BAŞ Ş KAN DAN-FROM A N THE PRESIDENT Vergide büyük zihniyet değişimi Big change of approach in taxation Genel seçimlerin ardından yeni bir devre giren Türkiye, kronikleşen etkin ve adil olmayan vergilendirme konusunda da önemli bir dönüm noktasını geride bıraktı. Hatırla- yacağınız gibi ülkemizde bugüne kadar çeşitli tarihlerde 27 vergi affı gerçekleştirilmişti. Ne var ki, bu aflara rağ- men hedeflenen vergi gelirine ulaşılamadığı gibi toplumda adil vergilendirmeye olan inanç da her defasında azalmış- tı. Oda olarak yaptığımız bir araştırma, çok ilginç bir şekil- de, vergi mükelleflerinin yüzde 63.4 ünün devletin bazı kesimlerden hiç vergi almak istemediğini düşündüğünü ortaya çıkardı. Sosyolojik Açıdan Türkiye de Halkın Ver- giye Bakışı başlıklı bu bilimsel araştırmaya göre, her af sonrası, vergi ödemememe eğilimi artarak devam ediyor. Araştırmamızın ortaya koyduğu gibi Türkiye nin vergi sorununun temelinde güvensizlik ve adaletsizlik yatıyor. İşte tüm bunları dikkate alan hükümet, Cumhuriyet tarihi- nin en önemli adımlarından birini atarak, Torba Yasa yla borçlusuna barış eli uzattı. Böylece 27 vergi affından sonra ilk kez afsız bir vergi toplama sistemi oluşturuldu. Memnuniyetle görüyoruz ki, devletin borçlusu ile barış- ması yönünde atılan bu çok önemli düzenlemeden elde edilen gelir tarihe geçecek nitelikte. Bu açıdan genel seçimlerin ardından sağlanan istikrar or- tamının devlet-mükellef barışı ile desteklendiğinde ülkemiz ekonomisi için itici bir güç olacağına inanıyoruz. Yeter ki, vergi mevzuatını basitleştirip üreten kesimler üzerindeki vergi yükünü azaltalım, sayısı 16 yı bulan vergi türlerini de sadeleştirebilelim. Büyük Fransız düşünürü Montesquieu, "verginin, herkesin malının tamamının korunması için verdiği bir hisse oldu- ğunu" söylemişti. İnanıyorum ki, tarihi vergi uzlaşmasını bu adımlarla desteklersek, "verginin bir bedel olmadığı, geleceğimizi daha da güzelleştirmek için hepimiz için bir nevi sigorta olduğu bilincine" ulaşabileceğiz. Bir dahaki sayıda buluşmak dileğiyle Having entered a new period in the wake of the general elec- tions, Turkey has left behind a significant turning point about fair and active taxation system which has aggravated throughout the years. As you may remember, 27 tax remissions have been is- sued in our country in various years up until now. Nevertheless, tax goals could not be achieved despite these remissions and the society s trust for the fair taxation system has decreased. A research conducted by our Chamber has revealed that inter- estingly, 63.4% of all taxpayers consider that the state does not want to impose any taxes at all on some privileged sections of the society. According to this scientific research titled The Society s View of Taxation in Turkey from the Sociological Aspect, the ten- dency of not paying taxes continues at an increasing rate after each remission. As was proven in our research, the lack of trust and injustice form the foundation of the taxation issues in Turkey. The government, which has taken into account all of these problems, has taken one of the biggest steps in the history of the Republic and has issued tax amnesty for tax debters with the omnibus law. Thus, following 27 tax remissions, a tax collection system without any remission was formed for the first time. We gladly observe that the revenues that were yielded with the amnesty for tax debtors will be a historical one. In this regard, we believe that the environment of stability ensured after the elections will become a powerful force for our national economy as long as it is supported with the peace between the state and taxpayers. We only need to decrease the load of taxa- tion on the manufacturing part of the society by simplifying the tax legislation as well as the tax types which are as many as 16. Great French philosopher Montesquieu once said: "Tax is a piece of share paid in order to protect all belongings of one s own. I believe that if we support the historical tax peace with these steps, we will be able to understand that tax is not simply a fee to be paid; in fact, it is a kind of insurance for