BAŞ Ş KAN DAN-FROM A N THE PRESIDENT İstihdam ve sosyal sorumluluk Employment and social responsibility Türkiye, Avrupa nın en genç nüfusuna sahip ülke. Ülkemizde nüfusun yüzde 65 i kentlerde yaşıyor. Toplam nüfus içinde 10-19 yaş grubunda 13 milyon gencimiz var. Bu genç nüfus için istihdam olanaklarının artırılması, hem geleceğimiz hem de toplumsal barış için hayati önem taşıyor. Ancak, dünya genelinde olduğu gibi Türkiye de de işsizlik ve istihdam temel sorunlarımız arasında. Öte yandan küreselleşme, hızla yayılan ve ulaşılan bilgi, artan rekabet, ülkeleri her alanda değişime zorluyor. İşyerleri, bu değişime kolayca uyum sağlayan, sorunları çözen ve öğrenmeyi yaşamının bir parçası haline getiren işgücünü tercih ediyor. Bu nedenle, yüksek bilgi ve beceri düzeyine sahip işgücüne olan talep giderek artıyor. Bu noktada her şeyi devletten beklemek mümkün değil. Tıpkı gelişmiş ülkelerde olduğu gibi ülkemizde de meslek teşekküllerinin, sivil toplum örgütlerinin istihdam ve nitelikli işgücü konusunda kendi projelerini kendileri geliştirmesi gerekiyor. Bu bilinçle, İstanbul Ticaret Odası, eğitim odaklı pek çok sosyal sorumluluk projesine öncülük ediyor. Böylece İTO olarak mesleki eğitim alanında yaptığımız çalışmalarla İstanbullu işadamlarının ara eleman ihtiyacına önemli bir katkı sağlıyoruz. Örneğin ÖZİMEK projesi ile Mart 2010 itibariyle 21 bin 195 kişi mezun oldu. İTO web sitemizde 8 binden fazla ÖZİMEK mezununun bilgisine yer verilen İnsan Kaynakları Borsası oluşturuldu. Bunlardan yüzde 23 ü iş sahibi oldu. Bu örnekleri çoğaltmak mümkün. İTO olarak sadece mesleki eğitim için değil temel eğitimin ülke geneline yayılması için de gayret sarfediyoruz. Milli Eğitim Bakanlığı na 14 okul ve 1 üniversite kazandırarak yaptığımız katkıyı, okulu bulunmayan köylere ilköğretim okulları yaparak artırmaya çalışıyoruz. Son dönemde doğal olarak istihdam kamuoyunun gündeminde tartışılıyor. Çözüm için farklı öneriler dile getiriliyor. Böylesine önemli bir sorun için elbette farklı önerilere, yeni fikirlere ihtiyacımız var. Ama bu tartışmalarda buluşacağımız ortak noktayı İranlı mutasavvıf Feridattin Attar şöyle özetliyor: Kendi elinizle vereceğiniz bir akçe, sizden sonra verilecek yüz akçeden daha değerlidir Bir dahaki sayıda görüşmek dileğiyle. Turkey has the youngest population in Europe. 65 percent of the population lives in the cities in our country. We have 13 million young people in the 10-19 age group within the total population. Increasing the employment opportunities for this young population is of vital importance for our future as well as communal peace. Just as in the rest of the world, unemployment and employment are among Turkey s main problems. Some of the facts, on the other hand, such as globalisation, rapidly spreading and easily accessible information, and increasing competition force countries to implement changes in all fields. Businesses look for workforce that can easily adapt to the ongoing change, solve problems, propose solutions and make learning a part of their lives. For this reason, the demand for workforce with high knowledge and skill levels is constantly rising. At this point, it is not possible to expect everything from the government. Just as in the developed countries, in our country too, professional bodies and non-governmental organisations themselves need to develop their own projects regarding employment and skilled workforce. Acting with this understanding, Istanbul Chamber of Commerce leads the way in a number of learning-centred social responsibility projects. In this way, we, as ICOC, make important contribution to intermediate workforce requirement of the İstanbul businessmen with special projects carried out in the area of vocational training. As of March 2010, for example, 21,195 people graduated within the scope of ÖZİMEK project. The Human Resources Exchange was opened on ICOC s website containing information of more than 8,000 course graduates. 23 percent of the graduates have already found jobs. It is possible to give more examples on this kind of works. As ICOC, we spend efforts not only in the area of vocational training but also for extending primary education across the country. We try to enhance our contribution of 14 schools and a university to the Ministry of National Education by building elementary schools in villages without schools. Employment has naturally been a matter of discussion in the public domain in recent times. Different solutions are proposed. Of course, we need different proposals and new ideas in order to produce solutions to such an important problem. However, the common ground to be reached in these discussions was summarised by the Iranian Sufi poet Fariduddin Attar as follows: An akçe (silver coin) which you can give with your own hand is worth more than a hundred akçes to be given after you. İ TO DAN HABERLER NEWS FROM ICOC İTO NUN HÜNKAR KASRI RESTORASYONUNA ÖDÜL AN AWARD TO ICOC S SULTAN S SUMMERHOUSE RESTORATION İTO nun gerçekleştirdiği Yeni Cami Hünkar Kasrı restorasyonu, Avrupa Kültürel Miras Kuruluşları Federasyonu nun verdiği Europa Nostra Ödülü ne lâyık görüldü. Ödül töreni, 10 Haziran da Aya İrini de yapılacak. Vakıflar Genel Müdürlüğü mülkiyetinde olan ve proje müellifliğini Mimar Hatice Karakaya nın yaptığı Hünkar Kasrı nın restorasyonu 5 sene sürdü. İTO, restorasyon çalışmaları için 9 milyon TL harcadı. 