In thi tudy it i aimed to comparatively preent the performance core of intenive cattle fattening enterprie in the Northeat Anatolia Region with data envelopment analyi in two fattening period. The CCR input method model wa etablihed with 10 input and 3 output for analyi. The analyi program wa operated with Super Efficiency command to ee efficiency core difference among. A a reult of meaurement, performance core that belong to total 143 were determined. According to that, while the performance core mean of in firt fattening period were in all, in mall cale, in medium cale, and in large cale, performance core mean were , , 99.40, and repectively in the econd fattening period. The inefficiency rate wa meaured a 22.79% in the firt fattening period and 31.25% in econd fattening period. When two fattening period were compared in view of meaurement, it wa oberved that there wa a ignificant difference between medium and large cale performance core (P < 0.05). In concluion, it i conidered that the increae in the number of inefficiency deciion making unit in the econd fattening period wa caued by the exceive increae in the fattening material cot, the low carca meat price in comparion to the increae in the fattening material cot, and the decreae in the capacity utilization rate. Keyword: Data envelopment analyi, meaurement, Cattle fattening, Mathematical programming, Efficiency, Productivity Sığır Bei İşletmeleri Performanının Veri Zarflama Analizi Yöntemiyle Ölçülmei: Kuzeydoğu Anadolu Bölgei ndeki (TRA) İşletmelerin Yıllarında Karşılaştırmalı Analizi Özet Bu çalışma Türkiye de ığır bei işletmelerinin veri zarflama yöntemiyle etkinliğinin ölçülmeinde ilk olma özelliği taşımaktadır. Çalışmada veri zarflama analizi yöntemiyle Kuzeydoğu Anadolu Bölgei ndeki entanif ığır bei işletmelerinin iki bei dönemi halinde karşılaştırmalı olarak performan korlarının ortaya konulmaı amaçlanmıştır. Analiz için 10 girdi ve 3 çıktı ile CCR girdi yönelimli model kurulmuştur. Analiz programı Karar Verme Birimleri nin (KVB) kendi aralarındaki etkinlik kor farklarını görmek amacıyla Super Efficiency komutuyla çalıştırılmıştır. Heaplamalar onucunda toplam 143 KVB ne ait performan korları aptanmıştır. Buna göre birinci bei dönemindeki performan kor ortalamaları KVB nin tamamında , küçük ölçekli KVB nde , orta ölçekli KVB nde ve büyük ölçekli KVB nde iken, ikinci bei döneminde KVB nin performan kor ortalamaları aynı ırayla , , 99.40, olarak belirlenmiştir. Etkin olmayan KVB oranı birinci bei döneminde %22.79, ikinci bei döneminde ie %31.25 olarak heaplanmıştır. İki bei dönemi ölçeklere göre karşılaştırıldığında orta ve büyük ölçekli KVB nin performan korları araındaki fark önemli bulunmuştur (P<0.05). Sonuç olarak; etkin olmayan KVB ayıının ikinci bei döneminde artış götermeine; bei materyali maliyetindeki aşırı yükelmenin, bei materyali fiyatındaki yükelişe göre düşük kalan karka et fiyatının ve kapaite kullanım oranın düşmeinin neden olduğu düşünülmektedir. INTRODUCTION According to the Nomenclature of Unit for Territorial Statitic, the province of Erzurum, Erzincan, and Bayburt in the Northeat Anatolia Region (TRA) are in TRA-1 and Kar, Ardahan, Ağrı, and Iğdır are in TRA-2 [1]. According to 2012 data of Turkih Statitical Intitute Turkey 14.71% of Turkey total cattle i in TRA, 3.51% i in Kar, and 4.48% i in Erzurum While conidering Turkey total cattle exitence ditribution, Kar and Erzurum were among the top four citie a of 2012 [2]. Cattle fattening enterprie in TRA have imilar ocio-economic feature [3]. Cattle fattening, a ubector of the livetock ector, ha an important role in tranforming male calve, which are an important output of dairy farming, and female breeding tock into high quality and efficiency beef through economic utilization [4]. The live weight increae, feed intake, feed efficiency and their ability and the relationhip between profitability are direct factor on cattle enterprie [4,5]. A in all commercial enterprie in cattle fattening enterprie, the main purpoe i to make a profit. From thi point, evaluating the performance of cattle fattening enterprie gain importance in term of the continuation of buine efficiencie. in general i a concept that quantitatively or qualitatively determine the gain at the end of a purpoeful and cheduled activity. In other word, performance i the level of achievement to reach the planned output level. If the buine performance i in quetion, the firt concept that come to mind are efficiency and, productivity [6]. The concept of effectivene and efficiency, each a dimenion of the performance, are crucial for all unit in maintaining their