, Minister of Economy, and his entourage. YASED published the United Nations Conference on Trade and Development's (UNCTAD) World Investment Report for 2012 concurrently with the rest of the world on July 5. YASED participated at the CCIIE Technical Committees meetings held to draft action plans for the June 2012 - June 2013 period. The articles of the action plan became official and made public during the CCIIE meeting held on August 2 and presided by Zafer Çaðlayan, Minister of Economy. Upon YASED's suggestion, the article "Defining the requirements to attract R&D investments of international investors to Turkey" was included in the CCIIE Action Plan; to improve Turkey's R&D climate and to attract international companies. With this initiative, YASED R&D Working Group's started working on a report as part of the before mentioned article. CEO Meetings, attended by CEOs of member companies and held to discuss various topics and create solution suggestions, continued with the September 26 dated "The Impacts of the New Turkish Commercial Code (TCC) on Companies, Their Shareholders and Managers" and the December 13 dated "Possible Steps to improve Turkey's Investment Climate and the New Incentive System, what do we look for?" meetings. The Information and Communication Technologies Working Group drafted a "Information and Communication Technologies on the Road 2023" titled report to highlight the Information and Communication Technologies industry's effect on economic and social development; while also addressing important issues necessary to reach the 2023 goals. Members of the Economic Research and Policy, Taxes and Incentives, Foreign Trade and Customs, and Government Relations Working Groups held a "The New Incentive System and Input Supply Strategy (GITES)" titled meeting, on October 16. Access to Health Working Group published its "Turkey Life Science and Health Care: Overview and Possible Improvement Areas for a Sustainable, Quality Oriented Health Industry" titled report that offers an up-to-date overview of the industry and its related subindustries (pharmaceuticals, health service providers, health insurance and medical devices).

06 YASED Hakkýnda About YASED ULUSLARARASI YATIRIMCILAR DERNEÐÝ (YASED) HAKKINDA Uluslararasý Yatýrýmcýlar Derneði (YASED), 1980 yýlýnda kurulmuþ; üyeleri, Türkiye'de faaliyet gösteren uluslararasý þirketler olan, kar amacý gütmeyen bir kuruluþtur. Derneðimiz, Türkiye'deki uluslararasý doðrudan yatýrýmcýlarýn en önemli temsilcisi olup; üyelerimiz ortak bir vizyonu paylaþmakta ve daha iyi bir yatýrým ortamý için proaktif olarak çalýþmaktadýrlar. Vizyonumuz Cumhuriyet in 100. yýlýnda, Türkiye'nin Dünyanýn ilk 10 ekonomisi arasýna yükselme hedefinin gerçekleþmesini, yüksek katma deðer yaratarak destekleyen bir kuruluþ olmaktýr. Being the most important representative of the international direct investments in Turkey, YASED members share a common vision and work proactively to promote a better business environment. Our Vision To be contributing to Turkey's goal of "Being Among the Top 10 Economies of the World" on its the 100 th Anniversary of the Republic by value added contribution. One of our association's highest priorities is lobbying in support of initiatives aimed to harmonize Turkish legislation and business practices with international norms, and improve ethical values and corporate governance principles. We plan to create a synergy to achieve our goals. We believe that merely agreeing on problems or their definitions is nearly not enough to solve them. Our goal is to determinedly provide coordinated and proactive solutions for contributing to all legislative reforms aimed at improving the investment climate. We believe that YASED's firm standing and its long and succesfull past will help it continue to be a driving force behind its bid to improve Turkey's investment climate. The determination and vision of its members have shaped YASED to become an institution that actively supports Turkey's membership talks with the EU and that acts as the voice of international investors in Turkey. Yönetim Kurulu Mesajý Message from the Board of Directors 07 Deðerli Üyelerimiz ve Saygýdeðer Paydaþlarýmýz, Ülkemizde uluslararasý doðrudan yatýrýmlarýn en önemli temsilcisi olarak, 32 yýllýk köklü bir geçmiþin birikimi olan zengin bilgi, deneyim ve paydaþ aðýmýzla; Türkiye'nin, dünyadaki 'en iyi yatýrým ortamýna sahip ülke' konumuna getirilmesine yönelik misyonumuz doðrultusunda çalýþmalarýmýzý aralýksýz sürdürmekteyiz. Cumhuriyet in 100. yýlýnda, Türkiye'nin 'Dünyanýn ilk 10 ekonomisi arasýna yükselme' hedefinin gerçekleþmesi doðrultusunda çalýþmaktayýz. Bu hedeflere ulaþmak için oluþturulacak sinerjiye katký yapmak ve yatýrým ortamýnýn iyileþtirilmesi konusunda hayata geçirilecek tüm yapýsal reformlarý desteklemek amacýyla kararlý, koordine ve proaktif çabalar için çözüm önerileri sunmaktayýz. Üyelerimizin güncel sorunlarýný masaya yatýrýp bilgi ve deneyimlerini paylaþtýklarý bu çalýþma gruplarý, gündemlerini kamuya taþýmak konusunda üzerlerine düþen görevi yerine getirmektedirler. Geleceðin Türkiye'sinde büyük önem taþýyan 'Bilgi ve Ýletiþim Teknolojileri' ile 'Saðlýk' sektörlerinde üyelerimizden gelen önemli görüþ ve yorumlardan hareketle; her iki alanda faaliyet gösteren Çalýþma Gruplarýmýz, yayýnladýklarý ve baþta kamu olmak üzere tüm paydaþlarýmýz nezdinde lansmanýný yaptýklarý iki önemli raporla kamuoyunun dikkatini sektörlerin 2023 hedeflerine, sorunlarýna ve çözümlerine yönelik önerdiðimiz aksiyon planlarýna çekmeyi baþarmýþtýr. YASED, gündemindeki konulara iliþkin kamuoyunun farkýndalýðýný artýrmaya ve doðrudan yabancý yatýrýmlarýn imajýný Türkiye'deki tüm paydaþlar nezdinde iyileþtirmeye kararlýdýr. Türkiye'de yürürlükte olan mevzuatýn ve iþ yaþamýndaki uygulamalarýn uluslararasý standartlarla uyumu için yapýlacak ve etik deðerlerle kurumsal yönetiþim ilkelerini geliþtirmeye kararlý giriþimleri destekleyecek stratejik iletiþim çalýþmalarý, YASED'in en önemli öncelikleri arasýndadýr. Bu doðrultuda 2012 yýlýnda da paydaþlarla iletiþimi geliþtirmeye ve artýrmaya büyük önem verilmiþtir. Yönetim Kurulumuz 2012 yýlýnda da Hükümet üyeleri ve bürokratlar nezdinde temaslarda bulunmuþ; çalýþma gruplarýmýzýn faaliyetleri çerçevesinde ilgili tüm kurum ve kuruluþlarla baðlantýya geçilerek, sorunlarýmýz ve çözüm önerilerimizin dile getirilebildiði önemli platformlar yaratýlmýþtýr. Bakan ve üst düzey bürokrat ziyaretlerinde görüþ ve