10 Haziran da Aya İrini de yapılacak Europa Nostra Ödül Töreni öncesinde düzenlenen basın toplantısında konuşan İTO Başkanı Dr. Murat Yalçıntaş, ekonominin yanı sıra kültürel ve sosyal alanda da hizmet sunduklarını söyledi. Tarihi değerlerin restorasyonuna önem verdiklerini vurgulayan Dr. Yalçıntaş, İstanbul un güzide mekanlarında restorasyon çalışmalarını ara vermeksizin sürdürdüklerini belirtti. ICOC's New Mosque Sultan s Summerhouse restoration has been deemed worthy of the Europa Nostra Award of the European Federation for Cultural Heritage Foundation. The award ceremony will be held on June 10 at St. Irene. Sultan s Summerhouse (Hünkar Kasrı) is owned by the General Directorate of Foundations and its restoration, the project owner is Architect Hatice Karakaya, has taken 5 years. ICOC has spent 9 million Liras for the restoration works. ICOC President Dr. Murat Yalçıntaş delivered a speech at the press meeting held before the Europa Nostra Award Ceremony at St. Irene on June 10, and said that they serve the cultural and social fields as well as the economy. Dr. Yalçıntaş emphasized that they emphasized to the restoration of historic values and added that they continued the restoration work of İstanbul's distinguished places without a break. MÜZİK DÜNYASINA 3 YENİ ALBÜM 3 NEW ALBUMS FOR THE MUSIC WORLD İTO, kültür hayatına 3 yeni müzik albümü kazandırdı. 2006 yılında birincisi çıkarılan ve büyük ilgi gören Musikişinas Tüccarlarımız albümünün ikincisi müzikseverlerle buluşturuldu. İkinci albümde, sanatçı Melihat Gülses in seslendirdiği Hicaz dan Hüzzam a, Mahur dan Nihavend e kadar çeşitli makamlarda 15 eser yer alıyor. İTO nun bir diğer müzik albümü de İstanbul dan Selanik e Türküler adını taşıyor. Türkiye ve Yunanistan arasındaki dostluğu pekiştirmek için hazırlanan albümde 17 eser müzikseverlerin beğenisine sunuluyor. İTO Yönetim Kurulu Başkanı Dr. Murat Yalçıntaş, ticaret ve ekonominin yanı sıra kültür ve sanat dünyasına hizmeti de temel ilke olarak kabul ettiklerini söyledi. Kültür olmadan ne kalkınma ne de ekonomik gelişmenin olabileceğini belirten Dr. Yalçıntaş, İTO olarak bundan sonra da kültürel değerlerimize sahip çıkmaya, sanatı ve sanatçıyı desteklemeye devam edeceklerini ifade etti. ICOC provided the cultural life with 3 new music albums. The second volume of the album Musikişinas Tüccarlarımız [Our Music Lover Merchants] that was released and met with great interest in 2006 has been completed for the music lovers. In this second album, 15 songs in various makams ranging from Hicaz to Hüzzam, and from Mahur to Nihavend are sung by the singer Melihat Gülses. Another music album of ICOC is named İstanbul dan Selanik e Türküler [Songs from Istanbul to Salonika]. 17 songs are presented to the music lovers in the album, which is prepared to enhance the friendship of Turkey and Greece. ICOC President Dr. Murat Yalçıntaş said they made a basic principle of serving the cultural and artistic worlds as well as trade and economy. Dr. Yalçıntaş pointed out that without culture, neither development nor economic growth is possible, and added that as ICOC, they will protect our cultural assets and continue to support art and artists. -4- İ TOVİ ZYON MAYIS/MAY 2010

TÜRK SANAYİ İTO ÖNCÜLÜĞÜNDE HANNOVER SANAYİ FUARI NDAYDI TURKISH INDUSTRY ATTENDED HANOVER INDUSTRY FAIR UNDER THE LEADERSHIP OF ICOC Dünyanın en büyük endüstriyel teknoloji inovasyon gösteri platformu olan Almanya daki Hannover Sanayi Fuarı (Hannover Messe 2010) 19-23 Nisan tarihlerinde gerçekleştirildi. 1992 den beri Türkiye nin milli katılımını yürüten, 2007 de de partner ülke organizasyonunu gerçekleştiren İTO, bu yıl da 48 firmayı fuara götürdü Bu yıl, Verimlilik-İnovasyon- Sürdürülebilirlik sloganı ile düzenlenen fuarın partner ülkesi İtalya oldu. 160 firma ile 5 bin 207 metrekarelik alanda stand açan Türkiye, 160 katılımcı açısından 3. sergileme alanında ise 2. sıradaydı. Fuarda bu yıl, Endüstriyel Otomasyon, Enerji, Enerji Tesisleri Teknolojisi, MobiliTec (Mobil Teknolojileri), Dijital Fabrika, Endüstriyel Tedarik, CoilTechnica (Bobin Sarma, Transformatör ve Elektrikli Motor Teknolojileri), MicroNanoTec, Araştırma ve Teknoloji leri olmak üzere 9 ayrı ihtisas fuarı düzenlendi. İTO fuar boyunca Türk firmalarının ve endüstrisinin geliştirilmesi için yabancı iş adamlarıyla organizasyonlar düzenledi. İTO, 2007 yılında başlattığı B2Fair organizasyonu ile bu yıl da katılımcı Türk firmalarının yabancı yatırımcılar ve satın almacılarla ikili görüşmeler yapmasını sağladı. Ayrıca, Hannover 2010 kapsamında özel gösterimler, sunumlar, kongreler, paneller, seminerler ve workshop lar düzenlendi. The Hanover Industry Fair (Hanover Messe 2010), the biggest industrial technology- innovation exhibition platform of the world, was held between April the 19th and 23rd. Managing the national attendance of Turkey since 1992 and holding the partner country organisation in 2007, ICOC this year took 48 firms to the fair. The partner country of the fair for the year held with the Effectiveness-Innovation- Sustainability motto was Italy. Turkey established stands on an area of 5,207 sq. m with 160 firms and ranked the 3rd in terms of participants and 2nd in terms of exhibition area. This year, the following 9 expertise fairs were held within the fair: Industrial Automation, Energy, Energy Facilities Technology, MobiliTec (Mobile Technologies), Digital Plant, Industrial Procurement, CoilTechnica (Coil Winding, Transformer and Electric Motor Technologies), MicroNanoTec, Research and Research Technologies. ICOC held organizations with foreign businessmen for the development of Turkish firms and industry. With the B2Fair organization initiated by ICOC in 2007, ICOC ensured performance of mutual negotiations between the participant Turkish firms and the foreign investors and buyers. Furthermore, special shows, presentations, congresses, panels, seminars and workshops were held. TEKSTİLDE, AR-GE MERKEZİ DESTEKLENMELİ TEXTILE R&D CENTRE TO BE SUPPORTED İTO Yönetim Kurulu ve Meclis Üyeleri nden oluşan bir heyet, Küçükçekmece deki İstanbul Tekstil ve Hazır Giyim Araştırma ve Geliştirme Merkezi ni (İTA) ziyaret etti. İTO Yönetim Kurulu Üyeleri Abdullah Çınar ve Muhammet Yenel in başkanlık ettiği heyet, İstanbul Tekstil ve Hammaddeleri İhracatçıları Birliği (İTHİB) Yönetim Kurulu Başkanı İsmail Gülle, İTA Direktörü Prof. Dr. Mehmet Akalın tarafından karşılandı. İTA nın, Oda Tekstil Meslek Komiteleri tarafından tanınmasının hedeflendiği ziyarette, İTHİB Yönetim Kurulu Başkanı İsmail Gülle, söz konusu merkezin TİM, İTKİB bütçeleri, AB fonu, Marmara Üniversitesi ve Küçükçekmece Belediyesi nin destekleriyle gerçekleştirildiğini ve Avrupa da bir benzeri olmadığını söyledi. İTO Yönetim Kurulu Üyesi Abdullah Çınar da, tesisin önemine değinerek, buraya bütçe ayırmanın gerekliliğini vurguladı. A delegation of ICOC Board of Directors and Assembly Members visited Istanbul Textile and Apparel Research and Development Centre at Küçükçekmece. The Chairman of the Board of Directors of Istanbul Textile and Raw Material Exporters' Association, İsmail Gülle, and the Director of Istanbul Textile and Apparel Research and Development Centre, Prof. Dr. Mehmet Akalın welcomed the delegation headed by Abdullah Çınar and Muhammet Yenel, the Members of ICOC Board of Directors and Assembly. During the visit aimed at making Istanbul Textile and Apparel Research and Development Centre recognized by Chamber Textile Professional Committees, İsmail Gülle, the Chairman of the Board of Directors of Istanbul Textile and Raw Material Exporters' Association said that the centre in question was founded by Turkish Exporters Assembly and Istanbul Textile and Confection Exporters Organization budgets, the EU funds and the support of Marmara University and Küçükçekmece Municipality, and has added that there was no similar centre in Europe. İ TO DAN HABERLER NEWS FROM ICOC SUUDİ ARABİSTAN YATIRIM İMKANLARINI İNCELİYOR SAUDI ARABIA EXPLORES INVESTMENT OPPORTUNITIES Suudi Arabistan Kral Danışmanı ve Meclis Üyesi Usamah Al Kurdi, İstanbul Ticaret Odası (İTO) Meclis Başkanı İbrahim Çağlar ile Yönetim Kurulu Üyesi İsrafil Kuralay ı ziyaret etti. Suudi Arabistan Ticaret ve Sanayi Odaları Federasyonu eski Genel Sekreterliği görevinde de bulunan Al Kurdi, Türkiye de yatırım ve işbirliği olanaklarını araştırmak üzere gerçekleştirdiği geziye İTO yu da dahil etti. Çağlar ve Kuralay nezdinde İTO üyelerini Suudi Arabistan la ortak yatırım yapmaya çağıran Al Kurdi, Türkiye deki ve İstanbul daki ticari imkânlar ile ilgili bilgi aldı. Al Kurdi, iki ülke iş dünyasının karşılıklı işbirliği, ticaret, yatırım imkânlarını daha iyi değerlendirebilmesi için de Çağlar ve Kuralay ı ülkesine ticari bir gezi yapmaya davet etti. Usamah Al Kurdi, the Consultant of the King of Saudi Arabia and Council Member, visited the Assembly President of Istanbul Chamber of Commerce (ICOC), İbrahim Çağlar, and Board of Directors Member, İsrafil Kuralay. Al Kurdi, who is a former Secretary General of Saudi Arabia Federation of Chambers of Commerce, included ICOC in his trip for investigating investment and cooperation opportunities in Turkey. With Çağlar and Kuralay, Al Kurdi called the ICOC members for common investments with Saudi Arabia and was informed about the commercial opportunities in Turkey and İstanbul. And in order to enable a better evaluation of the mutual collaboration, trade and investment opportunities of the business worlds of the two countries, he invited Çağlar and Kuralay for a trade trip in his country. İTO YA YURT DIŞI FUAR ORGANİZASYONU BELGESİ FOREIGN TRADE FAIR ORGANIZATION CERTIFICATE FOR ICOC Başbakanlık Dış Ticaret Müsteşarlığı (DTM) tarafından İTO ya A Sınıfı Yurt Dışı Fuar Organizasyonu belgesi verildi. Bu belge, 22/12/1995 tarihli ve 95/7623 sayılı Bakanlar Kurulu Kararı ile yürürlüğe konulan İhracat Rejimi Kararı gereği yayınlanan İhracat Yönetmeliği nin 10 uncu maddesi uyarınca veriliyor. Bununla yurt dışında düzenlenen ticari nitelikli fuarlara katılım sağlamak yoluyla ihracatımızın arttırılması için fuar organizasyonlarının sağlıklı bir şekilde yürütülebilmesini hedefleniyor. Yurtdışı fuar organizasyonu belgesi fuar organizatörlerinin görev ve sorumluluklarını da belirliyor. Prime Ministry Undersecretariat of Foreign Trade has granted ICOC A Class Foreign Trade Fair Organization certificate. This certificate is granted in accordance with the 10th article of the Exports Regulation issued pursuant to the Exports Regime Decision given effect with the Ministerial Council Decree, number 95/7623, dated 22/12/1995. With this, it is aimed for maintaining the fair organizations in a proper way in order to increase our exports by providing a high level of participation in trade fairs that are held abroad. TEKSTİL SEKTÖRÜ FAKÜLTE İSTİYOR THE TEXTILE SECTOR SEEKS FACULTIES Tekstil sektörü temsilcileri, eğitim alanında da destek isteyerek, İstanbul da kurulacak bir Tekstil Fakültesi ne ihtiyaç duyduklarını belirtiyorlar. İTO'da bir araya gelen sektör temsilcileri ile akademisyenler, İstanbul da kurulacak bir tekstil fakültesinin sektöre olan etkisini tartıştı. İTO Yönetim Kurulu Üyesi İTO bünyesinde, Avrupa Birliği Türkiye Delegasyonu işbirliğiyle açılan İstanbul AB Bilgi Merkezi Danimarka Høje-Taastrup Gymnasium lisesinden gelen 28 öğrenciyi ağırladı. Boğaziçi Üniversitesi Murat Sungurlu başkanlığında düzenlenen toplantıda; Türkiye nin tekstil sektöründe uluslararası pazarda rekabet edebilmesi için markalaşmaya önem vermesi gerektiği dile getirildi. Following the publication of the album entitled A Blond Wolf, which featured previously unpublished photographs of Mustafa Kemal Atatürk, ICOC has now presented to its readers an album on Gallipoli Campaign entitled A Song of Independence. The album was prepared by Fahri Özdemir. 