all of us to make our future brighter. İ TO DAN HABERLER Önümüzdeki üç yılda Anadolu nun dört bir yanında 29 İstanbul Ticaret Odası Okulu öğrencilerle dolacak. İTO geçtiğimiz ay Diyarbakır da inşaatı tamamlanan ilkokulu hizmete sokarken, Samsun da yaptıracağı okulun da temelini attı. Diyarbakır ın Eğil İlçesi Balaban Köyü nde inşa ettirilen okul ve lojmanın yapımı tamamlanarak geçtiğimiz haftalarda hizmete açıldı. Samsun Valiliği ile İTO arasında imzalanan protokolle Terme ilçesi Yenidoğan Mahallesi nde İTO tarafından yaptırılacak 12 derslikli Şehit Kibar Korhan Koç İlköğretim Okulu ile Ambartepe Eroğlu İlköğretim Okulu nun 6 daireli lojmanının temeli de 22 Haziran da törenle atıldı. İstanbul Ticaret Odası (İTO) Başkanı Dr. Murat Yalçıntaş, 1968 den beri okullar inşa ettiklerini belirterek, Böylece bu topluma ve ülkeye karşı sosyal görevlerimizi yerine getirmeye gayret ediyoruz dedi. In the next three years, 29 Istanbul Chamber of Commerce Schools will start education at all four corners of Anatolia. Last month, ICOC opened a primary school in Diyarbakır, and laid foundations of another school in Samsun. NEWS FROM ICOC İTO OKULLARI ANADOLU NUN DÖRT BİR YANINDA ICOC SCHOOLS ALL ACROSS ANATOLIA The school and boarding constructed at Balaban Village of Eğil, Diyarbakır, have been opened last week. Based on a protocol signed by Governorate of Samsun and ICOC, foundations of 12 classroom Şehit Kibar Korhan Koç Primary School at Yenidoğan district in Terme country, and Ambartepe Eroğlu Primary School's 6-apartment boarding houses have been laid on June 22nd. Istanbul Chamber of Commerce (ICOC) President Dr. Murat Yalçıntaş noted that they have been building schools since 1968 and said "By this means we are trying to fulfill our social duties to this society and this country". The inauguration was also attended by ICOC Vice President Dursun Topçu, Board Member and Bookkeeper Hasan Demir, Assembly Members and ICOC Secretary General Dr. Cengiz Ersun. In his opening speech where he talked about their social responsibilities, Dr. Yalçıntaş said Samsun is not only the place where the journey towards establishment of the Republic of Turkey has begun, it is also the place where our social responsibilities have begun. İTO Başkanı Dr. Murat Yalçıntaş, Avrupa daki Türk gençlerinin eğitimi için yapılacak her türlü projeye açık olduklarını söyledi. Avrupalı Türk bakan ve siyasetçilerle İTO da biraraya gelen Dr. Yalçıntaş, gençlerin meslek eğitimi konusunda da destek sözü verdi. Avrupa nın çeşitli kentlerinden gelen Türk kökenli bakan ve siyasetçilerin oluşturduğu bir heyet, İTO yu ziyaret etti. İTO DAN GENÇLERE EĞİTİM DESTEĞİ SÖZÜ ICOC PROMISES TRAINING TO YOUNG PEOPLE Dr. Yalçıntaş, genç nüfusun iyi eğitimli olursa itici güç, eğitimsiz olursa en büyük sosyal sorun haline geleceğini ifade ederek, 100 milyon dolardan fazla bütçemiz var. Bunu harcayacak en iyi alanın da eğitim olduğunu düşünüyoruz dedi. ICOC President Dr. Murat Yalçıntaş said that they are open to any kind of project that supports young Turks' education in Europe. Met with European Turkish ministers and politicians at ICOC, Dr. Yalçıntaş, also promised support to young people on vocational training. A delegation of Turkish ministers and politicians coming from various cities of Europe has paid a visit to ICOC. ICOC President Dr. Murat Yalçıntaş, who greeted the European representatives, said that they are open to any kind of project that supports young Turks' education in Europe. The delegation included Lower Saxony Minister of Social, Health, Family and Harmonization Aygül Özkan, Baden-Württemberg State Minister of Harmonization Bilkay Öney, and politicians Fatma Pehlivan, Nebahat Güçlü, Özcan Mutlu, Hüseyin Araç and Murat Kalmış. Dr. Yalçıntaş underlined that a well trained young population will be a driving force while an untrained population would become a serious social problem, and said We have a budget of more than $100 million USD. ŞIRNAKLI ÖĞRENCİLER İTO DAYDI STUDENTS FROM ŞIRNAK DISTRICT VISITED ICOC Şırnak ın Beytüşşebap İlçe Milli Eğitim Müdürlüğü nün organizasyonu ile 3 günlük bir