Legislative Fellows Programı (LFP) Milletvekilleri, sivil toplum liderleri, yerel yönetimler, parlamento ve kamu idaresinde yasama ve politika geliştirme konusunda çalışanlara yönelik Amerika da gerçekleşecek ve 5 hafta sürecek program duyurusudur. Program Yurttaş Katılımı ve Yasama Süreci üzerine olacaktır. Son başvuru tarihi: 30 Eylül 2011 National Democratic Institute ve Freedom House, Amerika daki yasama sürecine ulusal ve yerel düzeyde yurttaş katılımı konusuna ilgi duyan Türkiye Cumhuriyeti vatandaşlarına bu süreci doğrudan gözlemleme fırsatı sunuyor. Başvuran adaylar arasından seçilenler; Amerika da beş hafta boyunca seçilmiş yetkililer, siyasi liderler, sivil toplum kuruluşları ve yasama alanında çalışan uzmanlarla doğrudan çalışacaklar. Programla ilgili tüm masraflar Amerika Birleşik Devletleri Dış İşleri Bakanlığı nın Eğitim ve Kültür İşleri Bürosu tarafından karşılanacaktır. Kimler başvurabilir? Milletvekilleri Parlamento, yerel yönetimler ve kamu idaresinde yasama ve politika geliştirme konusunda çalışan görevliler Sivil toplum kuruluşlarının profesyonel çalışanları veya gönüllüleri ile yönetim kurulu üyeleri 23 Ocak-24 Şubat 2012 tarihleri arasında (lojistik ayarlamalara bağlı olarak tarihlerde küçük değişiklikler olabilir) gerçekleşecek olan program; Türkiye de yurttaşların ulusal ve yerel düzeyde karar alma sürecine daha fazla katılımını özendirmek amacıyla; seçilmişlerin, parlamento, yerel yönetimler ve kamu idaresinde yasama ve politika geliştirme alanında çalışan görevlilerin ve sivil toplum liderlerinin çalışmalarına destek olmak üzere tasarlanmıştır. Gelen başvurular arasından seçilecek on üç katılımcı; Washington D.C de bir hafta sürecek oryantasyonun ardından, Washington D.C ve çevresinde Amerikan Kongresi, eyalet yasama organları, belediyeler, sivil toplum kuruluşları ve siyasi partilerde Amerikalı meslektaşlarıyla üç hafta beraber çalışacaktır. Katılımcıların konaklama ve ulaşım masrafları program tarafından karşılanacak ayrıca katılımcılara günlük ulaşım ve yemek harcamaları için küçük bir miktar harcırah verilecektir. Katılımcılar program boyunca Amerikalı ailelerinin evlerinde misafir olacaktır; bunun mümkün olmaması durumunda katılımcılara çift kişilik odalarda konaklama imkanı sağlanacaktır. Adaylar aşağıdaki kriterlere göre seçilecektir: 1. Türkiye de yasama alanında karar alma sürecine yurttaş katılımını arttırma konusuyla ilgilenmiş olmak 2. Türkiye de yurttaş katılımı olanaklarını arttırmak için edindiği deneyimleri uygulama konumunda ve/veya kapasitesinde olmak 3. Yeni fikirlere açık olmak ve yeni yaklaşımları uygulamaya istekli olmak 4. Yabancı bir ortama ve insanlarla beraber çalışmaya uyum sağlama kapasitesine sahip olmak 5. İleri derecede İngilizce konuşma ve yazma becerisine sahip olmak (Program boyunca çeviri yapılmayacaktır.) Başvuru formu ve referans mektuplarını, en geç 30 Eylül 2011, saat 18.00 e kadar gönderiniz. Bu tarihten sonra gönderilen başvurular dikkate alınmayacaktır. 5. Başvurunuz olumlu olarak değerlendirilirse; mülakat için sizinle iletişime geçilecektir. 6. Programa kabul edilen katılımcılar, vize işlemleri ve program öncesi oryantasyon toplantısı için Ankara'ya gelecektir. Ankara'ya ulaşım masraflarını katılımcıların kendileri karşılayacaktır. 7. Legislative Fellows Program (LFP) 5-Week Program in the United States on citizen participation and the legislative process for members of parliament, civic leaders and legislative and policy staff serving in parliament, local and national government Application deadline: September 30, 2011 The National Democratic Institute and Freedom House offer interested citizens of Turkey the opportunity to directly observe civil involvement in the legislative process in the United States at both national and local levels. Selected applicants will spend five weeks in the United States working directly with elected officials, political leaders, civil society organizations and legislative staff. Funding for this program is provided by the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State. Individuals encouraged to apply include: Elected officials serving in parliament Legislative and policy staff working in parliament, local and national government Professional staff, board members or active volunteers in civil society organizations The program, to be held in winter 2012, is designed to support the efforts of elected officials, legislative and policy staff working in government and parliament, civic leaders in Turkey to promote greater citizen engagement in the decision-making process at the national and local levels. The dates of the program are January 23-February 24, 2012. (Please be aware that for logistic purposes there might be a slight change in dates.) Following a week-long program of briefings in Washington D.C., thirteen candidates from Turkey, selected through a competitive application process, will work side-by-side with American counterparts serving in the U.S. Congress, state legislatures, municipalities, civil society organizations and political parties for four weeks in the greater Washington D.C area. The program will cover participant expenses such as travel and accommodations. In addition participants will be provided a modest per diem for travel and food. In order to enhance the experience, the goal is to place fellows in private homes with American families. In the event that home stays are not arranged, double room accommodations will be provided. Candidates will be selected based on the following criteria: Demonstrated interest in increasing civil participation in legislative decision-making in Turkey Position and/or capacity to apply experience to improve opportunities for civil engagement in Turkey Demonstrated openness to new ideas and eagerness to apply new approaches Capacity to adapt to a foreign environment and work with people Good written and oral English language skills (No interpretation services will be provided) If you are interested and qualified to apply for this program, please follow these guidelines: 1. 2. Collect letters of reference from two people on how you meet program criteria. Letters of reference must be in English. 3. Your application and letters of reference must be received no later than 18:00 Turkish time on September 30, 2011. 5. If review of your application is positive, you will be contacted for a personal interview. 6. If selected, you will be asked to travel to Ankara at your own expense for visa application procedure and pre departure orientation.