300 VISUAL MATERIALS The photographs in the album shed light on the most intense period in history - the Life or Death Days. Alongside photographs that had been made public for the first time at the exhibition A Song of Independence held by ICOC two years ago, the album features more than 300 visual materials, including 130 items such as photographs, letters, maps and documents, and Mustafa Kemal Atatürk s Military Reports on Arıburnu and Anafarta Battles, that have never been published before. The photographs depict in the most dramatic way what had happened on the battle ground, the sacrifice, the bravery and the endured difficulties. The 350-page album includes also a CD featuring an 18-minute long video recording of the Gallipoli Campaign that has never been published before. These images have been obtained from the Turkish General Staff. ARTS PRACTITIONERS WERE ALSO PRESENT A meeting was held last month at ICOC for the promotion of the album. Emphasising the importance of scrutinising and evaluating thoroughly the turning points in history by the people by offering to them over and over again more effective visual materials to read and see, Hızlan said: The importance of this album lies here. When scrutinising, history needs to be studied taking into consideration the significance at that time of the conditions that created and kept it alive. That is what exactly this book presents to its readers. SACRED MISSION ICOC President Dr. Murat Yalçıntaş has said that being the oldest and biggest chamber of commerce of Turkey, they consider contribution to arts and culture as a sacred duty. According to the report, foreign capital investments in İstanbul began to recover in the second half of the year. In fact, new foreign capital company start ups in the first half of 2009 increased by 8.4 percent compared to the first half of the year with foreign capital amount rising by 13.78 percent. İstanbul Ticaret Odası nın (İTO) yeni kayıt ve iptal edilen firma kuruluşlarını esas alarak hazırladığı, 2009 Yılı Yeni Kayıt ve Kapanış Yaptıran Firmalarda Yabancı Yatırımcı ve Sermaye Durumu raporu açıklandı. Buna göre 2009 yılının tamamında İstanbul da yabancı yatırımcının taahhüt ettiği sermaye değeri yüzde 29.36, yabancı yatırımcı sayısı ise yüzde 13.91 azaldı. 2009 da 2 bin 532 yabancı yatırımcı tarafından toplam 376 milyon 541 bin 260 TL lik sermaye tutarında şirket kuruldu. 2008 yılında ise yabancı yatırımcı sayısı 2 bin 941, yabancı sermaye değeri de 533 milyon 67 bin 135 TL olmuştu. Yabancı sermaye girişinde en büyük azalış, yılın ilk yarısında gerçekleşti. ALMANYA İLK SIRADA İTO ya kayıt yaptıran firmaların taahhütte bulundukları yabancı The Status of Foreign Investors and Capital in Newly Registered and Closing Companies in 2009 report prepared by Istanbul Chamber of Commerce based on newly registered and cancelled company start ups has been revealed. According to the report, the amount of capital subscribed by foreign investors in İstanbul throughout 2009 decreased by 29.36 percent and the number of foreign investors fell by 13.91 percent. In 2009, companies with total capital of TRY 376,541,260 were established by 2,532 foreign investors. In 2008, on the other hand, the number of foreign investors was 2,941 with foreign capital amount of TRY 533,067,135. The biggest drop in foreign capital inflow was realised in the first half of the year. The process of recovery, on the other hand, began with the diminishing impact of the crisis in the second half of the year. New foreign capital company start ups in the second half of 2009 increased by 8.4 percent compared to the first half of the year with the amount of foreign capital rising by 13.78 percent. GERMANY IS IN THE LEAD The report revealed that Germany topped the list of the highest amount of foreign capital subscribed by companies registered with ICOC. The German share in terms of subscribed amount of foreign capital was 15.01 percent. HANGİ ÜLKE HANGİ SEKTÖRE YÖNELDİ? Y Yabancı yatırımcı sayısı açısından bakıldığında ise en büyük ilgiyi elektrik-elektronik ve bilişim sektörünün gördüğü görülüyor. En fazla yatırımcının geldiği diğer sektörler ise sırasıyla inşaat ve ulaştırma oldu. İTO nun araştırmasına göre toplam yabancı sermaye değeri içersinde yüzde 15.01 payı olan Almanya uyruklu yatırımcılar en fazla yatırımı inşaat sektörüne yaptı. İnşaat ve ardından elektrik elektronik ve bilişim sektörü Alman firmaların ilgi gösterdiği diğer sektörler oldu. Yatırım miktarı açısından yüzde 7.47 lik payla ikinci sırada yer alan İngiliz firmaları ise en fazla elektrik elektronik ve bilişim sektörüne yöneldi. According to the results of the study, consultancy services accounted for 16.83 percent share of the subscribed amount of foreign capital, followed by the construction sector with 15.73 percent, the electrics- electronics and informatics sectors with 13.20 percent and the textile sector with 9.11 percent. WHICH COUNTRY FAVOURED WHICH SECTOR? The report showed that the electrics-electronics and informatics sectors attracted the biggest attention as judged by the number of foreign investors. Toplam yabancı sermaye açısından ise tüzel ortaklıkların yüzde 59.10, şahıs ortaklıklarının ise yüzde 40.90 paya sahip oldukları görülüyor. Yalçıntaş, yabancı sermaye girişi ille ilgili şu değerlendirmeyi yaptı: Global krizin en yüksek düzeyine ulaştığı 2008 Ekim dönemine göre 2009 yılının ikinci yarısında ekonomide önemli bir iyileşme