ziyaret için İstanbul a gelen 43 öğrenci ve 5 öğretmenden oluşan grup, İstanbul Ticaret Odası nı ziyaret etti. Çoğu ilk kez İstanbul a gelen öğrenciler, önce İstanbul un tarihi yerlerini gezip ardından İTO yu ziyaret etti. Öğrencileri, İTO Yönetim Kurulu Üyesi Mehmet Develioğlu karşıladı. Develioğlu ziyaret sırasında öğrencilere, Bu tür ziyaretler hem İstanbul hem de Şırnak için çok önemli. Sizi İTO da ve İstanbul da önümüzdeki yıllarda da görmek isteriz. Tekrar geldiğinizde şimdi gezip göremediğiniz yerleri umarım birlikte gezip, görürüz dedi. Öğrenciler ve öğretmenleriyle sohbet eden Develioğlu, öğrencilere eğitim yaşamlarında başarılar diledi ve hatıra fotoğrafı çektirdi. A group of 43 students and 5 teachers from Şırnak's Beytüşşebap Country visited Istanbul and Istanbul Chamber of Commerce within the scope a 3-day trip organized by their Directorate of National Education. Most of them coming to Istanbul for the first time, students toured Istanbul's historical venues and visited ICOC. The students were greeted by ICOC Board Member Mehmet Develioğlu. During the visit, Develioğlu said "This kind of visits is quite important for both Istanbul and Şırnak. We would like to meet with you again at ICOC and in Istanbul in the forthcoming years. I hope then we will be able to tour and see the places that you couldn't see this time. Develioğlu talked to students and teachers, wished them success in their education life, and posed with them for their souvenir photos. SUBCON FUARI NDA YENİ FIRSATLAR NEW OPPORTUNITIES AT SUBCON FAIR İngiltere nin Birmingham kentinde 7 10 Haziran 2011 tarihlerinde düzenlenen dünyanın en önemli yan sanayi fuarlarından Subcon 2011 de 12 Türk firması stand açtı. Türkiye milli katılımını İTO nun yaptığı fuarda, Türk firmaları yeni ortaklıklar için görüşmeler yaptı. 4 bin 379 ziyaretçi ağırlayan fuarda, Türk firmaları toplam 221 metrekarelik alanda yeni ortaklıklar kurmak için çalıştı. Subcon 2011 Yan Sanayi Fuarı nı İTO Yönetim Kurulu Başkan Vekili Şekib Avdagiç başkanlığındaki heyet Türk stantlarını inceledi. İTO Heyeti, daha sonra Birmingham Ticaret Odası nı da ziyaret etti. Aralarında T.C. Birmingham Ticaret Müşaviri Tankut Aydın ın da bulunduğu İTO Başkan Vekili Şekib Avdagiç başkanlığındaki heyet, Birmingham Ticaret Odası Yönetim Kurulu Başkanı Jerry Blackket ile görüştü. Twelve Turkish companies opened stands at Subcon 2011, which is one of the most important sub-industry fairs of the world, held between the dates of 7 and 10 June 2011 in Birmingham, England. With ICOC's national level exhibition, Turkish companies made negotiations for new partnerships. At the fair, which hosted 4,379 visitors on a 221 square meter area, Turkish companies tried to establish new partnerships. Turkish stands at Subcon 2011 Sub-industry fair were also visited by a delegation headed by ICOC Vice President Şekib Avdagiç. ICOC delegation later visited Birmingham Chamber of Commerce. Together with Turkey's Commercial Counsellor to Birmingham Tankut Aydın, the delegation headed by ICOC Vice President Şekib Avdagiç met with Birmingham Chamber of Commerce President Jerry Blackket. İ TO DAN HABERLER NEWS FROM ICOC İstanbul Ticaret Odası, 5941 Sayılı Çek Kanunu ve Ticari Hayatımıza Yansımaları başlığında bir seminer düzenledi. İTO Yönetim Kurulu Sayman Üyesi Hasan Demir, seminerin açılışında yaptığı konuşmada, 5941 sayılı Çek Kanunu nun kaydi para yaratma imkânını desteklediğini belirterek, Kanuna göre çek, 2011 yılı sonuna kadar vadeli bir ödeme aracı gibi kullanılmaya devam edilecek diye konuştu. Demir, bu kanunla birlikte çek kullanımının zorlaştırıldığına, çek kullanabilecek kişi ve kurum sayısının da kısıtlandığına dikkat çekti. Çek kullanıcılarının her türlü bilgisinin Gelir İdaresi Başkanlığı na sunulmasının karşılıksız çekte caydırıcı bir faktör olduğunu dile getiren Demir, Kanun yürürlüğe girmeden önceki yıl ülkemizde karşılıksız çek nedeniyle açılan dava sayısı 200 bin civarındaydı. Merkez Bankası verilerine göre ÇEK KULLANIMI ZORLAŞTI USE OF CHEQUES NOW MORE COMPLEX bankalarca yapılan karşılıksız çek bildirimlerinin aylık ortalaması 2009 