AD 3 LTHF-6 AIP 18 SEP 14 TURKEY LTHF AD 3.19 YEREL TRAFİK KURALLARI HELİPORT VE TAKSİYOLLARINDAN İSTİFADE USULLERİ LTHF AD 3.19 LOCAL TRAFFIC REGULATIONS USING HELIPORT AREA AND TWYs 1-GENEL: A- Yakıt tankerleri ve özel müsaadeli araçlar dışındaki araçların aprona izinsiz girmelerine müsaade edilmez. B- Helikopterler motor çalıştırdıktan sonra aprona araç girmesine müsaade edilmez. C- Helikopterlere test amaçlı olarak sadece 2 numaralı park alanında motor çalıştırmaya müsaade edilir. 2- HELİPORTTAKİ HELİKOPTERLERİN HAREKET TARZI: A- Helikopterler meydana geliş ve gidişlerde helikopterler için belirlenmiş olan VFR yolları kullanacaklardır. B- Helikopterlerin park yerinden ve taksiyolundan kalkışına müsaade edilmez. C- Bütün helikopterler apron trafiğini göz önünde bulundurarak pilot sorumluluğunda kule talimatı ile iniş kalkış yapacaklardır. D- Helikopterler apronda diğer trafikleri takip etmek zorundadır. Yer değişiklikleri pilot sorumluluğunda yapılacaktır. E- Kuleden motor çalıştırma müsaadesi almış olan helikopter kendi ayırmasını yaparak kalkış pozisyonunda yerini alacak ve kalkış müsaadesi için kule ile temas edecektir. F- İniş müsaadesi almış olan helikopterler inişi müteakip en kısa zamanda iniş pistini terkederek pilot sorumluluğunda uygun park yerine geçeceklerdir. 3- YER VASITALARI: A- Aprondaki kara vasıtalarının hızı 5 kilometre saati geçemez. B- Araç şoförleri helikopterleri takip etmek zorundadır. C- Araçların apronda bırakılmasına müsaade edilmez. D- Gece şartlarında hiçbir aracın farlarını helikopterlere doğru kullanmasına müsaade edilmez. Helikopter çalışırken sadece park lambalarının yakılmasına müsaade edilir. LTHF AD 3.20 GÜRÜLTÜ ÖNLEME USULLERİ NIL 1-GENERAL: A- Vehicles are not allowed to enter to the apron and TWY without getting permission except the fuel trucks and the authorized vehicles. B- After starting engines vehicles are not allowed to enter to apron. C- Engines can only be started on purpose of test while the helicopters are on stand number 2 in parking area. 2- RULES FOR THE HELICOPTERS IN THE HELIPORT: A- Helicopters shall use VFR routes for helicopters for their departures and arrivals. B- Helicopters are not allowed to take-off while over parking area and TWY. C- All helicopters shall take off or land under the responsibility of pilot in-command by following the ATC instructions and taking into account the apron traffic. D- Helicopters must control other traffics on the apron. Displacements are under the responsibility of pilot in-command. E- Helicopters permitted to start-up engine by TWR shall do its own separation and take place in the departure position and shall contact TWR for departure. F- Helicopters permitted for landing shall go to the proper parking position leaving the landing RWY immediately under the responsibility of pilot in-command after landing. 3- GROUND VEHICLES: A- For the vehicles on the apron permitted limit is 5 kilometers per hour. B- Drivers shall control up the helicopters. C- It is not allowed to park vehicles on the apron. D- At nights the vehicles are not allowed to light their headlights through the helicopters. It is permitted only lighting parklights when helicopters have started engines. LTHF AD 3.20 NOISE ABATEMENT PROCEDURES NIL AIRAC AMDT 07/14 DHMI - ANKARA

AIP AD 3 LTHF-7 TURKEY 18 SEP 14 LTHF AD 3.21 UÇUŞ USULLERİ HELİPORT TRAFİĞİ 1- GENEL KAİDELER: VFR Rotalar, hava trafiğinin yoğun olduğu Terminal Kontrol Sahaları içerisinde, VFR trafiklerin belirli bir düzen içerisinde uçmaları amacıyla düzenlenmiş olup, VFR ve IFR trafikler arasında ayırma yapmak amacıyla kullanılmayacaktır. İlan edilen rotaları kullanmakta olan VFR trafikler Türkiye AIP sinde açıklanan VFR kurallara tabi olup, her türlü ayırma sorumluluğu (bölgede uçuş düzenleyen VFR / IFR trafikler, doğal ve suni manialar ve meteorolojik hadiseler gibi) uçuşu düzenleyen Pilota