sürecine girildi. Reel kesimin krizden önceki güven seviyesine yaklaşması, yabancı yatırımcıların, bu dönemde bir önceki 6 aya göre daha fazla yatırıma yönelmelerinde etkili olmuştur. Bu bağlamda İTO ya kayıt yaptıran yabancı ortaklı yatırımcıların 2009 un ilk yarısına göre ikinci yarıda yüzde 13.8 artması, ekonomimize duydukları güvenin açık bir işaretidir. According to the study by ICOC, German investors, who accounted for 15.01 percent share of the total amount of foreign capital, invested mostly in the construction sector. The second most favoured area of investment by German companies was the electrics, electronics and informatics sectors. British companies, ranking second in terms of capital amount with 7.47 percent share, invested mostly in the electrics, electronics and informatics sectors. Companies from South Korean, the third country with the highest amount of subscribed capital in İstanbul, showed the highest inclination towards construction, iron-steel and metal works sectors. Dutch companies, occupying the fourth place, directed their investments towards the health and education sectors. The preference of the Italian companies, ranking fifth in the list, was the textile-clothing sector. Individual partnership, on the other hand, was the most common form of foreign participation in companies established in POSTPONED INVESTMENTS HAVE REGAINED SPEED ICOC President Dr. Murat Yalçıntaş has said that the recovery in foreign investment inflow to İstanbul, which began in the second half of 2009 as compared to the first half of the year, was an important indicator of the confidence the real sector felt in the economy. Yalçıntaş, pointing out that the global crisis affected negatively the foreign direct investment across the world, has told: We see that the investments in the first half of 2009, postponed due to the adverse developments, resumed their rising trend in the second half of the year. Yalçıntaş has made the following assessment regarding the foreign capital inflow: The economy entered a significant process of recovery during the second half of 2009 compared to the October period of 2008 when the global crisis had reached its climax. The fact that the real economy neared the pre-crisis confidence levels was effective on the tendency of foreign investors to invest more during this period compared to the previous period. HAYATA TUTUNMALARINI SAĞLIYOR Çıkış noktası istihdam olan projelerde paydaşları ile İstanbul halkına hizmet veren İTO, özellikle mesleki eğitim alanında yaptığı çalışmalarla İstanbullu işadamlarının ara eleman ihtiyacına da önemli bir katkı sağlıyor. Daha çok çocuklara ve gençlere yönelik yapılan bu meslek edindirme kurslarında sadece işsiz ya da vasıfsız kimseler değil, çok sayıda sokak çocuğu ve madde bağımlısı da hayata tutunma fırsatı yakalıyor. Eğitim konusunu adeta bir misyon edinen İTO, aynı zamanda terörle mücadelede kaybettiğimiz şehitlerimizin adını yaşatmak için de Anadolu nun pek çok şehrinde ilköğretim okulları yaptırmaya devam ediyor. This young population needs to be provided with qualified vocational training in line with the needs of the economy. Just as in the rest of the world, unemployment and employment are topping the list of Turkey s main problems. Globalisation, rapidly spreading and easy access to information, and increasing competition force countries to change in every area. Businesses want to recruit workforce that can easily adapt to this change, solve problems, propose solutions and make learning a part of their lives. For this reason, the demand for workforce with high knowledge and skill levels is constantly rising. In other words, a workforce that has received very good vocational and technical training is required. Alongside its contribution to commercial life, Istanbul Chamber of Commerce (ICOC) continues to implement many social responsibility projects which focus on training. HELPING THEM TO HOLD ONTO LIFE Being at the service of the people of İstanbul with projects related to employment, implemented together with its stakeholders, ICOC provides important contribution to intermediate worker needs of İstanbul businessmen with works carried out particularly in the area of vocational training. In these vocational training courses, targeting mainly children and young people, not only unemployed or unskilled workers but also street children and substance addicts get a chance to hold onto life. Assuming a mission in education, ICOC at the same time continues to build elementary schools in many cities of Anatolia to honour the martyrs we have lost in the fight against terrorism. PROJECTS CONTINUE GATHERING PACE Vocational training courses by ICOC, acting on the reality that Turkey and İstanbul could not be relieved from economic and social disturbances unless vocational and technical training is based on sound grounds, are constantly rising with every passing year. ICOC organizes ÖZİMEK vocational and technical training courses in cooperation with Istanbul Special Provincial Administration, Provincial Directorate of National Education and Istanbul Provincial Directorate of Turkish Employment Organisation. Türkiye nin ve İstanbul un ekonomik, sosyal çalkantılardan kurtulamayacağı gerçeğinden hareket eden İTO nun mesleki eğitim konusundaki projeleri her sene artarak devam ediyor. İTO; İstanbul İl Özel İdaresi, İl Milli Eğitim Müdürlüğü ve Türkiye İş Kurumu İstanbul İl Müdürlüğü ile işbirliği içinde ÖZİMEK mesleki ve teknik eğitim kursları düzenliyor. İşsizlere, vasıfsızlara ve çalışanlara yönelik açılan ÖZİMEK kursları, daha çok İstanbul un mahrumiyet bölgelerinde, yoğun göç alan semtlerinde, işsizliğin ve suç oranlarının yüksek olduğu ilçelerde veriliyor. Bu kapsamda Bağcılar, Zeytinburnu, Esenler ve Ümraniye başı çeken öncelikli kurs merkezleri arasında yer alıyor. 