Türkiye gayrimenkul piyasasına genel bakış İstanbul A sınıfı ofis piyasasında, 2017 yılı ikinci çeyreğindeki genel tabloya baktığımızda yılın ilk çeyreğine göre ortalama kira rakamlarının tüm bölgelerde düştüğünü görmekteyiz. Aynı dönemde boşluk oranları, Asya Yakası nda gerileme, Avrupa Yakası nda ise, Maslak hariç, yükseliş eğilimindedir. Son dönemde ofis kiralama işlemlerinin yoğunlukla Asya Yakası nda nitelikli ofis binalarında gerçekleşmesi nedeniyle boşluk oranlarının bu bölgede gerilediğini görmekteyiz. Ayrıca Asya Yakası nda yeni inşa edilen nitelikli bina stokunun kira rakamlarının yatırımcılar tarafından boşlukları azaltmak adına düşürülmesi, bölgeye olan talebin öncelikli nedeni olmuştur. Avrupa Yakası nda ise boşluk oranlarının sadece tek bir bölgede, Maslak ta gerilediğini görmekteyiz. Bölgedeki kira rakamlarının son dönemde ciddi oranda düşmesi daha düşük bütçesi olan firmaları bu bölgeye çekmiştir. Kira rakamlarına baktığımızda ise; hem Avrupa Yakası ndaki hem de Asya Yakası ndaki tüm bölgelerde kira rakamlarının gerilediğini görmekteyiz. 2015 ve 2016 yılına geri dönüp baktığımızda, A sınıfı ofis binalarında gerçekleşen kiralama işlemlerin her iki yıl da 100.000m² civarında kaldığını görüyoruz. Talebin kuvvetli olduğu zamanlarda (özellikle 2011-2014 yılları arası) bu rakamların yıllık 200.000-250.000m 2 civarlarında gerçekleştiğini daha önceki dönemlerde görmüştük. Kiralama işlemlerinin düşmesine ek olarak ofis arzının sürekli artması ve özellikle son dönemde ABD Dolar kurundaki aşırı değerlenme, kira rakamlarının gerilemesindeki başlıca nedenler olmuştur. Turkey real estate market overview An analysis of the market data of Istanbul A Class office market in the second quarter of 2017 shows that the asking rents have decreased in all regions compared to the previous quarter. During the same period, we observe that the vacancy rates declined on the Asian side, while on the European side, all regions except Maslak recorded an upward trend. Due to the recent office rentals that are concentrated in high quality office buildings on the Asian side, we observe a decrease in the vacancy rates of the region. Additionally, the investors incline to lower rents in these newly built high quality office buildings in order to decrease the vacancy rates has been the primary reason for the increase of the tenants demand in the region. On the European side, we see that the vacancy rates are only declining in Maslak region. As the rents in Maslak region have recently fallen dramatically, the region has become a center of attraction for companies with lower budgets. An analysis of the asking rates shows that the rental rates both in the European and Asian sides are declining. Looking back to 2015 and 2016, we can see that in both years, leasing transactions in A Class office buildings had reached the level of 100,000 sqm. However, in previous years during favorable market conditions, when the demand was stronger (especially between 2011 and 2014) these figures were realized around 200,000-250,000 sqm on annual basis. In addition to the drop in the rental transactions, the continuing trend of increase in the office supply and the recent appreciation of US dollar can be stated as the main reasons that caused the decline in the average rents. 2 Turkey Research & Forecast Report Spring/Summer 2017 Colliers International Turkey

