We were in Talinn for Project Preparation Meeting In the Project Preparation Meeting realised in Estonia (Talinn) on 6-9 December 2012 with the participation of 2 people from each partner organisation, the planning of the Project activities and dissemination process were discussed. And the activities and the logistic preparations to be realized in Turkey were discussed via mail, facebook and telephone connection with our Estonian partners. In addition the Municipality of Şereflikoçhisar was personally visited to determine the local activities to be organized in order to ensure the security and comfortable accommodation of the participants. We completed many preparatory phases; project idea was developed and submitted by international feedbacks and comments of both young people and the professionals and interested people in partner countries. The partners trusted in the project and participated in

formation of the meeting actively. This collaboration enabled the information flow and sound communication to achieve the final development phase of the meeting. TARGET GROUP Our project group is formed of High School and University students. Our participants have never participated in any Youth project with disadvantages and without abroad experience. FEDERATION OF DISABLED ASSOCIATIONS The Federation of Disabled Associations is an umbrella organisation holding 9 organisations. Our Federation, tries to enable the creation of common policies with a participating approach. Our Federation was established to find fundamental solutions for the problems of the disabled children, young and adult people related to health, education, rehabilitation, employment, care and living, to provide their economical and social security, to protect their legal and professional rights, to enable them to activate and improve nongovernmental activities, to enable service providing the member organisations functioning in this area, to provide support to the persons and organisations providing service in the sector of the disabled, to implement work related to the disabled in cooperation with the parties concerned, namely the local administrations. PROJECT SUMMARY E-democracy, digital democracy, and e-government are all phenomena that are developing together with ICT sector growth and rapid public-service development processes. Governments, have strongly supported change in the Information Society and in electronic

services. From a broad perspective the change is not only about transferring the services onto the Internet and making them reachable via different network infrastructures: it is more a question of profound strategic change in public-sector services overall, and a new kind of virtual citizenship. Support for traditional political participation will come from technology, online information, 24 hour discussion groups, and local virtual arenas such as municipality websites. Participation, voting, and especially, youth empowerment are important activities for building up the Information Society. In this situation our project aim to develop a new participation model for e-democracy thanks to web-site info points which establish in municipality, project activities that realise with 24 youth during 5 days, online radio and radio. The project was realised on 19-25 March 2013 with the participation of organisations from 2 different countries in Ankara Şereflikoçhisar. The project was realized with total 28 participants, including 24 young people- 12 young people from Turkey and 12 young people from Estonia. Our Federation and the Municipality of Şereflikoçhisar were the partner organisations from Turkey and two disabled organisations called THINK Estonia and Talinna ja Harjumaa Association of the Hard of Hearing from Estonia. We coordinated a 5-day project activity training and Youth Meeting in Ankara Şereflikoçhisar District with participation of 2 European countries. The event gathered together a total of 28 participants including 24 young people (with and without disability) from 2 European countries with a digital background. All the participants daily use the information technologies for sharing, broadcasting and appreciating data on the internet. They have gained an awareness of using the internet technologies for the purpose of democracy. The fact that the 28 participants coming from 2 countries for the project activity trainings focused intensively on the project theme was observed as a positive situation clearly revealing the reflection that the project preparation meeting reached its objectives. Understanding and being understood was experienced by the young people with pride as the biggest prize the young people could ever give each other in the e-democracy project activity meeting. Within the framework of the Action 1.3 project E-democracy, 150 young people studying in schools located in Şereflikoçhisar was given the E-democracy project awareness training on 14-20 February 2013. The aim was to enable the target youth group to discuss the concept of e-democracy and to create an awareness about the concept. For the project groups of 30 people were provided energizing awareness training called e-democracy for 5 days. The content of the Project was a youth meeting on democracy to form an awareness of the implementations of e-democracy for 4 organisations from 2 different countries. Within the framework of the Project, discussion upon the topics of active citizenship, voting, democratic participation, European citizenship, intercultural learning, learning by doing and exchange of ideas on cultural diversity were realized. Awareness creative ideas were

established on how and how effective these democratic rights as social e-democracy can be used on social media or electronic, virtual environment. Through exchange of ideas and experiences, we developed personal, organizational, national and European awareness about the topics of the project. All three of the Youth programme priorities- European citizenship, youth participation and inclusion were realized through workshops, discussions and meeting with policy makers (one of the partners are the Municipality of Şereflikoçhisar). In the light of these aims, active participation was ensured through questionaires, reports and information procedures, online radio programmes were performed from the beginning to the end of the project cycle, info points were formed and e-democracy awareness trainings were provided by various information meetings. It was so useful for me to participate in this project activity. I have started to think more about democracy. (Participant, E-democracy) I have found the opportunity to meet young people coming from different cultures. Everything was so good. (Participant, E-democracy) AIMS AND OBJECTIVES OF PROJECT The project covers an international youth meeting on the themes of: E-democracy, digital democracy, and e-government, European Citizenship, virtual citizenship, active citizenship, participation, voting and Cultural Diversity. It aims to analyse these phenomena in great depth using non-formal education to implement the process of social inclusion that gives value to cultural diversities for a future of mutual understanding and increased acceptance through learning and opportunity. This project does not only aim training but also changing the future by influencing young people s global awareness about virtual citizenship and enabling youth empowerment and inspiring the policy and law makers to make new legal regulations for the use of internet for the purpose of democracy and support European collaboration among the countries. Additional purpose is to create active citizenship among young people in these countries. Aims of the project is to provide a European citizenship awareness among young people, to involve activities encouraging participation in democratic life and active participation of young people, to fight against xenophobia and racism and to create respect towards cultural diversity, to improve the intercultural learning of young people by providing opportunity for common activities of young people with different cultural, ethnic and religious background, ensuring the full participation of young people with less opportunities especially disabled young people in social, Cultural and Economic society as an important priority of the European Commission. These issues are compatible with the objectives and the priorities of the Youth Programme.