21 BİN KİŞİ MESLEK SAHİBİ OLDU ÖZİMEK, Mart 2010 itibariyle 79 ayrı okulda 142 si aktif toplam 160 branşta kurs açtı. 23 bin 85 kursiyerin katıldığı bu meslek edindirme kurslarından 21 bin 195 kişi mezun oldu. Steps have been taken for the EU accreditation of the certificates obtained from these courses which require 260-hour attendance. The budget of ÖZİMEK allocated for training in 2009 was 3.5 million TL and 3.116 million TL was spent so far in 2010. ICOC s contribution in each one of these projects, which carry importance that cannot be compared to one another, exceeds 1.5 million TL. The total expenditure by all institutions to date is 10.41 million TL. Çocuk Mahkemelerince İl Sosyal Hizmetler kuruluşlarına gönderilen ve Eyüp Ağaçlı Çocuk ve Gençlik Merkezi nde rehabilite olan çocuklar, İstanbul İl Özel İdaresi, İl Milli Eğitim Müdürlüğü, İŞKUR ve İTO işbirliğiyle 312 saatlik bir Mesleki ve Teknik Eğitimin ardından sertifikalarına kavuştu. Yüzde 100 Hayat-Madde Bağımlıları Rehabilitasyonu ve Meslek Edindirme Projesi sadece 100 çocuğu ve genci değil aynı zamanda 100 aileyi de kurtarıyor. İki temel açılımı bulunan projenin birinci etabında madde bağımlısı çocukların rehabilitasyonu, tedavisi, meslek edinmesi ve istihdamı sağlanıyor. Projenin ikinci etabında ise tespit edilen çocukların ailelerinin terapisi yer alıyor. Milli Eğitim Bakanlığı na 14 okul ve 1 üniversite kazandırarak yapılan katkı, okulu bulunmayan köylere ilköğretim okulları yaptırarak sürdürülüyor. Terörle mücadelede kaybettiğimiz şehitlerimizin adını yaşatmak için de Anadolu nun pek çok şehrinde ilköğretim okulları yaptırılıyor. What did ICOC do in the area of social responsibility this year? Human Resources Exchange was opened on ICOC s website containing information of more than 8,000 course graduates. 23 percent of these students found jobs. One of the most important projects carried out by ICOC was the sick and elderly care training, the second edition of which was completed in April. 38 personnel completed the course held between June 15 October 26, 2009. 46 personnel attended the second Sick and Elderly Care Course, held between December 2009 April 2010. In cooperation with Istanbul Special Provincial Administration, Provincial Directorate of National Education, İŞKUR and ICOC, a 312-hour Vocational and Technical Training was delivered to the children, sent by the Juvenile Courts to the Provincial Social Services and who are currently rehabilitated at the Eyüp Ağaçlı Children and Youth Centre, and after completing this training, the children received certificates. The 100 Percent Life Rehabilitation of Substance Abusers and Vocational Training Project saves not only 100 children and youth but also 100 families. The project is comprised of two initiatives, and in the first stage, substance abuser children are rehabilitated, treated, receive vocational training and are employed. The second stage of the project features the therapy of families of the selected children. ICOC contributed 14 schools and a university to the Ministry of National Education and continues to contribute by building elementary schools in villages without schools. In order to honour the martyrs we lost in the fight against terrorism, elementary schools in many cities of Anatolia are built. -16- İ TOVİ ZYON MAYIS/MAY 2010

ÖZİMEK in 2009 yılında eğitime ayırdığı bütçe 3 milyon 500 bin TL, 2010 da da 3 milyon 116 bin TL harcandı. Her biri diğeri ile mukayese edilmeyecek kadar önem taşıyan bu projelerde İTO nun sağladığı katkı 1 milyon 500 bin TL ye ulaşıyor. Toplamda ise tüm kurumların bugüne kadar harcadığı miktar 10 milyon 41 bin TL. 2010 da kurs açılan branş sayısı da 79 adet olup, bu kurslara katılan toplam kursiyer sayısı 3 bin 168 kişiye ulaşmış bulunuyor. ÖZİMEK projesinin Anadolu nun diğer illerinde de yaşama geçirilmesi planlanıyor. İTO İNSAN KAYNAKLARI BORSASI KURULDU Mesleki eğitim kurslarından mezun olan kursiyerlere iş bulmalarında kolaylık sağlamak üzere İTO web sitesinde İnsan Kaynakları Borsası oluşturuldu. Mezun olan kursiyerler bu siteye özgeçmiş bilgilerini kaydedebiliyor, iş adamları da personel alırken sertifikalı kursiyerlere kolayca ulaşıyor. Bu borsada 8 binden fazla kursiyerin bilgisi yer alıyor. Bu kursiyerlerden yüzde 23 ü iş sahibi oldu, yüzde 14 ü kurs sonrası daha iyi bir işe başladı, yüzde 38 inin de çalıştığı yerde ya maaşı ya da pozisyonu arttı. Ayrıca mezunlara iş bulma noktasında İTO Meslek Komitelerinde üye iş adamları ile koordineli de hareket ediliyor. DARÜLACEZE DE NİTELİKLİ PERSONEL HİZMET VERECEK İTO nun paydaşları ile yürüttüğü en önemli projelerden bir diğeri de Nisan ayında ikincisi tamamlanan hasta ve yaşlı bakımı eğitimi. Darülaceze deki hasta ve yaşlılara hizmet veren 113 kişinin eğitilerek daha yeterli ve nitelikli hale getirilmeleri için başlatılan Hasta ve Yaşlı Bakımı Kursu, yine ÖZİMEK kapsamında Şişli Sağlık Meslek Lisesi nde gerçekleştirildi. Ücretsiz verilen ve toplam 300 saati bulan seminere katılım, 15 Haziran-26 Ekim 2009 tarihleri arasında Darülaceze de yaşlı ve hastalara bakım hizmeti veren personelle kısıtlı tutuldu. Birinci grup kursu 38 personel başarıyla bitirdi. Aralık 2009- Nisan 2010 tarihleri arasında düzenlenen ikinci Hasta ve Yaşlı Bakım Kursu na ise 46 personel katıldı. Kurumda çalışan ve kurslara katılmayan diğer personelin de üçüncü grup kapsamında eğitime alınması planlanıyor. Darülaceze nin bugünkü kapasitesi 715 olup, 349 u erkek, 185 i kadın, 31 i de çocuk olmak üzere toplam 565 kişi barındırıyor. Kurumda 7 3,168. ICOC HUMAN RESOURCES EXCHANGE IS SET UP In order to facilitate the employment of students graduating from the vocational training courses, ICOC has set up a Human Resources Exchange on its website. Graduates can load onto the website their CVs and businessmen can easily access certified graduates when recruiting. This exchange holds the information of more than 8,000 graduates. 