önerilerimizi ilk aðýzdan ifade etme ve yine ilk aðýzdan cevaplarý alma fýrsatý yakalanmýþtýr. Bu temaslarýn yaný sýra Meclis'te ilgili komisyon toplantýlarýna katýlan çalýþma gruplarýmýzýn temsilcileri, mevzuat deðiþikliklerinde uluslararasý yatýrýmcýlarýn deneyimleri ve beklentileri doðrultusundaki önerilerin de dahil edilmesini saðlamak üzere proaktif yaklaþým sergilemiþlerdir. Her yýl tüm üyelerimize yönelik olarak düzenlediðimiz Üye Toplantýmýza 2012 yýlýnda Ekonomi Bakaný Sayýn Zafer Çaðlayan Onur Konuðu olmuþtur. Üyelerimiz, Yeni Teþvik Sistemi'ni anlatan Sayýn Bakan ve heyeti ile görüþ ve sorularýný birebir paylaþma imkaný bulmuþtur. Dear Members and Stakeholders, Being the most important representative of direct foreign investors in Turkey we continue to pursue our mission of turning Turkey into "the best investment climate of the world" by using our extensive knowledge, deep-rooted expertise, and comprehensive network that dates back 32 years. We are constantly striving to contribute to Turkey's goal of "Being Among the Top 10 Economies of the World" on the 100 th Anniversary of the Republic. We determinedly provide coordinated and proactive solutions to contribute to the synergy necessary to reach these goals and to support all legislative reforms for improving the investment climate. YASED will continue to be a driving force behind its bid to improve Turkey's investment climate, just as it did before. We aim to act as a platform that provides new solutions to business issues as seen from the perspective of international investors. As part of this, we especially pay attention to our working groups that provide important opportunities for exchanging information among our members. In 2012 the working groups were restructured to provide a more active working environment. As a result some were merged while three new ones emerged: The Logistics and Transportation Working Group, the Food-Agriculture Working Group, and the Insurance and Private Pension Working Group. As a result, the total numbers of Working Groups reached 18. These groups provide our members with an environment to evaulate their problems and share their experiences, while taking the necessary steps to raise public awareness regarding their agendas. Thanks to important feedback from our members our Information and Communication Technologies and Access to Health Working Groups drafted two important reports that were shared with both our members and the public. The reports succeeded in raising awareness for the necessary solutions to the problems these two industries, which play a vital role for Turkey's 2023 vision. YASED is dedicated to raise public awareness regarding its agenda and improve the perception of foreign direct investments in light of all stakeholders from Turkey. One of our association's highest priorities is supporting strategic communication initiatives aimed to harmonize Turkish legislation and business practices with international norms, and to improve ethical values and corporate governance principles. As such, improving and increasing communication opportunities with stakeholders was especially emphasized in 2012. During 2012 our Board of Directors continued to meet with Government officials and bureacrats; while our Working Groups contacted all necessary institutions and created important opportunities for expressing our problems and suggested solutions. Our visits to ministers and executive officials made it possible to firsthand share our views and suggestions while receving inmediate feedback. Our workings group representatives also attended the Parliament's related commission meetings to proactively ensure that suggestions based on international investors' expectations and experiences were included during the related legislative changes. Our annual Member Meeting for 2012 was attended by Mr. Zafer Çaðlayan, Minister of Economy, who gave a presentation about the new Incentive System. Our members had the opportunity to share their views and relate their problems directly to the minister and his entourage.

08 YASED, yatýrým ortamýnýn iyileþtirilmesi konusunda etkin bir platform olarak gördüðü Yatýrým Ortamýný Ýyileþtirme Koordinasyon Kurulu (YOÝKK) nezdinde aktif olarak faaliyet göstermeye devam etmiþtir. YOÝKK Ar-Ge Teknik Komitesi'nin bir eylem maddesi olarak önerimizle hayata geçen ve YASED olarak sorumluluðunu üstlendiðimiz yeni raporun konusu, 'Uluslararasý yatýrýmcýlarýn Ar-Ge yatýrýmlarýný Türkiye'ye çekmek için gereksinimlerinin belirlenmesi' olarak seçilmiþtir. Bu doðrultuda Ar-Ge Çalýþma Grubumuz çalýþmalarýný baþlatmýþ olup, global Ar-Ge yatýrýmlarý belirli bir miktarýn üzerindeki üye þirketlerimizin CEO'larý ile birebir görüþmeler yapýlarak, somut önerileri alýnmaktadýr. Yeni raporumuz, YOÝKK platformunda tüm bakanlýklarla, ayrýca ilgili kamu kurum ve kuruluþlarýyla ve kamuoyuyla 2013 yýlý içinde paylaþýlacaktýr. Dýþ Ýliþkiler ve AB Çalýþma Grubumuz ise YASED'in diðer ilgili çalýþma gruplarýnýn katkýlarýný koordine etmeyi sürdürerek, 2012 Yýlý Ýlerleme Raporu için YASED Pozisyonu'nu oluþturmuþ ve Avrupa Komisyonu'na iletmiþtir. Üyelerle iliþkileri geliþtirmeye verdiðimiz büyük önem kapsamýnda gerçekleþtirdiðimiz Barometre Anketi 2012 yýlýnda da iki kez yapýlmýþ; üyelerimizin þirket bazýnda hedef ve performanslarý, yatýrým yapma eðilimleri, makro ekonomiye iliþkin beklentileri ve yatýrým ortamýna iliþkin karþýlaþtýrmalý deðerlendirmeleri alýnarak kamuoyuyla paylaþýlmýþtýr. Üye þirketlerimizin CEO'larý ile farklý konular üzerine görüþ alýþveriþi yapmak ve sorunlara çözüm önerilerini oluþturmak amacýyla 2011 yýlýnda baþlattýðýmýz kahvaltý toplantýlarýna bu yýl da devam edilmiþtir. 