2 of 5 10/6/2009 1:33 AM The Honourable Jim Karygiannis, Member of Parliament for Scarborough-Agincourt, visited Kurdistan with Mr. Sartip Kakaee, President of the Canada Kurdistan Business Council, to explore business and trade opportunities for Canadian companies. Mr. Karygiannis and Mr. Kakaee arrived in Erbil on the August 7, 2009. They have had meetings with various members of the Kurdistan Regional Government - the Minister of Foreign Relations and the Minister of Industry, The Deputy Speaker of the Parliament, the Governor of Erbil and, also, the President of the Chambers of Commerce. This is my first visit to Kurdistan. I am impressed with the people of Kurdistan - their resiliency, their pride in their history and culture; their hospitality and their willingness to work with foreign companies to develop the many opportunities Kurdistan has to offer. said Mr. Karygiannis. Everyone I have met has expressed their hope that Canadians will see the opportunities available and work with them to help the Kurdish economy to grow and develop. Following a peaceful, democratic election, the Government of Kurdistan was re-elected. These peaceful elections are a reflection of the society as a whole - men, women and children are out and about, leading their lives in the knowledge that theirs is a peaceful, secure society. Mr. Karygiannis commented. Kurdistan is a diamond in the rough - offering the promise of prosperity to all who take part in the polishing. I am very happy that Mr. Karygiannis agreed to make this trip to Kurdistan. said Mr. Kakaee. With his help, I know that Canadian and Kurdish business people will be able to develop strong, lasting business ties and relationships. This is an important opportunity and will be good for both Kurdistan and Canada.
3 of 5 10/6/2009 1:33 AM Mr. Karygiannis visited the Governor of Kirkuk, Abdulrahman M. Fatah, and the Chief of Police of Kirkuk, Brigadier General Sarah K. Muhammad, to view, first-hand, the situation in this northern Iraqi city. The rebuilding of Kirkuk is not as advanced as Erbil. The damage done to Kirkuk by Saddam Hussein was almost total. said Mr. Karygiannis. The people of Kirkuk are rebuilding and are beginning to restore law and order to their city. Mr. Karygiannis met with Chief of Police, Brigadier General Sarhad K. Muhammed, to discuss the threats to the people of Kirkuk. Brigadier General Muhammed indicated that the police were winning the war against outside insurgents who were responsible for the recent bombings. I expressed my heartfelt hope that the Brigadier General was successful in his pursuit of peace and security for the people of Kirkuk. Mr. Karygiannis commented. It may be a long road, but I believe that he will be successful. In his meeting with the Governor of Kirkuk, Abdulrahman M. Fatah, Mr. Karygiannis discussed the economic situation in Kirkuk. The Governor advised me that he is in negotiations with the central government in Baghdad in order to receive some of the oil revenues from the Kirkuk oil fields. Mr. Karygiannis further commented. These funds are desperately needed to assist in the re-building. Saddam left Kirkuk penniless. The Governor and Mr. Karygiannis also discussed the political situation in Kirkuk, in particular, the forthcoming referendum on the future of Kirkuk. The future of Kirkuk is in the hands of the people - they will choose to either become an autonomous province (like Kurdistan); remain an integrated part of Iraq or join the Kurdish Regional Government. Mr. Karygiannis stated. The choice is theirs. It must be made by a free, fair and independent vote. There must be no outside influence or interference. Mr. Karygiannis visited the Halabjah, in the Province of Sulaimaniya, the site of the gas attack on innocent Kurdish civilians by the Saddam Hussein regime on March 16, 1988. The first sight of the monument is very powerful. It represents the horror a government can perpetrate on its own people. said Mr. Karygiannis. The spire represents Kurdish hands from the four corners of Kurdistan joining together in solidarity. The spire rises from the roof of the monument which is
4 of 5 10/6/2009 1:33 AM covered in boulders which represents the mountains and valleys of Kurdistan. Inside the memorial is a chamber which contains the five thousand names, etched in black stone, of those who perished on that fateful day. Dominating the chamber, under a 19.88 metre ceiling draped in the colours of the Kurdish flag, is a massive, 3 metre, stone platform supported by 16 pillars - symbolizing the date of the gas attack on Halabjah. In this chamber commemorating the dead, I met survivors. Everyone who works at the Halabjah Monument is a survivor. Mr. Karygiannis commented. I toured the rest of the monument in the presence of those who survived that terrible day. Their memories made the displays and pictures all the more compelling. After viewing the Monument, Mr. Karygiannis visited the seven mass graves at the Halabjah Cemetery. The victims of the gas attack are buried as they died - together. Part of the cemetery contains family markers, bearing the names of those who died. One survivor, after indicating his family s marker, said that was all he had as he did not know in which grave his family was buried. After touring the Halabjah Monument and Cemetery, Mr. Karygiannis met with the Mayor of Halabjah City, Fuad Salih Raza. I promised the Mayor that I would be moving a Motion in the House of Commons asking the Parliament of Canada to declare the actions of the Saddam Hussein government against the Kurdish people to be genocide.