Our project meets the priority of the Youth Programme to encourage the European cooperation in Youth field with its aim of dissemination of the e-democracy model to be developed under the project throughout Europe. With this model the disadvantaged young people shall be involved in the process while the model is disseminated in schools with cooperation of local administration and national education directorate and an important way shall be made for active citizenship. To this end, our project meets the priority of the youth programme to encourage the active citizenship in general and European citizenship in particular. Thanks to the cooperation developed with our partners from Estonia and through the awareness developed among all EU youth and local administration on the internet, the project also meets the priority of strengthening the mutual understanding among young people in different countries. Also our project aims to realize the governance process by improving the cooperation between the local administration and the civil society in our country so it meets the priority of contributing to improvement of the quality of the support systems related to Youth activities and the capacities of the NGO s in the youth area.

OUR ONLINE RADIO BROADCASTS Young people replied with very nice answers to our questions related to opening a new area such as usage of all written or traditionally known democratic rights in electronic format and upon social media.

IMPLEMENTATIONS OF E-DEMOCRACY QUESTIONNAIRES Young people with disability, in and out of university education process have participated in our questionnaires. 1.459 young people have participated in our questionnaires. The distribution of the young people regarding their countries and positions with or without disability or in or out of education are as follows: DISTRIBUTIONS OF PARTICIPATION FROM TURKEY 363 Disabled young people, 595 young people out of education process or graduates, 261 young university students have participated in our questionnaire from Turkey, summing a total of 1219 young people. DISTRIBUTIONS OF PARTICIPATION FROM ESTONIA 13 Disabled young people, 22 young people out of education process or graduates, 85 young university students have participated in our questionnaire from Estonia, summing a total of 120 young people. DISTRIBUTIONS OF PARTICIPATION FROM ABROAD 13 Disabled young people, 22 young people out of education process or graduates, 85 young university students have participated in our questionnaire from abroad, summing a total of 120 young people. The evaluation results of the questionnaires are available in the annex of our bulletin/leaflet.

E-DEMOCRACY IN OUR AWARENESS TRAININGS We were together with high school and university students in e-democracy awareness trainings. Our trainer Oral Ardıç, facilitator trainer Eren Yıldırım and Federation Director have realised an intensive programme in the awareness trainings provided for 150 young people in groups of 30 young people.

OUR PROJECT ACTIVITY TRAININGS 13 participants including 12 young people- 6 young people from each of our 2 project partners- from Estonia and 1 accompanying person came to our country on 19-25 March 2013 for the Project activity meetings and trainings. 12 young people- 6 young people from the Federation of Disabled Associations and 6 young people from the Municipality of Şereflikoçhisar- from Turkey have participated in our Project activity trainings. Our Project activity trainings and Project activity meetings have been realised with the participation of a total of 28 young people including 24 young people from both countries. On 20,21,22,23,24 March 2013, our Project activity meetings and Project activity trainings were realised.

YOUNG PEOPLE REALISED AN E-DEMOCRACY IMPLEMENTATION BY COMMUNICATING THROUGH SOCIAL MEDIA As an e-democracy implementation, it was happily observed that nearly 1000 people participated to the call made upon the social media to gather in the Şereflikoçhisar Municipality Family Picnic Park on 20 March 2013. Hakverdi Altuğ, the Mayor of Şereflikoçhisar, our Project partner, also made us a surprise in this meeting and enabled our Estonian Project partners to experience the rituals of Nevruz (Spring) celebrations, having an important part in Turkish culture. Intercultural dialogues were realised. Symbolic implementations were also performed in groups for usage of democratic rights. The Municipality of Şereflikoçhisar was personally visited to determine the local activities to be organized in order to ensure the security and comfortable accommodation of the participants. On the first day of Youth project, in ice breaking sessions all rules and possible situations were communicated to the participants and they were informed about security affair. In addition as we formed a team we spent time all together during the project. METHODOLOGY OF THE YOUTH PROJECT In the project work; scientific, formal, informal and non-formal education methods were used. The theme of our Youth Meeting was realized through discussions, workshops, working in groups, excursions focused on history and culture, cultural nights, evening parties and spare time spent together. Brain storming, telling, active participation, group and team work, learning by doing, theoretical inputs and energizers were certainly applied in the project. MAIN OUTCOMES OF PROJECT 1- We have realized a brainstorming to create a tolerance among people from different cultures to enable the parties to understand each other. 2- We have prevented violence and conflict between humans and realized exchange of ideas to contribute to our world to be more secure,peaceful and livable. 3-Our slogan was to become aware of our differences and to love each other and compete in kindness.

