ÖNSÖZ Fiyat ndeksleri, ekonomik kararlar n al nmas nda, ticari faaliyetlerin yönlendirilmesinde, paran n sat nalma gücündeki de iflmelerin tesbitinde kullan lan, önemli bir ekonomik göstergedir. Odam z taraf ndan haz rlan p yay nlanan stanbul Fiyat ndeksleri, Toptan Eflya Fiyatlar ndeksi ile Ücretliler Geçinme ndeksini kapsamaktad r. Geçinme ndeksleri, tüketicilerin ve özellikle ücretli kesimin sat n alma gücünde zaman içinde meydana gelen de iflmelerin ve perakende fiyat hareketlerinin bir göstergesi olarak, Toptan Eflya Fiyatlar ndeksleri ise ekonomideki genel de iflmelerin ve toptan al m sat mlara konu olan mallar n fiyatlar ndaki de iflikliklerin gözlenmesinde, ayr ca sabit fiyatlarla yap lan hesaplamalarda deflatör olarak kullan lmak amac yla hesaplanmaktad r. Bu amaçla 1983 y l nda stanbul Üniversitesi flletme Fakültesi taraf ndan Odam z ad na Yeni Ücretliler Geçinme ndeksi çal flmalar bafllat lm flt r. stanbul da Sosyal Sigortalar Kurumu nca belirlenen 9 bölgede bulunan kamu ve özel sektör kurulufllar ndan tesadüfen seçilen 1817 ifl yerinde çal flan yaklafl k 12 bin ücret gelirli hane halk reisleri ile ön anket yap larak, esas anket için gerekli bilgiler elde edilmifltir. Ücret gelirli ailelerden, gelir seviyeleri yüksek, orta ve dar gelirli esas al nmak üzere tesadüfi seçilen 1500 örnek aileden, her ay 500 aile ile 12 ay boyunca tüketim harcamalar ile ilgili anket çal flmas yap lm flt r. Anket neticesinde elde edilen bilgiler de erlendirilerek indeks kapsam nda yer alan 242 adet tüketim maddesi ile bu maddelerin a rl klar tesbit edilmifltir. Anketin yap ld 1985 y l fiyatlar temel devre fiyatlar olarak al nan indeksde, ekonomik flartlara uygun olarak mevsimlik özellik arz eden mallarda aylar itibariyle de iflken a rl klar kullan lmaktad r. 1985 bazl stanbul Ücretliler Geçinme ndeksinin daha güncel hale getirilmesi için 1998 ay ndan itibaren yay nlamaya bafllad m z gerek madde say s, gerekse a rl k seti korunarak haz rlanan 1995 bazl stanbul Ücretliler Geçinme ndeksi, di er indekslerde oldu u gibi Laspeyres formülü ile hesap edilmektedir. 1953 y l nda belirlenen tüketim kal b ile hesaplanan ve 107 maddeyi kapsayan 1963 ve 1968 bazl Ücretliler Geçinme ndeksimizin hesaplamas na ise devam edilecektir. Odam zca haz rlan p yay nlanmakta olan Toptan Eflya Fiyatlar ndeksi ise 1927 y l nda 52 madde olarak hesaplanmaya bafllanm fl ve 1929 y l nda yay nlanm flt r. 1951 y l nda madde say s 94 e ç kar lm fl, 1969 y l nda revize edilmifl, ancak madde say s de iflmemifltir. FOREWORD Price indices, are perhaps the most important economic indicators used in the management of commercial activities, in determining changes in the purchasing power of money and in making economic decisions. Istanbul Price Indices compiled by the Istanbul Chamber of Commerce (ICOC), include the Wholesale Price Indices and Cost of Living Indices for Wage Earners. Cost of Living Indices are prepared to be used as indicators of retail price movements and to proximate changes in the purchasing power of consumers, particularly of wage earners, in the course of time, whereas the Wholesale Price Indices are calculated in order to follow up developments in the economy, the price structure of goods subject to wholesale trade, and to be used as price deflator. Price indices, which presently are published by the Turkish Statistical Institute (TURKSTAT) and the Istanbul Chamber of Commerce (ICOC), were first published in 1927 by ICOC under the name of Cost of Living Indicator for Istanbul in order to follow up changes in retail prices. Later on in 1953, the consumption pattern of an average family was determined through circulating questionnaires, on the Cost of Living Indices for Wage Earners published by ICOC in 1963 and 1968 used this pattern as a basis. However, as time passed and economic conditions changed significantly, so did the consumption patterns, and this made a revision of 1953 data necessary. Towards this end, studies for the formation of a new Cost of Living Index were initiated in 1983, under the auspices of ICOC, by the Faculty of Business Administration of the University of stanbul. The necessary information for the main questionnaire was compiled through a preliminary questionnaire distributed to randomly selected 12000 wage-earner household leaders, working in 1817 companies, both public and private, in 9 districts of Istanbul. Informat on on consumption expenditures was obtained throughout the year by visiting each month 500 families, selected from 1500 high, middle and low income wage-earner families. After the evaluation of the information gathered through this questionnaire, the 242 main consumer goods taking place in the indices and their weights were determined. In the 1985 base year indices where the 1985 survey results are taken as base prices, varying weighted calculations are used for the goods which show seasonal fluctuations due to economic conditions. The 1995 base year stanbul which was published beginning from January 1998 using the same number of articles and weights in order to update that of 1985 index, is calculated based on the Laspeyres formula like other indices. The 1963 and 1968 based Cost of Living Indices for Wage Earners, which used 107 items and the 1953 consumption pattern, will also continue to be published by chamber of commerce. The new indices are calculated so as to take into consideration the variations in weights resulting from changes in economic conditions and seasonal demand fluctuations. The Wholesale Price Indices started to be calculated in 1927 using 52 items and were first published by ICOC in 1929. The number of items was raised to 94 in 1951. The indices were revised in 1969 but the number of items was kept the same. Although the WPI, which uses geometric mean and takes 1963 and 1968 as base years, continues to be published, studies continue to update the calculations. The price indices prepared and published by ICOC and the SIS show some differences regarding the relevate units, the base years, definition of items and their numbers, their weights, price compilation periods and the districts, the calculation methods and the income groups addressed. It is therefore only natural that the outcomes are not comparable. The users are therefore advised to review first the peculiarities and calculation methods of these indices and then make their choices.
