We came into action by putting Turkey: The Rising Star project into practice since we aim to share this historical verity with the public opinion of Turkey and the world as soon as possible. Consequently, we have succeeded in creating a work that examines why Turkey is a rising star via an analysis from different aspects. It is a fact that we are experiencing days that we can call as historical. Although we can hardly realize amidst the noise of the actual political discussions, regional, global, political, economical, commercial and social developments are experienced consecutively and the history is elapsing more rapidly during this period of time. While the global pursuits and their local projections aiming to establish the new world order which has started especially after the end of Cold War impose us the changes on some political, economical and cultural structures, the politicians, bureaucrats and businessmen are trying to give a meaning to this new life and find the right road maps suitable for themselves. In pursuit of a new system, amid the irregularity of the New World which has started after the finalization of the Cold War, the route to peace, prosperity and happiness concerning the whole humanity has not been discovered yet. T u r k e y : T h e R i s i n g S t a r to the World by September 11, 2001 attacks became even more morbid and it is not fully reversed yet. Within such a global crisis, although Turkey started seeking new politics in 1990s in order to find more area for manoeuvre in world politics and economy, while getting out of the international structure imposed during the Cold War to a certain extent, could not succeed in realizing the desired quantum jump due to internal political, economical and social crises and the lack of time to create the background and perception for building suitable politics. Regarding the deceased visionary statesman Turgut Özal, many initiatives aiming to expand Turkey s international position lost their power in time. Turkey had difficulties in coping up with big problems occurring inside and outside. Internal terrorism, political violence, frequent abuse of human rights, difficulties in democratic control of the armed forces, economical crises, vicious political wrangling and artificial crises caused Turkey to waste energy in vain. Consequently Turkey could not realize the rising that should have been done in the international arena due to the internal problems which were difficult to resolve and with the economic crisis in 2001 Turkey hit the bottom in many fields. In the next period in which AKP came to power with a majority in 2002, it was the starting point of emerging, for Turkey, as a greater value in different aspects. As it was demonstrated in this study by the ministers, government officials, presidents of non-governmental organizations and qualified academics, with the correct political choices made by the ruling party that gained internal economic and political stability, Turkey has obtained the identity of being a rising star in international areas in recent years. In fact, the rise of Turkey is not surprising to us. We have always believed that maintaining the political and economic stability inside the country in a certain extent would be reflected with a multiplier effect outside and mentioned this in every environment. In this perspective, the more Turkey is in the clutches of the vicious political conflicts, the more the altitude is lost in the international arena. We should always keep in mind the fact that domestic and foreign policy are attached to each other with steel ropes. We, as the businessmen, are among those who have been observing Turkey as earning reputation in the international arena in recent years. We have been the witnesses of how Turkey s recent moves are followed with envy in the countries that we have been visiting. Our businessmen are now truly globalized and reached from Far Asia to Latin America, from the tip of Africa to the far north of Russia. Now we have the potential, ability, energy and confidence to do business all over the globe. In many regions of the world, goods produced in 09