2012 yýlýnda Bilgi ve Ýletiþim Teknolojileri Sektörü (BÝT) ve FATÝH Projesi, Yeni Türk Ticaret Kanunu ve Yeni Teþvik Sistemi ve uluslararasý yatýrýmcýlarýmýzýn daha fazla yatýrým yapmak için gereksinimleri, konularýnýn ele alýndýðý bu toplantýlarýn, önümüzdeki yýl da farklý gündem baþlýklarý ile sürdürülmesi planlanmaktadýr. Uluslararasý Doðrudan Yatýrýmlar a iliþkin güncel verilerin paydaþlar ve kamuoyunun bilgisine sunulmasýna 2012 yýlýnda da devam edilmiþtir. UNCTAD'ýn Dünya Yatýrým Raporu tüm dünyayla eþ zamanlý olarak Türkiye'de de açýklanmýþtýr. Ülkemizin ve iþ dünyasýnýn geleceði olan üniversite öðrencilerine kendini keþfetme ve geliþtirme fýrsatý sunduðumuz Koza Projesi, 2012 yýlýnda büyük bir baþarýyla sürdürülmüþtür. Bu yýl 150 öðrenciye daha üye þirketlerde 1 ay süreyle staj olanaðý saðlanmýþ, projenin baþladýðý 2009 yýlýndan bugüne yararlanan öðrenci sayýsý 500'ü aþmýþtýr. Öte yandan YASED 30 yeni üyenin aramýza katýlýmýyla daha da güçlenmiþ, sektörel çeþitliliðimiz de artýþ göstermiþtir. YASED continued to actively partake at the Coordination Council for the Improvement of the Investment Environment (CCIIE), which it sees an effective platform for improving the investment climate. Initially realized as an activity of the CCIIE's R&D Technical Committee but based on our suggestion, the new report was adopted by YASED and named "Defining the requirements to attract R&D investments of international investors to Turkey." As part of this, our R&D Working Group began its activities and started direct talks with CEOs of companies whose global R&D investments are above a certain treshold, to obtain concrete suggestions. Our new report will be presented by the CCIIE to all ministries, all related public institutions, and the general public in the year 2013. The Foreign Relations and EU Working Group on the other hand continued to coordinate the contributions of other YASED working groups for YASED's Position on the 2012 Progress Report, and forwarded the latter to the European Commission. It has been observed that the majority of topics and positions forwarded by YASED were acknowledged in the 2012 Progress Report and that the reports main agenda topics were nearly identical with the YASED Position Paper. Another new activity started in 2012 were luncheons between members and foreign missions, coordinated by our Foreign Relations and the EU Working Group. Countries who play an important role in Turkey's investment climate and trade relations were pinpointed and 14 visits to their embassies and general consulates were made. This was followed by luncheons with the Japanese Consul General, Consul General of the USA, French Ambassador and British Ambassador, respectively. Such consultive meetings held between our members and ambassadors/general consulates will continue with other countries' missions throughout 2013. The Barometer Survey, which we consider as an important mean to improve member relations, was again held two times in 2012; the comparative evaluations of our member companies' goals and performances, investment tendencies, macro-economic expectations and their view on the investment climate were collected and shared with the public. YASED's breakfast meetings between CEOs of member companies, started in 2011 to discuss various topics and create solution suggestions, continued this year as well. The CEO Meetings held in 2012 dealt with the Information and Communications Technology (ICT) Industry, the FATIH Project, the new Incentive System, and the prerequisites deemed necssesary for our international investors to invest more into Turkey. Other such meetings with different agenda topics are planned to be held during the next year as well. In 2012, up-to-date data regarding foreign direct investments continued to be shared with members and the general public. The United Nations Conference on Trade and Development's (UNCTAD) World Investment Report was concurrently announced with the rest of the world. Our Koza Project, aimed to provide university students with the means to discover their potential and improve themselves, continued throughout 2012 with great success. This year saw another 150 students attend 1-month internships at member companies, making the total students who participated in the project since 2009 exceed 500. On the other hand, YASED's industry wide diversity grew stronger with the addition of 30 new members.

09 Deðerli Üyelerimiz ve Paydaþlarýmýz, Türkiye'nin yatýrým yeri olarak cazibesinin artýrýlmasý ve uluslararasý yatýrýmcýlar nezdindeki algýsýnýn olumlu yönde geliþtirilmesi amacýyla yürütülen çalýþmalarýn meyveleri, uluslararasý arenada kaydedilen deðerlendirme sonuçlarýyla alýnmaya baþlanmýþtýr. Uluslararasý danýþmanlýk kuruluþu A.T. Kearney tarafýndan yayýmlanan Doðrudan Yabancý Yatýrýmlar Güven Endeksi'nde (2012) Türkiye, 10 basamak ilerleme kaydederek 13. sýraya yükselmiþtir. 2012 yýlýnda artan kredi notunun da olumlu etkisiyle Türkiye için Uluslararasý Doðrudan Yatýrým çekmek açýsýndan bir fýrsat penceresi açýlmýþtýr. Yeni Teþvik Sistemi'nin öngördüðü süreler dahilinde alýnabilecek yatýrým kararlarý sayesinde önümüzdeki yýl yeni yatýrýmlar öngörülmektedir. Bu açýdan Türkiye'nin, son dönemde yakaladýðý politik istikrar ve mali sektörün güçlü pozisyonunu korumasý ve potansiyel doðrudan yatýrýmcý ilgisini en iyi þekilde deðerlendirmesi önem taþýmaktadýr. Bu doðrultuda, 'uluslararasý standartlarla uyumlu yatýrým ortamýnýn iyileþtirilmesi' birincil önceliðimiz kapsamýnda; hukuk güvenliði, vergi ve teþvikler, istihdam ve eðitim, fikri ve sýnaî mülkiyet haklarýyla Ar-Ge ve teknoloji kullanýmý gibi uluslararasý sermayenin çok hassas olduðu konulardaki eksikliklerin giderilmesi ve sorunlarýn çözüme kavuþturulmasý için yürütülen çalýþmalara katký ve desteðimizi sürdürmekte kararlýyýz. Turkey climbed 10 steps to reach 13 th position on the Foreign Direct Investment Confidence Index (2012), conducted by the international consultancy company A.T. Kearney. A window of opportunity for foreign direct investments opened for Turkey, thanks in parts to its improved credit rating for 2012. New possible investments are predicted for the next year, made possible by taking investment decisions during the duration as set by the new Incentive System. It is important that Turkey continues to consolidate its political stability and its strong fiscal position it has obtained during the last period; to efficiently make use of potential foreign direct opportunities. As part of our priority to "improve the investment climate in line with international standards," we continue to dedicate our support to activities aimed to resolve delicate issues deemed as vital by internationl investors: Like legal assurance, taxes and incentives, employment and training, intellectual and property rights, use of R&D and technology. A radical change occured in FDI inflows to Turkey especially after 2005. FDI inflows, which have been around $ 1-2 billion until 2005, have increased significantly after the start of Turkey's EU accession process. FDI inflows, which peaked at $ 22 billion in 2007, have decreased slightly due to the global economic crisis. However, in 2011 FDI inflows rose by 78% to $ 16 billion compared to the previous year.