aittir. Herhangi bir sebeple ilan edilen VFR rotadan ayrılmak durumunda kalan hava aracının pilotu (meteorolojik şartlar vb.) bu durumu vakit geçirmeden ilgili Hava Trafik Kontrol Ünitesine bildirecek ve rotadan ayrılmasını gerektiren durum sona erdikten sonra ilgili kontrolöre bilgi vererek en kısa sürede VFR Rotaya geri dönecektir A- Istanbul TMA içerisinde bir meydana iniş yapacak radyosuz VFR trafikler, ilgili CTR a 1500 FT MSL nin altında ve alet alçalma, pas geçme ile standart kalkış rotalarını etkilemeyecek şekilde aşağıda belirtilen rotaları takip ederek gireceklerdir. B- Radyosuz VFR trafikler, İstanbul TMA içerisinde 1500 feet MSL nin üzerinde uçmayacaklardır. C- İstanbul TMA içerisinde faaliyet gösteren VFR Trafikler, 1500 FT MSL nin üzerine çıkmadıkça Yeşilköy Yaklaşma ile radyo teması kurmayacaklardır. 2- HELİKOPTER MEYDAN TRAFİĞİ: A- Heliporta gelen giden VFR helikopter trafikleri ATA 1 VFR yolunu kullanarak heliporta iniş ve kalkış yapacaklardır. B- Meydan turu iniş kalkış coursları ihlal edilmeyecek şekilde meydanın kuzeydoğusunda yapılacaktır. C- Operasyonlar performans sınıf 1 e sahip olan helikopterlerle yapılacaktır. D- Manialardan dolayı heliporta iniş ve kalkış operasyonları, FATO üzerinde (zemin 120 FT (MSL) +115 FT) 235 FT MSL irtifada yapılacaktır. 3- ACİL DURUMLAR: A- Apron üzerinde yer değişikliği esnasında meydana gelebilecek acil durumlarda kule ikaz edilecektir. B- Kuleden yardım isteyen arızalı hava aracına Kule iniş önceliği verir. 4- GELECEK HELİKOPTERLERİN HAREKET TARZI: Bir uçuşa başlamadan önce ilgili ATS birimine (AIS Ofisi) bir uçuş planı sunulmuş olacaktır. Uçuş planı Türkiye AIP si ENR-1.10 bölümünde yer alan kriterler doğrultusunda sunulacaktır. LTHF AD 3.21 FLIGHT PROCEDURES HELIPORT TRAFFIC 1-GENERAL PROCEDURES: VFR routes have been arranged to the end that VFR traffic can operate in a designated order through heavy traffic of the terminal control areas and; shall not be used for the purpose of separation between VFR and IFR traffic. VFR traffic which use those designated routes are subject to the VFR rules stated in the Turkish AIP and the responsibility for the separation (VFR / IFR flights in the area, collision with terrain or artificial obstructions, meteorological activities etc.) shall be at pilot-in-command. the pilot of the aircraft which deviates from the defined VFR route for any reason (meteorological conditions etc.) shall promptly inform the appropriate air traffic control unit and as soon as the reason for that ends, shall be back to the VFR route again immediately after informing the controller. A- VFR traffic not equipped with radio destined to any aerodrome within the Istanbul TMA, shall enter the CTRs below 1500 FT MSL through the routes given here below, provided that they will not affect the instrument approach, missed approach and SID routes. B- VFR traffic not equipped with radio shall not fly above 1500 FT MSL within the Istanbul TMA. C- VFR traffic operating within the Istanbul TMA shall not establish radio contact with Yesilkoy Approach unless they climb above 1500 FT MSL. 2- HELICOPTER TRAFFIC: A- Arriving/departing VFR helicopter traffics shall take off/land by using ATA 1 VFR route. B- Traffic patterns shall be performed on the Northeast of AD by not violating the landing/take-off courses. C- Operations shall be performed by helicopters having performance class 1. D- Landing/take-off operations shall be performed at the altitude 235 FT MSL above FATO (ground 120 FT MSL +115 FT) due to obstacles. 3- EMERGENCY PROCEDURES: A- In case of an emergency during the displacement on apron, TWR shall be informed. B- The tower gives landing priority to the helicopter in emergency. 4-THE PROCEDURES FOR THE VISITOR HELICOPTERS: A flight plan shall be submitted to appropriate ATS unit (AIS Office) according to the criteria specified in AIP Turkey section ENR-1.10.