Evet, hakikaten, Türkiye, do ru yata n buldu u takdirde içerde ve d flar da huzura, bar fla, refaha, kalk nmaya, kardeflli e, demokrasiye ve büyümeye do ru ilerlemektedir ve bundan sonra da ilerleyecektir. Yanl fl veya kendisine ait olmayan bir yatakta akma durumunda kalan Türkiye yi ise, tarih bize göstermifltir ki, daha karanl k, k s r siyasi mücadeleler, demokratik olmayan siyasi yönetimler, bask lar, ekonomik, mali, siyasi ya da toplumsal krizler ve kutuplaflmalar ile dolu bir gelecek beklemektedir. Daha demokratik, daha fleffaf, daha özgürlükçü, daha müreffeh, daha ça dafl, tarihi ve medeniyetinin de erleri ile daha bar fl k, komflular ile iyi geçinen, küresel dengeleri gerçekçi okuyabilen ama içinde bulundu u medeniyete ait etik de erlerini unutmayan bir Türkiye nin uluslararas arenada yükselmesi kaç n lmazd r. 10 Türkiye nin küresel yükselifli bir emperyal proje de ildir. Dikkat edilirse bu nedenle, Türkiye nin uluslararas arenada kademe atlamas komflular n tedirgin etmemektedir. Türkiye bar flla daha çok büyür. Türkiye nin yükselifli ise bölgesel ve küresel bar fla hizmet etmektedir. Bunda, tabii ki, 2002 y l ndan bu yana uygulanan koflularla s f r sorunlu d fl politika ilkesinin büyük rolü vard r. Bu ba lamda, bölgesel ve küresel bar fl Türkiye ye hizmet ederken; Türkiye de bölgesel ve küresel bar fla hizmet etmek için var n yo unu ortaya koymaktad r. Tabii ki, bu romantik bir bar flsever olmaktan daha öteye giden derin stratejik hesaplamalar ile ortaya konulmufl bir projedir. Esasen, Gazi Mustafa Kemal Yurtta sulh, cihanda sulh fliar ile daha önce bu gerçe i bize göstermifl olmas na ra men, k smen uluslararas siyasetin etkileriyle, k smen de iç siyasetteki basiretsiz siyaset tercihleri ile bu fliardan hayli uzaklafl lm flt. Zaman zaman bu hedefe tekrar dönmek için baz ad mlar at lm flsa da son dönemlere kadar bu meyanda arzu edilen sonuçlara ulafl lamam flt r. Son dönemlerde, Türkiye nehrinin do ru yata nda akmas metaforu ile aç klayabilece imiz hakikati Prof. Dr. Ahmet Davuto lu Stratejik Derinlik adl eserinde etrafl ca ortaya koymufl ve sadece entelektüel ve akademik katk yapmakla kalmam fl, önce Baflbakan ve D fliflleri Bakan na d fl politika dan flman, sonra da D fliflleri Bakan olarak ortaya koydu u fikirlerin uygulamas n bizatihi kendisi gerçeklefltirmifltir. Bu fikirlerin bilhassa Cumhurbaflkan m z Say n Abdullah Gül ve Baflbakan m z Say n Recep Tayyip Erdo an ve tüm ekibi taraf ndan kabul ve takdir görmesi, ard ndan da uygulama imkân n n oluflturulmas çok önemlidir. Bu ba lamda, bilhassa son zamanlarda komflular m zla h zland rmaya çal flt m z ekonomik ve toplumsal entegrasyon da, bölgemizde refah ve huzur getirmesi bak m ndan oldukça önem arz etmektedir.

T u r k e y : T h e R i s i n g S t a r Turkey have high reputation. Certainly Turkey s modern structure and democratic political regime has a major role on this. However, there was the need to convert this potential to kinetic by using right political methodology and tools. Meeting Turkey s economic stability and right management of foreign policy revealed the fact of the rising of Turkey. The truth that we mention as the right political preferences is Turkey s finding the correct riverbed. Indeed, truly, when Turkey finds the right riverbed, it will proceed to peace, tranquillity, prosperity, development, brotherhood, democracy and growth inside and outside and will sustain these in the future as well. The history shows us that, in case Turkey chooses a riverbed which is wrong or not adapted, it will be expected to experience a future which is darker, including vicious political battles, nondemocratic political governances, pressures, economic, financial, political or social crisis and polarizations. Turkey s rising in the international arena is inevitable through a society which is more democratic, more transparent, more liberal, more prosperous, more contemporary, more reconciled with its historical and civilized values and having good relations with the neighbouring countries, perceiving the global balances in a realistic way without forgetting its own ethical values of civilization. The global rising of Turkey is not an imperial project. Therefore, upgrading the level of Turkey in the international arena is not disturbing the neighbouring countries. Turkey grows more