Travel planning wit public transportation is te first priorit in te agenda of developed and developing countries because te number of veicles in traffic increases da b da and te eisting public transportation infrastructure cannot satisf te current needs. Especiall, te cities of wic te infrastructures are ver old and cannot undergo reconstruction due to teir current permanent settlements must mae radical canges in teir public transportation plans. Wile tere were man parallel bus lines between te important locations of tese cities in teir former public transportation plans, in teir new public transportation plans, te buses are used as transfer veicles to oter public transportation instruments suc as metros or ferries, etc. since te long and large veicles cause traffic congestions. Terefore, te least public transfer criterion as become ver important for managers in te process of planning public transportation and for passengers using tis public transportation sstem. In tis stud, because of its critical importance mentioned above, a new matematical model for travel planning according to te least public transfer criteria will be proposed te model will be tested on eperiment eamples.