exitence, whether or not they eek profit. In order to ee their own place, their uperiority and inferiority among imilar one, unit periodically hould meaure performance with meaured data. Without meaurement, it i not poible to decide what i good or bad by whom [6]. The fact that efficiency and productivity are o important give way to the development of many meaurement method. They can be grouped in three group: ratio analyi, parametric method and nonparametric method [6]. Of the method ued to meaure efficiency ratio analyi i the implet. In thi approach, each ratio conider only one of the dimenion of efficiency while other are ignored. Generally regreion technique are ued in the efficiency meaurement with parametric method. Mathematical programming ha been adopted a the olution technique in performance meaurement with non-parametric method [7]. When ratio analyi and parametric method cannot over-come ituation (particularly multi-input and multi-output condition) data envelopment analyi (DEA) offer enormou opportunitie for olution [6]. Data envelopment analyi i an activity meaurement without parameter firt developed by Charne, Cooper and Rhode ( ) in order to meaure relative efficiencie of imilar commercial deciion making unit () in term of their good or ervice [7]. The method i ued for performance comparion in multi-input multioutput relation of production, to which claical regreion analyi cannot be directly applied [8]. Unlike the ingle input, ingle output in the conventional efficiency analyi, DEA act on the bai of multiple input multiple output. DEA meauring comparative efficiency originally in nonprofit public intitution, then ha been ued widely for the meaurement of technical efficiency in profit eeking manufacturing and ervice ector [9]. In thi context, it ha been ued to meaure the performance of many profit buinee including livetock enterprie [10]. In cae which input and output meaured with multiple or different meaurement cale make comparion difficult DEA i a linear programming-baed technique aiming to meaure the relative performance of [11]. In thi method it i poible to imultaneouly meaure variou ize of the with repect to independence of the input and output unit from the cale [12]. Thi tudy aim to determine the activity in two fattening period of cattle fattening enterprie located in TRA by DEA baed on mathematical programming uitable to meaure the efficiencie of uing multiple input and multiple output. The preent tudy i the firt tudy about meauring the efficiency of cattle fattening enterprie with data envelopment analyi in Turkey. MATERIAL and METHODS Material To determine intenive cattle fattening enterprie to be included in the reearch in 2009 in the province of Erzurum and Kar, pre-interview were conducted with Food, Agriculture and Livetock Department, Agriculture Credit Cooperative, Meat and Dairy Intitution Erzurum Slaughterhoue employee and ome breeder. A a reult of pre-interview it ha been identified that in the province many intenive cattle fattening enterprie operate through the TAR-ET project conducted by the Meat and Dairy Intitution and Agriculture Credit Cooperative. Therefore, it wa decided to include intenive cattle fattening enterprie operating through the TAR-ET project in the province of Erzurum and Kar in the cope of the reearch and a total of 82 enterprie were inter-

The firt degree material of the tudy conited of data obtained through face-to-face interview conducted with intenive cattle fattening enterprie in the central ditrict of Kar, the ditrict of Selim and Sarıkamış, the central Erzurum ditrict (Aziziye, Palandöken, Yakutiye), the ditract of Painler and affiliated village. The Meat and Dairy Intitution ha benefited from data of Erzurum laughterhoue TAR-ET project [13]. The reearch include the cattle production efficiencie of firt fattening period of , while the econd fattening period between the year Cattle fattening in the province are uually cheduled between October and April in many enterprie once a year. Firt urvey application wa carried out with a total of 79 voluntary enterprie participating in both province aimed at intenive cattle fattening enterprie at the beginning and end of the fattening period. The econd fattening period urvey continued to operate in province with a total of 64 enterprie that were urveyed in the firt fattening period. Cattle fattening enterprie with 20 and le cattle are conidered mall cale, thoe with are conidered medium caled, and thoe with 41 and more are conidered large caled enterprie. Method Data Evaluation Data envelopment analyi doe not give abolute efficiency value while