da 159 bin 223 adet iken, 2010 yılı aylık ortalaması 75 bin 22, 2011 yılı ilk 4 aylık ortalaması da 45 bin 365 adede geriledi dedi. Istanbul Chamber of Commerce held a seminar titled Cheque Law No. 5941 and its Reflections on our Business Life. At this opening speech, ICOC Board Member and Bookkeeper Hasan Demir underlined their support towards the Cheque Law No. 5941's ability to create representative money and said According to the Law, cheques will continue to be used as a forward payment tool until the end of 2011. Demir said that the Law also complicates use of cheque, and restricts the number of persons and corporations that can use cheques. Noting that submission of any kind of information related to cheque users is an intimidating factor against dud cheques, Demir said In the year before this Law s entry into force, the number of dud cheque actions filed in Turkey was around 200,000. According to Central Bank figures, the number of dud cheque notifications sent to banks was average 159,223 per month in 2009. The number fell down to 75,022 in 2010, and to 45,365 in the first 4 months of 2011. MALİ VERİLER İNTERNETTE YAYINLANACAK FINANCIAL DATA WILL BE PUBLISHED ON THE INTERNET Önümüzdeki yıl Temmuz da yürürlüğe girecek olan 6102 sayılı Yeni Türk Ticaret Kanunu, şirketlerin şeffaflaşması açısından büyük önem taşıyor. Yeni kanuna göre şirketler, uluslararası finansal raporlama standartlarına uyumlu muhasebe standartlarını uygulayacak. Böylece şirketlerin kullandığı finansal yazılımların da bu standartlara uyumlu olması gerekiyor. Kanun çerçevesinde şirketlerin gerekli teknolojik altyapılarını hazırlarken nelere dikkat etmeleri konusunda İstanbul Ticaret Odası nda bir seminer düzenlendi. Seminerin açılış konuşmasını yapan İTO Yönetim Kurulu Üyesi İsrafil Kuralay, kanunun getirdiği yeniliklerin ciddiye alınması ve bunların zorunluluktan ziyade çağdaşlaşmak şeklinde algılanması gerektiğini vurguladı. New Turkish Commercial Law, which will enter into force in July, is quite important for transparency of companies. According to the new law, the companies will apply new accounting standards in line with international financial reporting standards. Thus, the financial software used by companies must be in compliance with these standards. Istanbul Chamber of Commerce hosted a seminar on the things to be considered during preparation of required technological infrastructure within the framework of the Law. Made the opening speech of the seminar, ICOC Board Member İsrafil Kuralay emphasized that the novelties brought by the Law should be taken seriously, and that they should be perceived as modernization instead of obligation. -6- İ TOVİ ZYON TEMMUZ/JULY 2011
GİRİŞİMCİLERE SENEGAL MEVZUATI ANLATILMALI SENEGALESE LEGISLATION SHOULD BE INTRODUCED TO ENTREPRENEURS Senegal in Kaolack şehrinde inşaat, taşımacılık ve otomotiv alanında faaliyet gösteren bir grup iş adamı, İTO yu ziyaret etti. The fashion show at 1453 Social Facilities presented designs from 42 students, and attracted great interest. İ TO DAN HABERLER NEWS FROM ICOC MISIR DAN ORTAK ÜRETİM ÇAĞRISI EGYPT CALL FOR JOINT PRODUCTION Mısırlı 25 Ocak Tahrir Gençlik Liderleri, Türkiye ye yaptıkları ziyaret kapsamında İTO yönetimi ile görüştü. İTO Yönetim Kurulu Üyesi Yakup Köç ün kabul ettiği heyete, İTO nun faaliyetleri ve Türkiye ekonomisi hakkında bilgi verildi. Köç, genç iş adamları ve iş kadınlarından oluşan heyete, Ülkenizdeki yeni siyasi dönemin bölgenize ve tüm dünyaya güzellikler getirmesini diliyorum dedi. İki ülke arasında geçen yıla oranla daha fazla ticaret gerçekleştirilmesinin beklendiğini söyleyen Köç, Ülkeler bazında ihtiyaçlar iyi belirlenmeli. Her iki taraf da sorumluluklarını yerine getirdiği takdirde ticaret artar diye konuştu. Mısırlı iş adamları ise, Türk ürünlerinin kalitesine ve ülkede büyük bir şöhrete sahip olduğunu söyledi. Mısır lı girişimciler, Türkiye nin de yaptırım gücü ve deneyimi var. Bu hususta işbirliğine girersek bütün dünyada rekabet edebilecek çok kaliteli, ortak Türk-Mısır ürünleri üretebiliriz. Özellikle de küçük ve orta ölçekli sanayi ürünleri üretilebilir