with peace and its rise has been serving the regional and global peace. The foreign policy principle as having no problems with the neighbouring countries which has been implemented since 2002 has a great role in this. In this context, while regional and global peace is serving Turkey, Turkey is making utmost endeavour for regional and global peace. Certainly, this is a project which has been put forward with deep strategic calculations rather than being a romantic pacifist. Essentially, although Gazi Mustafa Kemal demonstrated us this reality by his slogan Peace at home, peace in the world, this was wandered away partly because of the effects of international politics and partly because of the short sighted political preferences. Even though necessary steps were taken from time to time to go back to the same objective, the desired result could not be reached recently. Lately, the reality that we mentioned above has been put forward by Prof. Ahmet Davuto lu in his work called Strategic Depth and he did not only make an intellectual and academic contribution by this, but also, firstly as the foreign policy advisor to the Prime Minister and the Minister of Foreign Affairs and then as the Foreign Minister himself, he implemented the ideas that he asserted. It is essential that these ideas are accepted and appreciated especially by his Excellency our President Mr. Abdullah Gül and our Prime Minister Mr. Recep Tayyip Erdo an, and their 11

Uluslararas arenada ise daha önce ilkeleri at lm fl olan proaktif ve bar fl eksenli d fl siyasete devam ederken, komflular m zla olan ekonomik ve sosyal entegrasyonu da daha fazla derinlefltirmek için yeni ad mlar atmam z gerekiyor. D fl politikada zaman zaman s k nt lar, inifller ve ç k fllar yaflanabilir. Bunlar, uluslararas siyasetin do as gere i normal geliflmelerdir. Ancak, d fl politika kararlar n n k sa vadede de erlendirilmemesi ve k s r iç siyasi kap flmalara yem yap lmamas gerekmektedir. D fl siyaset do as gere i uzun erimli düflünüldü ü için çok fazla popüler tart flmalara aç k de ildir. Bu aç dan hem iktidar hem de muhalefet partileri d fl politika konular na ülkemizin âli menfaatleri çerçevesinde de erlendirerek bunlar k sa vadeli siyasi kazan mlara feda etmemelidirler. Ayr ca, dikkat edilirse bu raporun bafll Yükselen De er: Türkiye dir. Yani Türkiye den bir de er fleklinde bahsediyoruz. Tam burada çok önemli bir saptama yapmak gerekiyor: Türkiye nin yükselen bir de er olarak küresel bar fla, adalete, medeniyete ve kültüre katk s aç s ndan göstermifl oldu u siyasi ve ekonomik baflar tek bafl na yeterli olamaz. Türkiye, mutlaka, sahip oldu u medeniyet ve kültür de erlerini insanl n hizmetine sunmas gerekmektedir. nsanl n bizim de erlerimize ihtiyac oldu u bir hakikattir. Bu araflt rma raporunda ele al nan hususlardan biri de fludur: Acaba uluslararas arenada siyasi ve ekonomik anlamda s çrama yapan Türkiye kendi kültürel ve medeniyet de erlerini insanl n hizmetine ne kadar sunmaktad r? Bu sorunun cevab çok mühimdir. Görülen odur ki, özellikle bu alana daha fazla e ilmeliyiz. Especially the economic and social integration that we try to accelerate recently with our neighbours is also important for making peace and bringing prosperity into our region. MÜS AD has become the spokesperson of this policy for years and stated the necessity of not neglecting this geography for several times. Witnessing these developments that we were looking forward to is pleasing us extremely on behalf of our country. Besides all this, claiming that everything has been completed for Turkey s rise, and that everything is clear, would not be a realistic approach. There are still many moves to be taken in both internal and international platform. We should continue compiling and organizing our home in the areas such as political, socioeconomic and social issues. Democratization, the new constitution, reducing unemployment and poverty are just some of them. While continuing with a proactive and peace oriented foreign policy in international arena, we have to take new steps to deepen the economic and social integration between our neighbour countries. We may face with some problems and ups and downs in foreign policy from time to time. These developments