INTRODUCTION The Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC) was established by the Third Islamic Summit Conference held in Mecca/Taif in 1981. COMCEC became operational at the Fourth Islamic Summit Conference held in 1984, with the election of the President of the Republic of Turkey to its chairmanship. COMCEC activities are guided by the COMCEC Strategy, adopted at the Fourth Extraordinary Session of the Islamic Summit Conference held in Makkah Al-Mukarramah, Saudi Arabia on 14-15 August 2012, and being implemented since 2013. The Strategy defines the mission of the COMCEC as: to provide a forum to produce and disseminate knowledge, share experiences and best practices, develop a common language and understanding and approximate policies among the Member Countries to address and find solutions to the development challenges of the Islamic Ummah. Till now, the COMCEC has regularly held 29 annual sessions in İstanbul. The Thirtieth Session of the COMCEC will be held on 25-28 November 2014 in İstanbul. The Ministerial Session of the 30 th Session of the COMCEC, to be preceded by the preparatory Senior Officials Meeting on 25-26 November 2014, will commence on Thursday, November 27 th, 2014 with the Opening Ceremony which will be chaired by H.E. Recep Tayyip ERDOĞAN, President of the Republic of Turkey and Chairman of the COMCEC. During the Ministerial Exchange of Views Session, which will take place in the afternoon of November 27 th, 2014, The Role of Public Private Partnerships for the Development of Tourism Sector in the OIC Member States will be considered. The attending Ministers will have the opportunity to share their views and experiences with their colleagues. Additionally, on the occasion of the 30 th anniversary of the COMCEC, several special sessions will be held. To that end, special sessions on The Role of NGOs in the Development Efforts of the Islamic Countries, and Development Challenges of Islamic Countries and Post-2015 Development Agenda will be held in the afternoon of November 28 th, 2014 with the participation of high level representatives from the Member States and the OIC institutions. The Ministers attending the 30 th Session of the COMCEC will have a chance to conduct bilateral talks with their counterparts. COMCEC Coordination Office will make necessary arrangements if requests are made in advance. This booklet aims at giving general information on the arrangements being made for the 30 th Session of the COMCEC as well as some practical information for the participants. 3

DRAFT PROGRAMME OF THE SIDE EVENTS OF THE 30 TH SESSION OF THE COMCEC (İstanbul, 25-30 November 2014) 26 November 2014 (Wednesday) 14.00-16.00 Promotion of Successful Projects funded by COMCEC Project Funding COMCEC Project Owners will present their projects with a view to informing the audience regarding the progress made in the implementation of the projects. 27 November 2014 (Thursday) 11.00 COMCEC 30 th Year Award Ceremony An award ceremony will be organized on the occasion of the 30 th Anniversary of the COMCEC 12.00 COMCEC 30 th Year Exhibition 28 November 2014 (Friday) 14.00-15.30 The Role of NGOs in the Development Efforts of the Islamic Countries The aim of this session is to evaluate the contributions of NGOs to development efforts of the Islamic Countries. 15.30-16.50 Development Challenges of Islamic Countries and Post-2015 Development Agenda The aim of this Session is to deliberate on the development challenges of Member Countries in light of the UN Post-2015 Development Agenda. 12

25-28 November 2014 (Tuesday - Friday) COMCEC 30 th Year Exhibition* On the occasion of 30 th anniversary of COMCEC, an exhibition will be displayed. TOBB IDB (Exhibition of Palestine Products) (İstanbul Congress Center)* The exhibition is jointly organized by TOBB and the Islamic Development Bank. 26-30 November 2014 (Wednesday - Sunday) (İstanbul CNR Expo Center) 15 th MÜSİAD International Fair & 18 th International Business Forum* MÜSİAD International Fairs and Business Forum bring together businessmen and investors to offer new opportunities for commercial cooperation in global partnerships. Heads of delegations of OIC Member Countries participating in the COMCEC Session are expected to attend inaugural ceremony of MUSIAD FAIR & IBF. 28-29 November 2014 (Friday Saturday) FCIC & DEIK International Engineering Forum* Forum is organized jointly by the Foreign Economic Relations Board and The Federation of Consultants from Islamic Countries with the theme of Health and Public-Private Partnerships in Tourism Sector Applications. * The exact time of the event will be communicated. 13

INFORMATION ABOUT THE ARRANGEMENTS FOR THE MEETING Date and Venue of the Meeting The Thirtieth Session of the COMCEC will take place at İstanbul Congress Center, on 25-28 November 2014. Meeting Hall All meetings of the Thirtieth Session of the COMCEC will be held in Üsküdar Hall, at İstanbul Congress Center. Airport Welcoming Services The welcoming and farewell services for the delegates will be available from November 23 rd to 30 th. Delegates, obliged to arrive in İstanbul before 23 November due to flight restrictions, will also be welcomed at the airport provided that they inform the COMCEC Coordination Office in advance. Participants are kindly requested to notify the COMCEC Coordination Office and/or Conference Bureau (see Useful Addresses) of their names and flight schedules by 13 November 2014 at the latest to enable the host officers to meet them at the airport and make necessary arrangements. Transportation There will be a pool of cars for the Delegations. Reserved cars will be available for only Ministers. Registration All delegates, whose names are notified to the Organizing Committee through diplomatic channels are requested to register at İstanbul Congress Center. Hotel Accommodation Accommodation and meal expenses (excluding all other expenses) of the three delegates (including the head of delegation) from each invited member state at reserved hotel for the meeting from 24 to 28 November 2014 (inclusive) will be borne by the Turkish Government. Turkish Government will also bear the accommodation and meal expenses (excluding all other expenses) at the same hotel of two participants from each invited international institutions. Other members of delegations may wish to stay on their own accounts at the same hotels or may choose from the hotels given in the alternative hotels list. All participants are kindly requested to inform the COMCEC Coordination Office and/or Conference Bureau (see Useful Addresses), by 7 November 2014 at the latest, for hotel reservations and welcoming arrangements. 14

Identification Badges Identification badges will be issued to all registered delegates. For security reasons, all participants are kindly requested to wear their badges at all times during the meetings and social events. Working Languages and Interpretation Simultaneous interpretation among Arabic, English, French, Russian and Turkish will be provided during all sessions.