mesajını verdiler. Leaders of January 25th Youth Movement from Egypt visited Turkey and met with ICOC management. The delegation accepted by ICOC Board Member Yakup Köç received information about ICOC's activities and Turkish economy. To the delegation comprised of young businessmen and businesswomen, Köç said I hope the new political era will bring goodness to our region and to the entire world. Noting their expectation of greater commercial volume between the two countries compared to the previous year, Köç said Needs of each country should be identified perfectly. Trade volume will continue to increase as long as both parties fulfill their responsibilities. Egyptian businesspeople, in turn, said that Turkish products are quite famous in Egypt for their high qualities. Egyptian entrepreneurs said Turkey has a sanction power, and experience. If we collaborate on this we can jointly produce high quality Turkish-Egyptian products that can compete in the global markets. We place special emphasize on products to be manufactured by small and medium industries. Noting that jewelry is a strategic sector that requires more attention from everyone, ICOC Board Member İsrafil Kuralay said "I believe that the jewelry sector should be one of the industries that take the greatest share from Turkey's 2023 targets". In his opening speech at community meeting of ICOC Nonferrous Professional Committee, Kuralay underlined that they have great opportunities to have a higher voice in the international market and said For this purpose we have to place emphasis on more varieties, and brand recognition. Turkey is currently at the top of its domestic potentials and its global reputation. The community meeting where the current status and problems of the jewelry sector were discussed was chaired by ICOC Nonferrous Metals Professional Committee Assembly Member Erhan Hoşhanlı. Muhammet Yenel, Member of the Board of Directors of ICOC, met the Algerian committee and reminded them that efforts aimed at encouraging Turkish businessmen to enter the African market continued. Böylece, 2010 yılı Ekim ayından bu yana Dünya Ticaret Merkezleri (World Trade Centers Association-WTCA) Yönetim Kurulu Üyeliği görevini de sürdüren Kanca, ticaretle dünya refahını artırma vizyonunu benimseyen birliğin en üst karar organına katılmış oldu. Haluk Kanca, General Manager of World Trade Center Istanbul (IWTC), whose biggest shareholder is ICOC, has become the first Turk to be elected to the Board of Directors of the World Trade Centers Association. Thus Haluk Kanca, who has also been fulfilling the relevant duties as a member to the Executive Board of the World Trade Centers Association (WTCA) since October 2010, has become a part of the top decision-making body of the association, which undertakes the vision of enhancing global welfare through commerce. Haluk Kanca is going to serve the Executive Board for a period of 2 years together with representatives from the USA, Panama, China, Spain and Southern Cyprus. The World Trade Centers Association operates in more than 100 countries. İTO YİNE BİRİNCİ Dünya Odalar Kongresi, dünya odalarının en önemli organizasyonu. Milletlerarası Ticaret Odası (ICC) çatısı altında faaliyet gösteren Dünya Odalar Federasyonu (WCF) her iki yılda bir Dünya Odalar Kongresi düzenliyor. Tüm Odalar 2 yılda bir biraraya gelerek hem bilgi ve tecrübelerini paylaşıyorlar, hem de yeni işbirliklerine imza atıyorlar. Dünya Odalar Kongresi nin belki de en heyecanlı ve önemli faaliyeti ise Odalar Yarışması. Odalar bu yarışmaya en çok inandıkları, en başarılı projelerini göndererek, en iyi olabilmek için yarışıyorlar. Bu yıl yarışma dört ayrı kategoride gerçekleştirildi. Bu kategoriler; En İyi Uluslararası Proje, En İyi KOBİ Projesi, En İyi Kurumsal Sosyal Sorumluluk Projesi ve En Sıradışı Proje. İTO bu yıl ÖZİMEK ile En İyi Sosyal Sorumluluk Kategorisi ne başvurdu ve birinci oldu. SON DERECE GURURLUYUZ İTO Başkanı Yalçıntaş büyük ödülü kazanmalarını şöyle değerlendirdi: Yarışmada gerçekten çok iyi projeler yer aldı. Ancak ÖZİMEK bizim çok başarılı sonuçlar elde ettiğimiz projelerimizden biri. Dünya Odalarının da projemizi takdir etmiş olması bize çok mutluluk verdi. Sonuçta, Ödül kazandıran projeden 25 bin 851 kişi mezun oldu İTO'nun İstanbul İl Özel İdaresi, Milli Eğitim Müdürlüğü ve İŞKUR İstanbul ile birlikte yürüttüğü ÖZİMEK Projesi, bir meslek edindirme ve geliştirme projesi. Proje işsizlik sorununun çözümüne mesleki eğitim kursları ile destek vermeyi amaçlıyor. Projeye katılan kursiyerler, 260 ile 400 saat arasında teorik ve pratik eğitim aldılar. Bu kişiler mesleki uzmanlık gerektiren pozisyonlara eleman arayan işverenlerle buluşturuldu. 