Within services; financial services, retail, and construction have respectively been the main sectors receiving highest FDI inflows. When we look at FDI inflows to Turkey on regional basis in 2007-2012 period, we see that European countries are the main source accounted for the 76% of inflows. Following European countries; the Asian continent, including Middle East and Gulf countries, and America have respectively generated 12.6% and 11.4% of FDI inflows to Turkey. Main source countries of FDI to Turkey have been the Netherlands, USA, Austria, Luxembourg, and United Kingdom.

Hukuk Güvenliði Yasal düzenlemelerde öngörülebilirliðin garanti altýna alýnmasý, kurallarýn þirketlerin sorumluluklarý, haklarý ve uygulamalarýn sonuçlarý konusunda tereddüt etmelerine yer býrakmayacak netlikte olmasý yatýrýmcýlar açýsýndan önemlidir. Kurallarýn açýk ve anlaþýlýr, uygulamada ayrýmcýlýða yol açmayacak, gerek yatýrýmcýlar gerekse uygulamacý birimlerce yoruma mahal býrakýlmaksýzýn ortaya konmasý ve kanunda yer verildiði açýklýkta hayata geçirilmesi anlamýnda þeffaflýðýn saðlanmasýnýn gerekliliðine inanýyoruz. Ýstihdam ve Eðitim Ýstihdam üzerindeki prim ve vergi yüklerinin azaltýlmasý ve yatýrýmcýnýn ihtiyaç duyduðu kalifiye iþgücünün yetiþtirilmesi için yabancý dil ve mesleki eðitim ihtiyacýnýn göz önünde bulundurulmasý, Türkiye'nin uluslararasý yatýrýmlar (özellikle yüksek teknolojili ve katma deðerli yeni yatýrýmlar) için avantajlý durumunun artýrýlmasý için gereken önceliklerindendir. Küresel rekabette, iþgücünün niceliksel avantajýndan önce niteliksel avantajýnýn geliþtirilmesi önceliklidir. d. Fikri ve Sýnai Mülkiyet Haklarý Uluslararasý standartlar benimsenmeden uluslararasý entegrasyon mümkün deðildir. Fikri ve sýnai mülkiyet haklarýndaki ihlaller, Türkiye'nin itibarýný çok ciddi ölçüde zedelemekte, haksýz rekabete neden olmaktadýr. Mevzuat ve özellikle uygulamada uluslararasý standartlarýn benimsenmesi hedeflerden biri haline gelmelidir. Mevcut durumda halen sorun yaþanýlan marka, patent, telif hakký ihlalleri ile sahte ve kaçak ticari mallara karþý mücadele konularýnda ivedilikle gerekli önlemlerin alýnmasý ve çözüm fýrsatlarýnýn yaratýlmasý gerekmektedir. Hukuk reformunun gerçekleþtirilmesi bu haklarýn korunmasý açýsýndan son derece önemlidir. Uluslararasý yatýrýmlarýn ülkemize güvenle çekilmesi için, marka ve patent ihlallerinin önlenmesi yönünde gerekli olan caydýrýcýlýk mekanizmalarýnýn ve bunu saðlayacak yeni kanun çalýþmalarýnýn hýzla hayata geçirilmesi gerekmektedir. e. Ar-Ge ve Teknoloji Kullanýmý Küresel rekabet ortamýnda ülkelerin Ar-Ge çekim merkezleri olarak tercih edilmesindeki etkenlerin baþýnda verilen teþvikler gelmektedir. Ar-Ge teþviklerine bütçeden ayrýlan payýn yapýlan yasal düzenlemelerle son yýllarda artýrýlmýþ olmasý, teþviklerin sürdürülmesi ve yaygýnlaþtýrýlmasý; Türkiye'nin Ar-Ge kapasitesinin geliþmesi ve bu alana yönelik yüksek katma deðerli yatýrýmlarýn çekilebilmesi için son derece önemlidir. 1. Improvement of the Investment Climate in line with International Standards a. Legal Assurance Assuring predictability in legal regulations and clarification of rules in such a way as not to leave companies in doubt about their rights, obligations, and the implementative results is important for investors. We believe it is essential to set the rules in a way that they are clear and understandable; that their content excludes antyhing that would require subjective interpretations leading to discriminative implementations by the executive bodies; and that they guarantee transparency as laid down clearly by the law. Legislative amendments should include the necessary communication and feedback procedures to prevent violation of the related parties' rights and exclude retroactive applications, so increasing the legal assurance for investors. Investors have longterm interests and should be able to grasp and be comfortable with the rules of the environment they are going to operate in. b. Taxes and Incentives We believe that switching to an efficient and competitive tax and incentive system is a key standard for attracting foreign direct investments. Steps for transforming the current tax system into a fair, simple transparent and understandable one will be welcomed from both foreign and domestic investors alike as a measure against informal economy. Streamlining the tax system and developing incentive mechanisms for attracting value-added foreign direct investments are key elements of this undertaking and will eventually increase our country's capital, employment rate, and know-how level. c. Employment and Education Lowering employment taxes and premiums, evaluating foreign language and vocational training needs for training a qualified workforce required by investors are priorities for strengthening Turkey's position on the global, foreign direct (and particularly green field) investment arena. The qualitative development of a workforce -before its quantative development- is a priority on the global arena. d. Intellectual and Industrial Property Rights Internation integration is not possible unless international standards are adopted. Infringement of intellectual and industrial property rights considerably damage Turkey's prestige and cause unfair competition. Adoption of international standards regarding laws and regulations, and especially their implementation, should be set as a priority target. It is essential take swift measures against current problems like patent and copyright violations, trademark infringements, and counterfeited and smuggled goods. A succesfull juidicial reform is vital for ensuring such rights. Securely attracting foreign investments to our country necessitates the swift adoption of legislative steps, which would implement necessary deterrent procedures for preventing brand and patent infringments. e. Use of R&D and Technology On the global market incentives play a key role for the preferrence of countries as R&D hubs. Recent years' budget increase for R&D incentives through legislative steps, and their ongoing and wide spread use play a key role for the development of Turkey's R&D capacity, and for attracting value-added investments.

