Basic Information General Directorate of National Immovables is one of the Ministry s main service units. General Directorate has both central and provincial organization. Total number of employees is 4.062 (3745 being employed in provincial organization, 317 being employed in central organization) Public immovables in Turkey are managed by the General Directorate of National Immovables.

I. Strategic Policies (a) Mission Managing State properties, determining management principals concerning public properties and immovables owned by public agencies and institutions. Vision Being a transparent, accountable and pioneering institution which provides fast and qualified services Strategic Purpose Ensuring effectiveness, efficiency, accountability and transparency while using public resources Strategic Target Improving the added value obtained for country s economy by using public immovables rationally

I. Strategic Policies (b) General Directorate of National Immovables is responsible for the effective management of State-owned immovables and supporting economic and social targets. General Directorate plays an important role in below mentioned issues also through the collaboration with other public administrations: Eliminating economic and social differences among regions, Ensuring sustainable development, Preventing unplanned urbanization, resolving housing problem, protecting cultural and natural assets, Fighting against erosion and supporting forestation, Promoting investment and employment.

II. Performance Target Ensuring rational utilization of public immovables by performing assignment, sale, renting, easement and barter operations rapidly, effectively, efficiently and timely

Outcome / Quality Indicators Total property value transferred to private sector Rate of immovables used within managed immovables (sale, rent, assignment, adequate pay etc.) Private property/public property Percentage and term to meet demands/requests of citizens and other public agencies

IV. Operational Level Efforts will be made to reduce the problems due to legislative and decision making processes while performing operations. They also cause loss of time and inadequate implementation of efficiency and effectiveness principles during the acquisition of immovables. Employee satisfaction rate Reducing operational costs by performing all operations related to public immovables electronically (MEOP- National Immovables Automation Project) Rate of operations performed electronically (MEOP) over all operations

Resources Amount of the appropriation allocated in 2011 for the implementation of the activities of the General Directorate of National Immovables is 170 million 902 thousand TL.

Monitoring and Evaluation Indicators will be monitored quarterly in electronic system. Evaluation report will be shared with the public at the beginning (January) of the following year.