2007 yılı Haziran ayında başlayan projeden bugüne kadar 27 bin 832 kursiyer yararlandı ve 25 bin 851 kişi mezun oldu. Bu süre zarfında 171 kurs dalı açıldı, 83 meslek lisesinde eğitim verildi. Ayrıca, işverenler ve iş arayan kursiyerler arasında bir köprü görevi gören İnsan Kaynakları Borsası adı altında bir web sitesi de kuruldu. 25.851 people graduated from the award- winning project The OZIMEK project, which was carried out by ICOC in cooperation with İstanbul Special Provincial Administration, Ministry of National Education and İstanbul Office of ISKUR, is a project of vocational training and development. The project aims to support solution of the unemployment issue through vocational training courses. Participants of the project received between 260 and 400 hours of theoretical and applied training. These people met employers who sought personnel for positions requiring vocational expertise. Up until now, 27.832 people benefited and 25.851 people graduated from the project which was launched in June 2007. During this period, 171 training branches were put into service and training was offered at 83 vocational high schools. ICOC RANKS FIRST ONCE AGAIN The World Chambers Congress is the most significant event among chambers all around the world. The World Chambers Federation (WCF), which operates under the roof of the International Chamber of Commerce (ICC), organizes the World Chambers Congress once in every two years. All chambers gather together in this event in every two years to share their knowledge and experience, and to enter into cooperation. The World Chambers Competition is probably the most exciting and important activity carried out at the World Chambers Congress. Chambers submit their most successful and ambitious projects at the competition and compete to take the first place. The competition was held under four categories this year. The categories were: The Best International Project, the Best SME Project, the Best Social Responsibility Project and the Most Extraordinary Project. ICOC submitted the OZIMEK project this year and ranked first in the category of the Best Social Responsibility Project. ICOC also ranked first in the category of the Best SME Project at the World Chambers Congress which was held in Canada in 2003. At the World Chambers Congress held in Malaysia in 2009, the chamber was a finalist in the category of the Best International Project with the First Step into Export project. WE ARE EXTREMELY PROUD ICOC President Yalçıntaş commented on winning the grand award: There were truly successful projects at the competition. However, OZIMEK is one of the projects from which we have obtained very good results. We are happy that World Chambers also appreciate our project. In the end, we are extremely proud to have won the first place at such an international project and brought the award to İstanbul and Turkey. İ TO DAN HABERLER NEWS FROM ICOC Başlangıçtan bugüne ÖZİMEK 16 Haziran 2007 de İl Özel İdaresi, İl Milli Eğitim Müdürlüğü ve İTO nun ÖZİMEK Protokol ünü imzalamasıyla Proje hayata geçti. 13 Mart 2008 de İŞKUR İl Müdürlüğü Proje ye ortak olarak dahil edildi. ÖZİMEK kapsamında; İl Özel İdaresi, İl Milli Eğitim Müdürlüğü, İŞKUR İl Müdürlüğü ve İTO temsilcilerinden oluşan Yürütme Kurulu bu güne kadar 91 toplantı gerçekleştirdi. Proje çerçevesinde 79 okulda 127 branşta kurs açıldı. 