Olaðan Genel Kurulu'nu, 28 Þubat 2012 Salý günü The Marmara Esma Sultan'da gerçekleþtirdi. YASED Yönetim Kurulu Baþkaný Ýzzet Karaca, Onur konuðu Ekonomi Bakaný Zafer Çaðlayan'a, YASED üyelerine ve Genel Kurul'a katýlan tüm konuklara teþekkürlerini sunduðu bir açýlýþ konuþmasý yaptý. Ýzzet Karaca, Türkiye'ye katma deðeri yüksek yatýrýmlarýn ve sermayenin çekilmesi, yerlileþtirmenin desteklenmesi ve istihdamýn artýrýlmasý yönünde vergi ve teþvik enstrümanlarýnýn iyileþtirilmesi ve etkinleþtirilmesinin önemini vurgularken, "YASED olarak, yeni vizyonumuz olan, Cumhuriyetin 100. yýlýnda, Türkiye'nin "Dünyanýn Ýlk 10 Ekonomisi Arasýna Yükselme" hedefinin gerçekleþmesini, yüksek katma deðer yaratarak destekleyen bir kuruluþ olmak ve Türkiye'nin, Dünyadaki "en iyi yatýrým ortamýna sahip ülke" konumuna getirilmesine katkýda bulunmak olan yeni misyonumuz doðrultusunda, çalýþmalarýmýzý kararlýlýk ve heyecan ile sürdürmeye devam edeceðiz" dedi. The General Assembly Meeting was held on Tuesday, February 28, 2012 at The Marmara Esma Sultan. YASED Chairman Izzet Karaca addressed the audience composed of YASED members and guests, thanking them for their presence at the assembly meeting whose guest of honor was Mr. Zafer Çaðlayan, Minister of Economy. Ýzzet Karaca emphasized the importance of improving tax and incentive instruments for attracting added value investments and capital, supporting regionalization and increasing employment gained more importance with each day. He stated "YASED will feverishly and determinedly continue to be a value adding institiution that adheres to our new vision of contributing to Turkey's bid of 'Being Among the Top 10 Economies of the World' on the 100 th Anniversary of the Republic; and our new mission of turning it into the 'country with the best investment climate. Karaca also shared information regarding 2011 events, like member activities and government relations, the Current Account Deficit, Intellectual and Property Rights, R&D Reports and so forth. He gave information about activities started in 2012 publication of two reports; one concerning the Health Industry, the other the Information and Communication Technologies. Other projects he referred to were the position papers on the new Turkish Commercial Code and the new Constitution, further activities regarding the investment climate, and social responsibility projects like the Koza Project The speeches were followed by the release of the Board of Directors and Supervisory Board reports. After determining the 2012 budget, the General Assembly Meeting was concluded with the petitions and propositions of the members. This year's YASED General Assembly Meeting was held without elections, as set in its charter. The current Board of Directors will continue their duties until February, 2013.

2012 Yýlý Faaliyetleri 2012 Activities 21 Çalýþma Gruplarý Ar-Ge Çalýþma Grubu Çalýþma Grubu'nun 2009 yýlýnda baþlattýðý ODTÜ-TEKPOL iþbirliði ile hazýrlanan "Türkiye Ekonomisinde Yabancý Sermayeli Firmalarýn Ar-Ge Etkinliklerinin Analizi: Mevcut Durum, Sorunlar ve Çözüm Önerileri" raporu geçtiðimiz sene içinde tamamlanmýþtý. Uzun ve detaylý bir araþtýrma sonucunda uluslararasý yatýrýmcýlarýn gözünden Türkiye'nin Ar-Ge alanýnda geldiði son durumu, sorunlarý ve çözüm önerilerini ortaya koyan raporun 100 sayfalýk özet dökümaný basýlarak yayýn haline getirilmiþti. Tamamý ve özet dökümaný YASED web sitesinde yer alan raporun basýn lansmaný gerçekleþtirilmiþ ve ayný zamanda Yönetim Kurulu üyelerinin katýlýmý ile köþe yazarlarý ile bir sohbet toplantýsý düzenlenmiþti. Bu sene de, Çalýþma Grubu söz konusu raporu destekleyecek yeni bir çalýþmaya baþlamýþtýr. YOÝKK Ar-Ge Teknik Komitesi nin bir eylem maddesi olarak hayata geçen ve YASED olarak sorumluluðunu üstlendiðimiz yeni raporumuz "Uluslararasý yatýrýmcýlarýn Ar-Ge yatýrýmlarýný Türkiye'ye çekmek için gereksinimlerinin belirlenmesi" konuludur. Bu amaçla, global Ar-Ge yatýrýmlarý belirli bir miktarýn üzerindeki üye þirketlerimizin CEO'larý ile birebir görüþmeler yapýlarak, somut önerileri alýnmaktadýr. Yeni raporumuz, YOÝKK platformunda tüm bakanlýklarla, ayrýca birebir ilgili kamu kurum ve kuruluþlarýyla ve kamuoyuyla 2013 senesi içinde paylaþýlacaktýr. Mevcut Ar-Ge teþviklerine yönelik önümüzdeki dönemde yapýlmasý tartýþýlan deðiþiklikler konusunda ilgili kamu kurumlarýyla ayrýca temasa geçilmektedir. Çalýþma Grubu ayrýca, Avrupa Birliði Ýlerleme Raporu'nun ilgili bölümlerine Çalýþma Grubu üyeleri tarafýndan görüþ iletmektedir. Bankacýlýk Çalýþma Grubu Bankacýlýk Çalýþma Grubu, üyeleri Türkiye'de kurulmuþ veya þube açmýþ yabancý sermayeli bankalarýn genel müdürleri veya yönetim kurulu üyeleri olan ve sektörel geliþmeleri uluslararasý yatýrýmcýlarýn bakýþ açýsýndan inceleyen çalýþma grubudur. Çalýþma Grubu, yýlda birkaç kez biraraya gelerek sektörel olarak öne çýkan konularý deðerlendirmekte ve gerekli aksiyon önerilerini oluþturmaktadýr. Halihazýrda grup gündeminde Basel II, Terörizmin Finansmanýnýn Önlenmesi Kanun Tasarýsý ve Sermaye Yeterlilik Oranlarý gibi konular mevcuttur. Ayrýca Ýstanbul Finans Merkezi Projesi çalýþmalarý takip edilmektedir. Tüketicinin Korunmasý Hakkýnda Kanun Tasarýsý Taslaðý'nýn bankacýlýk ile ilgili maddeleri hakkýnda, ana ilkeler bazýnda deðerlendirmeler tasarýya iliþkin YASED görüþüne dahil edilmiþtir. Çalýþma grubu ayrýca sektörün önceliklerini dile getirmek üzere BDDK baþta olmak üzere ilgili kurumlara