meauring activity value, it reveal how effective they are to each other [14]. Therefore, in the tudy performance core were found by analyzing two fattening period multi-input and multioutput data of cattle fattening enterprie in Efficiency Meaurement Sytem (EMS) package program which i uitable to meaure deciion- unit performance [6]. The caue of analyzing a total of 143 of two fattening period in the EMS package program a a whole arie from the deire to reveal how effective of two fattening period to each other. In the tudy, determining the performance core decriptive tatitic and controlling the ignificance of difference between group were made uing One- Way ANOVA to three comparion and T-Tet to pairwie. To perform analyze, the SPSS 20.0 tatitical oftware package wa utilized and to create the catter diagram of the performance core, Window Excel 2010 wa utilized [15]. Data Envelopment Analyi DEA i a multi-factor productivity meaurement model that meaure imilar deciion making unit (homogeneou) relative effectivene. A multi-input and multioutput activity core factor i defined a follow [16] : Efficiency = Weighted Output Weighted Input Charne, Cooper and Rhode expanded Farrell only input/output technical efficiency meaure in 1957 to multiple input/output relative effectivene meaurement, put it to the DEA literature a the CCR model [17,18]. A variety of model have been developed a well a CCR (Charne, Cooper, Rhode) ratio model, BCC (Banker, Charne, Cooper) return to cale model, additive model and multiplicative model [8]. In thi tudy, the input oriented CCR technique ha been ued; there i no uperiority over each other between the CCR and BCC technique, It aumed that each unit ha m amount of input, amount of output and n amount of deciion making unit on the problem that will be analyzed. X ij parameter indicate i input amount uing by j and Y ij parameter indicate output amount uing by j UD. Deciion variable for that deciion problem are the weight to be given for the, k i input and r output. Thee weight are hown a V ik and U rk repectively. The objective function of fractional linear programming model wa defined a maximal ratio of the k total weighted output the um of the weighted [14,16,19]. Weighted input and output are choen to optimize each deciion making unit efficiency core. In general, if a deciion making unit efficiency core i equal to one, it i efficient, if it lower than one, it i inefficient [16]. Implementation of Data Envelopment Analyi The analyi wa applied to a total of 143 cattle fattening enterprie; it wa applied to 79 of them in the firt fattening period and 64 of them in the econd period. Cattle fattening enterprie were coded a the Enterprie (Ent) - Fattening Period (1, 2) - City (Erzurum-E, Kar-K) - Enterprie Number (1, 2, 3,...). Accordingly, for example, the firt enterprie in Erzurum wa Ent1E1 in firt fattening period, while the fifth enterprie in Kar wa coded a Ent2K5 in the econd fattening period. The evaluation code of 15 enterprie that didn t continue to operate in the econd fattening period are not available. Cattle fattening enterprie are preented in Table 1 according to the fattening period and cale The fattening material cot (FMC {I}), feed expene (FC {I}), labor cot (LC {I}), veterinary-health expenditure (VHC {I}), care-repair cot (CRC {I}), foreign capital interet (IC {I}), other cot (electricity, water, litter, tranport, animal and ranch inurance) (OC {I}), general adminitrative expene (GAC {I} ), amortization of building (ABC {I}) and machinery amortization (MAC {I}) are determined a the input element for indicating cattle fattening enterprie performance. The carca income (CI {O}), incentive bonu income (IBI {O}) and fertilizer income (FI {O}) were included a output of enterprie in the analyi. The incentive bonu income i 1.50 TL per kilogram of male animal carca that have 60% efficiency and over 190 kg weight in the firt fattening period within the TAR-ET project and wherea per men animal i 300 TL in the econd fattening period [3]. Thu, by analyzing a total of 143, 10 input and 3 output, through the input oriented analyi in two fattening period, the efficiency core were calculated. A in all method of mathematical analye, in DEA in the preence of a large number of input and output increae the reliability of reult. The program ha been executed with Super Efficiency command for the enterprie on the efficiency border in EMS package program to ee difference of the efficiency core among themelve. Accordingly, the cattle fattening enterprie with the efficiency core 100% and more were evaluated a efficient and the one with the