We have recently witnessed offices moving from Maslak to Ümraniye or from Kozyatağı to Kağıthane. Arz İstanbul daki ofis stoklarının bölgesel dağılımı incelendiğinde en yüksek A sınıfı ofis stokuna sahip bölgelerin, büyüklük sırasına göre, MİA (%36), Ümraniye (%15), Maslak (%15) ve Kozyatağı/Ataşehir (%13) olduğu görülmektedir. Bu dört bölgedeki toplam ofis stoku İstanbul genelinin %79 unu oluşturmaktadır. Kavacık bölgesi toplam ofis stokunun %3 lük kısmı ile en düşük stoka sahip bölge olurken, geri kalan 3 bölge (Kağıthane/Cendere, İstanbul Batı ve İstanbul Doğu) %5 ile %8 arasında değişen oranlarla İstanbul un kalan %18 lik kısmını oluşturmaktadır. Boşluk Oranları Avrupa Yakası A sınıfı ortalama boşluk oranları 2017 yılının ilk çeyreğinde %33,77 iken bu oranın 2017 yılının ikinci çeyreğinde %35,03 e yükseldiğini görmekteyiz. Aynı dönemde Asya Yakası A sınıfı ortalama boşluk oranları %36,67 iken bu oranın yılın ikinci çeyreğinde %34,36 ya gerilemiştir. Supply An analysis of the regional breakdown of the office stock indicates that the regions with the highest A Class office stock are: the CBD (36%), Ümraniye (15%), Maslak (15%) and Kozyatağı/Ataşehir (13%). The total office stock offered in these four regions represents 79% of the overall office stock in Istanbul. While Kavacık represents the lowest share of the office market with 3%, the remaining 3 regions (Kağıthane/Cendere, Istanbul West and Istanbul East), each ranging between 5% and 8%, constitute 18% of the remaining market. Vacancy The average vacancy rate of A Class offices in the European side increased from 33.77% in the first quarter of 2017 to 35.03% in the second quarter of 2017. 2017 yılının ikinci çeyreğinde boşluk oranlarının; Asya Yakası ndaki tüm bölgelerde gerilediğini Avrupa Yakası nda ise Maslak dışındaki tüm bölgelerde yükseldiğini görmekteyiz. İlgili bölgelerde boşluk oranlarındaki gerilemenin çok ciddi boyutlarda olduğunu söylememiz mümkün olmamakla beraber, Asya Yakası nda boşluk oranlarının gerilemesinin en büyük nedeni kaliteli ofis binalarındaki kira rakamlarının daha uygun olması ve kiralama işlemlerinin yoğunlukla bu bölgede gerçekleşmesidir. Avrupa Yakası nda ise ofis arzının biraz daha arttığını, buna karşılık gerçekleşen kiralama işlemlerinin kısıtlı olduğunu görmekteyiz. Bunun doğal sonucu olarak da boşluk oranları yükselmiştir. Aşağıdaki tabloda İstanbul Ofis Piyasası ndaki A Sınıfı Binalara ait ortalama boşluk oranlarının grafiği verilmektedir. Tek tek bölgelere baktığımızda ise boşluk oranlarındaki en dikkat çekici değişiklikler şu bölgelerde karşımıza çıkmaktadır. Maslak bölgesinde A sınıfı ofislerin boşluk oranları 2017 yılının ilk çeyreğinde %41,08 iken bu oranın yılın ikinci çeyreğinde %38,12 ye gerilediğini görüyoruz. Yıllardır Maslak bölgesinin Levent bölgesinden sonra en çok tercih edilen ofis bölgesi olduğunu söylememiz mümkündür. Geçtiğimiz yıllarda Maslak ve Levent bölgelerinin kiraları büyük farklılıklar göstermemekteydi. Ancak Maslak a çok yakın konumda olan Kağıthane bölgesinin ofis stokuna 2010 yılından itibaren çok daha düşük kira rakamları ile girdiğini gördük. Bu nedenle son yıllarda Levent ile Maslak arasındaki kira makasının oldukça genişlediğini, kendisine alternatif olan Kağıthane ile ise oldukça daraldığını görmekteyiz. Sonuç olarak son dönemde, harcamalarını azaltmak isteyen şirketlerin Avrupa Yakası ndaki kiralamalarını ağırlıklı olarak Maslak bölgesinde gerçekleştiğini görmekteyiz. Dolayısıyla bölgedeki boşluk oranlarında da bir miktar gerileme yaşanmıştır. MİA bölgesinde A sınıfı ofislerin boşluk oranları 2017 yılının ilk çeyreğinde %29,75 iken 2017 yılının ikinci çeyreğinde bu oranın %31,57 ye yükseldiğini görüyoruz. Bu dönemde yeni bir A sınıfı ofis In the second quarter of 2017, we observe a decrease in the vacancy rates in all regions on the Asian side, while on the European side we see an increase in all regions except Maslak. The decline in vacancy rates in the relevant regions is not very remarkable. The main reason behind the decrease of the vacancy rates on the Asian side; is mainly due to the availability of more affordable rental values in quality office