are normal due to the nature of international policy. Yet, foreign policy decisions should not be taken in a short-term basis and should not be subject to vicious internal political confrontations. Foreign policy is not open to popular discussions due to its long term nature. In this regard, both the ruling and opposition parties should evaluate foreign policy issues in the framework of the vital interests of our country and should not sacrifice them to short-term political achievements. It is crucial to do a determination: it is not sufficient to mention only the political and economic success of Turkey as a rising star in the areas of global peace, civilization and culture. Turkey should absolutely offer its civil and cultural values to the service of humanity. It is a fact that the humanity needs Turkish values. Hence, one of the matters discussed in this research report is: How much does Turkey which has leaped forward by means of policy and economy in the international arena, offer its cultural and civil values to the service of humans? The answer of this question is very important. It is obvious that we have to pay special attention to this area. We must promote more and more our ecstatic, moral and philosophic values to the world nations. Since its establishment, MÜS AD has been supporting the fact that we try to explain here with the metaphor of Turkey, following the right riverbed. Our aim is that Turkey would serve to the regional and global peace and to justice and moral values by rising in regional and global level without turning its back to its history and the civilizations it belongs to and also without forgetting the 13

Elefltirel düflünceye, siyasi tahammül ve toleransa, demokratik siyasi kültüre dayal ve körlefltirici toplumsal kutuplaflmalardan uzak, demokratik ve hakça paylafl m n esas al nd müreffeh bir Türkiye için yola devam demekteyiz. Sonuçta tarihe not düflmek ve gelecek nesillere bu önemli dönemi aktarabilmek ad na ve yap lan tüm çal flmalara flükranlar m z n bir ifadesi olarak Yükselen De er: Türkiye raporunu haz rlad k. Dr. Ali Resul Usul 1 Introduction Turkey: As Rising Star The project Turkey As a Rising Star of Independent Industrialists and Businessmen s Association has come into being as a result of a necessity like other all important studies: To expose Turkey s performance in every respect in the international arena recently. Indeed, Turkey s rising performance in its regional and global economy and policy that some writers define as activism is discussed densely by some politicians, bureaucrats, academicians, and journalists both in national and international area. It is a fact accepted by almost everyone that Turkey has become a country which bears down in regional and international policy and economy recently when the situation is compared to former terms. However, some scholars, academicians, and journalists, even if they accept that fact, believe that Turkey s activism is not on the way of what it ought to be. These views and arguments defined as axis discussion shortly, are seen frequently both in our country and international area. Therefore, we think it is useful to study the issue from a broader and more comprehensive perspective in order to understand and explain Turkey s performance we ve just mentioned. Thus, instead of focusing on a vague subject whether Turkey s axis has slid or not, (because answering would be needed the questions like: Is really there such an axis? If there is, where is it? What are its coordinates? If what you do, you will slide axis? If what you do not, you will not?) we believe analyzing new parameters of Turkey as a rising value comprehensively, not only being contented with just academic 17

