Background Information INSPIRE Capacity Building Project is an IPA funded project. Budget: 4.000.000 Euro Implementation Period: 24 Months
Background Information According to INSPIRE Roadmap a long-lasting implementation plan is proposed by the Commission. In this project, which can be called as the first part, MoEU is willing to concentrate on the steps covered under period 2007-2011 (already implemented part at EU level) like preparation of INSPIRE Data Themes, preparation of the technical and administrative infrastructure for proper implementation. This project is the first part and the second part will cover the implementation steps for 2012-2019 period.
Objective & Purpose Overall Objective To enhance the protection of environment by fostering exchange of spatial information between institutions Purpose Main purpose of the project is to strengthen the institutional, technical and legislative framework for effective implementation of the EU INSPIRE Directive and establishment of strong administrative and technical capacity at all levels.
Expected Results Result 1: MoEU has increased its capacity to future implementation of the INSPIRE Directive Result 2: Raised awareness for related stakeholders and decision makers Result 3: More environmentally friendly land planning has developed in line with the EU spatial planning approach

Scope of the Work Trainings, Seminars and Workshops Turkish Ministry of Environment and Urbanisation will collaborate with JRC on the capacity building outcomes. Trainings will be divided in two levels; train the trainers and training wider audience. JRC will collaborate in training of the trainers. JRC will provide material and expertise for the creation of the training package that will be prepared in the scope of the project. The content of the training material should be suitable for delivery within an online e-learning course for the sustainability of the trainings. The training material should be modular, having a module for the less technical officers that should understand and implement INSPIRE and a more technical module for the ones who should implement the technical aspects.