efficiency core le than 100% a inefficient. RESULTS The deciion making unit capacity utilization rate evaluated in the context of reearch according to the fattening period and cale are given in Table 2. In term of capacity utilization rate, between the firt and econd fattening period tatitical difference are found in their medium and large cale deciion making unit (P<0.001). The performance core of the deciion making unit firt and econd fattening period are hown in Table 3 and in Fig. 1. DISCUSSION Within the cope of the tudy, the firt urvey application done with intenive cattle fattening enterprie for the firt fattening period on October 2009 began a riing trend acro Turkey with the red meat price tarting with mutton price. A of the year 2009 in Turkey live animal and carca meat import are not in quetion. However, to balance the riing red meat price on April 30, 2010 lowering cutom tax rate opened the way for live animal and carca meat import. On the other hand, on June 2010 the TAR-ET project wa repealed [1,3,21,22]. A a reult of thee development the operating 15 buinee in the firt period, when the urvey wa applied, withdrew from thi branch of production in the econd fattening period, and the 64 enterprie with ongoing efficiencie capacity utilization rate on average were reduced by 17.71%. Intenive cattle fattening enterprie quitting thi buine or continuing by reducing capacity; fattening material price demontrating extreme increae, a of the date of the tudy the uncertainty of the continuation of live animal and red meat import, the increae in concentrated feed, and lack of incentive can be hown a reaon. Aydin at al. [22] and, Aydin and Sakarya [1] reported that due to the exceive rie of cot in red meat in 2010, the general um of the cot of fattening material hare increaed proportionally, in other word the abolute value of fattening material cot according to other input element increaed more. The ame tudy found that the period in which price increae in red meat happened, the price of live animal that are alo fattening material increaed by approximately 50%. According to the performance core in the tudy, while in the firt fattening period, 22.79% of the deciion making unit (18 ) are not efficient, in the econd fattening period the inefficient deciion making

Alo the firt fattening period deciion unit average performance core wa calculated 5.78% more compared to the econd fattening period deciion making unit. At the end of the firt fattening period deciion making unit who find a poibility to ell carca meat high priced which i the product of livetock efficiencie, while entering the econd fattening period (October 2010) in pite of buying high priced fattening material, at the end of the import the price balancing carca meat wa old cloe to the price of the firt fattening period [22].The cot of fattening material in a cattle fattening enterprie make up about 45%-55% of the total cot [3 when taken into conideration it i poible to ay that the econd fattening period decreae the profitability of the deciion making unit. On the other hand, conidering the firt fattening period in the econd fattening period; the average feed cot per animal via current price, labor and vet health expenditure have increaed. Indeed, ome of the literature reource report that one of the mot important element that directly affect the profitability of the buine i the cot of fattening material [23]. Thi cae alo upport the finding of the reearch. The reearch how that in the firt fattening period a the cale grow the performance core average increae, wherea in the econd fattening period it decreae remarkably. On the other hand, according to the firt fattening period in the econd fattening period medium and large cale deciion making unit difference between; capacity utilization rate (P<0.001) and average performance core (P<0.05) are ignificant. The capacity of buine identified a the ability and opportunity to produce the good or ervice of a buine being decribed with a certain meaure i large in importance. The capacity utilization rate being low i epecially known to have an increaing effect on operating cot [24]. A the capacity utilization rate increae the buinee fixed aet are ued more efficiently and fixed cot uch a labor, general adminitrative expene, building amortization per unit of animal are reduced. The increae in the number of inefficient deciion making unit in the the econd fattening period; exceive rie in the cot of fattening material, according to the rie in the price of fattening material low carca meat price and capacity utilization rate are thought to have caued the falling.