25 bin 85'i mezun olmak üzere toplamda 27 bin 832 kursiyere ulaşıldı. ÖZİMEK kapsamında İstanbul Büyükşehir Belediyesi Sanat ve Meslek Eğitimi Kursları (İSMEK)'in bazı branşlardaki öğretmenlerine Ümraniye Cezaevindeki hükümlülere, görme engellilere, sosyal hizmet yuvalarındaki bakıcılara, Ağaçlı Çocuk ve Gençlik Merkezinde bulunan Suça İtilmiş gençlere, Darülaceze Müdürlüğü nde çalışan 100 personele ve 8 ayrı askeri birlikte erlere yönelik değişik branşlarda kurslar düzenlendi. Proje kapsamında 5 yıl içinde 40 bin kişiye mesleki eğitim verilmesi, mezun olanların en az yüzde 75 inin meslek hayatlarında olumlu değişikliklerin olması hedefleniyor. İTO ve Türk İşbirliği ve Kalkınma İdaresi Başkanlığı (TİKA) arasında 3 Şubat 2011 de imzalanan protokolle Uluslararası Mesleki ve Teknik Eğitim Projesi hayata geçirildi. Projenin 2010 bütçesi 1 milyon 600 bin TL, kurs açılan okul sayısı 34, kurs açılan branş sayısı 79, toplam kursiyer sayısı 3 bin 168 idi. 2011 yılı için ayrılan ödenek ise 1 milyon 900 bin TL. Öte yandan proje için toplam harcanan miktar 10 milyon 41 bin 255 TL. Ayrıca 2007 den bu yana kurs açılan okul sayısı 79, branş sayısı 127. ÖZİMEK yürütme kurulu hedefleri arasında; 2011 sonunda toplam 30 bin kursiyeri meslek eğitiminden geçirmiş olmak, Mesleki Yeterlilikler Kurumu çalışmaları paralelinde modüler sisteme uyumlu kursları sürdürmek, mezunların Türkiye- Avrupa ve dünya beceri yarışmalarına katılmasını sağlamak bulunuyor. Ayrıca kariyer ve istihdama destek günleri düzenlemek, işletmelerle bağ kurarak doğrudan talep üzerine kurslar açmak, kurs bitirme sınavlarını sistematik şekilde belli merkezlerde yapabilmek de hedefler arasında. OZIMEK from the beginning to the present The project was launched when the OZIMEK Protocol was undersigned by the Special Provincial Administration, the Provincial Directorate of Education and ICOC on June 16, 2007. The Provincial Directorate of ISKUR also became a partner to the project on March 13, 2008. Within the scope of OZIMEK; a total number of 91 meetings have been conducted by representatives of the Special Provincial Administration, the Provincial Directorate of Education, ICOC and The Provincial Directorate of ISKUR up until now. Courses in 127 branches have been put into service in 79 schools within the framework of the project. 27.832 participants, 25.851 of whom have successfully graduated, have been reached through the courses. Courses in different branches have been offered to some instructors of the Art and Vocational Training Courses of the Metropolitan Municipality of İstanbul (ISMEK), convicts at Ümraniye Penitentiary, visually impaired citizens, caretakers working at Social Security Care Centers, youngsters forced into crime who stay at Ağaçlı Children and Youth Center, 100 employees working at the Directorate of Darülaceze (Shelter for the Needy) and privates of 8 different military garrisons within the scope of OZIMEK. Through the project, vocational training is planned to be offered to 40 thousand people with a success rate of at least 75% in terms of creating positive changes in lives of the participants within 5 years. With the protocol undersigned by ICOC and the Turkish Cooperation and Development Administration (TIKA) on February 3, 2011, the International Vocational and Technical Education Project was launched. The budget allocated to the project for 2010 was 1.600.000 TL. The total number of schools where courses were offered was 34, branches considered 79, and participants 3.168. The allowance allocated for 2011 amounts to 1.900.000 TL. On the other hand, a total amount of 10.041.255 TL has been spent on the project. Also, courses have been put into service in a total number of 79 schools under 127 branches since 2007. Among goals of the executive board of OZIMEK are having trained a total number of 30 thousand participants by the end of 2011, sustaining courses that are in compliance with the modular system parallel to the efforts of the Institution of Professional Competence, and ensuring that graduates take part in Turkey-, Europe- or world-wide contests. Goals also include organizing career and employment promotion events, contacting enterprises and offering courses directly upon demand, and being able to systematically carry out graduation exams at specific centers. -12- İ TOVİ ZYON TEMMUZ/JULY 2011