buildings that lead to an increase in the take-up transactions in the region during this period. On the European side, we see that the supply of office is slightly on a higher trend, while the leasing transactions are limited. As a natural consequence of this situation, we see an increase in the vacancy rates. The following table shows the average vacancy rates of the A Class office stock in Istanbul office market. An analysis of each individual region reveals that the following districts have experienced the most notable changes in vacancy rates. The A Class office vacancy rate in Maslak decreased from 41.08% in the first quarter of 2017 to 38.12% in the second quarter of 2017. We can state that, for years Maslak region has been the most preferred district after Levent. But in the past years, we have seen that the rental value bracket between Maslak and Levent was narrow and that Kagithane which is located at a very close proximity to the region had been added to the office building inventory with much lower rent figures since 2010. However in recent years we witnessed that the rate cut between Levent and Maslak has significantly expanded while it has shrunk considerably with Kağıthane which is an alternative district. As a result, in recent period, we see that the rental transactions are mainly carried out in Maslak region on the European side by the companies that aim to lower their budget. Therefore, the vacancy rates in the region have shown a decrease. The A Class office vacancy rate in CBD increased from 29.75% in the first quarter of 2017 to 31.57% in the second quarter of 2017. During this period, a new A Class office building has been added to the stock. binası bölgedeki stoka eklenmiştir. Bölgedeki mevcut ofis binalarında sınırlı sayıda gerçekleşen kiralama işlemleri ile birlikte stoka yeni eklenen ofislerin olması ve bu binalarda da kiralama işlemlerinin kısıtlı gerçekleşmesi boşluk oranlarındaki artışın başlıca nedeni olarak karşımıza çıkmaktadır. Kozyatağı/Ataşehir bölgesinde A sınıfı ofislerin boşluk oranları 2017 yılının ilk çeyreğinde %39,27 iken bu oranın 2017 yılının ikinci çeyreğinde %37,38 e gerilediğini görüyoruz. Boşluk oranlarındaki bu gerileme; yeni ofis arzı eklenmeden bölgede gerçekleşen yeni kiralama işlemlerinden dolayı gerçekleşmiştir. Kavacık bölgesinde A sınıfı ofislerin boşluk oranları 2017 yılının ilk çeyreğinde %8,57 iken bu oranın 2017 yılının ikinci çeyreğinde %4,99 a gerilediğini görüyoruz. Bu düşüş; düşük bir ofis stoğuna sahip ve yeni ofis arzı gelmeyen bu bölgede, mevcut binalardan birinde gerçekleşen yeni kiralama işleminden ve tahliye edilmesi beklenilen ofis katlarındaki kontrat yenilemesinden kaynaklanmıştır. Önümüzdeki dönemlerde; hem arz/talep dengesizliği, hem de mevcut ekonomik yavaşlamanın sürmesinin beklenmesi dolayısıyla boşluk oranlarının birçok bölgede artmasını beklemekteyiz. Ofis piyasasındaki kuvvetli yeni arza karşılık şirketlerden talebin yetersiz olduğunu birçok önceki sayımızda belirtmiştik. Yukarıda da değindiğimiz gibi; özellikle 2011 2014 yılları arasında İstanbul ofis piyasasının yakaladığı yükseliş trendinin yerini 2015 yılından itibaren yavaşlamaya ve son bir yıllık dönemde de düşüşe bıraktığını görüyoruz. 