23 percent of the graduates found jobs, 14 percent moved to better jobs, and 38 percent either got better pays or were promoted. In addition, recruitment actions are coordinated also with businessmen who are members of ICOC Professional Committees. QUALIFIED PERSONNEL TO CARE AT DARÜLACEZE One of the most important projects carried out by ICOC was the sick and elderly care training, the second edition of which was completed in April. The Sick and Elderly Care Course, initiated with the aim to raise the competence and skill levels of 113 personnel taking care of the sick and elderly patients at Darülaceze, was held within the scope of ÖZİMEK at Şişli Healthcare Vocational Training High School. Participation to the free of charge seminar which was delivered over 300 hours between June 15 October 26, 2009, was limited to the personnel who deliver care services to sick and elderly patients at Darülaceze. The first group of the course was successfully completed by 38 personnel. 46 personnel attended the second Sick and Elderly Care Course, held between December 2009 April 2010. The training of the rest of the personnel working in the institution and who did not attend the courses will take place in the third group. With a current capacity of 715, Darülaceze is home to a total of 565 patients, including 349 men, 185 women and 31 children. There are also 7 people in the institution who are Jewish and Christian. VOCATIONAL TRAINING OF CHILDREN EXPOSED TO CRIME AND THE STREET Another example work carried out by the Istanbul Chamber of Commerce again in the scope of ÖZİMEK targets children exposed to crime and the street. Regarding this project at the same time as a public duty, ICOC works not only to educate and rehabilitate these children but also to provide them with jobs. In this way, children misunderstood by the public, in need of protection, forced to work and live on the streets, and violated the laws are aimed to be reintroduced into the society after being trained and given employment. Bu projeyi aynı zamanda toplumsal bir hizmet olarak da gören İTO, bu çocukların sadece eğitim ve rehabilitasyonu ile değil, onların istihdamı için de çaba sarf ediyor. Böylece kamuoyunda yanlış algılanan, korunmaya muhtaç, sokakta çalıştırılan, sokakta yaşayan ve suça karışarak kanunla ihtilafa düşmüş çocukların eğitilerek istihdam edilmesi topluma kazandırılması amaçlanıyor. Çocuk Mahkemelerince İl Sosyal Hizmetler kuruluşlarına gönderilen ve Eyüp Ağaçlı Çocuk ve Gençlik Merkezi nde rehabilite olan çocuklar, İstanbul İl Özel İdaresi, İl Milli Eğitim Müdürlüğü, İŞKUR ve İTO işbirliğiyle 312 saatlik bir Mesleki ve Teknik Eğitimin ardından sertifikalarına kavuştu. PVC Doğrama İmalat ve Montaj Kursu nu tamamlayan sertifikalarını alan çocuk sayısı şuana kadar 12 yi buldu. 100 DE 100 HAYAT KURTARAN PROJE Çocuk ve gençlere yönelik olarak bir başka anlamlı çalışma da, Yüzde 100 Hayat-Madde Bağımlıları Rehabilitasyonu ve Meslek Edindirme Projesi. İçeriği itibariyle pek çok açılımı olan bu proje sadece 100 çocuğu ve genci değil aynı zamanda 100 aileyi de kurtarıyor. Madde bağımlısı çocuk ve gençlerin ailelerini de rehabilite eden bu proje, çok etaplı yapısı içinde toplumun en küçük ama en önemli kurumu aile yi de kapsayan bir koruma görevi üstleniyor. Madde bağımlısı çocukların rehabilitasyonunu, tedavisini, mesleki eğitim ve istihdamını sağlayan Yüzde 100 Hayat Projesi kapsamında ilk etapta uyuşturucu bağımlısı 100 çocuk ve ailenin kurtarılması hedefleniyor. Proje ile madde bağımlısı gençlerin bu alışkanlıklarından kurtarılarak meslek sahibi yapılması amaçlanıyor. Esenler Belediyesi nin projelendirdiği, İTO nun desteklediği bu çalışmada İlçe Emniyet Müdürlüğü ve Sosyal Hizmetler İl Müdürlüğü ile de işbirliği yapılıyor. Sadece birinci etap maliyeti yaklaşık 500 bin TL olan projede, ayrıca İŞKUR ve Balıklı Directorate of National Education, İŞKUR and ICOC, a 312-hour Vocational and Technical Training was delivered to the children, sent by the Juvenile Courts to the Provincial Social Services and who are currently rehabilitated at the Eyüp Ağaçlı Children and Youth Centre, and after completing this training, the children received certificates. Up until now, 12 children in total received PVC Doors and Windows Manufacturing and Installation Course certificates. 100 PERCENT LIFE SAVING PROJECT Another meaningful work is the 100 Percent Life Rehabilitation of Substance Abusers and Vocational Training Project targeting children and youth. This project comprised of multiple initiatives saves not only 100 children and youth but 100 families also. This project rehabilitates also the families of children and teenagers and undertakes within its multi-stage structure the protection function of the smallest but important institution - the family. The aim is to rescue 100 drug abuser children and their families in the first stage of 100 Percent Live Project, targeting the rehabilitation, treatment, ent, vocational training and employment of substance abuser children. The project aims to relieve substance abuser youth from their addiction and help them acquire professions. Drafted by the Esenler Municipality and supported by ICOC, this project is carried out in cooperation with the District