Hakikaten, uluslararas arenada yükselmek isteyen ülkelerin öncelikle d fl politikalar ndaki de iflikliklere ve uluslararas siyasetteki yeni aray fllar na bakmak gerekmektedir. Bu anlamda, Türkiye nin d fl siyasetinde var olan de ifliklikler, yeni aray fllar, yeni siyaset araçlar ve yeni manevralar bir müddettir tart fl lmaktad r. Yeni dönem d fl politika anlay fl n n mimar oldu una kimsenin itiraz etmedi i Prof. Dr. Ahmet Davuto lu nun görüflleri bizim aç m zdan çok önemlidir. Profesör Davuto lu, bir özelli i ile di er d fl politika yürütücülerinden ayr lmaktad r. Say n Davuto lu, hem yeni dönem Türkiye nin d fl politikas na bir entelektüel ve akademisyen olarak fikirleri ile yön vermifl, hem de, önce Baflbakan ve D fliflleri Bakan d fl politika dan flman olarak, daha sonra da D fliflleri Bakan olarak, bizatihi fikirlerini eyleme dönüfltürebilen, nadir akademisyen ve siyasi karar verici olma niteli ini haiz olmufltur. Bu eserde, Prof. Dr. Ahmet Davuto lu nun Türk d fl siyaseti ile ilgili taze görüfllerini bulabilirsiniz. Bu yaz dan, önümüzdeki dönem Türk d fl politikas n n yönelimi konusunda birçok ipucu elde etmek mümkündür. 18 Türk d fl siyasetinde, üzerinde en çok durulmaya bafllayan konular nda biri de Türkiye nin sahip oldu u yumuflak (ya da ince) güç ve bu gücün etkin bir flekilde uluslararas arenada kullanmay hedefleyen kamu diplomasisi aray fllar oldu unu gözlemlemekteyiz. Bu konuda Baflbakan Bafldan flman brahim Kal n n makalesi bizleri bu konuda ayd nlatmaktad r. Türkiye nin yumuflak gücü nü daha operasyonel k lma anlam nda Baflbakanl k ta ve D fliflleri Bakanl nda ciddi çal flmalar yap lmaktad r. Türkiye nin d fl siyasetinin ince boyutunu oluflturan en önemli kurumlardan biri de T KA d r. 1992 y l nda kurulmufl olmas na ra men T KA faaliyetlerinin son dönemde büyük art fl gösterdi i ve çeflitlendi i T KA

T u r k e y : T h e R i s i n g S t a r evaluations while doing this, but also putting forward opinions of political decision makers, bureaucrats who act roles in the process personally, and representatives of non-governmental organizations who are extremely important in the process, is much more important in this study. We tried to gather this study in three common areas. These are dimensions of international politics and foreign affairs; economy and trade; and art, culture and literature. Surely, it is not possible to separate these three areas with definite lines in today s world. However, in respect of this study to be systematic, such a classification is inevitable in accordance with gravity center of the subject the writings will take up in the book. Indeed, there is a need to look for changes in their foreign policy and searches in international policies of the countries which want to increase their influence in the international arena. By this mean, changes, new searches, new political instruments, and new maneuvers in Turkey s foreign policy have been discussed for a while. Opinions of Prof. Dr. Ahmet Davuto lu, nobody objects that he is the founder of new era political understanding, are very important to us. Professor Davuto lu with one of his features diverges from other foreign ministers. Mr. Davuto lu has not only guided with his thoughts to Turkey s new term foreign policy as an intellectual and academician, but also had a feature to become a rare academician and political decision maker who could turn his ideas to action, as the foreign affairs advisor to the Prime Minister and the Minister of Foreign Affairs at first, and then as the Minister of Foreign Affairs himself. Prof. Dr. Ahmet Davuto lu s recent opinions related to Turkish foreign politics can be found in this study. It is possible to find lots of clues from this writing related to the tendency of Turkish foreign policy. We observe that, one of the topics, which is started to be given importance in Turkish foreign policy is the subtle Turkey has, and the public diplomacy searches whose target is to use this power effectively in the international arena. The article of brahim Kal n, who is the Head advisor to the Prime Minister, is enlightening us in this subject. In order to make Turkey s soft power more efficient and operational, serious studies have been made in the Prime Ministry and the Ministry of Foreign Affairs. One of the most important institutions which constitutes Turkey s foreign policy s soft dimension is T KA. Although it was founded in 1992, chairman of T KA, Mustafa Kulakl kaya demonstrates in our research report that the activities of T KA have been increasing and varying recently. Dr. Mustafa Özel makes an important contribution to this study with his article (The Central State is Rising), in which he has showed new facts of Turkey and the world policy.
