Transcript of Records (TOR) The TOR confirms what the learner has achieved on the basis of the learning agreement by stipulating the credits linked to the modules etc. TOR also specifies how the learner has achieved the learning outcomes. EUC The Institution agrees to comply with the following fundamental principles of Erasmus mobility: Mobility shall be carried out only within prior interinstitutional agreements; No university fees for tuition, registration, examinations, access to laboratory and library facilities are to be charged to in-coming Erasmus students; Full recognition must be given to students for satisfactorily completed activities specified in the compulsory Learning Agreement
The institution also agrees: to ensure the highest quality in the organisation of student and staff mobility To ensure that curriculum information is up to date, easily accessible and transparent and that an academic credit transfer system (ECTS or similar) gives transparency to the procedures To ensure equal academic treatment and services to home and Erasmus students To support the integration of visiting Erasmus students in the Institution s activities To provide incoming Erasmus students and their home institutions with transcripts containing full, and accurate and timely information at the end of their mobility period abroad; to facilitate and acknowledge Erasmus teaching activities; to promote and give visibility to the activities supported by the Erasmus programme; to publicize this Charter and the related Erasmus Policy Statement of the Institution; to comply with the objectives on non-discrimination set out in the Lifelong Learning Programme.
.../. This Charter entitles the Institution to apply to its National Agency and to the European Commission for grant support for Erasmus activities. Violation of this Charter may lead to its withdrawal by the European Commission
Key obligations for Erasmus universities Inter-institutional agreements have been signed with all partner institutions for mobility purposes; No university fees for tuition, registration, examinations, access to laboratory and library facilities are to be charged to in-coming Erasmus students; Full recognition is given to students for satisfactorily completed activities during their mobility period; Highest quality is ensured for the organisation of student and staff mobility (and the organisation of student placements, where the institution is engaged in this activity); Up to date, easily accessible and transparent information on curricula is available; An effective academic credit transfer system is in operation; Equal academic treatment and services are ensured for home and Erasmus students; The integration of visiting Erasmus students in the activities of the institution is supported; Incoming Erasmus students and their home institutions are provided with transcripts and information in a timely manner; Erasmus teaching activities are facilitated and acknowledged; The institution s Erasmus activities are promoted and given the necessary high visibility; The Erasmus Charter and the Erasmus Policy Statement are publicised in the institution and are easily accessible to the students; The Institution complies with the non-discrimination objectives set out in the Life-long Learning programme.
Points for checking In the current EUC there are two categories of points falling under two headers: a) the institution has agreed to the provision set out ; b) the institution has agreed to make every effort to ensure high quality in
As a general rule, the points in the first category will be taken n into account for the purpose of possible cancellation of the Charter. The four essential points are: Mobility can be carried out only under prior bilateral or multilateral agreements between institutions; No university fees are to be charged to incoming Erasmus students; Full academic recognition must be given to students for courses specified in the Learning Agreements, which students have taken and passed; To comply with the regulations on mobility set out in the contract between the institution and the NA.
Moreover, during monitoring or audit visits to institutions or at the stage of analysis of final reports the NA may find out that there are problems. For instance: Mobility happens without prior bilateral agreements; Fees are charged to incoming students; For student mobility periods no Learning Agreements are signed or no full recognition is given; The institution does not respect the rules established in the contract with the NA
After examining the additional information gathered it may occur that : a) The NA concludes that the case was not serious, or that it was a misunderstanding or that the situation has in the meantime already been corrected by the institution. In this event the case can be considered as closed. The NA will write to the head of the institution with its conclusions. b) The NA concludes that the case is serious and it requires corrective action by the institution. The NA has two options : b.1) The NA tries to resolve the problem in the first instance. The NA will write to the head of the institution asking to take the necessary measures to correct the problem within a short delay and mentioning that failure to do so will result in the file being transmitted to the Commission. The NA will send a copy of this letter to the Commission. At the expiration of the delay the NA will either notify the institution that the problem is settled or transmit the file to the Commission b.2) The NA considers that the matter has to be brought to the Commission. The NA will write to the Commission and submit a detailed file with the facts and findings. The file will also include the opinion of the NA on the seriousness of the case and a recommendation on how to deal further with the case.
The Commission will examine the file and will communicate to the institution its position while keeping the NA informed. Broadly speaking the Commission has two possibilities: To give a warning and write to the head of the institution to require it to draft an action plan with the measures to be taken. The institution has to write to the Commission after a certain time (for instance 6 months) with the confirmation that indeed the measures have been implemented. ii) In very serious cases, to set in motion the cancellation procedure. The Commission will notify the head of the institution of its intention to cancel the Charter and will offer the institution the possibility to react within 45 days. After this period the Commission may take the final decision to cancel the Charter or may reconsider its decision.
In the yearly final report of the Erasmus financial agreement the NA will inform the Commission on all the cases of non compliance.

In the case of a warning, if the institution fails to implement the action plan, the Commission will also set in motion the cancellation procedure.