ziyaretlerde bulunmaktadýr. Gerçekleþtirilen toplantýlar sonucu ortaya çýkan ortak görüþler, kamu temsilcileri ile yapýlan toplantýlarda gündeme getirilmektedir. Enerji (ve Çevre) Çalýþma Grubu Çalýþma Grubu gerek Türkiye'de mevcut enerji sektörü yatýrýmcýlarý gerekse potansiyel yatýrýmcýlar açýsýndan daha elveriþli bir ortamýn oluþturulabilmesi için sektör olarak yapýlmasý gerekenleri belirleme ve kamu kurumlarýyla iyi bir iletiþim kanalý yaratma amacýyla kurulmuþtur. Grubun YOÝKK Altyapý Teknik Komitesi'nde gündeme getirdiði yenilenebilir enerji alanýndaki yerli ekipman kullanýmý teþviði konusundaki belirsizliklerin giderilmesine yönelik yönetmelik deðiþikliði gerçekleþmiþtir. Yine ayný platformda hidroelektrik santrallere iliþkin gündem önerileri eylem planýna dahil edilmiþ ve takibi yapýlmýþ, ilgili toplantýlara üyelerin katýlýmý ve görüþlerinin iletilmesi saðlanmýþtýr. 2012 yýlýnda Enerji ve Çevre Çalýþma Gruplarý birleþtirilmiþtir. Çevre ile baðlantýlý konular da grubun gündemindedir. Çevre konusunun enerji alaný ile ilgili olduðunda enerji sektöründeki üyeler ile birlikte, farklý konularda ise sadece ilgili üyelerle takip edilmesi yaklaþýmý esas alýnmýþtýr. Çevre tarafýnda 2012 yýlýnda Atýk Elektrikli ve Elektronik Eþyalarýn Kontrolü Yönetmeliði ile ilgili geliþmeler takip edilmiþ, üye þirketleri bekleyen süreçleri ve yükümlülükleri deðerlendirmek üzere kamu yetkilileri ve üyelerimizle çeþitli toplantýlar düzenlenmiþtir. Working Groups R&D Working Group The R&D Working Group finalized its "An Analysis of R&D Activities of Foreign Capital Companies in Turkish Economy: Current State, Problems and Solution Proposals," titled report in 2011. Work on the report had initially begun in 2009, in cooperation with METU-TEKPOL. The result of a long and thorough research, the report pinpoints Turkey's current R&D situation as well as associated issues and possible solutions, as seen from the viewpoint of international investors. A available on YASED's website, in both the unabridged as well as the summary version, the report was presented to the press alongside luncheons held by members of the Board of Directors and attended by columnists. This year again, the R&D Working Group started working on a new project to support this report. Initially realized as an activity of the Coordination Council for the Improvement of the Investment Environment's (CCIIE) R&D Technical Committee, the new report was adopted by YASED and deals with "Defining the requirements to attract R&D investments of international investors to Turkey." As part of this, direct talks to obtain concrete suggestions are made with CEOs of companies whose global R&D investments are above a certain treshold. Our new report will be presented by the CCIIE to all ministries, all related public institutions, and the general public in the year 2013. Talks are underway with public institutions regarding possible amendments to the current R&D incentives, to be implemented in the next period. The R&D Working Group also conveys working group members' feedback reagarding related sections of the EU Progress Report. Banking Working Group The Banking Working Group is made up of General Managers or Board Members of member banks with foreign capital operating in Turkey, either fully established or only with branch offices. The group analyzes banking industry developments from the perspective of international investors. To do so, it meets a few times a year and evaluates major issues in the industry, laying forth necessary steps. Some of the issues currently on the agenda are Basel II, Bill on the Prevention of Financing of Terrorism, and Capital Adequacy Ratios. Works related to the Istanbul Finance Center Project are also discussed. Evaluation of clauses related to the banking industry in the Draft Law for the Protection of Consumers are included in YASED's overall review of the latter. The group also holds regular talks with related institutons, like the Banking Regulation and Supervision Agency (BRSA), to voice the industry's priorities. Commonly shared views outlined in meetings are later presented to public authorities at meetings. Energy (and Environment) Working Group The working group was founded to indentify industry necessities for creating a better environment for both current and potential energy industry investors in Turkey and to establish a healthy communication channel with public authorities. The Energy Working Group succesfully proposed regulatory amendments, on clarifying uncertainities about incentives on employing domestic equipments in renewable energy investments, to the CCIIE Infrastructure Technical Committee who implemented them. The same Committee hearings also saw agenda proposals on hydroelectric plants being implemented in the action plan, with members attending related meetings and expressing their views. In 2012 the Energy Working Group and the Environment Working Group were merged. Environment related issues also fall under the agenda of the group. A guideline has been adopted for discussing them with members from the energy industry if they are relevant to their field of activity, and in other cases only with related members separately. In 2012 the Regulation on the Waste Management of Electrical and Electronic Products was closely monitored. Various meetings were held with public officials and members to discuss future processes and regulations faced by member companies.