4-We aimed to realize common beauties. 5- The project result leaflet and e-bulletin were published. 6- Questionnaires were developed and applied. 7-Online radio programmes were organized and recorded. 8- Project website was launched and updated. 9- All participants were provided with information material related to Turkey. 10- Local advertisement was made for promotion of the project and public was informed. 11- All participants were provided with CD s with photographs. 12- All participants were provided with DVD records. 13- News was broadcasted on various press and media about the project, the project was presented in radio broadcasts. 14. 150 young people were provided with awareness training called e-democracy. 15. Info points were established. Intercultural dimension Intercultural learning is one of the important parts and requirements of the programme of the project. The Youth meeting tries to reveal the exploration and comparison of different realities and approaches from wider angle to issues such as social exclusion, prejudice and youth by using mutual and external cultural experiences, information and desires and starts to develop positive ways for the socially included futures. The intercultural learning methods enabled the participants to co-exist completely with the social, cultural and politic environment, which influence the lives of young people today and to explore the reflections that cause exclusion and alienation to their societies. Our project is established on respect and tolerans towards those in the shared environment and aims to demonstrate approval of the content, difference and diversity of the partnership. Both personally and cooperatively many opportunity was caught by the participants for helping to improve and challenge their points of view, knowledge and ideas in the world they had been living. It was a project including activities that participants coming from different countries and nations implemented. So it was a nice opportunity for the participant young people to gather together to realize activities in the aim of getting to know other cultures. The cultural night organized was a fruitful activity for raising the positive awareness to other cultures. Because

we think that it was an important point that they observed the differences and similarities personally from the representatives of that culture at a night when the signs of each country s own culture can be witnessed. The project supports the dialogue and intercultural meetings between the participants coming from different histories and cultures, The project helps prevention and fight against all behaviours causing prejudice, racism and social exclusion, The project improves understanding of tolerance feeling and diversity, We think that we have prepared a project aiming to gain pace towards becoming individuals having more respect, tolerance to other cultures and being open for dialogue by decreasing the intolerance and failure of acceptance of people as they are, which is the common problem of today s societies. European dimension Young people participating in the project became in intercultural interaction by meeting each other and this enabled people coming from different parts of Europe to have communication with each other. This made them to be more tolerant and moderate towards each other. The communication of the young people still go on via social media and electronic communication by improving. In addition we also aimed to enable people to have more information about EU and member countries and to become more sensitive towards Europe, the position of Turkey in EU. The participants came from different countries, societies with different cultural background and this provided people with the opportunity to get to know individuals grown in societies with different beliefs, traditions and life styles and societies they had never caught the chance of exploring before. Especially the ability of the Estonian young people using the Estonian sign language to understand the Turkish young people using the Turkish sign language, meeting each other, creating a unity of ideas were awarenesses that was worth seeing. VISIBILITY In all material work to be realized in the implementation of the project (brochures, slides, cd's, organizations and excursions) it was stated as an EU project and Youth Programme was mentioned. Our project was shared with all our environment and in the TV, radio and newspaper interviews this project was highlighted as an EU project under the framework of the Youth Programme. Our project was announced to large masses through the established website. During the programme other Youth Projects was also mentioned and new project ideas were discussed. In the home page of our website about our project flags of EU Commission, Turkish National Agency and logos of Youth programme and other related flags. On home page of website it

was stated that the website and the project was implemented by the funding received from the Turkish National Agency and European Commission. The partner organizations were made to use the part they prepared for the project and enabled to provide more detailed information. DISSEMINATION AND EXPLOTATION OF RESULTS Direct and indirect participants had the opportunity to explain their views about the project. On the detailed pages supported with photographs in the CD's prepared phases of the project were explained. The participants shared their experiences. We formed a website and made our voice heard by large masses. In the end of the good communication they demanded to submit new projects in their countries to improve our partnership even more. For the young people such an experience of a project was a new one and we witnessed that they had reasonable positive changes in the end of the project. This proved that we achieved our objectives. It was so useful for me to participate in this project activity. I have started to think more about democracy. (Participant, E-democracy) I have found the opportunity to meet young people coming from different cultures. Everything was so good. (Participant, E-democracy) RESULT During the project the participants had the opportunity to put forward their points of view, ideas and decisions globally as a whole. A daily preliminary evaluation and an official final evaluation in the end of the programme were realized with the participants. The final evaluation addressed learning about the ideas of the participants on the success and failure of the programme and how they can function in their local in the future. The ongoing communication shall demonstrate that the cooperation between partners are sustainable and shall form a potential for other future collaboration. For the sustainable communication the most useful media shall be e-mail.

In local and international level we aim to realize new projects and initiatives under the framework of Youth Programmes to reach and include more disadvantaged young people.