Sanatçıların yerli ve yabancı birçok yeni müşteri edindiği, iş ve öğretmenlik teklifleri aldığı merkez pazar günleri hariç her gün ziyaret edilebilecek. T he 8th Open Air Art Center, which will remain open between June 23 and September 30, continues to be a meeting point for the business and art worlds. The center, where artists get to meet many local and foreign customers in addition to receiving business and instructorship proposals, is open to visitors everyday excluding sunday. Sanatın nabzı 23 Haziran- 30 Eylül tarihleri arasında Eminönü Meydanı nda atacak. İstanbul Ticaret Odası(İTO) gelenekselleştirdiği Açıkhava Sanat Merkezi nin 8 ncisini açtı. Sanatçıların eserlerini sattığı ve sipariş alıp, firmalarla sözleşme imzaladığı İTO Açıkhava Sanat Merkezi nde bu yıl 12 geleneksel Türk el sanatı 34 sanatçı tarafından temsil ediliyor. Ressam fırçasıyla, ebruzen teknesiyle, nakış sanatçısı iğnesiyle, hat sanatçısı aharlı kağıdıyla, tezhip sanatçısı samur kılından fırçasıyla, telkari sanatçısı gümüş teli ile sergiye katılıyor. Sanatçıların eserlerini İstanbullulara ve turistlere uygulamalı olarak icra ettiği 8. Açıkhava Sanat Merkezi de daha öncekiler gibi satışlı olacak. Bugünlerde Eminönü meydanını sanat şölenine dönüştüren Sanat Merkezi nde gitar flüt ve akordeon sanatçıları da müzik dinletileri sunuyor. İŞPORTADAN SANATA İTO, 3 imparatorluğa başkentlik yapmış tek dünya kenti İstanbul un bir eksiği olduğu fikrinden hareket ederek, 2004 yılında ilk Açık Hava Sanat Merkezi etkinliğini gerçekleştirdi. İstanbul Chamber of Commerce (ICOC) has opened the 8th Open Air Art Center. 12 traditional Turkish handicraft branches are represented by 34 artists at the ICOC Open Air Art Center, where artists find an opportunity to market their works, receive orders and conclude contracts with various firms. Everyone takes part in the exhibition with their own instruments; painter with a brush, ebru masters with their paint boards, muralists with embroidery needles, illuminators with brushes made of weasel hair, and filigree artists with silver threads. Offering artists the facility to exhibit their works for residents of İstanbul and tourists in an applied manner, the 8th Open Air Art Center also includes sales just as the previous ones. The Art Center, currently turning Eminönü Square into an art festival, features auditions by flute and accordion artists as well. FROM PEDDLING TO ART Motivated around the idea that İstanbul had a missing aspect as the only city on the world that has served 3 empires as capital, ICOC organized the first Open Air Art Center in 2004. When sleeves were rolled up to realize the Open Air Art Center, which was planned for Eminönü -one of the most crowded and historical sites in İstanbul-, there were peddler stalls all around Eminönü square. As a result of strict cooperation with public and local administrations in İstanbul, ICOC drove these stalls away from Eminönü square. Now it was time to establish the Open Air Art Center. Within a very short period of time, many artists replied to the announcements made all around Turkey. Artists representing a wide range of branches from ebru to painting, jewelry design
İstanbul un en işlek ve en tarihi mekânlarından biri olan Eminönü nde yapılması planlanan Açık Hava Sanat Merkezi için kollar sıvandığında, Eminönü meydanında işportacı tezgahları vardı. İTO, İstanbul un kamu ve yerel yönetimleriyle sürdüğü sıkı bir işbirliği ile işporta tezgâhlarını Eminönü meydanından uzaklaştırdı. Sıra Açık Hava Sanat Merkezi ndeydi. Türkiye çapında yapılan duyurulara kısa sürede bir çok sanatçıdan yanıt geldi. Ebrudan resime, takı tasarımdan ipek boyamaya, minyatürden heykele uzanan geniş bir yelpazeyi temsil eden sanatçılar İTO Açık Hava Sanat Merkezi nin ilkine katıldı. SANATÇIYLA SANATSEVER BULUŞTU Sanatçının, sanatseverin, yerli ve yabancı turistin bir araya geldiği merkeze katılan sanatçılar çok önemli kazanımlar elde etti. Çağlar said: Our responsibility is to relay these arts to next generations; ensure that they are not forgotten.