22 Bilgi ve Ýletiþim Teknolojileri Çalýþma Grubu 2010 yýlýnda faaliyete geçen Çalýþma Grubu, 2012 yýlýnda da faaliyetlerine aktif bir þekilde devam etmiþtir. Her ay düzenli olarak toplanan Çalýþma Grubu, 2012 yýlýnda "2023 Hedefleri Yolunda Bilgi ve Ýletiþim Teknolojileri Sektörü" baþlýklý bir rapor hazýrlamýþtýr. Sektörün ekonomideki önemini ve sorunlarýn çözümüne yönelik önerileri ortaya koyan raporun çýktýlarýnýn paylaþýlmasý için BTK Baþkaný'na ziyaretler düzenlenmiþtir. ICT Eurasia Biliþim Zirvesi ve CeBIT Sinerji Zirvesi programlarý dahilinde "Yeni Nesil Ýpek Yolunun Merkezi: Türkiye 2023" baþlýklý iki panel ile sektör ile paylaþýlan raporun genel basýn lansmaný ise geniþ bir katýlýmla 7 Aralýk 2012 tarihinde yapýlmýþtýr. Raporun önerilen eylem planlarýnýn hayata geçirilmesi yönünde takip ve ilgili tüm paydaþlar ile iþbirliði 2013 yýlý gündemimizde yer alacaktýr. 2012 yýlýnda Türkiye için stratejik önem taþýyan FATÝH Projesi, yazýlým sektörünün büyümesinin önündeki engeller, Elektronik Ticaret Kanunu gibi konularda görüþ yazýlarý hazýrlayan grup, görüþlerini ilgili otoritelerle ayrýca paylaþmaktadýr. Tüketicinin Korunmasý Hakkýnda Kanun Tasarýsý Taslaðý'ný hakkýndaki grup deðerlendirmeleri de tasarýya iliþkin YASED görüþüne dahil edilmiþtir. Çalýþma Grubu ayrýca 2011 AB ilerleme raporu için de görüþlerini paylaþmýþtýr. Paydaþ ziyaretleri kapsamýnda TÜBÝTAK, ULAKBÝM ve TÜBÝSAD ile hem rapor hem de diðer konularda temasta bulunulmuþtur. Dýþ Ýliþkiler ve Avrupa Birliði Çalýþma Grubu 2009 yýlýndan bu yana faaliyet gösteren Avrupa Birliði Çalýþma Grubu'nun çalýþma alaný Türkiye ile yoðun ticari iliþkisi ve karþýlýklý yatýrým fýrsatý bulunan diðer ülkelere yönelik olarak geniþletilmiþ ve 2011 yýlý itibarýyla ismi Dýþ Ýliþkiler ve AB Çalýþma Grubu olarak yeniden düzenlenmiþtir. Çalýþma Grubu, YASED'in diðer ilgili çalýþma gruplarýnýn katkýlarýný koordine etmeyi sürdürerek, AB'nin 2012 yýlý Türkiye Ýlerleme Raporu için YASED Pozisyonu'nu oluþturmuþ ve Avrupa Komisyonu'na iletmiþtir. Çalýþma Grubu muzun, komisyon tarafýndan 2012 Ýlerleme Raporu'nun yayýmlanmasýný takiben gerçekleþtirdiði karþýlaþtýrmalý çalýþma sonucu, YASED tarafýndan iletilen konu ve pozisyonlarýn büyük çoðunluðunun 2012 Ýlerleme Raporu nda yanký bulduðu ve Ýlerleme Raporu'nda dikkat çekilen noktalarýn YASED Pozisyon Belgesi ile hemen hemen tamamen uyumlu olduðu görülmüþtür. Information and Communication Technologies Working Group The Information and Communication Technologies Working Group was established 2010 and continued to pursue its activities in 2012 as well. Regularly meeting every month, the group drafted a "Information and Communication Technologies on the Road 2023" titled report in 2012. Results of the report, which deals with the role of industry in the economy and the problems it faces, were presented to the Chairman of Information Technologies and Communications Authority. The report was shared with the industry at two "Center of the New Generation Silk Road: Turkey 2023" titled panels held at the ICT Eurasia Summit 2012 and CeBIT Synergy Summits, respectively. A highly attended general press conference relating to the report was held on December 07, 2012. Realizing the Action Plans mentioned in the report and cooperating with relevant stake holders will continue to be on our agenda for the year 2013. In 2012 the working group also shared with related authorities its published views on Turkey's strategic issues like the FATIH Project, E-Commerce Law, and hurdles preventing the software industry from growing. Group evaluation of the Draft Law for the Protection of Consumers are included in YASED's overall review of the latter. The working group also shared its thoughts regarding the 2011 EC Progress Report. Stakeholder visits related to the report and other issues included meetings with TUBITAK, ULAKBIM, and TUBISAD. Foreign Relations and the EU Working Group Established in 2009, the EU Working Group was renamed in 2011 to the "YASED Foreign Relations and the EU Working Group." Its scope of activities was extended to include countries that offer ample investment opportunities and share substantial commercial relations with Turkey. The working group continued to coordinate the contributions of other YASED working groups for YASED's Position on the 2012 Progress Report for Turkey and forwarded it to the European Commission. Our working group's comparative study of the 2012 Progress Report after it was published revealed that the majority of topics and positions forwarded by YASED were included and that its main agenda topics were nearly identical with those from the YASED Position Paper.