Police Directorate and the Provincial Directorate of Social Services. İŞKUR and the Private Balıklı Greek Hospital also contribute in the project with a cost of TRY 500,000 for only the first stage. Within the scope of this initiative which saves 100 percent life, nearly 150 substance abuser children were found and evaluated. The project is comprised of two initiatives, and in the first stage, substance abuser children are rehabilitated, treated, receive vocational training and are employed. The second stage of the project features the therapy of families of the selected children. ICOC TO EMPLOY The 100 Percent Life Project has also further seven steps. İTO nun kurumsal sosyal sorumluluk projeleri ve çalışmaları Eğitim bursları: Yurt içinde veya yurtdışında İTO nun tespit ettiği belli başlı branşlarda eğitim gören, gerekli kriterlere sahip, başarılı; lisans, yüksek lisans, doktora öğrencilerine, yüzde 100 şehit bursu ile eğitim gören öğrencilere İTO tarafından burs sağlanıyor. Bu anlamda İTO, 2008-2009 eğitim öğretim yılında 1.000 lisans, 120 yüksek lisans ve 100 doktora öğrencisi ile Türk Cumhuriyetleri nden gelen 100 üniversite öğrencisine çeşitli burslar verdi. Söz konusu burslar, 2010 yılında da verilmeye devam ediyor. Staj programı: Türkiye nin çeşitli fakültelerinde öğrenim gören ve okudukları programlar nedeniyle staj yapma zorunluluğu bulunan öğrencilere İTO çatısı altında staj imkanı sağlanıyor. İstanbul 2010 Avrupa Kültür Başkenti çalışmaları: İstanbul 2010 Avrupa Kültür Başkenti Ajansı nın Yürütme ve Danışma Kurullarında ayrı ayrı temsil görevi üstlenen İTO, bütçe desteği de sağlıyor. Eminönü Açık Hava Sanat Merkezi: İstanbul un kültür-sanat yaşamına özel bir katkı sağlayan ve altı senedir düzenlenen Eminönü Açıkhava Sanat Merkezi organizasyonun 2010 Avrupa Kültür Başkenti etkinlikleri çerçevesinde daha kapsamlı biçimde yapılması planlanıyor. Eski eserlerin restorasyonu ve onarım çalışmaları: Yeni Cami Hünkar Kasrı nın ardından hemen yanındaki Vasillianus Burcu nun da restorasyonu yapılarak Kasır restorasyonunun bütünlüğünün sağlanması planlanıyor. Ayrıca İstanbul daki tarihi çeşmelerin ihya edilmesi düşüncesinden hareketle isimleri belirlenen beş tarihi çeşme projeleri doğrultusunda restore ettirilecek. Vefa Lisesi nin bahçesindeki Şehzade Mehmet Külliyesi Kervansarayı nın restorasyonu tamamlandıktan sonra da uygulamaya geçilecek. Okul inşaatları yoluyla eğitime destek çalışmaları: Zeytinburnu nda Matbaa Meslek Lisesi, Hadımköy de Endüstri Meslek Lisesi, tercihen Anadolu Yakası nda engellilere yönelik bir okul inşa edilmesi konusunda da çalışmalar sürdürülüyor. Sportif etkinlikler: İTO üyelerinin desteği ile İstanbullu gençler sportif etkinliklere yönlendiriliyor. Genç sporcu alt yapısına ve amatör sporların gelişimine destek olmak için İTO Vakfı nca İTO Spor Kulübü Derneği kuruldu. İTO Meclis Üyeleri ve personeline yönelik sosyal aktiviteler de düzenleniyor. Bu maksatla Basketbol Şubesi faaliyetlerine devam ediliyor. Ayrıca meclis üyelerinin ve İTO çalışanlarının ihtiyaçlarını karşılayabilecek düzeyde bir spor tesisi de bulunuyor. Burada Türk sporunu destekleyen organizasyonlar düzenleniyor. Social responsibility projects and activities by ICOCC Education grants: ICOC offers grants to successful undergraduate and postgraduate students studying at home or abroad in certain disciplines identified by ICOC who satisfy the necessary criteria and students who study with 100 percent martyr grants. In this regard, during the 2008-2009 academic year, ICOC awarded various grants to 1,000 undergraduate, 120 masters and 100 PHD students, and 100 university students coming from the Turkic Republics. These grants will continue to be awarded in 2010, too. Apprenticeship programme: Students who study in various faculties across Turkey and are required to undergo apprenticeship training are offered with apprenticeship opportunities under the umbrella of ICOC. Istanbul 2010 European Capital of Culture activities: ICOC undertook representative duties at the Executive and the Advisory Boards of Istanbul 2010 Capital of Culture Agency and provides also budgetary support to the activities. Eminönü Open Air Arts Centre: The organisation of the Eminönü Open Air Arts Centre, which has been held for the last six years making special contribution to culture-arts life of İstanbul, is planned to be widened within the scope of Istanbul 2010 European Capital of Culture activities. Artefact restoration and repair works: Following the works of New Mosque Sultan s Summerhouse (Hünkar Kasrı), the restoration of Vassilianus Bastilion adjacent to the Sultan s Summerhouse is planned to ensure the integrity of the complex. In addition, acting on the idea of recovering the historical fountains of İstanbul, selected five historical fountains will be restored in line with their projects. Implementation will commence after completing the restoration of Şehzade Mehmet Külliyesi Caravanserai located in the orchard of Vefa High School. Education supporting activities by building schools: Works related to the construction of a Printing High School in Zeytinburnu and an Industrial Vocational High School in Hadımköy and a school for the handicapped in the Anatolian Side are ongoing. Sports-related activities: Young people in İstanbul are encouraged to engage in sporting activities with the support of ICOC members. The ICOC Sports Club Association was established by ICOC Foundation with the aim to support the sports infrastructure and amateur sports. Social activities targeting ICOC Assembly Members and personnel are also organised. To this end, the Basketball Branch continues its activities.
