INVENTORY OF LCPs IN TURKEY Administrative Identification (1) Identification of potential magnitude of the target group Initial assessment of administrative data: company names, addresses, telephone numbers, email addresses, sector, thermal input, and other Sources: IPPC project, data from Provincial Directorates, Internet, MoEU permitting database, interviews (incl. site visit information)

DATA COLLECTION PROCESS LCP Questionnaire form Questionnaire form developed (improvement: Word Excel database online software/application) Excel file available to operators in the first phase Checklist form; comment cells available Basic administrative, technical and operational data and compliance with Best Available Techniques (BAT) (solid, liquid, gaseous fuels and refineries)

DATA COLLECTION PROCESS Helpdesk (1) Operational: 1 December 2014 9 January 2015 (extended until 21 January 2015) Helpdesk log file maintained tracking all Q & A Number of questions: 88 Policy, legislation: 17; IT related: 17; Technical: 54 Instant responses: almost half of the cases Full working day response period for more complex cases and during year change (15% of the cases) Average response time: 5 hours
III. DATA COLLECTION PROCESS Helpdesk (2) The most frequent questions/statements concerned the: o Gross electric power output (Gross heat output) of the LCP/CU; o Definition of an LCP (understanding of an LCP/stack); how many questionnaires to be filled in; o Recent abolition of the LCP Bylaw; o Statement - not under the scope of the LCPB/LCPD/Questionnaire; o Technical problems with downloading/uploading/editing the Questionnaire; and other.
III. DATA COLLECTION PROCESS Questionnaires received (1) End of January beginning of March: Questionnaires translated, technically and administratively assessed, clarification questions defined Good response; in general good quality showing an evident and serious effort/commitment March: helpdesk revived (round of clarification questions) Interactive clarification dialogue with operators (via email & telephone) FAQ and guidance available on the LCP website Implementation shows that questions in the Questionnaire are well balanced complementing/supporting each other where data is missing
III. DATA COLLECTION PROCESS Questionnaires received (2) Most frequent mistakes/missing data: o Rated total thermal input and Gross electric power output; data about energy provided instead; o Difference between combustion installation, plant and unit; o Cogeneration of heat and power; o Rolling average of operating hours over a period of 5 years; o Daily average of emission levels missing due to technical problems; o Annual emission levels; o GIS coordinates & other administrative data; and other.

DATA COLLECTION PROCESS Results (1) ToR: about 100 facilities Number of LCPs from administrative assessment: approximately 175 Number of companies addressed with the official letter: 111 (1 or more LCPs) Number of companies sending questionnaires: 90 Number of companies denying to have an LCP: approximately 50

DATA COLLECTION PROCESS Results (2) Current number of LCPs: 236 LCPs under construction : 77 Companies with pending Questionnaires: 7 Additionally identified potential candidates from permit database 12 Improvement of the Inventory of LCPs ongoing process (MoEU representatives & Project Team working together)