23 2012 yýlýnda baþlatýlan yeni bir faaliyet de, Dýþ Ýliþkiler ve AB Çalýþma Grubu nun koordinasyonunda yabancý misyonlarýyla üyelerimizi buluþturduðumuz yemekli toplantýlardýr. Türkiye ile yatýrým ve ticaret iliþkileri çerçevesinde önem arz eden ülkeler belirlenmiþ; ABD, Almanya, Avusturya, Belçika, Danimarka, Fransa, Hollanda, Ýngiltere, Ýspanya, Ýtalya, BAE, Ýsviçre, Japonya ve Rusya diplomatik misyonlarý öncelikli olarak ziyaret edilecek ülkeler olarak tanýmlanmýþlardýr. Bu ülkelerin misyonlarý ile büyükelçilik ve konsolosluk seviyesinde gerçekleþtirilen 14 ziyaretin ardýndan sýrasýyla Japonya Konsolosu, ABD Konsolosu, Fransa Büyükelçisi ve Ýngiltere Büyükelçisi ile yemekli toplantýlar gerçekleþmiþtir. Farklý ülkelerin Büyükelçi veya Baþkonsoloslarýyla üyelerimiz arasýnda görüþ alýþveriþi yapýlan toplantýlarýmýza 2013 yýlýnda da devam edilecektir. Ayrýca, YASED Yönetim Kurulu üyeleri, 16-19 Ocak 2012 tarihleri arasýnda Türkiye'yi ziyaret eden, Londra'nýn Finans Merkezi "City" bölgesinin yeni Belediye Baþkaný (Lord Mayor of the City of London) A. David Wootton ile Birleþik Krallýk Konsolosluðu nda bir araya gelmiþtir. Çalýþma Grubu muzun en önemli faaliyetlerinden bir diðeri ise Türkiye'deki mevcut uluslararasý sermaye yatýrýmlarýnýn geliþtirilmesi ve bunlara yenilerinin eklenmesinde AB sürecinin önemini irdelemek üzere organize edilmekte olan uluslararasý konferans dizisidir. Bu konferans dizisinin ilk ayaðý 2013 Mayýs ayýnda gerçekleþtirilmesi hedeflenen "Türkiye'nin Avrupa Birliði'ne Üyelik Sürecinin Uluslararasý Yatýrýmlara Etkileri" baþlýklý konferanstýr. Konferans, Türk ve yabancý kamu yetkilileri, AB kurumlarýnýn temsilcileri ve özel sektör temsilcilerinden en üst düzey katýlým ile yürütülecektir. Konferans dizisi kapsamýnda müteakip toplantýlar, ticaret ve yatýrým iliþkileri açýsýndan önem taþýyan ülkelerin baþkentlerinde gerçekleþtirilebilecektir. 2012 yýlý boyunca, Türkiye'de yapýlacak ilk konferansa iliþkin çeþitli Çalýþma Grubu toplantýlarý ve planlama çalýþmalarý ile konferansa dair hazýrlýklar ileri bir seviyeye getirilmiþtir. Çalýþmalar 2013 yýlý içerisinde de devam edecektir. Dýþ Ticaret ve Gümrükler Çalýþma Grubu Çalýþma Grubu, dýþ ticaret operasyonlarýnda karþýlaþýlan engellerin kaldýrýlmasý ve rekabet güçlerini artýracak daha saðlýklý bir iþ ve yatýrým ortamýnýn oluþturulmasý yönünde sürdürülen çalýþmalara YASED olarak aktif katký ve katýlým saðlayabilmek amacýyla 2008 yýlýndan itibaren faaliyet göstermektedir. Üyelerinin ortak sorunlarýnýn en hýzlý ve efektif olarak çözülmesi hedefleri doðrultusunda, Ekonomi Bakanlýðý ve Gümrük ve Ticaret Bakanlýðý baþta olmak üzere ilgili kurum ve kuruluþlarla yakýn iletiþim sürdürülmektedir. Basitleþtirilmiþ uygulamalar, ithalat ve ihracat iþlemlerinde karþýlaþýlan bürokrasi ve gereði dýþýndaki kontrol ve denetim süreçleri, kurumlararasý uygulama farklýlýklarý, standardizasyon ve ithalat rejimi, kaçakçýlýkla mücadele, gümrük müþavirlik ücretleri vb. konular öncelikli gündem maddelerini oluþturmaktadýr. Bu konulara iliþkin olarak, Çalýþma Grubu nun geri bildirimleri ýþýðýnda hazýrlanan görüþler, Ekonomi ile Gümrük ve Ticaret Bakanlýðý Müsteþarlýklarýna ve Kültür ve Turizm Bakanlýklarýna yapýlan bir dizi ziyaretler kapsamýnda paylaþýlmaktadýr. Elektronik akým konusunda teknik toplantýlar gerçekleþtirilmektedir. Gümrük Müþavirlik asgari ücret tarifesine iliþkin olarak gerek ilgili Bakanlýk gerekse de Ýstanbul Gümrük Müþavirleri Derneði nin organizasyonunda ilgili özel sektör ve sivil toplum örgütlerinin katýlýmda gerçekleþen toplantýlara aktif katýlým saðlanmaktadýr. Ayrýca, Ankara gündemi ve geliþmelerine baðlý olarak, Çalýþma Grubu nun görüþleri ivedilikle ilgili otoritelerle yazýlý olarak paylaþýlmaktadýr. Another new activity started in 2012 were luncheons between members and foreign missions, coordinated by our Foreign Relations and the EU Working Group. Countries who play an important role in Turkey's investment climate and trade relations were pinpointed and visits to their embassies and general consulates were prioritized. These countries included the USA, Germany, Austria, Belgium, Denmark, France, Holland, England, Spain, Italy, UAE, Switzerland, Japan, and Russia. The 14 visits to these missions were followed by luncheons with the Consul General of Japan, Consul General of the US, French Ambassador and British Ambassador, respectively. Such consultive meetings held between varying members and ambassadors or general consuls will continue throughout 2013. Also, members of YASED's Board of Directors met with A. David Wootton, the new Lord Mayor of the City of London, at the United Kingdom General Consulate during his visit to the country between January 16-19, 2012. Another very important activity of our working group are international conferences aimed to examine the EU membership process and its importance for improving current FDIs to Turkey and attracting more. The first of these conferences is titled "The Impact of Turkey's EU Accession on FDI" and will be held on May, 2013. The conference will be held with high-level participation from Turkish and foreign state officials, representatives from EU institutions and the private sector. Concurring conferences will be held in the capitals of countries whose trade and investment volumes are deemed important. Preparations for the first conference increased during 2012, with various working group and planning meetings being held. Related activities will continue throughout 2013. Foreign Trade and Customs Working Group The Foreign Trade and Customs Working Group was established in 2008 to support YASED's ongoing efforts in removing obstacles faced by international trade operations and to build a more reliable business and investment environment that would contribute to Turkey's competitiveness. The Group maintains close ties with relevant institutions, particularly the Ministries of Economy and Customs and Trade; to solve members' mutual problems in the shortest time and in the most effective manner as possible. Its main agenda concentrates on issues like simplified applications, excessive red tape and overly redundant surveillance and auditing procedures for import/export operations, procedural differences between institutions, standardization and import policy, battling smuggling and document forgery, customs brokerage fees and so forth. Views on these issues, based on feedback from the Working Group, are being forwarded to the Ministries of Economy, Customs and Trade, and Culture and Tourism as part of a series of visits. Technical meetings are being held on the issue of e-declarations. Customs brokerage and authorized economic operator fees meetings, held by the relevant Ministries and the Istanbul Customs Consultants Association and attended by representatives of NGOs and related private sector organizations, were also regularly attended. Monitoring current developments in Ankara, The Working Group's related opinions are swiftly conveyed in writing to the related authorities.