2011-2014 dönemindeki ofis kiralamalarının yoğunlukla Türkiye ye ilk defa ofis açacak şirketlerden gelen talepler ve mevcut şirketlerin büyüme taleplerinden oluştuğunu gözlemlemiştik. Fakat bu yeni dönemde mevcut talebin daha çok yer değiştirmeler şeklinde olduğunu ve bu değişimlerin asıl nedeninin de küçülme ve maliyetlerin düşürülmesinden kaynaklı olduğunu görmekteyiz. Dolayısıyla bu durum boşluk oranlarının azalmasına herhangi bir etki sağlamamaktadır. buildings in the region, together with the addition of newly added office supply and the limited number of leasing transactions in these buildings, are the main reasons for this increase in the vacancy rates. The A Class office vacancy rate in Kozyatağı/Ataşehir decreased from 39.27% in the first quarter of 2017 to 37.38% in the second quarter of 2017. This decline in vacancy rates; is mainly due to the new leasing transactions that took place in the region with no new stock additions. The A Class office vacancy rate in Kavacık decreased from 8.57% in the first quarter of 2017 to 4.99% in the second quarter of 2017. The decline in the region, which has a low office stock and no new office supply, can be explained with the new lease transaction that occurred in one of the buildings and the renewal of a contract on the office floors that were expected to be evacuated. In the coming periods, we expect the vacancy rates to increase in many regions as a result of both the supply demand imbalance and the slowdown in the political / economic conditions, which are expected to continue to deteriorate. We have emphasized in our previous report that there is a lack of demand from the companies despite the new office supply in the market. As stated above, we see that the uptrend of the Istanbul office market, especially observed between 2011 and 2014, has slowed down since 2015 and has moved into a decline trend during the last year. During the period 2011-2014, we observed that office rentals were mainly due to the demand from companies that opened new offices in Turkey and the growth demands of existing companies. Recently the current demand is more inclining to location changes for the purpose of operational downsizing or cost reduction. Therefore these transactions do not cause any changes on the vacancy rates. Kira 2017 yılının ilk çeyreğinde Avrupa Yakası A sınıfı ofislerin ortalama kirası $28,21/m 2 /ay iken 2017 yılının ikinci çeyreğinde bu rakam $26,70/m 2 /ay a gerilemiştir. Ancak bu son birkaç çeyreklik dönemde mal sahiplerinin liste rakamlarını telaffuz ederken dahi kira bedellerini daha önceki beklentilerine göre aşağı yönde revize ettiklerini görmekteyiz. During the second quarter of 2017, we observed that the average asking rents decreased in all office regions on the European and Asian sides. We had previously mentioned in our reports, the general pressure on rental figures that had been observed for the last 1-1.5 years. In the current situation we observe a difference; until recently the lease were revised only during the contract phase. However, for the past few quarters, we observe that property owners are revising rent prices according to the expectations, downward even while pronouncing list figures. After a general study on regional average asking rates, we believe that the following regions deserve a more detailed analysis: The average asking rents in Maslak recorded a decline of 9% with a decrease from $25.27/sqm/month in the first quarter of 2017 to $23.17/sqm/month in the second quarter of 2017. The average asking rents in the CBD recorded a decline of 3% with a decrease from $31.15/sqm/month in the first quarter of 2017 to $30.23/sqm/month in the second quarter of 2017. The main point here is that when looked, the effective lease rates in contracts would be seen to be higher. Namely; particularly in the case of new buildings that are added or to be added to the stock, property owners use methods such as currency stabilization, long-term rent-free periods and even decorated delivery instead of lowering rental rates. When we evaluate these commercial terms throughout the term of the contract, in addition to the rent figure written in the contract, we can see that the retentions in the effective rent figures are in more viable levels than the rent figures on paper.
